Chicalia SEPTEMBER/2012 OVER 6000 THOUSAND DECLARATIONS SUBMITTED IN SEPTEMBER Flow of the road cargo manifest - Memorandum The Single Electronic Window system has been up and running at the national posts and borders since the 15th of September. In the last month only, 6.855 declarations of goods were cleared through this customs clearance system of goods by road and air in the south, centre and north region of the country. However, the roll out process for the use of the SeW at the borders is ongoing since first of September, whose implementation follows a phased schedule, already covering most of the clearance regimes stated on the e current legislation. The prerogative of issuing the cargo manifest by the clearing agent, as a representative of the importer, is one of the innovations that aims to give a new dynamic in the process, because the SeW system allows the issuance of manifest before the arrival of goods at the entry border. With this measure, the responsibility to declare the goods is returned to the importer, thus avoiding risks that result in discrepancies in the declaration process. With the introduction of the electronic road manifest, Customs are equipped with efficient mechanisms to control the traffic of goods and entities associated with them, through access to information in real time. Continues at pag.2 NAMIBIANS AWARE OF THE SEW A delegation composed by elements of Customs and the Ministry of Commerce and Industry of Namibia visited our country, between the 18th and 20th of September, in order to familiarize themselves with Mozambique's experience in implementing and operating the Single Electronic Window system. The visitor’s agenda included establishment of mechanisms for connectivity between the two countries in order to ensure the efficient exchange of information and increase control of the transit of foreign trade. The president of Mozambique Revenue Authority, Rosario Fernandes, accompanied by general managers and their deputies, in addition to members of the implementation team of the Single Electronic Window (SeW) system received the Namibian delegation headed by the General Director of Customs of that neighbouring country, Bevan Simataa. EAC in the SeW Training Centre Visit to Moza Banco EAST AFRICAN COMMUNITY IMPRESSED WITH THE SEW Equally concerned with acquiring experience in the implementation of measures to materialize trade facilitation and improvement of the business environment in their countries, members of the East African Community visited the Mozambique Revenue Authority. A delegation from the East African Community, which includes Tanzania, Burundi, Rwanda, Kenya and Uganda visited Mozambique, between the 28th and 29th September, to witness the process of public sector modernization undertaken by the Government with the implementation of the SeW. The delegation had the opportunity to visit the International Maritime Freight Terminal - TIMAR and the International Road Terminal - TIRO. Its important to highlight that processing and risk control in the movement Visit of the members of EAC to TIMAR of goods by road was the main point of interest of the delegation, as well as the biggest challenges faced with the beginning of the implementation of the systems. The programme also included visits to a SeW participating bank, Moza Banco, whose objective focused on the exchange of experiences with a view on the involvement of that industry in Government projects in their countries of origin. The business model adopted in Mozambique impressed the visiting delegation – Public and Private Partnership - to ensure the successful implementation of the SeW in the country. On the matter, Kekobad Patel, president of the International Customs Tax and Trade Policy at CTA, said during his speech that the business model adopted is undoubtedly a guarantee for the effective accomplishment of one of the objectives of a government which is trade facilitation in that it makes the project self sustainable on one hand and ensures continuous running on the other. REGº Nº 48/GABINFO-DEC/2012 groups of users, to clarify and provide the necessary support for the comfortable use of the different environments of the SeW. It should be noted that the implementation of SeW in road borders will contribute significantly no raising the revenue resulting from the transit of goods to/from the hinterland countries, including Malawi, Zimbabwe and Swaziland. Workshop about the SeW in Chimoio SEW DISSEMINATED IN CHIMOIO As part of the roll out process of the SeW, the system’s implementation team was in Manica province, particularly at the Machipanda-Chimoio border post in order to give continuity to the project dissemination sessions on the ground. Several groups of system users and representatives of the customs administration of that province participated in the workshop organized by the SeW team. Since the beginning of the implementation phase, the SeW team does not measure efforts in activities aimed at changing attitudes from the users side in order to accept the replacement of paper to an electronic environment and maintain the different user groups informed about the progress made, there are workshops scheduled in various provinces to allow greater interaction with stakeholders.
