Get Ready to Get Organized

AUBURNDALE - For most people, thinking about organizing an entire
home can be overwhelming let alone actually doing it. No matter what level
of chaos, the job can seem too big and too time consuming for a normal
human being. But, if the organization war is broken down into small battles,
it is easier to win. Even adding these steps before starting can, in the long run,
save time and steps.
According to Nicole Ramer, professional organizer and owner of ProVize Professional Organizing in Auburndale, most people find themselves
unorganized for one reason. “They don’t have a system for organizing or a
designated location for their things to go,” she said.
Some professional organizers suggest these pre-steps in preparation
of organizing a home: Save, donate or trash; begin to think about and
research storage and sanity saving solutions; and develop and teach good
organizational habits.
Start the organizing journey in the room or area that either is used the
most or is the most bothersome at its current level of bedlam. Bring three
containers and a timer (Bring four containers if a yard sale, eBay or Craig‘s
List is in the future for items no longer needed). Set the timer for the amount
of time available for the task - even if it’s only 15 or 30 minutes. Remember,
something is better than nothing.
“Start small! It’s easy to become overwhelmed at the thought of organizing
your whole home,” Ramer said. “Tackle one area in just 30 minutes or so. Set
a timer to ensure you stick to the task at hand and go longer if you feel like
you’re on a roll and don’t want to stop.”
Label the three containers: save, trash and donate. Get to work. Go through
items and toss or lay gently into the appropriate bin. Make this an honest and
brutal evaluation. A good rule of thumb is if it hasn’t been used in more than
a year, it probably won’t be missed if it ends up in the trash or donate bin.
Stop when the timer goes off (or not), pat yourself on the back and schedule
the next purging session. Continue this process through the entire home,
room by room. Tip: When it comes time for this process in children’s rooms,
have them participate. Get them excited about donating their gently loved
clothes, toys and other items to kids who aren’t as fortunate.
Back to school time is an excellent opportunity to check out storage
solutions at a local big box store. Think about what the best solution is for
your unique needs and then think outside the box for a solution. Have a
home for every item, create storage systems and use currently wasted spaces.
Begin developing good organizational habits and pass them along to your
children and other family members. “Be sure to involve our whole family in
maintaining organization so it stays under control,“ Ramer said.
Put things away as soon as they are used, think about where newly
purchased items will go and make donating a regular habit.
Tip: Items that have been designated for donation don’t have to go to the
same charity. Send games and toys to the Salvation Army and furniture to the
Goodwill … you get the idea.
“With any organizing project, the trick is to break large ones into small
tasks, turning the seemingly impossible to dine in no time,” Ramer said.
Remember, take baby steps, making progress that can been seen; hopefully,
resulting into time saved and lives made easier in the end.

Q- Condominium Satellite
Dishes:
I live in a condominium and am
interested in switching from cable TV
to a satellite dish provider because
of ongoing difficulties with the cable
Richard White service. The condominium association,
however, is not receptive to such a change. It’s my
understanding that there’s a federal law that provides some
rights to a condominium owner who wants to obtain a
satellite dish. Is my understanding correct on that and, if
so, what rights does a condo owner have in this situation?
MB- Naples
A - What you are referring to is called The
Telecommunications Act. This Act allows the installation
of dishes and antennas even if the documents of
associations restrict such dishes and antennas. However,
condominiums do not fall under this act, just homeowner
associations (HOA). The primary reason is that common
areas are jointly owned by all owners and no one owner can
alter a change the common areas. In most condominiums
one half of the owners will not receive direct signals from
the satellite. The other half may have a direct signal from
the satellite and therefore would be able to receive a signal
if they can install the dish without attaching it to the
common area. One way this can be obtained is by placing a
dish on the patio suspended on a tripod. Usually this is an
unsatisfactory method because the slight movement of the
tripod stand will send the signal askew. Even if you were
able to use a dish, you would still be responsible to pay for
the common area cable service. There is a solution whereby
you can use the common elements to place a dish. That is
if the members vote to allow satellite dishes. That means
special meetings or annual meetings for the members to
vote to change the documents.

board meetings but my question is what constitutes an

A - Your rights are very limited in this decision. Yes,
you must go along and pay for the common area cable
service. You still have the right to pay another service for
cable TV. Since you live in an HOA, you have the right to
use a satellite dish. A homeowners association must comply
with The Telecommunications Act that allows homeowners
to install a dish to receive satellite signals. You have a right
to send (a letter) written communications to the board
expressing your feelings on changing the service. You had a
right to vote at the annual election to select candidates that
support your agenda. You have a right to attend committee
meetings when they discuss competitive companies. My
answer involved your rights, but more important you had

A - My definition of an emergency, not the state
or the statutes, is an action to prevent injury, death, or
equipment damage or replacement where immediate
action is necessary. To refer to an emergency board
meeting means an action that cannot wait until the next
scheduled board meeting. Emergency meetings take
place when the board cannot wait 48 hours to post a
proper notice for a board meeting. A couple of samples
could be a swimming pool pump that burns out and
needs to be replaced. Another example is failure of the
elevators that needs to be immediately fixed. I have seen
emergency meetings called when there was potential
criminal activity in the area. After hurricane or other
storm damage requires immediate action by the board is
another example. Any action or decisions made during
the emergency meeting must be ratified at the next
scheduled board meeting.

Hosting a party is a fun way to get together with friends and family
members. When hosting at home, hosts enjoy the added benefit of not
having to travel to get home once the party has ended.
But as fun as hosting can be, it’s also a significant responsibility
that requires a little elbow grease and often a significant financial
commitment on the part of hosts. Many hosts find themselves stretching
their budgets in an effort to throw the most enjoyable and memorable

• Make it a potluck or BYOB event. Guests typically offer to bring
something to parties, so hosts who want to keep their party budget in
check can take visitors up on their offers to contribute something to the

alcohol as backup or to serve to early arrivals, but keep such purchases
to a minimum.
• Host an afternoon affair. Dinner parties tend to cost hosts the
most money, so those worried about busting their budgets can opt for
an afternoon get-together instead. Afternoon gatherings, which can be
advertised as brunch parties or backyard barbecues, can be just as fun
as formal dinner parties, and the food served at such soirees likely won’t

• Put your pantry to good use. Before choosing a meal to serve your
guests, peruse your pantry to see what’s inside. Chances are you already
have much of what you will need to prepare and serve a delicious meal,
so a thorough search of your pantry may save you a substantial amount
of money on ingredients. If you notice you have enough in the pantry to
serve a particular meal, then make that the main course.
• Don’t overlook the Internet as a potential ally. While it might seem
ridiculous to take to the Internet to buy items like plates, napkins and
towels, such efforts might just save you a substantial amount of money
and you won’t even have to leave home to do so.

host a memorable party, and buying in bulk from such websites may be more
cost-effective than buying from the nearby grocery store. Hosts who have left

but they can still take advantage of big box stores that offer steep discounts to
customers who buy in bulk. Such stores typically require customers to be club
members, but many offer one-day passes to nonmembers. There may be extra
charges for nonmembers, but even when such charges are included, you might

• Keep things simple. When hosting a party, it’s easy to go overboard and
buy too much food and/or drinks for the party. But hosts on a budget should
remember that the point of the party is to spend time with loved ones and not

Q- HOA Budget:
I live in an HOA that has a yearly operating budget of
over $200,000. Currently, we have surplus funds in the
operating budget of close to $150,000. This is money that
was budgeted for maintenance over the past 6-7 years but
not spent and has just been piling up over the years. The
board has even placed part of this surplus into certificates
of deposit attached to the operating account. The board
considers these funds to be money that just continues to sit
in the operating account and grow over time. My thought
is this money should not have been allowed to accumulate.
It should be spent for what it was originally budgeted. I also
believe that however this money is used, it should not be
allowed to just sit and collect dust, or to grow into an even
larger amount. The board rejects this and again insists the
surplus is evidence of their wise financial management.
Can you tell me who is correct? GR- Broward
A - From the information provided, it does appear that
the board is improperly budgeting and poorly managing
the expenses. Let me briefly define what I call the three
parts of the budget. The first and primary budget is
the expense budget. It must be calculated for estimated
expenses for the coming year. The second budget is the
reserve budget. It has a formula designed for expenses
that will not occur in the coming year but in future
time periods. While the HOA does not have the same
requirements as condominiums, it is recommended that
HOA boards consider a similar reserve budget. If you take
the bottom line of the expense budget added to the bottom
line of the reserve budget the third, the income budget,
must equal the total of both budgets. [Income= Expenses +
Reserves] All budgets are estimates of future expenses; you
should expect some variations of the totals at the year-end.
While there is no specific figure, I suggest that the grand
total at the end of the year, surplus or deficit, it should be
within 5% of the budgets. I suggest that the board seek
professional guidance in developing future budgets.
Q- President’s Powers:
I live in a condominium with a property manager.
Recently we elected a new seven member board. The
President was not appointed by popular vote or rule of
succession, but was chosen internally by a majority of the
seven directors. Despite many rational and experienced
alternatives, the new president chosen had never served on
any resident committee before. Many of us are struggling
with his leadership, because almost immediately he went
into a dictatorial mode micromanaging every decision
made by the sub-committees. He also has strong personal
animosity towards certain volunteer members. Sadly, the
property manager is no help in mediating this matter. Can

a volunteer committee member be ordered to resign by
the president acting alone without the board of directors?
Does a decision to oust a volunteer committee member
require a quorum vote from the corresponding BOD? This
new president thinks he can order anyone he wants off any
committee for whatever minor infraction he fabricates.
It seems impossible that the Florida Statutes would allow
one person in homeowner association to have this much
discretionary power. As this would lend itself to misuse
and allow for personal vendetta. If this happens, is there
recourse? Where can I get help with this matter? EAOrlando
A - Normally, the officers are elected by the directors
and this includes how the president is elected. The seven
directors that you elected are totally responsible for the
operations and management of the association. The
officers that are elected by the directors have duties to
the directors. Notice the words responsibility and duties.
Therefore, the directors have the highest obligation
(responsibility) to the members and the officers, including
the president, have duties to the directors. If the president
is taking action with which the other directors do not
agree, the directors can replace any officer including the
president at any board meeting. In so many words the
president has a right to manage committees at his will as
long as the other directors so agree. As a member if you’re
not happy with the way that the president is acting, send
letter to the board of directors and express your feelings.

Home improvement projects have taken
an environmentally-friendly turn in recent
years, as homeowners look to reduce their
carbon footprints en route to improving
their homes’ interior and exterior spaces.
Such projects can range from large scale
undertakings best left to professional
contractors to smaller alterations that
do-it-yourselfers can handle in a typical
weekend.
Larger projects might make the biggest
impact, but even small efforts to make a home
more eco-friendly can benefit the planet significantly
over time. The following are a handful of simple DIY home improvement
projects that can benefit the planet.
• Install low-flow water fixtures. According to the National Resources
Defense Council, installing low-flow water fixtures in a home saves both
water and money. Low-flow water fixtures include toilets, shower heads
and faucets, and the NRDC notes that such additions typically repay a
homeowner’s initial investment in less than a year thanks to lower utility
bills. A low-flow toilet is one that uses 1.6 gallons of water per flush or
less, while low-flow faucets and showers are those that use 2.5 gallons of
water per minute or less.
• Install weather stripping. Weather stripping is a great way to reduce
energy consumption while getting the most bang for your energy buck.
Weather stripping is installed around windows and doors to seal any
cracks or holes that develop over time. Such holes and cracks are more
common in older homes, which is one reason that heating and cooling
costs in such homes tend to be so much more expensive than those in
newer homes. To determine if you need weather stripping, simply feel
for drafts near doors and windows. If there is no wind or cold air outside,
then place a fan or ask someone to hold a hair dryer near suspect doors
and windows while you stand on the other side, feeling areas where you
think there may be drafts.
• Paint with a purpose. Fall is a great time of year to paint around the
house, as the weather outside is pleasant enough to open windows in
the home so it can air out during and after the painting. When choosing
paints for your home, opt for low-VOC, or volatile organic compound,
paints. VOCs are a principal ingredient of ground-level ozone, which
contributes to urban smog. VOCs also pose a considerable health risk, as
studies have linked them to cancer, eye and throat irritation, headaches,
and damage to the liver and nervous system.
• Replace old light bulbs with compact fluorescent lights. Thought
replacing traditional incandescent light bulbs with compact fluorescent
lights, or CFLs, is an easy task, that does not mean it’s ineffective.
According to the NRDC, CFLs use just one-quarter the energy
of incandescent alternatives. In addition, CFLs last longer, saving
homeowners the inconvenience of replacing bulbs.
