I am indeed very pleased that 19 males and 11 females have qualified for the 26th SEA Games in Palembang this year. The best part is that there is a good mixture of Youth, Juniors and Seniors in this team. It pleases me even more to note that 8 are below the age of 20 -­‐ a clear indication of potentials for long term athletes development and that many of your parents are supportive of your involvement in our sport. The 22 seniors tells me that you have the passion and commitment to want to stay in the sports in spite of the demands and pressure of our society. These augurs well for Athletics in Singapore. You have trained and prepared for this final competition of this year and although it is only a regional one, I hope that some of you will use it as a stepping stone to even greater competitions in the years to come. Saya sememangnya amat gembira kerana 19 lelaki dan 11 perempuan telah berjaya melayakkan diri untuk menyertai Sukan SEA ke-­‐26 di Palembang tahun ini. Yang paling menyerlah ialah bahawa terdapat kombinasi baik belia, dewasa dan warga emas dalam pasukan ini. Saya dengan sukacitanya menyatakan bahawa 8 dari mereka yang layak terdiri daripada golongan di bawah usia 20 tahun -­‐ petunjuk yang jelas bahawa adanya potensi untuk pembangunan atlit pada jangka panjang serta lebih ramai di kalangan ibu bapa kamu yang memberi sokongan terhadap penglibatan kamu dalam sukan kami. Kesemua peserta senior memberitahu saya bahawa kamu mempunyai kesungguhan dan komitmen dalam keinginan untuk terus bergiat dalam sukan walaupun menghadapi permintaan serta tekanan dari masyarakat. Ini merupakan petanda yang baik bagi sukan Atletik di Singapura. Kamu telah berlatih dan bersiap sedia untuk pertandingan terakhir tahun ini. Biarpun pertandingan ini hanyalah di peringkat rantauan, saya harap kamu akan menganggapnya sebagai batu loncatan ke pertandingan-­‐pertandingan yang lebih hebat dalam tahun-­‐tahun akan datang. 我感到非常兴奋,我国有19名男选手和11女名选手获得资格参加本年在印尼巨港举行
的26届东运会。最令人鼓舞的是队伍由青少组和资深的队员所组成。更令我高兴的是
有8名选手年龄低于20岁—这表明作为运动员长期发展的潜力,也表明了很多类似你们
父母的一样的亲人的参与和支持。22名资深的选手向我表明,虽然在社会的期望和压
力下,你们还是抱有热忱和信念坚持发展这项运动。这些都表明新加坡田径的欣欣向

There are many more things we could have done for each of you. But you and your coaches have worked diligently and many times you have worked “beyond the call of duty”. I express my deep admiration and appreciation to each Coach, Official, support staff and Athlete on the 26th SEA Games Athletics team. Support each other and bring back medals or PBs or SBs or learning experiences. Enjoy each other’s company and come back stronger for next year and the years to come. Lebih banyak yang dapat kami lakukan buat kamu semua. Namun, kamu serta jurulatih-­‐
jurulatih kamu telah tekun bekerja, seringkali melebihi tahap yang diperlukan. Saya meluahkan perasaan yang amat terharu dan memberi setinggi-­‐tinggi penghargaan kepada jurulatih-­‐jurulatih, pegawai-­‐pegawai, kakitangan sokongan serta atlit-­‐atlit yang membentuk pasukan Sukan SEA ke-­‐26. It is such a pleasure to lead this team to the 26th SEA Games in Palembang. Let us work together so that all your sacrifices and efforts of this year will come to fruition. Let us remember why we are on this team and strengthen each other’s will and determination to produce our best. Saya sungguh berbesar hati kerana dapat mengetuai pasukan Sukan SEA ke-­‐26 di Palembang. Semoga kita dapat bekerjasama agar segala pengorbanan serta usaha pada tahun ini akan berhasil. Competition Information
1. Dates
The 26th SEA Games Athletics Competition will be held from November 1122, 2011.
2. Venues
a. Competition Site
The competition will be held at Athletics Stadium, Jakabaring Sport
Complex, Palembang.
• Track and Field
v
Athletics Stadium, Jakabaring Sport Complex
The stadium has eight (8) lanes synthetic track with facilities for all
standard athletics events. The warm-up area will be provided at
200 meters from the Main Stadium.
• Marathon
v A loop course at Tanjung Api Api Road with start and finish at the
same point.
•
20 Km Walk
v
On Gubernur H. Bastari road with a circuit of 2.5 km.
b. Training Site
v
Training venues for track and field will be provided at Athletics
Stadium Jakabaring and its warming up ground.
v
Out of stadium competition (marathon and 20 km walk).
v
Training of road events will be the same as competition site.
v
The training schedule for each team will be given upon the arrival.

GENERAL RULES & REGULATIONS
1. Rules
The 26th SEA Games Athletics Competition will be conducted in accordance
with the Rules of International Association of Athletics Federations (IAAF). In
case of a disagreement in the interpretation of rules from versions in different
languages, the English text will prevail. Any unforeseen incident not covered
by the IAAF Rules shall be dealt with accordingly in the following manner:
a. Technical questions shall be resolved in accordance with the IAAF Rules.
b. Case of general nature shall be resolved in accordance with the SEA
Games Federation Statutes and Rules (2010). Particularly, the following
rules shall have precedence:
SEAGF Rules 30 – Eligibility Code:
To be eligible for participation in the SEA Games, a competitor must comply
with the SEA Games Federation Statutes and Rules as well as Rules 41 and
the By-Laws to Rule 41 of the Olympic Charter.
SEAGF Rule 31 – Nationality of Competitor:
Only nationals of the country of the NOC shall be qualified to represent the
NOC in the Games. All disputes relating to the determination of the country,
which a competitor may represent in the SEA Games, shall be resolved by the
Executive Committee in accordance with the By-Laws to Rule 42 of the
Olympic Charter.
SEAGF Rule 33 – Medical Code:
a. Doping violation as defined by the WADA Code is forbidden.
b. All competitors are liable to medical control and examination carried
out in conformity with the rules of the International Olympic Committee
Medical Commission, The WADA Anti-Doping Code and Explanatory
Documents.
c. Competitors in sports restricted to women must comply with the prescribed
tests for femininity, when needed.
d. Any competitor refusing to submit for a medical control or examination or is
found guilty of an Anti-doping violation shall be exclude from the SEA
Games. The principles of exclusion for teams and individuals shall be in
accordance with the WADA Code.
e. A medal may be withdrawn by order of the Executive Committee on the
proposal of the Chairman of the Organizing Committee.
f. A Medical Commission as approved by the Medical Committee of the SEAG
Federation will be set up to implement these rules. Members of which be
nominated by their respective NOC as approved by the Medical
Commission of the SEAG Federation.
48 g. The above regulations shall in no way affect further sanctions by the
international Federation.
SEAGF Rule 37 – Number of Entries:
The maximum number of entries from each nation in each event is fixed by the
Federation in consultation with the Host NOC. However, the following numbers
cannot be exceeded:
a. For individual events, including singles and doubles events, there shall only
be two (2) entries from each NOC (without reserves). For the sports of
Arnis, Bodybuilding, Boxing, Judo, Karate-do, Muay, Pencak Silat,
Taekwondo, Weightlifting, Wrestling and Wushu, there shall only be one (1)
entry per weight category from each NOC, and for Sailing where there shall
only be one (1) entry per event from each NOC. Any event with three or
more members to make up a team shall be deemed to be a team event,
and there shall only be one (1) team (entry) from each NOC.
b. For team events, one (1) team per nation, the number of reserves shall not
exceed the number of players allowed by the International Federation.
c. For events where both team and individual competitions are conducted at
the same time, the competitors for any one NOC cannot win more than two
(2) medals in their respective individual events.
SEAGF Rule 40 – International Federation:
a. The Organizing Committee shall write to the International Federation
concerned for their permission to hold their sport in the Games. If
requested by the International Federation concerned one representative
shall arrive at least five (5) days before the beginning of the first event of
their sport in order to check the facilities and equipment and arrange the
entries, which must confirm to its rules and the rules of the SEAGF.
b. The Organizing Committee shall pay the accommodation, meals and local
expenses of its representative at the established rate of the Organizing
Committee until two (2) days after the closing of their competition.
c. In exceptional cases, if for technical reasons the presences of additional
delegates are necessary, the appropriate arrangements shall be made
with the Organizing Committee; the Executive Committee must be
previously informed. In case of disagreement, the Executive Committee
shall decide.
SEAGF Rule 41 – Technical Officials and Jury of Appeal:
a. The necessary Technical Officials (Referees, Judges, umpires,
timekeepers, inspector, etc…) and a Jury of Appeal for each sport shall be
appointed by the appropriate National Federation of the Host Country,
which shall direct work in conjunction with the Organizing Committee.
49 b. If technical officials are needed from the other Member Organizations, to
be invited to the Games, the Organizing Committee shall seek approval
from the Executive Committee. Should the Executive Committee approve
the request, the Organizing Committee shall pay their expenses for
accommodation, meals, and local transport for the whole period of the
Games.
c. The technical officials and the members of the Jury of Appeal must have
never been professionals in sport.
d. No official who has participated in a decision may serve in the Jury of
Appeal that reviews it. The findings of the Jury shall be communicated as
soon as possible to the Organizing Committee and the Executive
Committee.
e. Technical officials may not live in the Games Villages, but the Organizing
Committee shall ensure and bear the cost of their living accommodation,
including board and local transport facilities.
f. The Jury of Appeal’s decisions on all technical questions concerning its
respective disciplinary nature is final. They shall, however, be without
prejudice to any further penalty, which may be imposed by the Executive
Committee.
g. The Jury of Appeal shall be composed of a Chairman, which position shall
be filled up by the Host Country of the Games with a representative of
each member country as members.
h. The International Technical delegates to the Games may be appointed exofficio member of the body and shall act only in an advisory capacity,
unless their respective International Federation requires otherwise.
i. In the event of a dispute or protest relating to technical questions
concerning its respective sporting event, representatives of countries in
the Jury of Appeal whose countries are involved in the dispute or protest
may be allowed to participate in the deliberations, but cannot vote in the
resolution of the protest or dispute.
SEAGF Rule 42 – Court of Appeal:
The Executive Committee on behalf of the Federation is the Court of Appeal,
which will decide finally on all questions concerning the Games. NOCs or the
Organizing Committee may submit questions to the Court of Appeal. In
addition to the Court of Appeal may intervene in all questions of non-technical
nature outside the Jurisdiction of the Juries of Appeal set up for each sport in
the programme.
SEAGF Rule 43 – Claims and Protests:
a. Claims and protests made to the judges on the grounds concerning matters
of fact are decided by them without appeal. Appeals against other
decisions of the Judges or with regard to any other matter must be
50 addressed to the Chairman of the Jury of Appeal for the sport concerned by
a representative of the NOC of the country making the appeal.
b. For exceptional circumstances, any claim must be made within thirty (30)
minutes of the decision giving rise to the claim. The Jury of Appeal after an
investigation shall then give a decision and this decision shall be
irrevocable, except the case of a disqualification of a team or of a
competitor for infraction of the Southeast Asian Games Federation, which
shall be decided by the Court of Appeal. All claims and appeals must be
made in writing.
SEAGF Rule 44 – Penalties in Case of Fraud:
A competitor proved fraudulently to have transgressed the Rules and
Regulations of the Southeast Asian Games Federation, shall be disqualified
and lose any position he/she may have gained. If this competitor’s NOC is
proved to have been a party to the fraud, his/her country shall be disqualified
in the sport involved.
2.
Participations
2.1 The 26th SEA Games Athletics Competition is reserved for teams
representing the National Olympic Committee affiliated to the SEA Games
Federation.
2.2 Only competitors who comply with the conditions laid down in the SEA
Games Federation Statutes and Rules (2010) and IAAF Rules are entitled to
participate.
2.3 Individual Events
A National Association or Federation may enter two (2) competitors for each
individual event.
2.4 Team Events
A National Association or Federation may enter (1) team for each relay
event. Six (6) competitors may be entered for each relay. Once a relay team
has begun competitions, only two (2) additional athletes may be used as
substitutes in the composition of the team for subsequent rounds.
3.
Entries
3.1 Entries in each participating country must be submitted in accordance with
the regulation laid down by The 26th SEA Games Organizing Committee
(INASOC).
3.2 Preliminary Deadline for “Entry by Number”
Preliminary entry forms by number from each participating country,
forwarded through the respective National Olympic Committee (NOC), must
be competed and should be received by INASOC not later than June 30,
2011 at 2400 hours Indonesia time (GMT+7).
3.3 Final Deadline for “Entry by Name”
The entry forms by name must be received by INASOC not later than
September 30, 2011 at 2400at 24:00 hours Indonesia time (GMT+7).
51 3.4 Both entries by number and name may be sent by fax or e-mail, but must
subsequently be confirmed with the original documents, by mailing them to

4.
Technical Meeting
The Technical Meeting will be held one (1) day before the commencement of
the competition. The time and venue of the meeting will be announced later.
V. COMPETITION RULES & REGULATION
1. Technical Organization
The Indonesia Athletics Federation (INA AF) is responsible for and has full
control of the Technical Organization of Athletics competition, in consultation
with the International Technical Delegate when necessary.
2. Relay Teams
Each federation may enter one (1) team for each event.
Relay teams may be composed of up to six (6) athletes. Once the team has
taken part in the event, only two (2) additional athletes may take part in
subsequent rounds as substitutes.
Substitutes may only be taken from the list of athletes entered for the athletic
competition whether for the relays or for any other athletics event. However,
any athlete who, after the final confirmation has been given or after qualifying
during a qualifying round or a heat for any event, has failed to participate in
the event without giving a valid reason (e.g. a medical certificate issued by the
official doctor of the championships), cannot be entered as a substitute in the
relays. (See IAAF Rule 166.8)
3. Final Declaration and Confirmation of Entries
Team Leaders or their representatives must confirm the names of those
competitors already entered who will actually take part in the competition.
Confirmation of athletes will not be accepted after the deadline. This will be
informed at the Technical Meeting.
For events held on and after the 2nd day of competition, confirmation of entries
must be made by 12:00 hours on the day before the event.
Team Leaders will also have the possibility to confirm all entries prior to the
fist day competition. Any changes should be made prior to 12:00 hours the
day before the event.
52 The final confirmation of members of the relay teams and their order will be
accepted at stadium no later than one hour before the start of the event.
Forms for the final declaration and confirmation will be distributed to each
delegation upon arrival. The forms must be completed and submitted to the
Competition Director prior to the Technical Meeting.
4. Pre – Competition Procedures
4.1
Call Rooms
The control of athletes will be done in the Call Rooms. There are two
(2) Call Rooms: Call Room NO. 1 situated in the warm-up area and
Call Rooms No. 2 situated in the Main Stadium.
All competitors must present themselves at Call Room No. 1 according
to the scheduled check-in times. Competitors who fail to appear on
time at Call Room No. 1 without a valid reason (e.g. without a medical
certificate will be excluded from participating in this and all further
events in the Championships, including relays. Team officials are not
allowed to enter the Call Rooms).
The athletes who compete in combined events (heptathlon, decathlon)
shall report to Call Room No. 1 on each of the two days of competition
before the first event of each day. The control for subsequent events
will take place at the start of each event. However, for the first event of
the afternoon session competitors must report to Call Room No 2.
4.2
Athletes Reporting Times
The times limit for athletes to report to Call Room No. 1 Before each
event are as follows: Track events, except hurdles and relays
40 minutes before the official start of the competition.
Hurdles and Relays
45 minutes before the official start of the competition.
Field events, except pole vault and high jump
60 minutes before the official start of the competition
High Jump
70 minutes before the official start of the competition
Pole Vault
90 minutes before the official start of the competition
Race Walking
30 minutes before the official start of the competition (in the specified
call room)
53 4.3
Procedures
The Procedures in the Call Room No. 1 shall be as follows:4.3.1 Identification of the competitors by means of the accreditation
Cards and bib numbers.
4.3.2 Checking the athletes’ uniform
All competitors must wear the official national uniform of their
delegation. The uniforms will be checked against the
photographs of the declared uniforms of the delegations.
Athletes who are not wearing their official’s team uniform will be
required to acquire the correct attire before they can be
processed through the Call Room.
4.3.3 Checking of shoes
The make of the shoes of all athletes will be checked to ensure
that they are the ones declared before the beginning of the
Championships.
4.3.4 Inspection of personal belongings
A strict inspection shall be made on illegal advertising and
prohibited items, which the athletes may have in their
possession. According to Rule 143, use by athletes of cassette
recorders, radios, mobile phones, cameras etc. shall not be
permitted.
Confiscated articles may be retrieved at Call Room No. 2 after
the event. Any advertising on clothes and bags must comply
with IAAF Rules and Regulations and Advertising. Any illegal
advertising shall be covered with tape. Athletes should not
remove such tape as this could lead to their disqualification.
4.3.5 Team Leader should ensure that all their athletes comply with
the above before entering the Call Room to avoid any delays.
4.3.6 The spike of the athletes shoes will be checked (number and
size). If they do not comply with IAAF Rules, the athletes will be
asked to change them to the correct size. The following
maximum spike lengths will be allowed:
Track, long and triple jumps, pole vault: 9 mm
High jump and javelin: 12 mm.
4.3.7 After completion of the necessary procedures in Call Room No.
1, the athletes will gather behind an official carrying a board
bearing the name of their event (e.g. 100 m Men Heat 1) to go
through a tunnel to Call room No. 2.
4.3.8 The Procedures in the Call Room No. 2 shall be as follows:-

Competitors in track events will be provided with adhesive
numbers to place on both sides of the shorts.

A final check to ensure that all uniforms are in order and
according to IAAF regulations will be done here.
•
After completion of these procedures, athletes may
continue to warm–up on the synthetic track nearby Call
Room No. 2 which is situated under- ground the Main
Stadium.
At a designated time, they will gather behind and official
who will accompany them to the start of the competition
area of their event.

Competition Procedures
4.5.1 Bib Numbers
All competitors must wear the bib numbers they have received.
Numbers shall coincide with the numbers on the programme.
Every competitor must wear two (2) numbers during the
competition, on the breast and on the back, except in the pole
vault and the high jump events where only one number may be
worn on the breast or the back. If track suits are worn during the
competition, the numbers must be worn on the track suit on a
similar manner.
A bib number shall attach on the bag which is carried into the
stadium.
Bib number must be worn in accordance with IAAF Rule and
must not be cut, folded or obscured in any way. Failure to
comply with the Rules 139.7 and 18 may result in a
disqualification or sanction.
4.5.2 Starter’s Commands
The starter’s commands will be given in the National Language.
Up to and including the 400 m, the following commands will be
used:

In accordance with IAAF Rules, a false start detection apparatus
will be used.
4.5.3 Timing
The timing will be fully automatic.
4.5.4 Measurement
All jumping events (horizontal) and throwing events will be
measured by electronic distance measuring apparatus (EDM).
4.5.5 Official Implements
The list of implements to be used by the competitors appears in
Appendix A.
4.5.6 Markers ( track & runways)
No athlete will be allowed to use his/her own marks. For the long
jump, triple jump and pole vault, competitors are required to use
the markers provided by the Organizing Committee. For the high
jump and the relays, athletes will be provided with adhesive
tape. In the field events athletes can use a maximum of two (2)
markers, and for the relays only one mark on the track is
allowed (Rule 166.3)
4.6
Clothing and shoes
The competitors shall participate in national uniform clothing. The
Victory Ceremony and any laps of honor are considered part of the
competition.
In order to ensure that such rules are observed by the competitors,
each delegation leader will be requested to present a complete set of
his team’s officials uniform to the Information Desk (ID) in the Official
Hotel upon arrival.
These will be photographed for the inspection and approval of the
Technical Delegate and a copy will be given to the officials in the Call
Room to enable them to inspect the clothing.
56 The competition shoes must be those declared on the final entry
Forms.
Any infringement of the above rules may result in the disqualification of
the competitors.
4.7
Track Events
If an athlete does not start a track event, the lane allocated to the
absentee will be kept vacant.
Pacing by runners lapped or about to be lapped contravenes Rule 143
and it may result in the disqualification of the athletes conceded. If in
the opinion of the Track Referee, an athlete commits an infringement of
the Rules during a race, he may receive a warning from the Referee
who will show a yellow card to the athlete concerned. If the athlete
continues to infringe the Rules, he/she will be shown a red card,
indicating that he/ she is disqualified and must abandon the race
immediately.
A water/drinking station will be available in the 5,000 m and 10,000 m
races.
4.8
Field Events
Starting heights for Qualifying Rounds of Pole Vault and High Jump will
be announced at the Technical Meeting.
Pole Vault
Competitors in the pole vault event will be required to submit their
requests to the Chief Judge for the position of the uprights on the board
provided, as well as on a form, this will be given to the athletes by the
Chief Judge.
4.9
Result System
The result system will distribute data through a direct connection to all
electronic measuring devices. The electronic timing devices will be
supported with a manual backup result system. Until confirmation by
meet officials, all displayed result will remain unofficial.
4.10
Result Distribution
Results will be available at the competition venues and all designated
areas including the Official Hotel. The result system will provide
individual competition result for television and other media. Individual
competitor’s performance in the field events will be shown on the
videomatric scoreboard.
Official result will be printed and delivered to the pigeon holes of the
participating countries. The result system will send printed output on
the host computer for relay to the Host Broadcaster, Main Press Centre
and Games Headquarters.
57 PRIZES AND COMMENDATION
1.
Victory Ceremonies
The victory ceremonies shall normally be held after the competition of each
event. Participants receiving awards must wear their officials NOC
Uniforms.
2.
Prizes
The prizes will be awarded as follows:
First Prize:
Gold Medal and Diploma to the winner/each member of
the team that is placed 1st in each event.
Second Prize:
Silver Medal and Diploma to the winner/each member of
the team that is placed 2nd in each event.
Third Prize:
Bronze Medal and Diploma to the winner/each member of
the team that is placed 3rd in each event.
4th – 6th:
Diploma to the athletes placed fourth to sixth in each
event.
