He then spoke about the upcoming community coalition on substance abuse as well as his upcoming Dialogue with the Superintendent. OPEN FORUM Soccer Donation to Craig Rienhardt Scholarship – Conor Murphy, Social Studies teacher and varsity soccer coach, along with three of his players presented a donation of $2,780.00 to the Craig Rienhardt Scholarship. The money was raised during the annual Friendship Cup game between West Genesee and West Hill soccer teams. APPROVAL OF MINUTES A. Literacy Institute members decided to look at Core Literacy programs rather than to create a curriculum. LI completed ideals brainstorming session for district to identify top 5 ideals for selecting a Literacy program. Literacy Institute decided to begin with NYS ELA Modules, Core Knowledge Language Arts (CKLA) for K-3 and Expeditionary Learning (EL) for 4&5, as a starting point for looking at Literacy programs. Timeline 2015 Spring District teachers completed forced consensus to determine top ideals for selection of a literacy program. Literacy Institute members received materials and PD on CKLA and EL to implement in September 2015. Summer PD for LI members on CKLA & EL. Foundational standards PD for remainder of the district teachers, K-5. Forced consensus results were shared with everyone. Fall Begin to implement CKLA & EL NYS Modules. Literacy Institute update at ECC and review of forced consensus results Literacy Institute meeting to brainstorm rubric creation & debriefing of CKLA/EL Timeline 2015 Fall/Winter Continue to search out literacy programs and what other districts are using - Sent a survey to LI members to get feedback on programs being used in other districts and programs desired. Finalize rubric - Have discussion on what other school districts are using for programs. Review survey and what we have learned. Determine what other programs to investigate. Reps from selected literacy programs visit - Use our ideals to guide questions for program representatives. Where are we now? Present Day 2016 Literacy Institute- Rate programs with ideals rubric & decide who is going to move forward and/or pilot a new program. Some Kindergarten teachers expressed interest in piloting Wilson Fundations. Grades 1 and 3 have proposed the adoption of CKLA and will not pilot any other program. Grade 2 proposed the adoption of the Skills portion of CKLA, making adjustments to the Listening & Learning to align with science and social studies standards. Grades 4-5 teachers will pilot one unit from CKLA. Where are we headed? Affordable Care Act Measurement Periods & Plan Offering WHEREAS, the Patient Protection and Affordable Care Act (ACA) was signed into law on March 23, 2010; and WHEREAS, the West Genesee Central School District is considered an Applicable Large Employer (ALE) as defined by the ACA subject to compliance with the added Section 4980H Shared Responsibility for Employers Regarding Health Care Coverage to Title 26 of the United States Code, the Internal Revenue Code (Section 4980H), and to offer coverage under the aforementioned health insurance plan to eligible full-time employees as defined by the ACA; and WHEREAS, the Department of Treasury issued proposed regulations which allows an ALE to adopt the Look Back Measurement Method Safe Harbor to determine the status of an employee as full-time in accordance with the requirements of the ACA and Section 4980H; and WHEREAS, the West Genesee Central School District has enacted the processes necessary to make a good faith effort to comply with the requirements of the ACA Shared Responsibility for Employers; now therefore be it RESOLVED, the Standard Measurement, Standard Administrative, and Standard Stability Periods for current ongoing variable hour and/or seasonal employees as required by the ACA Shared Responsibility for Employers (Section 4980H) are as follows: Standard Measurement Period: July 1st to June 30th Standard Administrative Period: July 1st to August 31st Standard Stability Period: September 1st to August 31st RESOLVED, the West Genesee Central School District establish the Initial Measurement, Administrative, and Stability Periods for newly hired variable hour and/or seasonal employees as required by the ACA Shared Responsibility for Employers as follows: Initial Measurement Period: Initial 12 months of employment commencing on first of the month following the date of hire. Initial Administrative Period: A period of 60 days beginning immediately after the Initial Measurement Period. Initial Stability Period: A period of 12 months beginning immediately after the Initial Administrative period. RESOLVED, the West Genesee Central School District adopts the following affordability safe harbors for a health insurance plan meeting the “Bronze level” plan, through the Cooperative Health Insurance Fund of CNY, minimum value requirements: • • Form W-2 Wages Safe Harbor: Per diem substitute employees not otherwise covered by a bargaining unit agreement(s). Rate of Pay Safe Harbor: Hourly substitute employees not otherwise covered by a bargaining unit agreement(s). RESOLVED, that if any variable hour employee meets the requirements of averaging 30 hours per week during the immediately preceding look back period, the West Genesee Central School District will offer said employee coverage under the “Bronze plan” offered by the Central New York Health Insurance Fund only for the period of September 1 through August 31 of the following year in which they are qualified. The full cost of the plan must be paid by the variable hour employee if they choose to accept coverage. RESOLVED, that the West Genesee Central School District’s Superintendent, and/or designee, is directed to develop the procedures and/or policies and to take such action as necessary to comply with the ACA Shared Responsibility for Employers as summarized above in accordance with Federal Laws and Regulations, State Laws and Regulations, and the applicable provisions pertinent to collective bargaining agreements.
