A Visit to Department of Manufacturing Engineering
and Engineering Management at CityU
On March 21, 2006, our IIE(HK) President and Publication Committees visited the Department
of Manufacturing Engineering and Engineering Management (MEEM) at CityU. We were
delighted to receive warm welcome from Prof. Michael Y.Y. Hung (Head of Department) and
his colleagues. During the meeting, issues for promoting industrial engineering discipline and
our future collaboration were discussed.
In this issue, the academic programmes offered by the MEEM department, features of
MEEM’s degree programmes, and MEEM applied research areas are introduced.

News
The undergraduate and postgraduate programmes of the MEEM department aim to meet the higher education needs of
Hong Kong’s manufacturing, engineering, and service industries. The Department also engages extensively in industrially
relevant consultancies, company-based training programmes, research and development activities in close collaboration
with Hong Kong’s and China’s industrial sectors.

Features of MEEM’s Degree Programmes
Industry-MEEM Entrance Scholarship
This Scholarship, which is sponsored by industrial donors and matched by the Department, is awarded to the
freshman who has the highest JUPAS admission score. The maximum amount of award can be up to HK$40,000.
Student Exchange
Under the student exchange agreements with our partner institutions in North America, Europe, Australia and Asia,
our students may study for 1 – 2 semesters at one of the overseas institutions. Eligible students will receive
funding support. MEEM programmes are also enriched by the participation of incoming exchange students from
partner institutions.
Industrial Attachment Scheme (IAS) and Co-operative Education Scheme (CES)
Students are provided with ample opportunities of company-based learning through the IAS in the summer term of
year 2 of study, and the CES throughout the year 3 of study. In addition to offering students invaluable
experience-based learning, the former comes with allowances and the latter CES scholarships. These schemes
are equally attractive to students as well as participating companies which have increased to over 150.
MEEM Applied Research Areas
The MEEM applied research areas that have made significant contributions to local industry are
briefly described below.
Advanced Coating Applied Research
Laboratory (ACARL)
News
ACAR Laboratory
Smart Engineering Asset Management
Laboratory (SEAM)
SEAM was established through generous
donations from various industries. Supported by
a HK$4.3m ITF award, it has developed a novel
Smart Asset Maintenance System (SAMS) for
equipment health monitoring and prognosis.
Over 20 companies (spanning from public utilities,
transportations, printing, to manufacturing) have
formed partnership or collaborated with SEAM,
including MTRC, Swire, Coca Cola, Airport
Authority, HK Air Cargo, Cathay Pacific, CLP
Power, Water Authority etc. A number of large
corporations have already adopted SAMS in their
routine maintenance systems. SEAM has
enhanced its international reputation and visibility
after the formation of the first global SEAM
consortium with links to other renowned centres.
Today, SEAM is the only laboratory of its kind
among all universities and research institutes in
Hong Kong.
Supported by two applied research projects from the
Innovation and Technology Fund (ITF) and the industrial
sectors, with a total amount exceeding HK$20 million,
ACARL was established in 2001 to serve as an applied
research facility to help effect technology transfer and
develop new applications in surface coating technology.
It has the most comprehensive range of surface coating
facilities and characterisation equipment in Hong Kong.
ACARL’s large pool of experts offers consultancy and a
variety of technical workshops/seminars to educate and
train local engineers in advanced coating systems,
surface engineering, tribology, metal cutting, and thin film
characterization, etc. It has already served more than
150 companies since its establishment. More markedly,
ACARL’s pioneering research on nanocomposite coating
has won project-sponsorship from General Motor, USA.
It has attracted the collaboration of Kennemetal, the
world’s top cutting tool manufacturer. Locally, Johnson
Electric Engineering Ltd. has recently awarded ACARL a
HK$2 million contract research project on motor
components tribology.

Laboratory
Croucher Laboratory for Optical Measurement
and Non-destructive Testing
Croucher
Laboratory
for Optical
Measurement
and Nondestructive
Testing
This laboratory, established with a donation of HK$1 million from
the Croucher Foundation, has the mission to develop and apply
optical methods for measurement, materials characterization,
design verification and optimization, fluid flow visualization, nondestructive testing (NDT) and manufacturing quality inspection.
One of the main activities of this laboratory is the application of
shearography for NDT of buildings. The project is supported by
a HK$4.1m RGC grant and a HK$1.8m Housing Authority
contract. The technique can be extended to inspecting other
civil engineering structures and superstructures, e.g. airports,
tunnels and bridges. The said technique has found many
successful applications including its use in the routine inspection
of aircraft tires.
Other applied research areas in MEEM such as Ergonomics and Work Design, Mechatronics and Automation, Precision
Control and Instrumentation, Integrated Design and Prototyping, Enterprise Knowledge Integration and RFID system
development are unique and well established.

Survey on Counterfeit Prevention
As the problem of counterfeiting is serious among the countries of the Asia Pacific region, Department of
Industrial and Systems Engineering of The Hong Kong Polytechnic University launch a large-scale Anticounterfeit Technology survey. Being supported by IIE(HK), a questionnaire survey and interviews are
currently conducted with representatives of SMEs in different industries in Hong Kong and the Pearl River
Delta region to understand the counterfeit and piracy problems they encounter and their needs. Feasible
counterfeit prevention solutions using RFID and other advanced technologies that are applicable to SMEs
in Hong Kong and the Pearl River Delta region will be developed by taking into consideration the findings of
this survey.
The questionnaire form on counterfeit prevention is now available at
http://www.rfid.ise.polyu.edu.hk/rfid/survey.asp. You are most welcome to download the
questionnaire and return the completed questionnaire to our officer Mr Newmen Ho by email
([email protected]) or by fax (2774 9308).
With Sincere Appreciation
The Executive Committee and the Publication Committee would like to express their gratitude to the Department of
Manufacturing Engineering and Engineering Management of The City University of Hong Kong and the following
company for their generous support financially to up-grade, vitalize and publish the IIE (HK) Ltd. Newsletter.
