Avondale Estates H News from City Hall Page 3 H 4th of July Celebration 4th of July Parade & Fireworks This year’s 4th of July parade starred a torrent of talented folks who marched onward, flags waving, despite a morning downpour. A bagpiping group that included City Commissioner John Quinn led the charge, and spectators enjoyed beautiful classic cars, motorized carts, themed floats, costumed characters, and representatives from City businesses, The Museum School, the City Board of Mayor and Commissioners and more. More photos: www.facebook.com/CityofAvondaleGA Page 4 Avondale Estates H News from City Hall July - August 2015 About the Grand Marshal Don Connelly has lived at 10 Dartmouth Avenue for nearly 42 years and his love affair with the City is still going strong. Don grew up in the Low Country of South Carolina, but quickly fell in love with his wife Kay’s hometown of Avondale Estates, Ga. out to do whatever needed to be done around the City. He and his friends pioneered one of the City’s favorite Independence Day traditions—nearly four decades ago, they lit the fuses on the first 4th of July fireworks display at Lake Avondale. Don has donated his time and talents to more events and activities than he can remember, and loved every minute of it. The Connelly children, Jennifer and Chris, grew up in the City, attended Avondale Elementary School and, along with their mother, are proud graduates of Avondale High School. Together, the family has been involved in a multitude of Avondale Estates organizations and traditions. The children swam on the Avondale Swim and Tennis Club’s “Purple Power” (now the Tidal Waves) and hit the pavement during the annual Avondale Estates Labor Day Race. The candidates elected in November will serve a term of four (4) years beginning January 1, 2016. Voting will take place Tuesday, November 3, at Avondale Estates City Hall, 21 North Avondale Plaza, from 7 a.m. to 7 p.m. Any person who is a resident of the City of Avondale Estates and who is registered with DeKalb County Board of Registrations and Elections by October 5, 2015, as an elector within the City of Avondale Estates, shall be eligible to vote in this election. Persons wishing to qualify for this election may file a notice of candidacy with the City Clerk at City Hall, 21 North Avondale Plaza, from 8:30 a.m. to 11:30 a.m. and 12:30 p.m. to 4:30 p.m. beginning Monday, August 31, 2015, through Friday, September 4, 2015. The qualifying fee is $3. Advance voting runs from 8:30 a.m. to 4 p.m. Monday through Friday, October 12, 2015, through October 30, 2015, at the DeKalb County Elections Division, 4380 Memorial Drive, Decatur, Georgia 30032, 404-298-4020. Qualification Requirements II & III) - Right to vote and exceptions to right to register to vote: City of Avondale Estates Charter Requirements (Section 2.11): 1) Citizen of the United States; 1) Resident of the City of Avondale Estates for a continuous period of 12 months prior to the date of qualification for election of Mayor or Commissioner. 2) Must continue to reside in the City of Avondale Estates during their period of service. 3) Must continue to be registered and qualified to vote in municipal elections of the City of Avondale Estates. 4) Shall not have been convicted of a felony at the time of qualification or during candidates’ period of service. Statutory Qualifications (O.C.G.A. § 45-2-1): In order to hold any civil office a person must: 1) Be a citizen of this state and at least 21 years of age; 2) Not be the holder of any public money due this state or any county who has refused to account for and pay over the same to the proper officer; 3) Have not been convicted of a felony offense involving moral turpitude under the laws of this or any other state unless restored to his rights of citizenship by a pardon from the State Board of Pardons and Paroles; 4) Not hold any office of profit or trust under the government of the United States other than that of postmaster and officers and enlisted men of Armed Forces Reserve (see code section); 5) Not be of unsound mind or unfit to discharge the duties of the office from advanced age or bodily infirmity; 6) Be an inhabitant of the state, county, district, or circuit for the period required by the Constitution and laws of this state. In April, after months of work—but still ahead of schedule—the City of Avondale Estates completed stabilizing and repairing its historic western gateway monument, Carl’s Corner. In March 2014, the City announced it received a $9,270 grant for Carl’s Corner improvements from the Historic Preservation Fund, administered by the Historic Preservation Division of the Georgia Department of Natural Resources. The grant covered 60 percent of the work on the structure. The 1920s-constructed red brick and stucco ceremonial entrance archway, named after an early Avondale Estates gardener, is located at the corner of South Avondale and North Avondale Roads. It was referenced in 1986 as a contributing feature to the National Register of Historic Places District. It’s a highly visible, meaningful monument, and its restoration will leave a more positive, lasting impression on residents and visitors. Residents interested in maintaining the historic features of the City expressed concern over the condition of the archway, and an interest in telling its story. Letters of support from local residents, boards and Carl’s Corner before, during and after repairs. commissions and the DeKalb History Center helped secure the grant money for this project. A letter signed by a group of five longtime Avondale Estates residents cites the importance of restoring Carl’s Corner, one of the city’s original structures: “It was meant to be a ‘welcome mat’ for pedestrians visiting our town. This has been an inspiration for many local artists.” The before and after photos illustrate that Carl’s Corner is good as new and will be preserved for many years to come. Comprehensive Plan Update A Blueprint for the City’s Future The City of Avondale Estates is required to update its Comprehensive Plan every 10 years, and the next 10-year update is due October 31, 2016. The Atlanta Regional Commission (ARC) is currently assisting the City, at no cost, with Comprehensive Plan development, drafting and meetings. The Comprehensive Plan is a citywide blueprint for future development activities. It can be used to promote orderly, rational and quality development. Planning can also help the City invest its money and time wisely in infrastructure such as streets, parks and other facilities needed to sustain the high quality of life that Avondale Estates residents, property and business owners already enjoy. The plan will establish a vision, and implementation measures to make that vision a reality. July - August 2015 As part of this effort, and per an ARC request, the City formed a steering committee to assist in the development of the plans and public presentations. The group consists of representatives from various City boards and commissions, and additional members randomly drawn from a pool of interested residents and business owners. The Comprehensive Plan Steering Committee met June 10 for a kickoff meeting. At a June 16 Board of Mayor and Commissioners (BOMC) Regular Work Session, the ARC outlined the requirements and process and the City formally commenced the update. The Comprehensive Plan covers the entire City. Public participation is exceedingly important for this plan to be successful. Page 7 H City News AVONDALE ESTATES 37th ANNUAL LABOR DAY RACE MONDAY, SEPTEMBER 7, 2015 Lace up your sneakers and join walkers and runners in Avondale Estates for the 37th Annual Labor Day 5K and 1-mile race. Racers of all ages and athletic levels are invited to participate. Both races include chip timing for more accurate results. Race-day registration will be available on site, but participants are encouraged to register online by Thursday, September 3. Visit www.avondaleestates.org/laborday2015.html for the registration link, or simply search for the event name on www.active.com. Registration for the 5K costs $20 through Sunday, August 30, and $25 after. Registration for the 1-mile race costs $10 through Sunday, August 30, and $12 after. City Hall is closed on weekends, so in-person or mailed entries must be received or delivered, respectively, by Friday, August 28, in order to qualify for the early-bird discounts. This event benefits the Amyotrophic Lateral Sclerosis (ALS) Association. Beloved baseball player Lou Gehrig brought international attention to ALS in 1939, when his career ended due to the disease. As the preeminent ALS organization, the Association leads the way in research, care services, public education and public policy, giving help and hope to those facing the disease. The theme of this year’s week, “Destination Downtown,” showed the importance of a central gathering place for people and communities. The week, spearheaded by the Georgia Municipal Association, serves to recognize the many services City governments provide and their contribution to a better quality of life in Georgia. Special thanks to DeKalb Medical fitness professional Patrice Peters for leading an April 22 Exercise Break by the Lake. City residents and staff joined together for an invigorating one-hour class on a picture-perfect spring day. DeKalb Medical also donated funds for post-class fruits, nuts, juice and water. During a daily Business Trivia Contest, the City asked residents and visitors to answer a trivia question dealing with a downtown business, and then snap a selfie at that business. Selfies taken at the correct business and emailed to the City were entered into a random drawing to win a $10 gift certificate to that business. (see page 18) Page 11 H City & Community News Avondale Estates Citizens Police Academy Celebrates a Successful Fifth Session Twelve members of the Avondale Estates Citizens Police Academy celebrated their graduation May 5, joining with City staff and Police Department personnel. The evening marked the conclusion of the fifth session of the academy, which is similar to others nationwide and is part of law enforcement’s Community Oriented Policing efforts to build bridges of understanding and partnerships between the community and the police. The classes give participants a peek into the law enforcement world so they may achieve a better understanding of what, why and how police officers operate—the world as seen through their eyes. Classes delved into topics such as courts and the law, traffic enforcement, special operations, and firearms and the use of force. Interested City residents and business owners: a call for applications for the sixth session is expected to be announced in January 2016. Overall Winners Congratulations to Doctor of Veterinary Medicine David Williams, who has been running the Avondale Veterinary Hospital at 6 North Avondale Road for 25 years as of May 2015. The clinic has been open since 1958, but Dr. Williams took over operations in May 1990. He’d formerly worked in large corporate hospitals, but found himself drawn to the intimacy of a small practice, and liked the Avondale Estates community. Parents, please review safety tips with children before allowing them to head out alone or stay home alone. NBC News recently produced a helpful resource called “5 Things to Tell Your Kids about Predators,” with tips provided by Child Safety expert Pattie Fitzgerald, CEO of Safely Ever After (source: http://goo.gl/9M2v5H). Below, those tips are paraphrased and expounded upon: directions or a task. When it comes to identifying “tricky people,” it’s not just what they look like, it’s what they do. 1. Stay Alert: Talk to children of all ages about “Stranger Danger.” They should stay alert and aware of their surroundings. Teach them to do a visual inventory of what and who is around them. Look for suspicious vehicles and people. Don’t be distracted by cell phones—perpetrators like to take kids by surprise. 3. Trust Your Instincts: Chief Broden says, “Most likely, our instincts are correct.” If it doesn’t feel right, then it probably isn’t. Children should remove themselves from a perpetrator’s reach by changing direction, crossing the street or going into a nearby business. If your child is grabbed, he/she should try to run away and yell loudly, “Help! Call 911! This is not my parent!” Children should never get into a vehicle or enter a home without their parent’s permission. 2. Safe Grownups Don’t Ask Kids For Help: Your child should say no when a stranger or even someone they know asks for help with 4. Rental demands on the facility continue to grow and bring thousands of visitors to Avondale Estates every year for weddings, social gatherings and business meetings. These improvements can only be implemented with more volunteers. Some of the planned improvements include directional signs to feed traffic into all areas of Avondale Estates, more map distribution points, more charities for pickup after the sale and an improved map. This performance, under the baton of Dr. Cristian Grases, will take place at Carnegie Hall on Sunday, June 12, 2016. These outstanding musicians will join with other choristers to form the Distinguished Concerts Singers International, a choir of distinction. entire community. Classes begin August 6, and Explorers will see dramatic physical changes to the facility. This summer’s Phase IV renovations enable the school to expand to eighth grade, preparing additional classrooms, restrooms and storage areas and renovating the 1950s-era cafetorium. At an estimated cost of just over $1 million, Phase IV will renovate 11,048 square feet and complete roof replacement on the facility’s oldest building. Other Phase IV work includes installation of a new fire alarm system, adding sustainable lighting—including sky lights in the cafetorium and lobby—and renovating a kiln studio, corridors and a decades-old staircase. Friends of Avondale Elementary Gaining Traction with Community The Friends of Avondale Elementary School (FOAES) recently completed a fundraising drive to purchase four refurbished computers for the school’s new Parent Center. They raised $540 in just a couple of days to support this important initiative. Several Avondale Estates residents helped paint the Parent Center, which will be used to help parents work on their resumes, apply for jobs, improve their English and support their children in school. “We hope to utilize the Parent Center next year to help parents better engage with their children,” said Stephanie Smith, AES PTA vice president. “The Parent Center will be a place for parents to come get help for themselves and their children to help improve their lives.” In March, FOAES raised $1,454 via GoFundMe as an unrestricted gift to the Avondale Elementary School PTA. At the same time, they held a $5 drive at City Hall, which brought in $366 for students to purchase books at the school’s book fair. Several Avondale Estates families also attended a March 26 Food Truck Bazaar on school grounds. FOAES plans to continue their conversations with the principal and PTA members to assist the school in any way they can. They are working on an FOAES website. Avondale Estates Garden Club Celebrates Special Events On Friday, May 22, several members of the Avondale Estates Garden Club (AEGC) met at City Hall to place a wreath at the Blue Star Memorial Highway Marker. The ceremony celebrated Memorial Day and honored U.S. armed forces, past and present. City Manager Clai Brown, Mayor Pro Tem Terry Giager, Police Chief Gary Broden, Finance Director Ken Turner and Communications Manager Kelly Brooks were present for this commemorative occasion. At the May 18 Board of Mayor and Commissioners (BOMC) meeting, Mayor Jonathan Elmore proclaimed June 7-13 National Garden Week in Avondale Estates. Garden club members present at the BOMC meeting were recognized. During National Garden Week, the AEGC provided refreshments for City associates to thank them for all they do to make Avondale Estates a special place to live. Top Awards for the Avondale Estates Garden Club The DeKalb County Federation of Garden Clubs (DCFGC) presented the Avondale Estates Garden Club first place for the Special Achievement Award for the Second Annual Tree Walk held October 25, 2014. Bonnie Phelps and her committee spent hours organizing this event, which was attended by a captivated crowd of 72 people. Six local arborists led groups and pointed out defining and unusual characteristics of the trees chosen for the tour by the committee. There was no shortage of specimens—Avondale Estates is one of the three oldest tree cities in the state and one of the few tree cities in DeKalb County. At DCFGC’s monthly mini-flower show, member Monica Smith won the Designer’s Award for best floral design. The members of the organization voted on the design they liked best, making this award even more special. Avon Garden Club May Meeting Featured Second Century Avondale Estates The May 7 meeting of the Avon Garden Club featured City resident and senior landscape architect John Threadgill, core member of the nine-person Second Century Avondale Citizen Advocacy Group. Mr. Threadgill presented a program entitled “Open Space in Avondale Estates.” He highlighted the upcoming 100th anniversary of the founding of Avondale Estates in the early 1920s, and the imminent progression into the next century. Mr. Threadgill suggested that expansion and growth can be modulated to retain, expand and enhance the character of Avon- July - August 2015 dale Estates and its original design by George Francis Willis 100 years ago. Architecture, open space, parks and their specific uses (baseball, pools, etc.), walkability, transportation, business locations, schools, and tree-lined streets all need to be considered in a plan that can be gradually implemented. Communities that have incorporated pedestrian-friendly design and lots of green space enjoy marked benefits to personal health, the business community and homeowners.
