DAKOTA OJIBWAY POLICE SERVICE QUARTERLY NEWSLETTER Volume 3—Issue 9 March 2012 Chief’s Message MISSION STATEMENT “Strive to ensure the safety, security, trust and protection of the First Nation Communities: Birdtail Sioux, Canupawakpa Dakota Nation, Roseau River, Sandy Bay and Sioux Valley. Uphold the highest standards of professionalism and to honor the cultures, beliefs and traditions of the First Nations families and communities of which the Department services.” We are pleased to present our ninth issue of our Quarterly Newsletter. The newsletters are important communication tools and we encourage any community comments and suggestions. The start of 2012 has been exciting for the Police Service. From an administration perspective, we were finally able to get a fresh Policing Agreement for the 2011/2012 – 2012/2013 years signed in February. This allowed us to settle on a new Collective Bargaining Agreement with the Manitoba First Nations Police Association and stabilize the budget. New equipment and technology projects are underway with upgrades to our radio and communication equipment, additional InCar Video applications and new Intoxilizer Breath Test Units. A successful DOPS employees appreciation night was held in December with Awards and Commendations. I am pleased to announce and support the re-establishment of the DOPS “Rez Dogs” Hockey team. We have played games against youth and community teams in all our detachment areas. Have a safe and enjoyable start to the summer. Meegwetch – Wopida D.A. POLICE COMMISSION A Message from the Police Commission DOPS welcomes the new members of the Police Commission: Mr. Carl Benn from Birdtail Sioux First Nation, Gloria Eastman from Canupawakpa Dakota Nation and Bill Taylor from Sioux Valley Dakota Nation. They join current members, Robert Egachie from Roseau River Anishinabe First Nation and Kelly Beaulieu from Sandy Bay Ojibway First Nation. Presently there are 5 communities receiving policing services from DOPS. Under the Police Services Agreement – they are known as the “Participating Communities”. DOPS Police Commission is to have a representative from each participating community, but not more than one representative. Presently there are 5 members on the Commission that are selected from each of the participating communities. Each member is not to hold another elected office such as Chief or Councillor and not an employee of DOTC or members of DOPS. Commission members also must possess good character, credibility and reputation within the Participating Community. Jason Colon is our new Criminal Investigator. His duties include investigating major crimes, specialized crimes, high risk cidences and identifying crime trends. He also will be assisting in developing practive strategies to apprehend criminals and disrupt criminal activity, while working toward the goals and objectives of the Dakota Ojibway Police Service. in- As a previous DOPS Officer, service with the Keetaskeenow Police Service and Winnipeg Police Service, Cst. Colon brings his knowledge of 15 years experience as a Police Officer. He is well trained in Violent Crimes, Drug Investigation and Gang Dynamics and Awareness, Search and Seizure, Surveillance and Tactical Training, along with many other Police associated training. Cst. Colon is also experienced in targeting street level drug dealers and gang members and enforcement in high crime areas. As well as serving as Corporal for DOPS in 2002, Jason has served as President for the Manitoba First Nation Police Association, and has been selected to attend several conferences supporting organizations, such as: Youth Criminal Justice, International Conference of Violent Crimes and as a member of the Street Crime Unit. When Jason is not policing, he often enjoys reading, social gatherings with co-workers, sports, weightlifting, coaching hockey, and is an avid hockey player. He mostly enjoys spending time with his wife of 10 years and playing with his 5 children. Cst. Jason Colon is a band member from Norway House. Constable Aldyne Stevenson Crime Prevention & School Resource Officer Cst. Aldyne Stevenson is our new Crime Prevention and School Resource Officer. She will be working alongside Crime Prevention Coordinator Joann Helgason in working to promote community policing partnerships and utilize problem-solving strategies in order to address the unique issues within the Elementary, Middle Years and Senior Years Schools within communities serviced by the Dakota Ojibway Police Service. Cst. Stevenson will be transferring from Roseau Detachment to Headquarters in Portage la Prairie. She brings forward experience in working with youth, as she has worked with the Province and young offenders at the Manitoba Youth Centre. She also trained as a Student Officer for the RCMP, which engaged her interest in the Police field. As a new recruit and a Corrections Officer/Juvenile Counsellor for the Province of Manitoba, she is eager to continue working in the Police Force and promoting DOPS. She is a graduate of the University of the College North. While not on duty, Aldyne enjoys spending time with her husband and volunteering her time in recreation activities. She often also enjoys coaching soccer, fundraising events for hockey, assisting in Aboriginal baseball leagues, long distance running and spending time with family and friends. Cst. Aldyne Stevenson’s is a band member from Peguis First Nation. D.O.P.S. in Dakota Ojibway Winterfest 2012 DOPS members participated in the Dakota Ojibway Winterfest 2012, held on January 27, 28, & 29, 2012 in Brandon, Manitoba. Sandy Bay and Sioux Valley Detachments provided members from their Detachments, as their communities were hosting the tournament. Cpl. Frank Kaszas, Cst. Jordan Starr, Cpl. Kristen Tompsett and Cst. Amy Roulette participated in the meet and greet and opening ceremonies. Opening remarks will be made by the Dakota Ojibway Winterfest Chiefs, Chief Vince Tacan - Sioux Valley Dakota Nation & Chief Irvin McIvor - Sandy Bay Ojibway First Nation & Shari Dector Hirst - City of Brandon Mayor & Neil Thomson - Keystone General Manager. Opening Ceremonies will be taking place in Westman Place. At 4:45, all delegates will be requested to proceed to the ice area. Along with the delegates, all participating event coordinator with the Minor Hockey participants and Pow Wow participants. Members and staff also participated as volunteers and donated their time to the Tournament and also held a Booth promoting DOPS and Crime Prevention. Page 3 CRIME PREVENTION FEATURE Brandon Career Symposium Job postings will soon be out for the 2012 Community Crime Prevention Summer Student Program. We hope to have openings available in each of our five communities plus a position at Portage Headquarters. Duties will include a variety of activities at the Detachments and in the communities. If interested in gaining work experience in policing or in organizing summer activities with a focus on crime prevention and promoting neighbourhood and children’s safety initiatives please contact our office for more information. Aboriginal Job Fair—Brandon DOPS Crime Prevention Services has attended many career fairs where we provide information on our recruitment process, police service and communities. Our youth programs that offer structure, supervision and skill-building are continuing with a lot of interest from our youth. It is often said that the hardest part of a project is getting started. But in actuality the real challenge comes from keeping the level of motivation high once the project gets started. We would like to thank the staff, volunteers and community partners for their support and motivation. Acknowledgments included Service Awards, Certificates of Commendation and Recognition that were presented as a token of appreciation to staff for their years of service and dedicated service that they have provided to DOTC member First Nation communities and colleagues. It is anticipated that the week will involve education and raising awareness of victim issues with time dedicated to the preparation to ceremony and culture. On April 26, 2012 at the Keeshkeemaquah Conference Centre DOPS will host a Service Providers Resource Fair from 10:00 a.m. to 4:0 p.m. that is open to all. DOPS Crime Prevention/School Resource member, Jo-ann Helgason received confirmation of a grant approved by the Department of Justice for National Victims of Crime Awareness (NVCAW) and will be hosting a conference during the week of April 22 – 28, 2012 at the conference will work to enhance information, access and culturally sensitivity of victim services. We will have a dedication ceremony to start the week with a teepee set up and ribbons placed on a honouring tree at our Headquarters site to acknowledge victims of crime. During the week we will visit communities and distribute promotional items that will also help raise the profile of the weeks activities. On April 26, 2012 at the Keeshkeemaquah Conference Centre we will host a Service Providers Resource Fair from 10:00am – 4:00 pm that is open to all.
