Jim R u b i n s pointed out that this p r o b l e m w o u l d be r e s o l v e d if prop o s e d c h a n g e s in the present Senate c o n s t i t u t i o n are a d o p t e d b y the Senate. The B o a r d w a s satisfied with this e x p l a n a t i o n . A T T H E B E G I N N I N G of t h e m e e t i n g , a n a n c h o r r e p o r t e r req u e s t e d a d m i t t a n c e . After d i s c u s sion, the B o a r d passed a m o t i o n stating that "since a decision o n this m a t t e r c o u l d l e a d to a g e n e r al p o l i c y , with n o p r e c e d e n t to f o l l o w , the q u e s t i o n s h a l l be placed o n the a g e n d a f o r d i s c u s s i o n at the next B o a r d m e e t i n g , a n d t h a t until a d e c i s i o n is r e a c h e d , the f o r m e r p o l i c y of t h e old Adm i n i s t r a t i v e C o m m i t t e e (i.e., to allow n o r e p o r t e r s ) be f o l l o w e d . " A M O N G T H E p r e l i m i n a r y rem a r k s to Mr. W a l l a c e ' s s p e e c h , it w a s s t a t e d t h a t the t h i r d p a r t y h o p e f u l w a s " d r a w i n g m o r e people t h a n the o t h e r t w o c a n d i d a t e s combined." In his s p e e c h , which w a s received with a s o m e w h a t m i x e d r e a c t i o n , Mr. W a l l a c e r e i t e r a t e d his s t a n d on p u b l i c e d u c a t i o n b y s a y i n g , " 1 will r e t u r n a b s o l u t e c o n t r o l of p u b l i c e d u c a t i o n t o the states." In r e f e r e n c e to the o p e n h o u s i n g issue, Mr. W a l l a c e r e p l i e d , " T h e first t h i n g I will d o w h e n I a m elected is to g o to the C o n g r e s s a n d a s k them to r e p e a l all l a w s w h i c h tell a m a n w h a t he m a y a n d m a y n o t d o with h i s h o u s e . T h e c a n d i d a t e ' s d e s t r o y i n g r a t h e r t h a n u p h o l d i n g the law; they see all dissent a n d d i s s e n t e r s a s unA m e r i c a n ; they see all f e d e r a l a u t h o r i t y a s evil; they see the w a r in Vietnam a s a holy r a c i s m , anti-intellectualism a n d a d a m a n t ly militant p o s i t i o n on the w a r place him in direct o p p o s i t i o n to all that H o p e College s t a n d s f o r a s a C h r i s t i a n e d u c a t i o n a l institution. Mr. Wallace' s c u r r e n t p o p u l a r i t y is a clear indictment oi the ability ol the American p r o g r e s s i v e to c o m m u n i c a t e the v a l u e of the liberal p r o g r a m s he e s p o u s e s to the g r e a t m a s s e s of the A m e r i c a n people.
