Jim R u b i n s pointed out that this
p r o b l e m w o u l d be r e s o l v e d if prop o s e d c h a n g e s in the present Senate c o n s t i t u t i o n are a d o p t e d b y the
Senate. The B o a r d w a s satisfied
with this e x p l a n a t i o n .

stating that "since a decision o n

In his s p e e c h , which w a s received with a s o m e w h a t m i x e d
r e a c t i o n , Mr. W a l l a c e r e i t e r a t e d
his s t a n d on p u b l i c e d u c a t i o n b y

c o n t r o l of p u b l i c e d u c a t i o n t o the
states."

issue, Mr. W a l l a c e r e p l i e d , " T h e

meeting w a s needed to c o n s i d e r the matter.

committees a r e the p r i m a r y d e c i s i o n - m a k ing b o d i e s at H o p e College. T h e i r decisions
affect all m e m b e r s of the College c o m m u n ity. F o r this r e a s o n , it is i m p e r a t i v e t h a t
all d e c i s i o n s r e a c h e d a n d the r a t i o n a l e
b e h i n d the>e decisions be presented completely to the c o m m u n i t y . Since the anchor
is the c h i d s o u r c e ol i n l o r m a t i o n on campus, its c o l u m n s seem to be the logical
place f o r t h a t p r e s e n t a t i o n .

In the second place, it is i m p o s s i b l e to

a n d both recollections a n d m i n u t e s oi t h o s e
i n v o l v e d in d i s c u s s i o n are c o l o r e d b y the
m e m b e r ' s p o s i t i o n in that d i s c u s s i o n . A

a s s e r t s t h a t " i n the f o r m u l a t i n g ol policy,
it is well to h a v e the c o m m i t t e e s h o l d open
h e a r i n g s , s o that the views of interested
f a c u l t y , a d m i n i s t r a t o r s a n d s t u d e n t s can
be h e a r d a n d their ideas a n d r e s p o n s e s
t a k e n in c o n s i d e r a t i o n p r i o r to the crystallizing of policy r e c o m m e n d a t i o n . " 11

delicate o r when a m eeting is p a r t i c u l a r l y

T h e r e is little d a n g e r ol i n a c c u r a c y .
C o m m i t t e e m e m b e r s h a v e indicated
t h a t the presence ol a r e p o r t e r w o u l d inhibit the d i s c u s s i o n . We feel t h a t this need not

a service to the n e w s p a p e r , the c o m m i t t e e s
a n d the College which they a r e b o t h designed to serve.

H E R I S E O F the presidential s t a r ol
G e o r g e Wallace is o n e ol the m o s t
deeply d i s t u r b i n g d e v e l o p m e n t s in
recent A m e r i c a n h i s t o r y . T h e c a n d i d a t e ' s
d e s t r o y i n g r a t h e r t h a n u p h o l d i n g the law;
they see all dissent a n d d i s s e n t e r s a s unA m e r i c a n ; they see all f e d e r a l a u t h o r i t y a s
evil; they see the w a r in Vietnam a s a holy
r a c i s m , anti-intellectualism a n d a d a m a n t ly militant p o s i t i o n on the w a r place him
in direct o p p o s i t i o n to all that H o p e College
s t a n d s f o r a s a C h r i s t i a n e d u c a t i o n a l institution.
Mr. Wallace' s c u r r e n t p o p u l a r i t y is a
clear indictment oi the ability ol the American p r o g r e s s i v e to c o m m u n i c a t e the v a l u e
of the liberal p r o g r a m s he e s p o u s e s to
the g r e a t m a s s e s of the A m e r i c a n people.
Mr. Wallace's s u p p o r t e r s a n d m a n y other
citizens w h o h a v e s o m e s y m p a t h y l o r the
A m e r i c a n I n d e p e n d e n t P a r t y c a n d i d a t e see
little o r n o v a l u e in civil
rights
bills
or civil rights. T h e y see the S u p r e m e C o u r t
w a r lor I r e e d o m which m u s t be " w o n "
at all costs.
H E S E A R E O P I N I O N S which m u s t
be altered in o r d e r to a c h i e v e a n increased m e a s u r e of p o p u l a r s u p p o r t
f o r s o c i a l p r o g r e s s . T h e f o l l o w e r s ol Mr.
Wallace m u s t be c o n v i n c e d that their wel- j
f a r e a n d the n a t i o n a l g o o d d e p e n d s on the
c o n t i n u a t i o n ol the b a s i c policies which
h a v e g u i d e d the n a t i o n lor 3 6 y e a r s .
Mr. Wallace will not be elected president, but he will p r o b a b l y g a r n e r the votes
ol at least one out oi five A m e r i c a n citizens
w h o g o to the polls on N o v e m b e r 5. As
the s t o r y b e g i n n i n g on p a g e one points
out, the c o m m u n i t i e s s u r r o u n d i n g H o p e
College will give the f o r m e r A l a b a m a gove r n o r a n especially high p e r c e n t a g e ol
their votes. Mr. Wallace o b v i o u s l y c a n n o t
b e i g n o r e d ; he a n d his s u p p o r t e r s a r e
not s i m p l y a b a d d r e a m which will g o
a w a y when p r o g r e s s i v e A m e r i c a n s w a k e

H E Y W O U L D B E S T not wait until
t o m o r r o w m o r n i n g . T h e Wallace
m o v e m e n t is the m o s t r a p i d l y growing lorce in the n a t i o n . U n l e s s it is stemmed
t h r o u g h r e a s o n a n d logic, it m i g h t linally
m a n i f e s t itself l o u r y e a r s f r o m n o w in a
neo-fascist g o v e r n m e n t in the U n i t e d Stales.
If such a d a r k a g e c a m e to A m e r i c a , the
H o p e College c o m m u n i t y m i g h t well find
itself f l o a t i n g in the P o t o m a c River a l o n g side the b r i e f c a s e s of the other pseudo-intellectuals.
On E v a l u a t i o n
An article on p a g e o n e points out that'
a p r o g r a m oi s t u d e n t c o u r s e e v a l u a t i o n
initiated two y e a r s a g o h a s only been employed s p a r i n g l y .
We led t h a t full utilization ol this prog r a m would be ol g r e a t w o r t h . Such evalu a t i o n w o u l d p r o v i d e the m a t e r i a l f o r imp r o v i n g the c o m p o s i t i o n a n d delivery of
c o u r s e s . Such e v a l u a t i o n w o u l d benefit both
s t u d e n t s a n d laculty.
