Greetings Florida Gulf Coast Chapter colleagues. They say, “time flies when you’re
having fun.” Well I don’t know if you’d call this fun but I have been enjoying this
year working with Nancy, our Executive Director and the other officers and board of
directors for our chapter. It’s hard to believe that our 2 nd Quarter meeting is only a
month away. I’m really looking forward to another meeting at the Sirata Resort on
St. Pete Beach, May 30, 2014. I look forward to handing out certificates to the numerous candidates who received designations this year. I’m especially excited
about presenting the “Henry Entreken Life Time Achievement Award” to this year’s
recipient, Bert Finch, MAI, SRA (retired).
Mr. Finch gave me my start in the appraisal business 30 years ago and now I have the honor of presenting him with this
award. I hope to see as many of you as possible too!
On April 5, 2014 I attended the Region X meeting in Orlando. It was good to not only see the Florida Gulf
Coast Chapter Region Reps but it is always nice to see other members from around the State. At this meeting, Rick Borges, MAI, SRA, past president of the Appraisal Institute gave us the National Office Report. The
significant topic was the progression of the two review designations, AI-GRS and AI-RRS which have gained a
lot of popularity with our members. Our chapter will hold the Review Theory – General class on August 11 –
15, 2014 in Tampa for those of you who’d like to work on that designation. One of the most exciting parts
of the meeting was a presentation by our new lobbyist, Trey Goldman. Mr. Goldman is also the lobbyist for
the Florida Association of Realtors. We’re very lucky to have him represent us. He has many years of experience and a wealth of knowledge that will greatly benefit our members. We have a great government relations committee led by Nick Pilz, SRA, AI-RRS and president of the East Florida Chapter. Another highlight
of the meeting was a presentation by Ryan Zink, MAI and chair of the University Relations Committee. Ryan
has put together a spreadsheet of all the colleges in Florida that offer at least one real estate class and has
assigned a liaison from the Region to each institution. The Region has budgeted to sponsor real estate conferences held by Florida State, University of Florida, and University of Central Florida, however if any of our
members are involved with the real estate departments or professors of other Florida colleges or know of
any conferences that are upcoming please let us know. Right now, I’m looking for a liaison from our chapter
for St. Pete College and the University of Tampa. Please get with me or Nancy if you’d like to represent us.
I attended the Pinnacle Awards meeting put on by the Florida Gulf Coast Association of Realtors March 18,
2014 along with Lance Ponton. Our chapter was one of the sponsors and as such, they asked me to present
the land broker of the year award. Actually, there were two categories and I presented 3 rd, 2nd, and 1st
place so a total of six awards. I shared with the roughly one hundred attendees how important brokers are
to our appraisal industry and how its our job to not only appraise properties and estimate value but to tell
the story of the real estate market , what was involved in the sale or lease and not only what transpired but
what the motivation was behind that transaction. And, the only way to do that accurately is to communicate with knowledgeable parties to the transaction and the most knowledgeable party is usually the broker
who handled it. So they are a very important part of the appraisal and we greatly appreciate their contribution. They were exceptionally thankful for the support of the chapter and the Institute and I feel this good
will gesture went a long way toward a more harmonious relationship. Unfortunately, Lance and I were the
only appraiser attendees there so hopefully, we’ll see more appraisers take advantage of this opportunity in
the future.
LDAC is coming up on May 19, 2014 in Washington D.C. This year our representatives include Brian Zamorski,
MAI, Patricia Staebler, SRA, and Julie Battaglia, MAI. This is a three year commitment and it’s Brian’s third
consecutive trip so he rolls off next year. This is a great opportunity for members and candidates to get involved, learn more about the Institute, government relations, and leadership. Anyone who would like to be
considered to participate next year, please go to the National Leadership Resource Registry and fill out your
areas of interest, or you can contact Nancy or Brian directly.
Finally, this year’s AI Connect National Appraisal Institute Conference is in Austin TX, August 4 th-6th. Region
X will have their meeting there also. I encourage all members to go to these national conferences and I believe that this one will be especially enjoyable. The AI web site has all the details.

Seminar: Litigation Assignments for Residential Appraisers: Doing Expert Work on Atypical Cases
(4 hours CE– FL & AI/20 points) If you are not familiar with residential litigation and are intrigued by more challenging
residential assignments, this fast paced half-day seminar is for you! You see how atypical residential properties are thoroughly analyzed for purposes of litigation. In “New House on an Old Dump” students will initially identify the appraisal problem. We will discern the difference between partial and complete remediation and their role in this appraisal problem. will learn to differentiate between pounds of paper and critical information. Then we will discover how disclosure defects
may affect market value. Learn what to do when a typical sales comparison approach is not applicable. Challenge your
skills in an entertaining learning environment! In the second case, “Home with a disappearing Dock,” deeded rights to
community recreational amenities and due diligence in identifying rights associated with ownership are explored. Learn
how questionnaires can be helpful problem solving tools. The basics of title defect actions require identifying and measuring contributory value of a component, the disappearing dock. Learn tips to help you solve that difficult assignment in a

The Candidate Guidance Committee would like to formerly invite all Florida Gulf Coast Chapter Candidates and Advisors to start off the 2nd Quarter Chapter Meeting a little early! Please join us at the Sirata Beach Resort in St. Pete
Beach at 4:00 pm on May 30th for a social get-together prior to the chapter meeting!
We will have a separate meeting room for this event with light appetizers and soft drinks provided. We are looking
forward to having time for everyone to get acquainted! Not only will other Candidates be attending the meeting, but
we will be asking some of the most recently designated members as well as other Advisors to attend!
As a Candidate for Designation myself, it has been my experience that having an Advisor is very beneficial. However,
since there have been a lot of recent changes to the requirements to become an MAI or SRA; recent designees and candidates near completion of their designations could offer additional advice and guidance. We urge you to attend and
get to know other Candidates, chat one-on-one with your Advisor and get some feedback from some of our recent designees in our local Chapter! Remember, candidates must attend at least one chapter meeting.

Check out the 2014 education schedule and you will see that we have another full
year of opportunities ahead, with a good variety of qualifying education, a professional development offering and several brand new seminars for continuing education
and the USPAP/Florida Law classes.
We are well into our education schedule and have had great attendance at the qualifying education courses held to date. We have already presented three newly released seminars and also have had great turnout at the Florida Law and 7-Hour USPAP classes held in Tampa and Ft. Myers. Upcoming in May, we will present Business Practice Ethics and
the two-day Appraiser as Expert Witness in Tampa. A new seminar Litigation Assignments for Residential
Appraisers will be held at the 2nd Quarter Chapter Meeting at the Sirata Beach Resort on May 30th and will
be given by Joni Herndon, SRA. Register soon for this one! Immediately following the afternoon seminar,
we will have our 2nd quarter chapter meeting and dinner reception at the Sirata Resort. Dress code is casual! We are thrilled to have chapter member Mike Twitty, MAI and his band, “Folk University” entertain us.
This summer will be busy with two more Florida Law and 7-Hour USPAP classes scheduled in Sarasota and
Tallahassee. The one day seminar Appraising the Appraisal-General will be presented in Tallahassee in
June. MARK YOUR CALENDAR for a newly added course—Review Theory—General which will be given on
August 11—15th in Tampa by Vincent Dowling, MAI. These classes have been selling out so register early!!
We are in the process of adding two 1/2 day seminars at the 3rd Q meeting at the Sandestin Resort in Destin, FL. This is a great location for a nice long weekend in beautiful Destin, Florida!
We have more courses planned for the fall, including General Site Valuation & Cost Approach, Real Estate
Finance and General Report Writing & Case Studies. The final Florida Law & 7-Hour USPAP will be held in
October in Tampa. Review the attached schedule and plan to attend some of these great offerings. Our
instructors are the best around! REMEMBER: THE RECERTIFICATION DEADLINE IS NOVEMBER 30, 2014!
Apply for a Chapter Scholarship! The chapter is currently seeking applicants for the annual Gillott scholarship program. We encourage those candidates who have not received scholarships in the past, to consider
applying this year. To apply, fill out the application paperwork that can be found on the chapter website

Candidates for Designation…..Did you know?
New Requirement - Candidates Attendance at Chapter Meetings
Did you know - During each calendar year candidates must attend at least (1) one chapter meeting to which the candidate belongs. The AI Board of Directors approved amendments to broaden the definition of the Candidate
Attendance Requirement. Regulations now allow Candidates to attend at least one (1) meeting of their
chapter or an AI event (Chapter, Regional, National) approved by the ADQC. The ADQC will still have discretion to determine which types of events will qualify. Register today for the 2nd Quarter chapter meeting
on May 30st in St. Petersburg.

The Division of Real Estate is now able to live stream their meetings. The streaming is not recorded and it has

as a party to a disciplinary action and notifies the Division of Real Estate, Education Section, of the intent to
attend at least seven (7) days prior to the meeting.

Letter to Chapter Membership from Region X Officers
April 15, 2014
Members, candidates, practicing affiliates and affiliates of Region X,
As some of you already know, Shawn Wilson, MAI resigned her position as Chair of Region X in order to pursue an opportunity to serve on The Appraisal Foundation's (TAF) Appraisal Practices Board (APB). It was not
an easy decision to leave service before the end of her term, but she saw an opportunity and is taking it.
She is one of six finalists being considered for three positions. We give her our full support and wish her all
the best for success of her goal.
Although Shawn has left us as a leader of Region X, she will continue to be a vital member of the Appraisal
Institute and, if successful, will continue to serve us all and the appraisal profession. We commend Shawn
for such a bold step as it is one that is fitting her unique character, intelligence and courage. She has represented us well on the Board of Directors of the Appraisal Institute and she will be missed.
Shawn has given us a letter to be shared by the members, candidates, practicing affiliates and affiliates of
Region X and it is our pleasure to present it to you.
Dear Region X colleagues and friends,
This letter finds me to be excited and hopeful and a little sad, all at once. The happy news is that I am a
finalist for service on the Appraisal Foundation's Appraisal Practices Board. Typically, only one seat is
open each year, but this year the APB is being expanded from seven members to nine, so three seats
are open. Several friends strongly encouraged me to pursue the opportunity, because it is a good fit for
my skills and interests, and because there probably won't be three open seats again for a looooong time.
The sad news is that this causes a conflict with my service on the AI BOD. Even though I'm just a candidate at this point, my interview is scheduled for the same day as the next Appraisal Institute Board of
Directors meeting. How is that for an interesting twist of fate? After long thought, I decided that the most
honorable course of action was to avoid any appearance of a conflict, and resign as Region X Chair,
before the APB interview.
That difficult decision was a little bit easier for me because I've had the honor and pleasure of serving
with Tom Cowart and Val Chiasson, and I am 1000% certain that they are ready, willing, and able to
continue their fine service to Region X.
Tom and I both know how difficult it is to be a third director, patiently -- and quietly -- sitting in the back of
the room and unable to cast a vote, because we went through it! Val has been attending meetings since
being elected last year, on his own time and his own dime. That personal investment, along with his intellect and great people skills, ensures that he is more than ready to take a seat at the big table in a few
weeks. I am sincerely delighted that my APB opportunity means that Val can be promoted, and spend
the balance of 2014 with an opportunity to speak, and an opportunity to vote.
The very best part of serving Region X for the last five-and-a-half years has been the friends I made
along the way. Thank you for your friendship and support! I am particularly proud of our committee members' respect for each other, ability to work together for the common good, and spirit of esprit de corps. I
remain astonished that, in this regard, we are the exception rather than the rule.
While I am off to a new adventure, please know that I will continue to be a fierce and steadfast advocate
for Region X, its leadership, and its members.

New AI Review Designations
The Appraisal Institute’s new review designation program took effect Jan. 1, 2014. The first new Appraisal Institute designations in more than 20 years are: AI-GRS and AI-RRS.
The Appraisal Institute established a professional appraisal review designations program in response to the growing and critically important role that appraisal review plays in risk management
and mitigation for many clients/users of appraisal services. The new designation program is
aimed at providing professional reviewers with the knowledge and skills needed to satisfy issues
related to due diligence and risk management often requested by their employers and clients.
Appraisal Institute Designated members can begin to fulfill the requirements for the review designations now. Individuals who are not AI designated can become candidates within the review designation program and embark on a path to designation. (Please note: some of the requirements
these individuals must fulfill have yet to be made available.)
AI will offer four new courses, which constitute the core education to the review designation program.
Review Theory—Residential and Review Theory—General have now been released to chapters for offerings.
Review Case Studies—General, will premiere July 14-18, 2014 and will be released to chapters for offerings in
October 2014. Review Case Studies—Residential, will premiere October 16-17, 2014 and will be released to
chapters for offerings in January 2015.

Distinction by Region X—Brian Zamorski, MAI, Tampa, Gary F. Scott, SRPA, SRA, Longboat Key and Wesley

Brian Zamorski, MAI has been on the FGC Chapter Board of Directors and currently is serving as Chair of Candidate Guidance. He joined the Appraisal Institute in 2005 and received his MAI in 2011. He served as a member of LDAC
from 2012-2014 and a Region Representative from 2011—2012. Zamorski has
been a senior commercial real estate appraiser at Herr Valuation Advisors,
Inc. in Tampa since 2011. He holds a degree from Florida Gulf Coast University in Ft. Myers. Brian also belongs to the Rotary Club of Port Richey.
Wesley R. Sanders, MAI is currently serving as FGC Chapter Government Relations chair since 2013 and is serving on the chapter Board of Directors since
2012. Wes was an LDAC participant from 2011—2013, and currently is serving
as Region X Government Relations Vice Chair. He is a managing director at
National Appraisal Group in St. Petersburg, FL since 2012. He holds a bachelor’s degree in economics from Texas A&M University. He joined the Appraisal
Institute in 2004 and received his MAI designation in 2010.
Gary Scott, SRPA, SRA has served on the Board of Directors as Education Chair
for the last two years. He joined the Appraisal Institute in 1970 and received
his SRPA designation in 1974 and SRA in 1989. He attended college in Rochester, NY. Gary has served as a region representative for the last 2 years, and
served as Vice Governor of the Society of Real Estate Appraisers from 1983—
1990. He served on LDAC (YAC) in the 1970s, and is a national Appraisal Institute instructor. Gary and his wife, Claudia, live in Longboat Key.

Governor Rick Scott appointed Armando del Valle, SRA to the Florida Real Estate Appraisal Board. Armando is vice president of del Valle & Associates in Miami Lakes and is a member of the South Florida Chapter.
He was appointed for a term beginning March 27, 2014 and ending October 31, 2017.
Appraiser Criteria Changes Become Effective on January 1, 2015
The Appraisal Qualifications Board (AQB) of the Appraisal Foundation has published a copy of the changes to
the Real Property Appraiser Qualification Criteria, which were adopted in December 2011. The new Qualification Criteria contains significant changes to education and experience requirements as well as establishing guidelines for the supervision of registered trainees. The effective date of January 1, 2015 has been
established. The publication may be viewed and downloaded on the AQB website.

available. We have a total of 113 candidates and there are a few candidates who do not yet have an advisor.
A Candidate may request a particular Advisor or the Appraisal Institute will identify a potential Advisor for
the Candidate and make the assignment. The Appraisal Institute will make the final approval as to who will
serve as the Advisor for a specific Candidate. Candidates: Don’t delay—choose your advisor today!
An Advisor can receive up to 25 hours of CE credit per AI CE cycle for service to the Appraisal Institute.

If you are stuck on identifying the right property type or owner to permit you to start your demo in the
traditional format, consider the other demo options, even if you are specialized in 1-2 property types.

Put together a checklist of the items needed to acquire your designation, complete whatever you can in
the order that best fits your schedule, and don’t stop until you finish.

Where do you work? How long?
I am currently self-employed working in real estate development doing single-tenant net leased retail deals. I have been doing this for
approximately three years now. Prior to this I worked for CB Richard
Ellis as a staff appraiser in the Tampa office.

How did you get started in the business?
My appraisal career began in Orlando when I started as a researcher working at Pinel & Carpenter. I was involved in eminent domain research for approximately one year and then transitioned
to a staff appraiser.
What type of appraisal work do you do?
As mentioned previously, I’m currently doing single-tenant net leased retail development. While
at CBRE I specialized in appraising industrial properties.
Who/what is the biggest influence for you in getting the designation?
It was a goal I set for myself when I began my appraisal career in Orlando ten years ago at Pinel &
Carpenter. While I have been out of the appraisal field for the past three years, completing the
designation was important to me for two reasons – I wanted to accomplish the goal I had set ten
years ago, and I believe the designation (and all the training required to obtain it) will benefit me
in the world of real estate development.
Hometown? Lakeland, FL. Currently living in Delray Beach, FL.
Favorite Hobby/Activities? Scuba diving, boating, traveling, cooking.
What advice can you give to other candidates and associates letting the demo hold them back
from receiving their designation?
Sign up for the Capstone Program, and sign up early! While it is a considerable amount of work
and required a significant time commitment, it provides a great path to designation for those
needing to complete that portion of the requirement. My piece of advice for completing the Capstone Program – have your report essentially completed before the class starts. Use the week
long class to make any necessary final edits to the report – it will make the experience much
more enjoyable.

Where do you work? How long?

How did you get started in the business?
I stumbled into the real estate field. After college I wasn’t ready
for the so called “real world”. A friend of mine owned an appraisal
business in Cleveland, OH. I took comparable photos, started files,
did data entry etc... As some time passed, I began asking numerous
questions, and became interested in the methodology. The rest was
history.

What type of appraisal work do you do?
A wide array, but the bulk of my work type is for Estate purposes and buying/selling decisions. I specialize in the high-end water front sector of Naples.
How has your practice changed in recent years?
It has become apparent in recent years that clients demand quality work, and most are
willing to pay more to get it. Developing and maintaining competency, complimented by
ethical practice comes with a premium.
Who/what is the biggest influence for you in getting the designation?
Cindy Carroll, SRA, owner Carroll & Carroll, Inc. After one week of working with her I
realized she was special, and I wanted to produce the type of report she did. In addition,
I wanted to separate myself from the rest of the appraisers in my area.
Hometown? My hometown is Naples, Fl. I was born in Indianapolis and moved to Naples in
1980 when I was six years old.
Favorite Hobby/Activities? Competitive swimming and staying active. My spare time is spent
with my family.
What advice can you give to other candidates and associates letting the demo hold the
back from receiving their designation?
Take the 45hr DEMO alternative! It’s demanding and requires discipline, but if you prepare properly and put your nose to the grind stone, the reward to endless. And keep it in
perspective; the time spent is a small investment in the big picture.
Any other advice to candidates for designation and associates? Don’t procrastinate. The
fresher the material is in your head, the easier the classes are. Lastly, ask for help! AI
instructors are very accommodating; don’t let this resource go to waste.

Special Magistrates for the Pinellas County Value Adjustment Board
In accordance with Section 194.035, Florida Statutes, Pinellas County is currently seeking appraisers who
meet the following criteria to serve as Special Magistrates for the 2014 Value Adjustment Board. A Special
Magistrate may not be an appointed or elected official or employee of Pinellas County; must be a state certified real estate appraiser with not less than five years experience in real property evaluation and/or a
designated member of a nationally recognized appraiser’s organization with not less than five years experience in tangible personal property valuation, per Chapter 475, Florida Statutes; and may not represent a
taxpayer before the Value Adjustment Board in any tax year during which he or she serves as a Special Magistrate. Appraisers who have three years of relevant experience and who have completed the training conducted by the Department of Revenue will also be considered for appointment. Special Magistrates will be
paid at the rate of $95.00 per hour, plus mileage. Hearings will be scheduled during the months of October,

National Awards at Annual Meeting
The Appraisal Institute national office is now accepting nominations for the organization’s annual membernominated awards.
The Lifetime Achievement Award is given to an individual who demonstrates high ethical standards, has
volunteered several years of service and contribution to the Appraisal Institute on the international,
national, regional and/or chapter level, provides service to his or her community, and has contributed to the
appraisal profession. A minimum of 20 years of service is recommended to be eligible for this award.
The Outstanding Service Award is given to an individual who has provided outstanding service and
contribution to the Appraisal Institute. This award can be given retroactively, Please expand in detail on an
experience or story exemplifying this member’s outstanding service to the Appraisal Institute. For more information or

3rd Quarter Chapter Meeting—Sandestin Resort, Destin, FL

We are planning a very special 3rd Quarter Chapter Membership Meeting at the Sandestin Golf
and Beach Resort located in Destin, FL.
Two 1/2 day seminars will be presented earlier in the day, followed by a dinner reception at one
of the Sandestin’s many beautiful venues. Special discounted group rates will be available to us
until mid-July for a variety of accommodations, ranging from hotel rooms to 3-bedroom condos,
villas and town homes that are located on the property. Beachside units, marina units and fairway units are available. The Sandestin property includes nineteen swimming pools, four championship golf courses, 15 world-class tennis courts, a marina, boating and fishing, bicycle rentals,

2014 Gillott/Florida Gulf Coast Chapter Scholarship Program
The Florida Gulf Coast Chapter of the Appraisal Institute offers the John and Doretta Gillott/Florida Gulf
Coast Chapter Scholarship Program each year. Scholarships are awarded to assist active candidates belonging to the Florida Gulf Coast Chapter in achieving their designation, based on their past participation
and attendance at educational and chapter events. The deadline to apply is May 1st.
The scholarships are sponsored by the chapter and by long-time education chairs, John and Doretta Gillott.
The scholarship guidelines and application form will soon be posted on the chapter website in the education
section at www.gulfcoastai.org. Completed applications are due back to the chapter office by May 1st.
The chapter’s board of directors will select this year’s recipient(s) at their May board meeting. The chapter
scholarship can be used on any Florida Gulf Coast “chapter-sponsored” core course that would go towards AI
designation requirements. Only candidates of this chapter are eligible to apply. The scholarship is good for
a two-year period. Don’t miss this great opportunity on your path to designation!
Other scholarship programs are available through the Appraisal Institute. The Appraisal Institute Education
Trust offers scholarships for undergraduate and graduate students who are pursuing degrees in the real estate field and the Minorities and Women Scholarship is awarded to qualified college students and candidates

AI CE Points System
The Appraisal Institute recently transitioned over to a points system rather than the hourly system in order
to reward Designated members who take advanced education. In addition, AI now rewards members who
take and pass advanced education and qualifying education exams, which was previously unrecognized in
the past. Designed members (required) must earn 500 points during every 5-year cycle and Candidates and
Practicing Affiliates must earn 350 points.
Generally, 1 hour of CE = 5 points (1% of 500 points) or more. This formula is also used for education taken
outside of AI, which members can add on their own by logging onto the website and clicking: Add Credit to
My AI CE Log.
USPAP and Business Practice & Ethics are each valued at 35 points.
AI will continue to issue completion certificates and education transcripts that contain hours for state submissions; only the AI CE Status Report will reflect points. The Advanced Continuing Education (ACE) requirement has ceased to exist; AI thinks it’s best that Designated members create an education plan that
best suits their needs and schedules.

5:30 PM—8:00 PM: Chapter Dinner Reception & Elections
