Re: Need to change rules
Item 1. Baulk
Rule needs to be changed to, baulk can he paid anytime between
the qualifying targets s o a not be a distraction to other squad
members (discussion, some times overheated, takes place whilst
other shooters look on. and when shooting resumes will miss].
Baulk must not be paid later, in shoot offs b u t finalised there

Reason
Time and time again over 3 0 years shooting (competitive) I have

Item 2. Shooter calls and shoots trap house, or ground
Rule should read (if shooter] calls and shoots trap house by

a s a regisrered rcfcrcc 0lar I have pressed r l ~ uburron lor some of
the bcsr shots irr rhis counrry widlour one word ofdlssenl from
any shooter a s to any ruling1 have made -until now.
On Sunday February 13th.Iwas asked to officiatea t a fifty target
Continental event. The squad had shot a t a few targets when a
shooter on lane flve'refused alegal light swinger. His next target
was aleft swingerwhich although was again legal brought about
another refusal.
I asked the competitor his reason for his refusal of the target and he
said that both targets were released too slow much to the
astonishment of the remainder of the squad. I then handed tile
button to my scorer, anexperienced shooterand sllootingpromded.
There are referees who have turned in their badge after a n
incident such a s this and I must say t h a t i was molr than alittle
embarrassed, however I intend to referee whenever called upon.
I conclude by saying that the 'refusal lule' is ambiguous but I
give fair warning that If this happens again. providing that the
target and pull were legal. I shall count the thild refusal a s 'lost'
and the shooter concerned can take it u p with club management.

DRUGAGENCY
Dear Sir.
Having shot DTL competition for the past 14 months I have
noticed that many shooters I have spoken to a l e not too happy
with many of t h e clubs grading systems.
One problem seems to be that d u e to a d m p off of competitors a
lot of clubs have reduced their grades from 4 to 3 , therefore
mixing both AA and A under the one grade. Many A grade
shooters Kve spoken to no longer see the sense in paying
nominations to compete against AA shooters. Adding to the
nmblem is the fact that AA shooters comnetine in 3 erade
1l;llldicap cvrrlts reduce llleir mark. Does rhis mean that A grade
siruore~swrll l ~ a v cro look lor 4 grade evcnts only7
To address tilis plwblem I feel some clubs may need to reduce
the value of t h e bophies. rather than the quantity. therefore
encouraging shooters to win their own grade.
Is this problem a n ACTA or a n individual club pmbiem or both?
1 srress rhar rhis lerter is nor lo discriminare against M shoorers
01. any spr<:iliu clubs. but rarher to have clubs encourage all
glades of shoaren in this sport.
Craig Bennett
Dear Sir.
As I a m requirrd to take a prescription drug for fluid letention i
was particularly interested in the advertisement placed in the
Feblualy issue of tile CTSN by the Australian Sports Drug Agency.
Cunosiry gnr rhe berre~.olmcand 1called tile number. Imagine my
suq, lisc wllcn 1 was inlurmrd Lila1 the plrscribed drug 1 take
INatrdrxI conwtns a banned substance under the ASDAguidelincs.
The conversation with the ASDA proved v e ~ yinteresting. I also
learnt that there a l e many 'over the counter' cough mkturesand
the like that also contain banned substances which can be
detected u p to seven days following the last dose.
n l e l r are, of course. ways amund the pmblem ofapresc~iptiondtug
with a banned substance in it.Thel~isoffen anotiler name that does
the same or similar job but does not contain that substance. As a
last resolt, your doctor can write a letter stating that the particular
dlug with the banned substance is the only one avaUahle to you and
you lequhr it on medical grounds if he cannot Ond a substitute for
you. It must be noted that such a letter has to be lodged with the
National Association of your sport to be effective.
I would urge all shooters considering attending Nationals to
make themselves aware of the reauhrments of the ASDA. J u s t
think how disappointed you would be if drug testing took place
and you have just won a NationalTitle.
It is also equally important for the ACTA to make clear their
stance o n drugs and drug testing. There is no gualantee that
drug testing will take place a t the Nationals. Similarly, there Is
no guarantee that it won't so please be warned.

T h e South Auslrallan Smrc DIL Carnival rllisy<arwas held ovcr
3 days instcad of rile usual 2 resuiurlg in a very pleasing influx
of interstarc shooters comlng from NSW, Victuria and \Vestern
Australia who all agreed the three day progtam made it a
worthwhile trip to make.
Friday's pmgrarn ofthe 50 target State Handicap and 25 pair State
Double Rise saw competitors facing h z e t s rising in the strong
winds. Frank Agostino won the handicap shooting a 55/57 over
Dino Oliviem with 54/57 and V. Adamswith ascore of48/51. Back
Markers Max Medhurst and D. Freeman both shot 46/50.
The State 25 pair Double Rise Championship was ably won by a
very determinedTony Rohrlach shooting45/50 in conditions far
from perfect. Well done! Max Medhurst came in second overall
with a 51/60.
Saturday saw the incoming Gulfwinds still in force but shooters
by now were coping much better and generally the scores posted
were very pleasing. Bill lles shot a perfect score of 100/100 to
win the 60 target Champion of Champions event with South
Aussie Steven Baynes coming in 2nd with a 99/100.
Danyn Nicholls of Broken Hill won the 50 target State Double

shot 119/120. Shot in conjunction with file State Double Barrel
Championship is the S.AC.T.A. Club Team of the Year.

History
In early 1993 several new rules were introduced that caused
some confusion in how the handicap cards should be filled out.
Along with these rule changes and the introduction ofthe revised
handicap card in 1994, the whole procedure of placing scores on
the shooters handicap card has become totally confusing.
This booklet is designed to hopefully make this process a little
more understandable.
Introduction
Since the introductionof the rule changes the two rules thathave
caused the most confusion are Rule 2.lIa) and Rule 2.lIh).
Just to refresh your memory. Rule 2.lIa) states the following:
All appropriate 1 5 metre scores [common mark) shall be
recorded for percentage performance class(ficat1on
irespectiw ofhow the event is run
NOTE
All targets t h a t are s h o t under common mark
competition conditions to be entered on the ACTA
shooters card, with the exception of Double Rise events.
This is all well and good but for Rule 2.l(h) to have any chance
of working then the scores should be entered on the shwters
card a s shown in Figure 2.

And Rule 2.llhI states the following:
It s l d l be rhe responsibiliry oJ a dcsig,mlrd club o r i i a i to
progressively mark U t e slmters card with his 15 mere resdls
and qfler each 200 targets regrade the slmrer ~ n c c c s s a r y .
NOTE
All shwters hauingshot at 200 targets wouldbegraded.
Any one (1) bod score entered on the Double Barrel
competition would be wiped off and transposedfor any
one (1) good -re from another event competition (off
equal target amounts fi possible).
It is this note to Rule 2.lIh) that has caused the most problems
with the handicap cards and the regrading of shooters.
Placing Scores on the Handicap Card
- Rule 2.l[aI
Double B a m l Events
In the past all Double Barrel (D/B) scores were added together
and placed on the shooters card as a combined score.
If this was to happen now under the new lule system Rule 2.11h)
would not be able to be applied colrectly. To overcome this
problem all individual event scores should be entered on the
shooters card a s is stated in Rule 2. lla).
Page 12
Notice that in the EventSmle/Targets miumn has been divided into
two mlumns, one is headed Other and the other is headed D/B.
This is done so that when it comes time to apply Rule 2.lIh)
the handicapper will be able to distinguish between Double
Barrel [D/B) scores and the other event scores, how this
happens will be shown in later examples.
Single Barrel and Continental Events
If only it was so simple to include only the Double Bamel ID/B)
scores on the shooters card. but Rule 2.11al states that "W
targels Lhnr are shot i'nder common mark compelition conditions
are to beenrered on dwACI'A slmlers card", tllis includes Single
Barrel [S/U] and Conlirtrnwl ICuntl tnrgets.

Example
With the above in mind. if we now take the program fmm the
previous example, all the scores fmm that program should be
entered on the shooters card. After entering the scores. the

NOTE
If only the Double Barrel (DIB) scores were taken into
account, as shown in Figum 4, then the shooter would have
a percentage of 93.6%.therefore be would remain i n B grade.
However this is not the case, and step 2 will explain further.
step 2.
The next step under Rule 2.lIh) is to substitute one bad Double
Barrel (D/B) competition swre for one good score (ofequaltaget
amounts if possible) from another event competition. This
sounds complex but let's consider the following example.
Example
Under Rule 2.l(h). I. Gotit's smre of22/25 for aDouble B m l D/B)

effectivelychange the pmgtssive total a s shown in Figure 5.
Discipline: COMMON MARK
Notice that the inclusion of the Single Barrel (S/B) event, in the
Other column on the card, had no effect to the progressive total.
Regrading Using Rule 2.l(h)
You may have thought that the previous pmcedure was a waste
of time. However, a s you will see, without placing the scores on
the shooters card in thiswav t re at difficulties will be encountered
in applylng the regrading d d e 2.lIh).
rhar is required to apply iiule
Let's now look at the

step 1.
As is the normal rule, regradingonly takes place afterthe shooter

Qualities of a coach
Tllere was great excitement a t Orange GC recently when the
Scuito Family gathered for an enjoyable afternoon of shooting. I
was present to see 3 generations of the family shoot together
which is quite outstanding.
Without contradiction, to be a successful coach does not mean
being a world champion shotgunner, however he must have
experience and a complete knowledge of the techniques involved
and be able to communicate with his pupils. Beinga good coach
and teacher is not always a n easy job.
Mr Sam Scuito from Catania in Sicily was on vacation to visit his
sons Joe [Orangeland Alfe ISydney) and Joe's son, up and coming
junior shooter Sal, made up the historic group. Mr Sciuto owns his
own gun club and gun shop inItaly and the family boasts 75 years
of clay target shooting. Conglatulations and well done.

If our sport is to grow and prosper we have to promote and offer
expert teaching advice to the beginner so that he/shewili quickly
begin to shoot targets. Given the right instructions and
encouragement this will surely happen.
It's not uncommon to see a beginner shooter in a squad a t trap
or skeet - miss a target and almost right away he begins to get
advice on how to shoot. Advice like, you're shooting behind or
you're lifting your head. you're stopping your gun, etc, etc. All
this advice is negative to ill& new shooter and the not s o new
shooter. It does indeed only coniuse him and h e begins to think.

To his widow and family, the members of the Southern Gun Club
express their condolences at the sad loss.
Aged 13 years
On Sunday 13th February. the Colac Gun Club lost one of its
most valued junior members to cancer (brain tumor).
It was during our monthly shoot that word came through that
Zac had passed away, and it left a deep air of sadness around
the club for the rest of the day.
Over 500 people packed St. Ma~y'sChurch. Colacon Wednesday
16th to pay their respects to Zac's parents. Greg and Jenny, and
his bmthers Q l e r and Travis.
I think this alone will give some indication ofthe esteem that the
entire Holt family are held in.
Those shooters that can turn their memories back to the 50s and
60s would remember Zac's grandfather Ian, who in that era was
considered one of Australia's finest shooters. In 1961 Ian was a
member of the Mackintosh Cup Team, and it was only natural
that Ians 3 sons Greg. Jeff and Stephen plus his 5 grandsons
would all become fine ambassadors to clay target shooting.
