against the budget ordinance.
The new budget, along with
changes made to the county’s
financial operations, should improve the county finances over
the next year, Leach said.
“This time next year, we’re
going to be celebrating,” he said.
Officials described the budget
as “conservative.” The budget included money for five cars for the
sheriff’s office and one car for the
Department of Social Services, to
be purchased outright instead of
financed; a plan to buy new radios
for the sheriff’s office; a Christmas bonus of $300 for full-time
county employees and $200 for
part-time employees; and $9,000
to pay for one part-time employee
who helps senior citizens through
the Senior Services department.
Otherwise, the budget did not
include money for hiring any
additional personnel and most
empty personnel positions were
frozen and won’t be filled. The
budget did not include funding for
a proposed third campus at Hoke
County High School.
The new budget ordinance
was only part of the financial
work board members dealt with
in budget talks June 25 and 29.

respond to any situation, the
churches themselves need to
have plans in place for worstcase scenarios to deal with
addressing immediate dangers
in the crucial minutes before
authorities arrive.
In a situation where a person
is shooting at others, a second’s
decision can mean the difference between life and death,
Peterkin said.
“When you’re worshipping,
what doors are unlocked? Can
anybody just walk into your
facility?” he asked the faith
leaders.
If a door is unlocked, someone should be there to monitor
who comes in and goes out.
Doors and windows should be
kept clear in case people need
to use them to escape. Assessing the layout of the church and
having a way to communicate
between different buildings is
important, too, especially if
people are in various parts of
the church at the same time, the
sheriff said.
“If something happens, how
are you going to alert them?”
he asked.
Besides giving a brief rundown of ideas and ways to keep
churchgoers safe, Peterkin offered to help any church leader
interested in getting training for
their safety team members and
connecting with law enforcement
to make an emergency plan.
Churches are always welcome to call 911 about any
suspicious person.

about the county’s fund balance,
which is reportedly near or at the
eight percent level that the Local
Government Commission recommends all counties keep in reserve
in case of emergencies.
“We need to work on the
process of building up our fund
balance. We’ve got to look at all
phases of it,” Wright said. “From
the expenses we put in (the budget) and the cuts we made, all of
the growth that we get this year,
there should actually be a couple
million more dollars coming in
this year that should go into our
fund balance and our fund balance will get back where it needs
to be...I think we’re on the right
approach. We’re not just looking
at this budget for this coming year,
we’re looking at several years
down the line.”
Southerland noted that in 1998,
Hoke’s tax rate was 75 cents, had
gone down to 70 cents by 2006,
and increased three cents in 2011
to build Sandy Grove Middle
School.
“You’re talking about a county
that was able to survive and sustain
all these years without a tax increase for the community, for the
citizens, for DSS, for the Health
Department, for the seniors, we
haven’t had a tax increase,” he
said.
But that’s changing, he said.
“It is time now, as we grow, to
increase taxes,” Southerland said.
But if the county does well over
the next year, it’s possible the
board could lower taxes again,
he added.
“Right now, looking forward
as leaders of Hoke County, we
have to look out for the future of
all of our citizens, and in order
to do that, we have to increase
taxes, not because we want to,
but because we have to,” he said.
Thomas voted against approving the budget ordinance, saying
that he believed the county could
have done more to get the tax
increase down lower or remove
it entirely.
“I chose not to vote for the budget because I saw opportunities
within the budget to further lower
or even eliminate the tax increase
while also generating a surplus
to increase our general fund,”
Thomas said in later comments.
The county needs to build another school, a youth recreation
center and possibly an agricultural
building in the future, and without
careful planning, Hoke could go
from a county with one of the lowest tax rates in the region to having
one of the highest, Thomas said.
“Even though I did not vote
for the budget, I recognize that
the county will be in much better financial shape due to the
anticipated surplus and the tighter
departmental budget controls that
will be in place to help prevent
overspending,” he said.
The board members thanked
Edens, Mayo and the county staff
for working on the budget.

County Sheriff’s Office arrested
a man June 22 in connection with
multiple home break-ins.
Authorities arrested Loyd
Mack III, 23, of the 2500 block
of Danahey Drive in Raeford on
charges including second-degree
burglary, two counts of breaking and entering, three counts
of larceny after breaking and
entering and one count of felony
conspiracy.

DESCRIPTION OF WORK: The N.C. Department of Public Safety partners with Juvenile Crime Prevention Councils in each
county to galvanize community leaders, locally and statewide, to reduce and prevent juvenile crime. JCPC board members are
appointed by the county Board of Commissioners and meet bi-monthly in each county. The meetings are open to the public,
and all business is considered public information. The coordinator would be responsible for advertising the upcoming meetings, prepare agenda and coordinate with chairperson the meetings, completing the County Annual Plan, JCPC Certification,
3rd quarter and final accounting forms, taking and sending out meeting minutes to members and county, keeping the web site
page up to date, helping to organize any special meetings or community events sponsored by the JCPC, represent the JCPC
at National Night Out and any other community event requested by the council, and any other task the council may require.
TRAINING AND EXPERIENCE REQUIREMENTS: Applicants must have good organizational skills, be able to complete state
forms and meet JCPC deadlines, have the ability to maintain effective working relationships and be available to meet with
community and council members on an as needed basis. Experience and/or working knowledge with juvenile crime prevention
councils is essential and candidates should have a thorough understanding of the juvenile justice system and mental health’s
systems of care model. Excellent oral and written communication skills are required.

“She loves the county she can
now say she has a home in to call
her own,” Habitat for Humanity
Treasurer Daphne Dudley said.
The new house has rooms for
her sons and a large backyard for
them to play in.
“We have never had our own
yard,” King said. The one-story
house is also appreciated because
they will be moving out of a
second-floor residence.
“We’re able to be on one foundation,” she said.
King is “always a loving person” and always smiling, Bishop
Cunningham said. Cunningham
led the dedication and blessing
of the house and presented King
with a new Bible.
“By her receiving this house,
I’ve been really excited about it
because I know there couldn’t
be a more worthy person and
family to receive this house,”
he said.
More than 70 organizations
and businesses donated to fund the
house, along with support from
eight churches and numerous individuals. After the dedication, the
family and guests enjoyed breakfast donated by McDonald’s.
The local Habitat for Humanity does not have any funding at
the moment to pay for building
its next home, and is seeking
donations to help get started. For
donations, Habitat for Humanity
accepts checks made out to Raeford-Hoke Habitat for Humanity
with “local use only” added to the

Investigators with the Raeford
Police Department arrested a
man last week on multiple drug
charges.
Officers arrested Cody A.
Locklear, 24, of the 1500 block
of McBryde Mill Road in Red
Springs on charges including 12
counts of trafficking in opiates,
two counts of possession of a
Schedule II controlled substance,
three counts of Possession of a
Schedule VI controlled substance,
one count of possession of a
Schedule III controlled substance,
three counts of possession of
marijuana paraphernalia and three
counts of possession of drug paraphernalia. He was also charged
with one count of possession of
firearm by felon.
Det. Jose Garcia with the
police department conducted
a traffic stop June 26 after observing a moving traffic violation. On conducting a search,
the officer found more than 30
grams of controlled substances
including oxycodone and similar medications, nine grams of
marijuana and a .9 mm Smith &
Wesson. Authorities seized the
vehicle and contents, including
$8,000 in cash.
Locklear has pending charges
from a similar incident in Robeson
County in 2014.
Locklear was held under a
$900,000 secured bond.
Det. DeNoble of the police
department also assisted in the
arrest and evidence processing.

being sent out for our class reunion
from October 16-17. October 16
- Hoke High School from 4 – 7
p.m. - Tailgate before homecoming game,
7:30 p.m. attend Homecoming game; October 17 - Embassy
Suite in Fayetteville from 6 – 7
p.m. social hour, 7 p.m. – midnight – banquet. Cost is $85
per person or $150 for couples.
