New Fleet Services Shops Project Draft Initial Study and Environmental Checklist INTRODUCTION The purpose of this Initial Study is to provide a preliminary analysis that enables the Imperial Irrigation District (IID) to determine whether an Environmental Impact Report (EIR), Negative Declaration or a Mitigated Negative Declaration must be prepared. The California Environmental Quality Act (CEQA) requires that an EIR be prepared if a proposed project may result in one or more significant environmental impacts. A Negative Declaration shall be prepared when the Initial Study shows that either 1) " …there is no substantial evidence that the project may have a significant effect on the environment, or 2) identifies potentially significant effects but proposed revisions in the project plans… would avoid the effects or mitigate the effects to a point where clearly no significant effects would occur” (CEQA § 15070). A Mitigated Negative Declaration is prepared for a project when the Initial Study has identified potentially significant effects on the environment, but (1) revisions in the project plans or proposals made by, or agreed to by, the applicant before the proposed Mitigated Negative Declaration and Initial Study are released for public review, would avoid the effects or mitigate the effects to the point where clearly no significant effect on the environment would occur, and (2) there is no substantial evidence in light of the whole record before the public agency that the project, as revised, may have a significant effect on the environment. NEED FOR PROJECT The existing fleet shop was originally constructed in 1922 to house the mules used to drag canals. As the IID’s operations and technology evolved, the mule barn converted into the IID’s garage and it has served that purpose ever since. However, as the years have passed, operational, regulatory and code requirements became much more stringent and the IID’s ability to continue working effectively in the same environment has become increasingly difficult. Under current code requirements, a repair garage is an activity that is not allowed within a wooden-framed building. Furthermore, the current fleet shop lacks proper lighting and mechanical and electrical systems as well as an automatic fire protection and alarm system. Due to building code deficiencies and the wooden structure’s classification as a non-conforming building type, the IID is unable to make the required improvements to the existing facility; thus necessitating that the IID undertake the construction of a new facility to adequately and efficiently support IID’s Fleet Services Section existing operations. PROJECT DESCRIPTION The new Fleet Services Shops Project consists of the construction of a 76,590 sq. ft. facility to be located on a 5.2 acre site at the north-east corner of IID’s Imperial Headquarters at 333 East Barioni Boulevard, Imperial, CA (Figures No. 1 and No. 2) to support IID Fleet Services Section’s existing operations which consists of the acquisition, management, maintenance and disposal of more than 785 vehicles and other equipment units. The proposed facility will house Fleet Services’ current work areas: a machine shop bay, welding bay, heavy equipment bay, auto shop bay, auto body shop, paint booth and electric & A/C bay. Additionally the building will include supervisor offices, storage rooms, equipment rooms; water, oil and new oil containment areas, air compressor storage areas, common areas comprised of restrooms and showers for men and women and an adjacent wash rack equipped with sump, shade area and sand/grease interceptor (Figure No. 3). The facility will be a pre-engineered metal building system with a 35 ft. eave height, 4” standing seam insulated panel roof, 3” insulated wall panels above 8 ft. high block walls at exterior of building and 26 gauge wall liner panel above block at interior of building. Building improvements also include portal frame bracing, structure for cranes, gutter and downspouts; curb mounted skylights with collateral load for roof solar panels and a roof access ladder. The building will be equipped with one (1) 10-ton crane and one (1) 5-ton crane in the heavy equipment shop. One (1) 5-ton crane and one (1) 3-ton crane in the welding shop. Two (2) 2-ton cranes in the machine shop. One (1) 1-ton crane in the auto shop and one (1) 2-ton crane in the auto body shop. It will have parking for staff and visitors and asphalt and concrete paved aprons to support heavy equipment. Tentatively, IID intends to break ground for construction in August 2016 and have a fully functional building by March 2017. The principal construction activities include but are not limited to: 1. Installation of a 6’ temporary construction fence around construction site for safety and security reasons. 2. Set-up of a temporary construction modular office at work site. 3. Installation of temporary utilities such as electricity, lighting, and sanitary facilities. 4. Demolition of existing concrete slabs and minor structures identified on the plans and specifications. 5. Foundation construction. 6. Installation of pre-engineered metal building structure. 7. Installation of mechanical HVAC system, including vehicle and welding exhaust ventilation systems. 10. Installation of electrical system including phone, network and fiber optic lines. 11. Installation of plumbing system. 12. Installation of a fire suppression sprinkler system. 13. Installation of new asphalt/concrete paved areas for driveways and parking. PROJECT LOCATION The project will be sited at the north-east corner (south of 15th Street and west of M Street) of IID’s Imperial Headquarters located at 333 East Barioni Boulevard, Imperial, CA 92251; APN 063-130-000, legal description: BLKS 4, 5, 6, 17, 18, 26, 28, 40, 41, 48, 49, 62 & 63 TSTE IMPERIAL, latitude-longitude coordinates: 32˚51’15.1”N, 115˚33’56.5”W (Figure No 1). GENERAL PLAN DESIGNATION: Under the Land Use Element of the City of Imperial General Plan the project site is designated “Industrial”. ZONING: Under the City of Imperial’s current Zoning Map, the project will be located on land zoned I-2 Rail Served Industrial which is compatible with the siting of the new Fleet Services Shops project. SURROUNDING LAND USES AND ENVIRONMENTAL SETTING: Existing land uses in the immediate vicinity of the project site include 15th Street and residential development to the north, M Street, Dolson Drain and open area industrial land to the east and IID open industrial storage space to the south and west. OTHER ENVIRONMENTAL REVIEWS REFERENCED HEREIN: N/A. Environmental Factors Potentially Affected: The environmental factors checked below could potentially be affected by this project if not mitigated. As indicated by the checklist and the evaluation of environmental impacts on the following pages, all potential impacts have been mitigated and determined to be less than significant or no impact. Imperial Irrigation District Page 4 X New Fleet Services Shops Project Draft Initial Study and Environmental Checklist I find that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because revisions to the project have been made by or agreed to by the applicant. A MITIGATED NEGATIVE DECLARATION will be prepared. I find that the proposed project MAY have a significant effect on the environment, and an ENVIRONMENTAL IMPACT REPORT is required. I find that the proposed project MAY have a “potentially significant impact” or “potentially significant unless mitigated” on the environment, but at least one effect 1) has been adequately analyzed in an earlier document pursuant to applicable legal standards, and 2) has been addressed by mitigation measures based on the earlier analysis as described on attached sheets. An ENVIRONMENTAL IMPACT REPORT is required, but it must analyze only the effects that remain to be addressed. AESTHETICS - Would the project: Potentially Significant Impact Potentially Less Than No Significant Significant Impact Unless Impact Mitigation Incorporated a. Have a substantial adverse effect on a scenic vista? X b. Substantially damage scenic resources, including, but not limited to, trees, rock outcroppings, and historic buildings within a state scenic highway? X c. Substantially degrade the existing visual character or quality of the site and its surroundings? X d. Create a new source of substantial light or glare, which would adversely affect day or nighttime views in the area? X The new Fleet Services Shops project will be located within the grounds of the IID headquarters in Imperial, CA and will be replacing existing facilities of similar nature, thus the level of change to the project site’s landscape resulting from the undertaking of project will be negligible and will not dominate the views of the casual observer. The proposed project site is not located near any scenic vista or state scenic highway. No aspect of the project would damage or degrade any existing scenic resources. The project does not create substantial light or glare that could adversely affect day or nighttime views in the area. Thus, no impact is identified for this issue and further discussion is not required. The project will not result in changes in the viewshed given that industrial-type storage and fleet services are currently performed at IID headquarters where the project will be sited. The project entails replacing an existing building with a new construction to enhance IID Fleet Services’ operational support of the district’s mechanical and vehicular assets within an existing IID facility amid a previously disturbed vista. A minor portion of the overall setting of the project site will be altered but not to a level that would significantly impact or alter the current viewshed. AGRICULTURAL AND FOREST RESOURCES - Would the project: Draft Initial Study and Environmental Checklist Potentially Significant Impact Potentially Less Than No Significant Significant Impact Unless Impact Mitigation Incorporated a. Convert Prime Farmland, Unique Farmland, or Farmland of Statewide Importance (Farmland), as shown on the maps prepared pursuant to the Farmland Mapping and Monitoring Program of the California Resources Agency, to nonagricultural use? X b. Conflict with existing zoning for agricultural use, or a Williamson Act contract? X c. Conflict with existing zoning for, or cause rezoning of, forest land (as defined in Public Resources Code section 12220 (g)) or timberland (as defined in Public Resources Code section 4526)? X d. Under the Land Use Element of the City of Imperial’s General Plan, the project site is designated “Industrial” and in accordance with the City’s Zoning Map, the project will be located on land zoned I-2: Rail Served Industrial which does not prohibit the siting of the project. AIR QUALITY - Would the project: Draft Initial Study and Environmental Checklist Potentially Significant Impact Potentially Less Than No Significant Significant Impact Unless Impact Mitigation Incorporated a. Conflict with or obstruct implementation of the applicable air quality plan? X b. Violate any air quality standard or contribute substantially to an existing or projected air quality violation? X c. Result in a cumulatively considerable net increase of any criteria pollutant for which the project region is non-attainment under an applicable federal or state ambient air quality standard (including releasing emissions which exceed quantitative thresholds for ozone precursors)? X d. Expose sensitive receptors to substantial pollutant concentrations? X e. Create objectionable odors affecting a substantial number of people? X Given the small project footprint and the minimal ground disturbing construction activities involved in the project (i.e. foundation construction), no significant impact to air quality is anticipated. Furthermore the project would not emit any significant levels of pollutants after construction is completed (no new stationary sources would be generated), and no conflicts with the Imperial County Air Pollution Control District (ICAPCD) regulations are expected. The operation of the new Fleet Services shops will not generate any new or unusual pollutants or create or contribute to a net increase of any criteria pollutants. There appear to be few sensitive receptors in the project area, and no objectionable odors would be produced. Per ICAPCD’s standard requirements, a dust control plan will be developed and implemented for the construction phase of the project. In regards to the long-term operational impacts, given that in essence the proposed project would result in the relocation of the existing fleet shops operations within the IID HQ: the new fleet shops would continue to perform minor vehicle maintenance activities such as, but not limited to oil, tire, battery and wiper blade changes, paint jobs, etc.; the proposed project would not change the amount of operational emissions generated by the existing fleet shops. Furthermore, it is important to note that the new Fleet Services shops will operate under the existing facility’s current permits for stationary sources of air emissions in Imperial County, revising them only in regards to the relocation of the shops and will comply with the rules and regulations as stipulated in these permits including but not limited to ICAPCD, Certified Unified Program Agencies, California Air Resource Board, etc. Imperial Irrigation District Page 8 New Fleet Services Shops Project IV. BIOLOGICAL RESOURCES - Would the project: Draft Initial Study and Environmental Checklist Potentially Significant Impact Potentially Less Than No Significant Significant Impact Unless Impact Mitigation Incorporated a. Have a substantial adverse effect, either directly or through habitat modifications, on any species identified as a candidate, sensitive, or special status species in local or regional plans, policies, or regulations, or by the California Department of Fish and Game or U.S. Fish and Wildlife Service? X b. Have a substantial adverse impact on any riparian habitat or other sensitive natural community identified in local or regional plans, policies, regulations or by the California Department of Fish and Game or U.S. Fish and Wildlife Service? X c. Interfere substantially with the movement of any resident or migratory fish or wildlife species or with established resident or migratory wildlife corridors, or impede the use of wildlife nursery sites? X No federal or state special-status plant or wildlife species were observed within or in the proximity of the project site. The activities that define the project do not affect riparian habitat. The project does not conflict with any policy protecting biological resources or any habitat conservation plan. Consequently, the proposed project would not have any impact on biological resources. CULTURAL RESOURCES - Would the project: Draft Initial Study and Environmental Checklist Potentially Significant Impact Potentially Significant Less Than No Unless Significant Impact Mitigation Impact Incorporated a. Cause a substantial adverse change in the significance of a historical resource as defined in §15064.5? X b. Cause a substantial adverse change in the significance of an archaeological resource pursuant to §15064.5? X c. Directly or indirectly destroy a unique paleontological resource or site or unique geologic feature? d. Cause a substantial adverse change in the significance of a tribal cultural resource as defined in Public Resource Code 21074? X X The project is sited on previously disturbed land. No historical, paleontological or archaeological resources are expected to be encountered. If in the unlikely event a cultural resource is discovered to any ground disturbance/excavation, all activity around the discovery will stop immediately and proceed with an archaeological investigation/consultation. Furthermore, in the event that interred human remains are encountered during project ground disturbance, the applicable state law will be followed that requires notification to the County Coroner. No impacts to cultural resources are anticipated. The Sensitivity Map for Cultural Resources in the 1993 Conservation and Open Space Element of the Imperial County General Plan classifies the site of the proposed project as an area of zero to rare incidence for cultural resources. Furthermore, the COSE is currently in the process of being updated and its 2015 Conservation & Open Space Element Baseline Environmental Inventory Report designated the area where the project site is located as having low prehistoric resource sensitivity and low of Native American cultural sensitivity. GEOLOGY AND SOILS - Would the project: Draft Initial Study and Environmental Checklist Potentially Significant Impact Potentially Less Than No Significant Significant Impact Unless Impact Mitigation Incorporated a. Expose people or structures to potential substantial adverse effects, including the risk of loss, injury, or death involving: i) Rupture of a known earthquake fault, as delineated on the most recent AlquistPriolo Earthquake Fault Zoning Map issued by the State Geologist for the area or based on other substantial evidence of a known fault? Refer to Division of Mines and Geology Special Publication 42. ii) Strong seismic ground shaking? X X iii) Seismic-related ground failure, including liquefaction? X X iv) Landslides? b. Result in substantial soil erosion or the loss of topsoil? X c. Be located on a geologic unit or soil that is unstable, or that would become unstable as a result of the project, and potentially result in on- or off-site landslide, lateral spreading, subsidence, liquefaction or collapse? X d. Be located on expansive soil, as defined in Table 18-1-B of the Uniform Building Code (1994 or most current edition), creating substantial risks to life or property? X e. Have soils incapable of supporting the use of septic tanks or alternative wastewater disposal systems where sewers are not available for the disposal of wastewater? X There are no known active faults underlying the project site. However, the project site could be subjected to moderate to severe ground shaking in the event of a major earthquake along the San Andreas or Imperial fault zones but no more so than Imperial County in general which is classified as a Seismic Zone 4 by the Uniform Building Code. Such hazards are typically mitigated by structural design in general accordance with the applicable building codes; consequently a geotechnical study was conducted to assess the project site (Geotechnical Imperial Irrigation District Page 11 New Fleet Services Shops Project Draft Initial Study and Environmental Checklist Investigation IID New Fleet Shops, Sierra Material Testing & Inspection, Inc. March 2016) and determine site-specific design measures in accordance with the seismic code requirements that will be incorporated into the project’s design criteria. Although liquefaction may occur at depth, the geotechnical study estimates that the site will generally behave as a deep soil site with respect to the seismic response of the proposed structure. The project does not involve any activities, such as mining or groundwater withdrawal that could cause land subsidence. Furthermore pursuant to the above mentioned study, the project isn’t sited on a geologic unit or soil that would become unstable as a result of the project, and potentially result in on- or off-site landslide, lateral spreading, subsidence, liquefaction or collapse. The California Department of Conservation Landslide Inventory map (DOC 2013a) was used to identify possible landslide problem areas. The project site is located on relatively level terrain and is not located in an area with a probability of landslides. No impact would occur. Best Management Practices will be included as part of the Storm Water Pollution Prevention Plan that will be prepared for the project and if required would be implemented to manage erosion and the loss of topsoil during construction-related activities. The entire site is underlain by Quaternary age lacustrine deposits. The sediments consist of moist, stiff, fat clay (United Soil Classifications CH). The clay is highly expansive, hence the project’s design engineering is considering: 1) removal and replacement of the expansive soil in the subgrade area with low expansion import and 2) the construction of a thickened, reinforced slab on the existing subgrade with perimeter moisture control. The proposed project will connect to the existing water and sewer mains at IID HQ. Septic tanks or alternative wastewater disposal systems are not part of the Proposed Project design. Imperial Irrigation District Page 12 New Fleet Services Shops Project VII. GREENHOUSE GAS EMISSIONS Would the project: a. Generate greenhouse gas emissions, either directly or indirectly, that may have a significant impact on the environment, based on any applicable threshold of significance? Conflict with any applicable plan, policy or regulation of an agency adopted for the purpose of reducing the emissions of greenhouse gases? X The main source of greenhouse gas (GHG) emissions associated with the project would be short-term combustion of fossil fuels during construction activities. Overall, the proposed project would not change the amount of operational emissions generated by the existing Fleet Services shops which is minimal due to the nature of the services provided. Construction emissions, as a result of activities such as grading and site preparation, can potentially cause an increase in particulate matter (PM10); however, the construction activities related to the project are not expected to violate any air quality standard or contribute substantially to greenhouse gases, since ground disturbance is expected to be minimal and the project will be adhering to the standard measures as set forth in APCD’s Regulation VIII and Section 7.1 of their CEQA Air Quality Handbook (Amended 2007). Furthermore, given the crux of the project entails the installation of a pre-engineered metal building structure and considering the short duration of the construction schedule, the use of construction related fossil-fuel combusting equipment will be minimal. It is important that although Imperial County has not established formal quantitative or qualitative thresholds through a public rulemaking process; CEQA permits the County to establish a project-specific threshold of significance if backed by substantial evidence, until such time as a formal threshold is approved. Consequently, notwithstanding the previous statement, there is no indication that the construction and operation of the project would generate significant levels of greenhouse gas emissions. Thus less than significant impacts are expected. Imperial Irrigation District Page 13 New Fleet Services Shops Project VIII. HAZARDS AND HAZARDOUS MATERIALS - Would the project: a. Create a significant hazard to the public or the environment through the routine transport, use, or disposal of hazardous materials? Create a significant hazard to the public or the environment through the reasonably foreseeable upset and accident conditions involving the likely release of hazardous materials into the environment? X c. Emit hazardous emissions or handle hazardous or acutely hazardous materials, substances, or waste within one-quarter mile of an existing or proposed school? X d. Be located on a site which is included on a list of hazardous materials sites compiled pursuant to Government Code Section 65962.5 and, as a result, would it create a significant hazard to the public or the environment? X e. For a project located within an airport land use plan or, where such a plan has not been adopted, within two miles of a public airport or public use airport, would the project result in a safety hazard for people residing or working in the project area? X f. For a project within the vicinity of a private airstrip, would the project result in a safety hazard for people residing or working in the project area? X g. Impair implementation of or physically interfere with an adopted emergency response plan or emergency evacuation plan? X h. Expose people or structures to the risk of loss, injury or death involving wildland fires, including where wildlands are adjacent to urbanized areas or where residences are Imperial Irrigation District X Page 14 New Fleet Services Shops Project Draft Initial Study and Environmental Checklist intermixed with wildlands? The project will involve the storage, use and disposal of hazardous materials related to the construction as well as the operation (lubricants, anti-freeze, battery acid, solvents, etc.) of the new facilities. IID and its contractors shall follow all applicable federal, state and local codes and regulations, including but not limited to Code of Federal Regulations (CFR) Title 40, California Code of Regulations (CCR) Title 22, California Occupational Health and Safety Administration, the California Fire Code, the National Fire Protection Association and manufacturer instructions for the management and use of hazardous materials for the construction as well as the operation of the new Fleet Services shops. In addition, Best Management Practices stipulating proper storage and handling of hazardous materials would be implemented during construction as part of the Stormwater Pollution Prevention Plan. The project is not within the vicinity of a private airstrip and not within the current footprint of the Imperial County Airport Compatibility Map, as presented in the Imperial County Airport Land Use Compatibility Plan, the project’s construction or operation does not conflict with the airport’s activities. Furthermore, the project site is not included in any known adopted emergency response plans or emergency evacuation plan nor are they located within a roadway; the project site is located within IID property. The project does not expose people or structures to the risk of loss, injury or death involving wildland fires. The project location is not included in the list of hazardous materials sites compiled by the California Department of Toxic Substances Control, pursuant to Government Code Section 65962.5, nor within a one-quarter mile of existing or proposed schools of the project. Thus there are less than significant impacts associated with this environmental factor. Imperial Irrigation District Page 15 New Fleet Services Shops Project IX. Violate any water quality standards or waste discharge requirements? X b. Substantially deplete groundwater supplies or interfere substantially with groundwater recharge such that there would be a net deficit in aquifer volume or a lowering of the local groundwater table level (i.e., the production rate of pre-existing nearby wells would drop to a level which would not support existing land uses or planned uses for which permits have been granted)? X c. Substantially alter the existing drainage pattern of the site or area, including through the alteration of the course of a stream or river, in a manner which would result in substantial erosion or siltation on- or off-site X d. Substantially alter the existing drainage pattern of the site or area, including through the alteration of the course of a stream or river, or substantially increase the rate or amount of surface runoff in a manner, which would result in flooding on- or offsite? Inundation by seiche, tsunami, or mudflow? The Project site consists of relatively flat previously disturbed terrain. The surrounding topography is relatively flat as well. Although existing drainage patterns are being maintained, there is drainage at the project site that currently flows uncontrolled in the northeast portion of the site.It is expected that stormwater generated in the project site will be directed, towards the Dolson Drain. The project would connect to the City of Imperial water system. The water demand during construction is estimated to be no more than 5,000 gallons per day from an on-site source for approximately 60 work days. For operational purposes the Fleet Services shops would mirror the water consumption of the existing facility it will be replacing, requiring water for bathrooms, breakroom, eyewash station, wash sinks and a vehicle wash rack. The project would not involve groundwater withdrawal or interfere with groundwater recharge or involve any site excavation for the purpose of intercepting an aquifer. During construction, water quality impacts could occur without proper controls. Soil loosened during grading, spills of fluids or fuels from vehicles and equipment or miscellaneous construction materials and debris, if mobilized and transported off-site in overland flow, could degrade surface and groundwater quality. In the event of heavy rainfall, runoff from construction areas could flow off-site and reach nearby surface water drainage facilities. Consequently, the project will comply with the General Construction Permit (Order No. 2009-0009-DWQ as amended by Order No. 2012-0006-DWQ and adopted on July 17, 2012 by the State Water Board); a Storm Water Pollution Prevention Plan, listing best management practices to prevent construction pollutants and products from violating any water quality standard or waste discharge requirements will be developed and implemented for the project. Furthermore, the project’s drainage plan would be designed by a registered civil engineer to safely manage conveyance of stormwater runoff to the existing Dolson Drain. The construction and operation of the project will not violate any water quality standards, waste discharge requirements, deplete groundwater supplies or interfere substantially with groundwater recharge. Alterations to the site’s existing drainage pattern, which are uncontrolled, will now be directed to the Dolson Drain and are expected to have negligible impacts. The proposed project would involve only at-grade construction. The project site would require grading and paving on-site to accommodate the new facility. The project would cause a slight increase in impervious surfaces compared to the existing ground conditions. However, this would not create or contribute runoff water which would exceed the capacity of existing storm water drainage systems or provide substantial additional sources of polluted runoff. Implementation of BMPs during construction would ensure that flooding would not occur on- or off-site and installation of on-site drainage infrastructure would increase the site’s capacity to control runoff and is not expected to exceed the capacity of existing stormwater drainage systems. Imperial Irrigation District Page 17 New Fleet Services Shops Project Draft Initial Study and Environmental Checklist There are no streams or rivers that transect the project site. The project would not alter the natural course of drainage on-site due to grading and paving and placement of structures. As previously mentioned a SWPPP would provide BMPs required during construction to prevent erosion and siltation and also BMPs to be incorporated after project completion to prevent future erosion and siltation. Implementation of proper temporary and long-term erosion and sediment control BMPs would minimize potential erosion or siltation on or off-site both during and following construction. Regarding potential hazardous substances used on-site. The project would follow all state and federal regulations regarding discharge of effluent and would not discharge any materials or substances that may degrade water quality into any water bodies. The project is located within Zone X, which designates an area of minimal flood hazard, per Federal Emergency Management Agency’s Flood Insurance Rate Map, Panel 06025C1725C (FIRM effective on September 26, 2008). Furthermore, no aspect of the project would involve exposure of people or structures to risks associated with flooding. The project site is not located in an area subject to inundation because of dam or levee failure or within a seiche, tsunami, or mudflow hazard area. LAND USE AND PLANNING - Would the project: Draft Initial Study and Environmental Checklist Potentially Significant Impact Potentially Less Than No Significant Significant Impact Unless Impact Mitigation Incorporated a. Exposure of persons to or generation of noise levels in excess of standards established in the local general plan or noise ordinance, or applicable standards of other agencies? X b. Exposure of persons to or generation of excessive ground borne vibration or ground borne noise levels? X c. A substantial permanent increase in ambient noise levels in the project vicinity above levels existing without the project? d. A substantial temporary or periodic increase in ambient noise levels in the project vicinity above levels existing without the project? X X e. For a project located within an airport land use plan or, where such a plan has not been adopted, within two miles of a public airport or public use airport, would the project expose people residing or working in the project area to excessive noise levels? X The existing noise environment in the vicinity of the project site can be described as an industrial area with medium to high ambient noise levels. The primary noise source in the vicinity of the proposed project is roadway traffic on State Route 86, intermittent railroad traffic and IID operations and maintenance activities including the current Fleet Services shops. During the construction of the project, noise from construction activities would add to the noise environment in the immediate vicinity around the project site. Activities involved in the construction would generate at or below noise levels, as indicated in the table below, ranging from 78 to 85 dBA at a distance of 50 feet. Noise would also be generated during the construction phase by increased truck traffic of materials and equipment to and from the construction site. This noise increase would be intermittent and of short duration. Brennan & Associates. 2013; Draft Initial Study and Mitigated Negative Declaration Santa Cruz Auto Shop New Construction Project; Appendix F) Considering that it is foreseen that the construction of the facility would be within the standards and policies established by the City of Imperial General Plan, the project would not result in exposure of persons to or generation of noise levels in excess of these standards and policies and construction would only occur during 7:00 a.m. and 8:00 p.m., per the City of Imperial Noise Element, in vicinity principally zoned industrial. Typical noise sources associated with the operation of new facility would include pneumatic air wrenches, compressors, impact tools, etc. The noise levels associated with the project were evaluated using noise measurement data collected for similar projects in California (Noise Assessment by J.C. Brennan & Associates. 2013; Draft Initial Study and Mitigated Negative Imperial Irrigation District Page 22 New Fleet Services Shops Project Draft Initial Study and Environmental Checklist Declaration Santa Cruz Auto Shop New Construction Project; Appendix F). Based on this data, maximum noise levels could be as high as 40 dBA, assuming that several pieces of equipment were operating at any given time and the cumulative hourly equivalent continuous noise level is predicted to be 34 dBA at the nearest property line. The noise levels would comply with the stationary noise source standards outlined by the City of Imperial General Plan Noise Element of no greater than 55 dBA CNEL (Community Noise Equivalent Level) allowed to be transmitted offsite to noise sensitive land uses without mitigation. The residential development on the north side of the project site across from 15th Street is at a distant greater than 120 ft. Furthermore, the California Department of Health has established guidelines for assessing the compatibility of community noise environments and land uses and has determined 60 and 65 dBA CNEL are the highest threshold levels for the most noise-sensitive land uses, which are single and multiple family residences. It is important to note that all building construction with no special noise control provisions offer some noise reduction and a typical metal building system with open bays could reduce noise levels by 15 dBA. The new facility once in operation would not increase the overall traffic to the IID headquarters since it will be replacing an existing facility in service and capacity. Consequently an increase in traffic noise levels due to an increase in traffic to the new facility is virtually non-existent. In essence the project would be replacing the current Fleet Services facility; consequently no increase in operational ambient noise levels above the existing levels (which are within the City of Imperial General Plan Noise Element standards) without the project is anticipated in the project vicinity. The Project site is not within the vicinity of a private airstrip and not located within the Imperial County Airport Compatibility Map, as presented in the Imperial County Airport Land Use Compatibility Plan; however, given the flight paths, type of aircraft using the airport and distance to the airport, the project would not expose people working in the project area to excessive noise levels. Human and structural response to different vibration levels is influenced by a number of factors, including ground type, distance between source and receptor, duration, and the number of perceived vibration events. Vibration criteria developed by Caltrans indicate that the threshold for damage to structures ranges from 2 to 6 in/sec. The tables below show the vibration levels in PPV (peak particle velocity) for varying construction equipment that could be used during construction and the thresholds at which human annoyance could occur. POPULATION AND HOUSING - Would the project: Draft Initial Study and Environmental Checklist Potentially Significant Impact Potentially Less Than Significant Significant No Unless Impact Impact Mitigation Incorporated a. Induce substantial population growth in an area, either directly (for example, by proposing new homes and business) or indirectly (for example, through extension of roads or other infrastructure)? X b. Displace substantial numbers of existing housing, necessitating the construction of replacement housing elsewhere? X c. Displace substantial numbers of people, necessitating the construction of replacement housing elsewhere? X The project entails the construction of a fleet services facility within existing IID property to provide maintenance support to IID’s vehicular and operational equipment. No existing housing or residents will be displaced by the proposed project. The project will not alter the location, distribution, density, or growth rate of the population of the city of Imperial or Imperial County since construction impacts are of short duration and the facility will be replacing an existing one, no new full-time employees will be hired to operate the facility. X The proposed project would not increase the demand for parks or other recreational facilities. The proposed project does not include recreational facilities and would not have an adverse effect on surrounding recreational areas. After construction, an increase in current traffic levels is not anticipated since the project, once operational, will be replacing an existing facility with its current levels of traffic. The project will not affect air traffic patterns either directly or indirectly. No traffic hazards are anticipated as a result of the proposed project. There will be no restriction of emergency access to the site or to any other area. No public parking areas would be affected and no conflicts with adopted policies supporting alternative transportation would occur. Imperial Irrigation District Page 29 New Fleet Services Shops Project Draft Initial Study and Environmental Checklist For the construction phase a SWPPP will be developed and implemented listing BMPs to prevent construction pollutants and products from violating water quality standard or waste discharge requirements. The project includes the installation of a permanent drainage system. IID headquarters has existing water connections on-site, and trenching would occur to connect the proposed facility to underground utilities, including water service. Construction activities would require approximately 5,000 gallons of water per day to be pumped from a hydrant on-site. The new Fleet Services shops would require water service for operations, vehicle wash rack, bathrooms, break room, eyewash, janitorial sinks and fire sprinklers throughout the entire building. The fire suppression system will be installed with a separate water line on-site. The City of Imperial Utilities Services has sufficient capacity to service the project. Construction waste associated with the project will be disposed of at the appropriate landfills pursuant to City of Imperial and County of Imperial codes. The characteristics of the project preclude landfill capacity insufficiency. Furthermore, the new Fleet Services shops are replacing an existing facility and solid waste produced from operations and maintenance would be equivalent to the amount currently produced at the existing location thus no new long-term source of solid waste production would result. Solid waste generated by the project will be handed and disposed of in compliance with statues and regulations related to solid waste.
