Connie Buckland and Colleen Bias Chaffee
Where does time go? The temperature keeps going down,
we actually have already had a bit of snow in October and the
wooly-bears are predicting a long, cold winter. The holidays
will be here before we know it.
Thanks to everyone who came up to New York for the FLTSA
Specialty and other events - it was good to see all of you.
There were a lot of different winners, the weather for the
entire circuit was amazing, and lots of good times for everyone. Thanks to everyone who donated items for the raffle,
there were lots of winners of some amazing items. And,
thanks to the officers and board members for coming and
having a productive meeting.
Continue to watch for upcoming announcements about the
2014 National week - Carol Srnka and her helpers are planning some great times for everyone. Just remember - May
14-18, 2014 in Canton, Ohio! Are YOU ready for some football - Tibbie style that is?

A New Beginning
for the
Potomac Valley
Tibetan Spaniel Club
Founded in 1997, the Potomac Valley Tibetan Spaniel Club (PVTSC)
has recently been reactivated with new goals and a new focus
following a five-year hiatus.
Our goal is to become an official regional club of the
Tibetan Spaniel Club of America (TSCA).
As a regional club, our primary purpose would be to conduct
sanctioned matches, dog shows and other events under the rules
of the American Kennel Club (AKC).
If you are interested in joining the revitalized PVTSC,
we welcome your new membership application.
For more information about the club—or to get an
application—email Mary Novocin at [email protected]
or call her at 301-829-2647
Dedicated to the health & well-being
of our beloved Tibetan Spaniels!

Fall Board Meeting Report
Not too much to report, everything is running quite smoothly.
AKC has approved all requests for events for our 2014 TSCA National Specialty at this time.
Once again AKC will be holding a “Meet The Breed” in New York at the Javis Center. The TSCA has participated in this event since
the beginning but sadly we won't be able to present a Tibbie booth this year. AKC was forced to change their date and their new
date coincided with the Wine Cluster, an event in which many of our members partake. The usual club members and their
committee were unable to attend this year’s MTB due to the date change. At least two or three people are required with at
least four to sex dogs. The Tibbies need a break after two hours of hugs and loving, so we like to have several Tibbies available
so they can spell each other. A request went out asking for any TSCA member who would like to help with this project, but by
the time the deadline rolled around, no one had volunteered.
AKC and Eukanuba will be holding their annual MTB booth along with their show in Orlando again this year. Torie Marks and
her committee have graciously stepped forward to do this event on behalf of the TSCA again this year. She claims she and her
committee have a lot of fun doing this, so if anyone is interested in chairing or helping with a “Meet The Breed” event please
contact either Bill Chaffee (President) or Connie Buckland (Recording Secretary). These events draw thousands of spectators
and it's a wonderful way to let the public know about our secret.
Over the past several years I've been receiving a number of requests from hotels, Civic centers, resorts, and etc. offering their
services to hold one of our National specialties at their locations. Times are hard and these businesses are reaching out to
parent breed clubs, such as ours, for business. All have come with references from Clubs they have hosted in the past. I have
asked several for more information and prices, all who replied. As yet I haven't had to look into any of these requests because
we've always had a member step forward and volunteer to chair one of our Nationals. While many members would like to see
our Nationals rotate from one part of this country to another, giving more club members the chance to attend a National,
sometimes that's not always possible. The first thing we need to hold a National is a member willing to chair a National. Usually
a National Specialty will be in or near the location in which the chair lives. It just makes the job so much easier. Chairing a
National can be a time consuming job, but if you have great committees working with you, you'd be surprised how easily it can
all come together. I'll keep all the requests from enterprises that are soliciting the TSCA to hold our National in the event the
Board doesn't receive a request from a club member to host and chair a National in the future.

AMERICAN KENNEL CLUB DELEGATES MEETING AGENDA
Tuesday September 10, 2013
The report from the Chief Financial Officer, President and Chairman:
Other than only a fair showing from the stock market, the general finances for the AKC does show an improvement from last year’s
report. Considering the cut back of personnel, I am not surprised.
Vote on proposed amendment to Chapter 4--approval of judges’ panels and premium lists “Of Rules Applying to Dog Shows,” which
would eliminate the different times frames for sending premium list to perspective exhibitors based on the delivery method.
Decided...Premium lists and entry forms sent to perspective exhibitors 5 weeks prior to closing dates.
continued on next page
Delegate’s Report continued from previous page
The change to the heading of AKC CAR (canine animal recovery) will be under a new listing:
To be known as the AKC REUNITE.ORG.
A lot of time was allowed to introduce to the Delegate’s AKC PET DISASTER RELIEF:
During an evacuation as in a potentially catastrophic storm or a hazmat emergency, pet owners will be asked to leave their homes.
When disaster strikes without warning, a tornado, earthquake or explosion happens. Pets are lost, scared, possibly injured and in
need of help.
AKC PET DISASTER RELIEF CAN HELP OUR LOCAL EMERGENCY MANAGEMENT BE PREPARED.
AKC wants Breed Clubs, Kennel Clubs, Obedience Clubs, ETC. to share in the cost of fully equipped with canine medical equipment,
trailers. Donation from these clubs will appear on the trailers with the donating clubs logo.
More information will be sent to the clubs in the near future on whole community planning and preparedness.
To be voted on at the next meeting: Proposed amendment to Chapter 3, Section 22 of the Rules Applying to Dog Shows-calcifications,
which would provide for a BRED-by-EXHIBITOR CLASS BREED consistent with the requirements as defined in Section 8

Breeder Referral Report
Breeder Referral Update as of Sept. 9, 2013
Breeder Referral has been fairly active recently, after a lull the past couple months. All recent enquiries have been interested only
in puppies. I try to encourage people to also consider adopting an adult Tibbie, as there are many available.
As of September 9, there are about 50 available Tibbies in the database, from new litters to adults of varying ages. The listings
represent 24 different breeders around the country. Twelve other breeders are now in the “No Dogs Currently Available” category
but were previously listed with available Tibbies.
Since January 1, 2013 I have received 34 enquiries from potential Tibbie owners living in 20 states: California, Massachusetts, Texas,
Tennessee, Maryland, Michigan, Connecticut, Indiana, Illinois, Delaware, Pennsylvania, Nevada, Oklahoma, Wisconsin, New Jersey,
North Dakota, Arizona, Florida, North Carolina, and New York.
Based on what enquirers were searching for (age, gender, geographical location, willingness to travel, shipping options, etc.), I have
provided more than 175 referrals.
The application for the 2014 Directory was enclosed in the most recent TSCA newsletter. The $15 Directory fee includes unlimited
listing of available Tibbies, and the deadline to submit applications is November 15, 2013.
I can email or snail-mail an application to anyone upon request.
Breeders not listed in the Directory may list a Tibbie with Breeder Referral for $5 (covers an entire litter or any individual Tibbie).
Please email or call with any questions.

Judge’s Education Report
September 2013
Marjorie Wikerd presented on July 6, 2013 at the New England Non-Sporting Association in West Springfield, Massachusetts. There
were ten aspiring judges in attendance.
Mallory Driskill presented at the American Dog Show Judges Institute in Indiana, Pennsylvania on August 19, 2013. There were nine
aspiring judges in attendance. Club members/former members that assisted with the hands on portion of the seminar were Cindy
Swaim, Carol Craig and Martha Feltenstein. Those attending told Mallory that they felt actual photos of dogs would be more helpful
in understanding what it is we are looking for in this breed rather than artists drawings. Food for thought.....but a large under taking.
Linda Foiles will be presenting September 24, 2013 to the Mason-Dixon Judges Study Group in Frederick, Maryland.
I have also, sent to Karen Shilliday, an electronic copy of an illustrated standard in a small format. It was done in a show catalog size.
It was done years ago by my daughter, then in college, using pictures as well as drawings. It was done to fulfill a class requirement. It
is also on the club laptop. It also had a fold out quick reference at the end of the book. We do need to get together to make this new
document happen. Any thoughts on how to make this happen?
Respectfully submitted by;
Linda Foiles, Judges Education Chair

USDA/APHIS FINALIZES RULE IMPACTING PET BREEDERS
Tuesday, September 10, 2013
Today, the United States Department of Agriculture Animal and Plant Health Inspection Service (USDA/APHIS) released a finalized
version of new federal regulations that narrow the definition of a “retail pet store” with the purpose of bringing internet-based pet
breeders and sellers under the regulation of the Animal Welfare Act (AWA). The rule, originally proposed in May 2012 and essentially
unchanged, effectively expands USDA oversight of pet breeders to include people who maintain more than four “breeding females”
of any species and sell even one pet “sight unseen”.
The American Kennel Club (AKC) shares the USDA’s concern about unscrupulous and potentially substandard puppy sellers; and
encourages responsible puppy buyers to meet the breeders of their new puppy and to work with responsible breeders to understand
the commitment, challenges and requirements that a puppy of their chosen breed requires.
The AKC, however, is extremely disappointed that USDA/APHIS, by adopting the rule in the same form it was originally proposed, did
not heed the comments of hundreds of thousands of responsible dog breeders and owners concerned with the complexity and
ambiguity of this potentially onerous new rule. Specifically, the rule will:
• Increase the “retail pet store” exemption to include those maintaining four or fewer breeding females. Those with four or fewer
“breeding females” will not be subject to USDA licensure and inspection. The AKC appreciates the intent of a continued exemption for
small hobby breeders.
• Deems any “sight-unseen” sale a covered activity, making the seller subject to USDA licensure and regulation. The AKC remains
steadfast in believing that the rule will unreasonably require regulatory compliance of many more individuals than originally intended
by treating those who sell a dog “sight unseen”—perhaps due to repeat buyers or other known purchasers—in the same manner as
commercial internet-based sellers. The AKC believes that reasonable regulation of true commercial breeding enterprises or Internet
sellers, where regulation is based on the actual numbers of dogs sold, is a better alternative to regulation based on the number of dogs
a person owns. If the goal is to regulate internet sales, then such sales should be defined to include only internet sales. If the goal is
to regulate all commercial breeder/retailers, a better definition would be those who produce and sell more than 50 puppies in a year.
• Vague definition of “breeding female” as one having the capability of breeding. Currently, the USDA defines “breeding female”
as “capacity to breed” and bases this assessment on a visual inspection on the ground of the animals involved, determining whether
they are “of breeding age” and whether there are health or other factors that would limit that. The AKC believes that this is not a
practical, efficient, or clear way to establish a threshold for licensing and regulation, as it does not allow either APHIS or a breeder to
assess whether a seller would be subject to licensing, regulation, and inspection without first being inspected by APHIS. The AKC
remains extremely concerned that the rule will make it difficult for individuals to self-report, as they would not be able to know—
without an APHIS inspection and examination of their animals before applying for a license—whether they would be required to
obtain a license.
• Operational standards originally designed for commercial-type facilities fail to account for circumstances appropriate for how
hobby/fancy breeders who will be subject to the regulations will keep their dogs. As a result of AKC’s long history and breadth of
experience in advancing the care and conditions of dogs and conducting kennel inspections, we know that there are a wide variety of
circumstances and kinds of facilities in which dogs may be suitably raised and maintained. AKC’s Care and Conditions policy is based
on performance standards, rather than strict engineering requirements. This is because many breeds would fail to thrive in the
required commercial kennel setting and, therefore, are better raised in residential settings. It is not reasonable to expect small
breeders, who keep a handful of dogs and make a choice to raise dogs in their homes, to be able to meet exacting USDA kennel
engineering standards that are designed for large commercial wholesale or research kennels. Likewise, many could be prevented from
adapting their facilities because of local ordinances, zoning limitations, restrictions on their ability to obtain business licenses or
necessary insurance. We believe performance-based standards are a better option for small home-based operations. The AKC believes
that the continued effort to subject small home-based breeding operations to the same exacting standards required of purely
commercial facilities is unreasonable and unnecessary.
To learn more about our specific concerns with the rule, please visit AKC’s USDA/APHIS Regulations Resources Page.
NEXT STEPS:
USDA/APHIS expects the final rule to be published in the Federal Register later this week. The rule will become effective 60 days after
publication.
The AKC is dedicated to supporting the wellbeing of all dogs and responsible dog owners and breeders. We are extremely disappointed
with the content of the final rule and we will continue to study this rule and assess all options for addressing our ongoing concerns.
The AKC will continue to provide additional information and analysis regarding specific impacts and what this rule may mean to
responsible dog owners, breeders and the dog-loving public in general. Please remember that as a matter of company policy, the
American Kennel Club does not release the registration information or history of any customer without a court order. The AKC,
however, does expect individuals to comply with all applicable federal, state, and local laws and regulations regarding the ownership
and maintenance of dogs.
For more information and updates, visit AKC GR’s online USDA/APHIS Regulations Resource Page; or contact AKC’s Government
Relations Department at [email protected].

REPORTS OF COMMITTEE CHAIRS
2014 National Specialty: (Carol Srnka) Everything now is going smoothly. We are still working on a place for the banquet, but that
too will be taken care of soon. The judges are in place after some major changes due to illness or death.
2015 National Specialty: Mallory Driskill presented a bid for hosting the 2015 TSCA National Specialty in Fisherville,
Virginia in early June with the Skyline Kennel Club shows on the weekend. The kennel clubs are more than happy to work with TSCA.
Committees are currently being worked on. A motion made by Karen Shilliday to accept the bid made by Mallory Driskill to hold the
2015 TSCA National Specialty in Fisherville, Virginia. A 2nd motion was made by Connie Buckland--Motion Passed

this was an excellent idea, and another way to generate income for the Club.
Yearbook (Kay Dickeson) No report
Membership (Connie Buckland) New members voted in (see below)
UNFINISHED BUSINESS
Constitution/By-Laws--Discussion was done on rotating officers so we can get back on a schedule so that the entire slate of
Officers will not be up for re-election at the same time. Dianne Tyree did some research, and that it cannot be done without changing
it in the Constitution & By-Laws. We will continue to check to see exactly what is involved to make this change.
Standing Rules: Once the Constitution & By-Laws are completed the Standing Rules will be completed and updated.
Mallory Driskill suggested that we think about a hosting an eye clinic at a National Specialty. Since we have the most Tibbies
present at the National it would be nice to be able to hold a clinic. This may be possible at the 2015 National. More information to
follow later.
Illustrated Standard--Linda Foiles is working with Karen Shilliday, Mary Novocin and Andi Struble on updating the standard
with the changes to photos to reflect the changes that were made to the standard. Linda Foiles will also see about reformatting the
standard to make it more “user friendly” also the possibility of doing a digital format.
Susan Mullins is still looking for the right sized digital picture frame to keep all the updated wins for Specialties, Westminster and
Eukanuba. The total not to exceed $400.
NEW BUSINESS:
Nominating Committee was elected: Mary Novocin Chairperson, with Andi Struble & Linda Foiles as committee members.
Dianne Tyree is going to ask Rob Child to please notify us if he receives anything from the state of Connecticut with regards
to TSCA. To change the Connecticut Business Agent from Joan Child to Dianne Tyree is very expensive.
Dianne Tyree has had some members state that they had paid their dues, but nothing received at either the Treasurer
address or that of the Recording Secretary or through PayPal. After some discussion it was decided to give them until 10/15/2013 to
pay their dues. This is a one time exemption. If it happens again, they will have to re-apply for membership.
Mallory Driskill spoke about the new AKC Pet Disaster Relief trailers. These trailers are fully equipped to set up a complete
safe kennel situation for animals that are displaced during a natural disaster. The donation gets your clubs logo placed on the trailer.
AKC is requesting $1000.00 donations for this project. Mallory Driskill is going to check into seeing what all would be involved to
possibly having a trailer sponsored by just Tibetan Breeds.
Several members have requested the board to discuss updating or possibly a new logo. After some discussion, Karen Shilliday will
be doing some updating of the logo to make it printer friendly. As it is now, it is very difficult to reproduce clearly.
Electronic Balloting for AKC Parent Clubs is now allowed by AKC. Dianne Tyree will check to see what all is involved. This would be
fantastic if the board can use it.
EXECUTIVE SESSION: 3:00 - 3:20 p.m.
ELECTION OF NEW MEMBERS:
The following persons were elected into membership pending publication in the TSCA Newsletter: Sharon Lucernoni, Lisa Gembala,
Bobbi Mebius, Will Chaffee, Meg Shepherd, Robin Boles, Jerry & Cindy Reed
A motion to adjourn was made by Cindie Swaim. A 2nd by Connie Buckland, the motion passed. Meeting adjourned at 3:25 p.m..
Respectfully submitted
Connie Buckland-Recording Secretary
American Kennel Club
Dear Susan R. Mullins, Corresponding Secretary of the Tibetan Spaniel Club of America,

A member must sign a written authorization agreeing to this method of balloting, which is revocable, which agrees to release the club from any liability should the ballot be received late or not received by the member, due to circumstances
beyond the club’s control. Members not providing written authorization will continue to receive all materials via USPS.
Clubs wishing to adopt this method of balloting must add the appropriate language to the applicable sections of their bylaws the next time other bylaw work is considered.

TSCA Fall Health Report 2013
With the help of the Tibetan Spaniel Rescue and Health Trust and the “blessing of the TSCA,” I was able to attend my fifth AKC/CHF
Purina (sponsored) Parent Club health Conference in St Louis in August. Again, it was a wonderful conference with a nice variety
of topics from genetics, to bloat, to cancer to sports medicine/injuries/rehab and stem cell therapies. The presentations were
given to each attendee on a thumb drive which I am hoping can be uploaded to the TSCA website. There is an excellent Webinar
program included. (It can be lifted from the Versatility in Poodles website with their permission if someone knows how to do it!)
The most amazing part of the conference is being a part of a group of people that large, that all have the same interest and
dedication to make our dogs the healthiest that they can be!
Hopefully, everyone is now aware of the DNA test developed by the Animal Health Trust (AHT) in the UK, for a form of PRA. They
have branded this type of PRA as PRA3, which appears in approximately 2/3 of the affected Tibetan Spaniels that they had samples
from. Having a DNA test means that breeders should be able to greatly diminish or hopefully eradicate PRA3 from Tibetan
Spaniels. The test should be used in a matter of information so as not to cause a “bottleneck” somewhere down the road! This
means that breeders should not “throw out carriers” but breed selectively so to preserve the diversity of the gene pool. The other
side of this coin is that there appears to be at least one other form of PRA in Tibetan Spaniels, so continued diligence is imperative.
Annual eye exams by a Board Certified Ophthalmologist are still very important for all breeding animals, continuing until at least
10 years of age.
I have spoken with Eddie Dzuik, who is COO of Orthopedic Foundation for Animals (OFA), to discuss this new DNA test for Tibetan
Spaniels, and whether we should include this as a CHIC requirement for the breed. He feels that we should watch and wait for a
year or two before making this decision. However, in the meantime, the OFA does recognize the AHT, so if anyone has had their
dogs DNA tested through the AHT test, the results can be listed on the dogs “profile” in the OFA database. The following directions
as to how to get the listing are from OFA.
“We use a single generic application form for all DNA based tests. All OFA applications including this one can be downloaded
from the OFA website at: http://www.offa.org/applications.html. The direct link to this application is: http://www.ofa.org/
pdf/dnaapp bw.pdf. The form is a fillable PDF, so if owners like, they can fill it in online and then print. To register results, complete the form, attach a copy of the lab report, and send in to the OFA. The fee is $15. (I will send this info out to the TSCA list.)
TSCA currently has about $1400 in the Purina donor advised fund. This is money generated by Tibbie people who are part of the
“Purina Partnership Program” sending in their weight circles to Purina. TSCA can, at any time, release any or part of this money
to the CHF for a research grant. I just have not seen any grants recently that really apply to Tibbies, but will keep the TSCA Board
posted if anything comes up.
Thanks again for allowing me to be the Health Committee chairman.
Carol Srnka
The TSCA has 95 Pro Club® Members declared for the Purina Parent Club Partnership
Program. There were 5 Pro Club® Members that submitted weight circles from January through December of 2012. 2012 we
only earned $81.59 for their participation. $40.79 will be given to the Canine Health Foundation for use in your donor advised
fund. The TSCA received $40.79 for the club’s use in funding education, health research, &/or rescue efforts. So please, remember to send in those weight circles from you food bags because the more you send in, the more money the club gets
back that we give into health & rescue funding.
How it Works
Pro Club members submit weight circles from bags of participating Purina® Brand Dog Foods and accumulate weight circle
points as part of the Pro Club Weight Circle Program. (Refer to Purina Pro Club Weight Circle Program for the program details). Purina tracks these weight circle submissions, and for every $100 of qualifying weight circle points earned by Pro Club
members, Purina donates $10 to the participating national parent breed club. It is as simple as that.
Preface
Perky was the kennel name for AKC Ch. Tashi Tamara of
Northwood ROMX bred by Jeanne Holsapple. Perky was purchased solely as a rather uniquely bred brood bitch destined
to be an essential part of the Jo’Jevon breeding program, and
she fulfilled this expectation far beyond our greatest plans for
her. However, it was not this aspect of her life with me that
made her truly unique and valuable beyond my wildest
dreams.
Introduction
Pam Bradbury most recently did a very complimentary summary of Perky’s life as a brood bitch and asset to both her
own and Jeanne Holsapple’s breeding programs. But to me
her value went far beyond that aspect of her life. Perky had
only one litter while she was with Jeanne and Pam. This litter
of seven, sired by Jeanne’s import stud dog ECh. Braeduke
Lu-Ting, contained four AKC Champions including the influential Ch. Tashi Du Li who was number one Interbreed Group
Winning Tibbie of 1988, and the fountainhead of Anna May
Schenek’s Sonata breeding program. Unfortunately Perky
never produced another litter for either Pam or Jeanne.
Once purchased by the Jo’Jevon partnership at seven years
old, the medical cause of her long barren condition was
discovered and she was successfully bred by us. The remaining six of her champion get were produced by breedings with
Ch. Ambrier Paladin of Jo’Jevon ROMX and Ch. Deetree
Double-O-Seven ROMX. These litters included the highly successful show bitch, Ch. Jo’Jevon Pandora, who remains the
only black and white particolor Tibbie awarded multiple
Group One placements.
Life Beyond Breeding
When Perky stepped off the plane and into my life, she was a
brood bitch purchased to be an asset to the Jo’Jevon partnership. But a few months later, she was transformed into the
Tibbie that completely changed my life.
After a few continuous weeks as a housedog, Perky began to
show her irritation at unresolved sounds in my household
and, because of my well-known hearing loss, there were
plenty of them. First was my alarm clock. I usually had to set
at least three of them to awaken me, and even then, they
usually rang and rang for over a half hour or more before I
would even stir in my bed. However, after about five minutes
Perky around age 14
of this barrage of sound, Perky would start running
around on my bed, jumping on my chest and barking in
my ear. Now I was awakened and up in five minutes.
Soon I realized only one alarm clock was necessary for
Perky to begin her antics. With praise and treats she soon
expanded her responses to other sounds in the house. I
was delighted!
She always responded to knocks on the door and the
doorbell at my daughter’s home. Now I could get her to
run back and forth from the phone to me and back again
until I responded to the telephone ring. If I let it go on for
long enough she would even knock my desk phone off
the hook to make it stop, then pester me until I specifically went to that desk phone. (There are four other
phones in my house because if I am not in the room I
cannot hear any of them ring well enough for me to
respond to the ring.)
Next we worked on the smoke alarm, and I was able to
get Perky to literally drag me out of bed using the same
antics she did when the alarm clock went off. Eventually
Perky would respond to nearly any sound she heard and
I did not. This worked so well for me that I was able to
take an administrative day job. The extra money and
regular weekday hours allowed me to return to college.
Now I could get out of bed reliably, work the shifts necessary to afford the tuition, and with my master’s degree in
place, eventually nearly double my income.
Perky was a remarkable individual. As a travel companion
she was simply terrific. She never soiled a room or barked
unnecessarily. Folks walking down the hallway in a hotel
never aroused her unless someone stopped at my door,
then and only then, she would bark. But (as Joan and
other roommates verified for me) Perky only barked if I

was in the room. If I was not there, she would not bark
at all. With her in place, I could answer the telephone
and alarms with ease. She was a great camper, although she could jump any ex-pen. Many times I put
her out to do her business and headed to the restroom
to do my own grooming only to emerge from the
shower to have her greet me at the stall door. Once a
neighboring camper caught her unattended and
leashed her to my trailer’s doorstep. When I returned
she was still reclining on the doorstep, but had chewed
the web lead in half to release herself. I apologized to
the campers, and replaced the lead.
Perky would never allow herself to be confined unnecessarily. She used to think chain link was a ladder. She
went to the fence corner and climbed up and out no
matter how high. If there was no cover on the run she
would either climb over or dig out. However, she would
never run away. Instead she would just attempt to
locate me. I would find her waiting on my porch,
scratching to get in my front door or reclining under the
porch in the shade. Once I returned home to find a
man’s boot in the middle of my living room.
That evening my handyman stopped by to pick it up
explaining that he let himself into my mobile but Perky
grabbed him by the boot and would not allow him entry
without a fight so he slipped the boot and backed out
my front door and did not return until he saw my car in
the drive.
Perky stayed with me regardless of leash or confinement of any kind for as long as I owned her. When I
gardened, she would stay in my park and never wander
off the property. She could be loose no matter where
we were located. At dog shows, exposition grounds, on
the roadway, she never needed a leash or left my side.
(Of course I used one, but dropped on the ground
would work as well as carrying it.) Many observers saw
her devotion antics unfold in all sorts of venues.
Every spring Perky hunted my three acre horse pasture
completely on her own. She had a fine “nose” and as
“soft” a mouth as any of my father’s trained field dogs.
She stalked, then brought me her “live” quarry. Usually
this was the partridge or grouse that inhabited the
field, their eggs, mice, baby rabbits, or once, a baby
turkey I named Tom. Thankfully, there was only one
snake, one time, and that one-mercifully for me- she
had killed.
Perky leash-broke all my puppies for me. I would leash
my puppy to her using a chain link collar on the pup, a
brace coupler between her and the pup, and then leash
her to me, and then off we would go. When the pup
pulled or struggled on the lead and pulled on her, she
would turn to the pup, yank on his neck and growl
fiercely. In about ten minutes the pup would be trotting
along, completely at ease and never pulled on the lead again.
She also helped teach them to come to me. Using the same
method, I could leash her to the pup, put her on a sit-stay
then remove her lead and walk off. She would obey the stay
and keep the pup there with her until I called them both in to
me. I do not know how much training Perky had before I got
her, but she never pulled on a lead, and did perfect heel, sit,
stay, down and come on or off lead from the first day I got
her.
When Perk was nearing fifteen she was hit by a car and one
hip was dislocated. My vet wanted to wait to repair the
dislocation because Perky had some secondary pulmonary
edema. So I took her home to wait 48 hours for the surgery.
In the meantime, I carried Perky outside to “do her business”.
She seemed upset by this necessity and gave me the most
awful looks. That night she would not come to bed with me
and I heard slamming sounds from the hallway. When I
checked, I found her repeatedly slamming her rear quarters
against the wall. By morning, she limped, but could bear
weight and walk on the leg with no assist from me. The vet
cancelled the surgery and said the leg was adequately reinserted into the hip socket.
Perky was seventeen when she died and except for some
hearing loss of her own, in perfect health. In one of her many
out-of-doors adventures, she became entangled in the wires
underneath my mobile home. She could not cry out because
of the wires wrapped tightly around her neck, and because of
her dark color I could I see her in the pitch-black dirt beneath
my mobile. By the time I found her over 24 hours had passed,
and she developed a pneumonia my vet was unable to resolve.
Perky was cremated and her ashes are in an urn in my living
room. She is waiting until we can be together again, and so
am I. She was the most remarkable individual, human or
canine, I have ever known.

This is the last in a series of three articles about rescue. In the first two, I preached about
the past, present and future of Tibetan Spaniel rescue in the United States. In this final
article, I’m just going to tell you stories about some special rescues—each a survivor in
his or her own way.
Franklin
Firefighters rescued Franklin, then named
Falcor, from a house fire in 2011. It was touchand-go for a while. He needed extensive nursing
care, first from the veterinary clinic staff and
later from his foster mom.
Even when it became clear that the puppy would
survive, his prognosis was unclear. He had difficulty
breathing from smoke inhalation. His vision seemed to be
impaired. He would get lost in corners and spin in a circle.
It was feared that he had suffered irreversible brain damage
due to oxygen deprivation.
To make matters
worse, he was
homeless because
his family surrendered him after
the fire. Former
TSCA rescue
coordinator
Lindsay Vest
stepped in to
help. She posted

attention of Lisa
Zakolski and Tammy Hinshaw. Having experience with
blind, deaf and handicapped dogs, Tammy and Lisa
seemed an ideal match for Franklin—every rescuer’s
dream.
When an earlier application fell through, Lindsay
contacted Tammy and Lisa, and they drove from Michigan
to Kentucky to pick up Franklin. On the long drive home,
he alternately “killed” and snuggled the favorite of his many
toys, charmed everyone he met, and wiggled his way into
Tammy’s and Lisa’s hearts.
Today, Franklin is part of a family of rescue animals of
many kinds.
“He’s a love,” says Tammy. “I don’t think he’s ever
going to be Rhodes Scholar material, but, who knows, it’s
possible he was no genius before the fire… He still has a
horrible time going down stairs though he manages up, no
problem. And, if he happens to sleep in a crate (with the
door open), he has difficulty finding his way out.
Otherwise, he’s doing great—he’s a happy little guy!”
Lisa agrees. “Over time things definitely got better for
him. I think it helped that he was so young when the fire
happened. His lungs have cleared up and the spinning is
not nearly as frequent. He still gets lost in the house more
easily than the average dog, but it doesn’t bother him. We
just point him in
the right direction
and move on
with the day.”

Author’s footnote: Franklin may be a Tibbie, or a Peke,
or a mix. Whatever he is, he is endearing. When rescue of a
dog in need is involved, sometimes we just have to pay it
forward.
Meg, Maverick and Savannah
18
“We totally love our two Lhasas and two
Tibbies who came from reputable breeders, but
our three rescues are even more rewarding,”
says Larry Cummings. Larry and his wife
Marsha have opened their home to three rescue Tibbies—
Meg, Maverick and Savannah.
Their first rescue,
Meg, had been abused
and starved. She was

her foster mom still couldn’t
pick her up.
Her first night with
Marsha in the motel did not
bode well either. When Marsha
tried to untangle her harness,
Savannah became so terrified
that she bit Marsha several
times.
After 2 ½ years with the
Cummings, Savannah is fully
adjusted.
“She asks for attention,

and especially with us. Her favorite game is to hide under
a blanket, her whole body wiggles, then she wants to run,
run, run as fast as she can,” Larry reports.
Larry credits the progress of their trio of rescues to
patience, kindness and love—with a little spoiling thrown
in. As he says, “Well…if you can’t spoil a Tibbie, you
shouldn’t have one.”
Celebrating each step on the path to normalcy helps
Larry and Marsha deal with the challenges of rescuing
Tibbies from a background of abuse or neglect.
“Each step toward assimilation into the family has
been a great joy—the first time we could pet them, the first
time we could pick them up, the first time they came to us
to be picked up, the first time they [joined] the family for
[an] outing. …,” Larry says.
“Sharing your life with Tibbies, you receive limitless
love, which allows you to share that love back to them and
all others in your life. More Tibbies is the solution to all the
hatred and evil in this world.”

to shake or urinate submissively, he explains. Yet, there
are signs of progress. While a hand palm down terrifies
her, she will allow a hand, palm up, to scratch her. She
also enjoys her morning cuddle with Larry.
“She’s special in her own way…full of life—gets everyone playing,” Larry says.
“When we brought Mav home, she showed him the
ropes…she was his little guiding angel. If it hadn’t been
for Meg, it would have taken Mav a whole lot longer.”
Mav (short for Maverick),
their second rescue Tibbie,
came from a puppy mill.
When Marsha brought him
home from Iowa, he was not
only timid but could barely
walk.

Larry says. “But
Maverick had heart, and he wanted to go
outside—a new experience for him.”
So eager was he to reach the back yard, Mav was
determined to learn to walk down the deck stairs. The
Cummings placed rubber mats at the foot of the steps as a
cushion when he tumbled. It was a struggle, but he persisted.
“Now, Maverick is our most active dog. He runs and
plays and shares his joy of life with all our other Tibetan
dogs and with us humans,” Larry says. “I thought we
were rescuing him. I was wrong. Maverick was sent to us
to rescue us.”
Savannah, a tiny girl weighing only nine pounds, is
the Cummings’ third rescue. Seeing her photo on a pet
rescue site, Larry
resolved that
Savannah would
become part of the
family, and Marsha
was soon on a plane
to Minnesota.

Pip

Three-year-old Pip was born with a spinal
deformity. Hemivertebrae, which are wedgeshaped vertebrae, cause a crooked spine and
narrowing of the spinal canal. Dogs with this
condition have a range of symptoms, such as weakness in
the rear limbs and incontinence.
Pip’s journey to a forever

Sadly, Dakota and Pepper had been previously adopted
but returned. When the Hills applied, the shelter quickly
approved the adoption over the phone, and the Hills were
soon on the road to Michigan. They arrived after closing,
but the shelter stayed open for them.
Their first impressions?
“They’re beautiful!”
says Pamela. “Their
pictures did not do
them justice.”
Like all rescues,
Dakota and Pepper
have had to adjust
to their new lives.
“At first,
Dakota would not

he does. They both
love to be petted.

says Pamela. “They
are the sweetest dogs and we love them dearly. They are
so gentle.”
Not surprisingly, Dakota and Pepper had health issues
when they were turned over to the shelter, as evidenced by
these excerpts from the intake veterinarian’s notes:
Pamela and Kelvin continue to deal with ear infections and
scratching in both
dogs. Both also had
eye discharge. Most
troubling has been
Pepper’s nighttime
pacing, but the
ThunderShirt they
purchased is helping.
Despite these
issues, Pamela and
Kelvin are happy
that they adopted
Dakota and Pepper.
“Tibetan Spaniels
are really gentle and
delicate and they
don’t deserve to
live that way,” says Pepper, rescued at age 12, still experiences
nighttime anxiety, but loves attention
Kelvin, “I thought
and being petted by his new family.
that these dogs
deserved a chance to have a normal life. … It [was] something that had to be done, a wrong to be righted! They are
a noble race and don’t deserve to be treated that way.”
Pamela recommends adopting senior dogs.
“If you truly love dogs and want to help them, are
willing to work with issues that might arise, then by all
means do it!” Pamela says, “They need you and they will
be a great blessing to you!”

hurt by neglect or abuse, or just growing old (as we all do),
a special needs Tibbie is first and foremost special. Please
open your heart to a special Tibbie. It’s good karma.

CH. DEDICATED TO DANCING MASTER
Fred continues to dance his way into more
big wins as he makes an occasional
appearance while he matures. At only 18
months of age, he picked up two Select Dog
wins and a Best of Opposite Sex win over the
four days at Wine Country.
As you can see from the photo, it sure was
windy the day of the TSCA Supported Entry!
Fred is co-owned by Jean Briggs. We are
excited about his first two litters.

With Toni Rohlke
&
Toni Rohlke is an Environmental Specialist with the State
of Florida who lives in Gulf Breeze, Florida and enjoys
working with her three Tibbies in agility, obedience, rally,
pet therapy, and other fun activities.
Before Tibbies I had Golden Retrievers.
ANSWER
Boo was my first
Tibbie. I got her 15 years ago on Halloween. She is also my
first agility dog.
Agility, obedience, and rally
obedience. We also enjoyed working on our Trick
Toni with her dog Ziggy enjoying Agility
Dog Performance Titles with “Do More with Your Dog.” I
am currently taking classes with Nike in “nose work,” a
relatively new performance event started by the National Association of Canine Scent Work. A great sport
for any dog, as they all have a natural ability to scent.
Agility, hands down.
My Tibbies all love heights and tunnels. Great for agility. The only thing
we avoid is water. I don’t think I will ever be able to convince them that “dock diving” is fun. Maybe my
next puppy.
You have to have patience. You have to
make it fun and you have to make it worth their effort. I have been very lucky in that all of my dogs are very
food motivated and I am generous when they get something right “(jackpots).” I am intrigued with shaping
as a training method. Shaping is an advanced positive training technique that breaks down a complex
behavior you want into small increments. It requires a lot of patience and your ability to read and reward
quickly. I hope to get more fully involved with my next
Tibbie with this type of training. You will have a hard
time with Tibbies if you try to “strong arm” them.
Although I do not use clicker training (I use voice cues
instead of a clicker), I think it would be an excellent
method for anyone starting out.
I would have loved to do flyball
with Nike when he was younger as he had a natural
inclination to retrieve (I think this was passed down
through Boo who grew up with a Golden), but I literally
did not have time for another sport. The intensity and
joy these dogs have is incredible. I really think it is a
great sport. Now that my dogs are all older (>10) the
nose work looks to be a better fit. I think all dogs need
to be involved in some form of activity both for their
mental and physical well being.

Northeast Regional Tibetan Spaniel Club
(NERTS)
By Ellen Minto, Briel Tibetan Spaniels
I got my first Tibetan Spaniel in October 1980, Amroth Hayes-U of
Phylmarko. The breed was not yet recognized by the AKC then so
it could only be shown at Rare Breed shows and miscellaneous
classes, and that would be the case for another six years. At the
time, I was the only one in New York showing Tibbies, and I
believe the only other people in the Northeast doing so were
Joan Child on her own, and then with Yvonne Croft and
Jean Wright (Jo’Jevon.)
Once the breed gained AKC recognition, I took my Tibbies to the
shows along with my Bernese Mountain Dogs. Several people in
that breed fell in love with my Tibbies and soon it became a trend
in my group to own a Berner and a Tibbie.
As the bulk of the Tibetan Spaniels on the east coast were down
in Maryland and Virginia, I thought it would be a great idea to
start a regional club and called it the Northeast Regional Tibetan
Spaniel Club - NERTS for short. I put out a newsletter for the
members and also sent it to the judges who had shown an interest in our breed, like Dr Sam Draper. I was really happy when one
of the judges (whose name now escapes me) sent me his new
address as he had moved and still wanted to receive the newsletter. In time, with the help of Margie Wikerd, Judy Hardt, and
others, we were able to host a National Specialty, which was held
in Syracuse, New York.
The club grew from strength-to-strength and each year we would
have a great get together at the show circuit held in Sampson
State Park - camping together, holding pot luck dinners and fun
matches. One year we called our get together Tibbies and Teddy
Bears and everyone got a miniature Teddy Bear to take home. I
still have mine.
What I was most proud about NERTS is that the members were
all concerned about the health and welfare of the breed. While I
was Health and Welfare chair for the TSCA I wrote an article about
a bitch I had that turned out to have a liver shunt - something I
never heard of. In the article I gave the history of the bitch’s
problems and explained the symptoms. By the time the vet had
figured out what was wrong with her, she had gone downhill and
I had her euthanized. A post-mortem confirmed the diagnosis. As
it was something thought relatively uncommon and as the symptoms could be misdiagnosed as a kidney problem, I thought it
would be good to share this information with the membership.
However, I was told by then TSCA president, Phyllis Kohler, that
she had a complaint from a member in Florida (who was a vet)
saying I was starting a witch hunt. As the only dog mentioned in
the article was one I bred, I could not comprehend how my article
could have been misinterpreted like that.
I immigrated to England in 1994 leaving NERTS in very good hands
with plans to move forward as an AKC recognized club. Several
years later I was so happy to be told that this group was behind
getting a grant from the club to research liver shunts, resulting in
a new test for the problem. It seems that liver shunts were not
quite as uncommon in the breed as I had originally been led to
believe. By helping to shine a light on the problem, NERTS has
done a wonderful thing in helping to improve the health and
welfare of the breed. I am delighted to have been a part of it all.
FINGER LAKES TIBETAN SPANIEL ASSOCIATION, INC.
By Colleen Bias Chaffee, Shenanwood
In the mid-1990’s, Tibetan Spaniels in the Northeast were becoming more popular and the group of owners and breeders who
made up NERTS started talking about moving forward to form a
regional Tibetan Spaniel club. At an informal meeting of NERTS at
the Southern Tier circuit in the summer, it was decided to work
towards a more organized club.
The organizational meeting of the Finger Lakes Tibetan Spaniel
Association (FLTSA) took place on September 28, 1996 at the
Wine Country circuit of dog shows. Margie Wikerd had contacted
AKC and presented information on what was needed to start our
new specialty club. Basic information and a time table was set up
at this meeting. Things moved fairly quickly over the next year
with a Constitution and By-Laws developed, quarterly meetings
and even supporting the entry of Tibetan Spaniels at Wine Country in 1997.
Wine Country became the site of our annual meeting and we
continued to move ahead. Membership continued to grow and
ideas kept coming in for the club. Our logo was designed and
clothing items sold. Our first fun match was May 3, 1998. We
moved ahead to “B” matches, then “Az” matches. FLTSA even
hosted the 2001 TSCA National Specialty in Syracuse, New York in
the spring.
FLTSA’s first annual supported entry with sweepstakes was held
at Wine Country in the fall of 2001. We finally received approval
from AKC and our first Specialty Show was held Saturday, September 27, 2003. Each year since then, the Wine Country weekend has been a great weekend for Tibbie folks with fun, food,
seminars and majors. FLTSA also hosted the 2011 National in
West Springfield, MA and again will be the hosts for 2014.
Members have supported Dr. Sharon Center’s liver research at
Cornell University for many years and continue to do so. FLTSA
holds a yearly eye clinic with Dr. Thomas Kern to make it easy for
members to have their Tibbies (and other breeds) checked. We
also donate time and money to other appropriate organizations.
Members and non-members have supported our annual Tibetan
Raffle each fall and come from near and far to attend the four day
Wine Country Circuit each year.
There are still quite a few charter members in the club today and
we plan to continue for many years. Tibetan Spaniel enthusiasts
from around the world are always welcome to join.

FINGER LAKES TIBETAN SPANIEL ASSOCIATION
Judge’s Critique
Written by Anne Katona (Judge)
I particularly wish to thank the Finger Lakes Tibetan Spaniel Association membership and show
committee for inviting me. The experience was everything I had hoped and more.
What a thrill to walk into the ring on Saturday, September 28, 2013 during the “Wine Country Circuit” held at Sampson State Park,
Romulus, New York to judge this specialty show. It took a few extra minutes to locate ring 16--it was “sorta” hidden, but the size was
perfect to view every entry around; then down and back. The weather gods sure smiled on Specialty day--it was cool with sunshine
and a nice breeze. Not only was the weather beautiful but so was the Tibetan Spaniel entry!! Thank you for a wonderful ring steward
that knew exactly how to keep the ring moving with trophies ready. Speaking of trophies--they were great and everyone seemed to
enjoy receiving them. Please let me express my appreciation of the Doggy Scarf gift. I have worn it several times and always receive
compliments.
The entry was strong, from the 6 to 9 months class to Best of Breed.
There were many exemplary dogs and bitches from which to
choose. I hope it was obvious that I like exhibits that move in a
complete package with good toplines, with balanced reach and
drive. Within those parameters I expect individual breed characteristics. I do not need to be told “the topline looks ‘off’ because it has
not been trimmed!” Once my hands go over the body, I know if the
topline is structurally correct. Handlers, please let the judge make
that call.

This dog was of correct balance, being slightly longer than the height at

as solid on the move, but correct side gait (quick moving, straight and
positive with reach and drive) on the go around.

She has a beautiful head piece which was rather small in relation to the her

set fairly high with a slight lift, correct balance being slightly longer than

great attitude!

That
I think this young bitch has a great future. Today, she was not as “put together” as was
the Winners Bitch, but that’s not expected to be, coming from the 6 - 9 months class.
Best Of Breed had some beautiful breed examples. Some beautiful heads, some sound
toplines, some good walkers and some with very nice coats. As I continued judging the
champions in the Best of Breed class my mind kept going back to the Winners Dog. He
had great quality with overall balance and alertness. His head was small in relation to
his overall size with slightly rounded skull. His ears were pendant and set correctly with

a slight lift from the skull. His eyes were oval, set well apart, and dark brown. His
medium length muzzle was rather blunt and free from wrinkle but had cushioning. His
mouth was undershot with no teeth visible when closed. He was a wee bit longer than his height at the withers and daylight as a
rectangle was visible underneath. His tail was well plumed, curled over the back
and fell to one side. His gait was the cleanest on the down and back and go around
of any exhibit shown that day. He moved quickly and cleanly with head correctly
held with a beautiful double, silky-textured coat that was rather flat on the body.
When it came down to the end--I kept watching the Winners Dog. This young dog
NEVER let down on his novice handler. On this day, in my opinion, this young
exhibit could not be beat!! He was Best of Breed and Best of Winners!!! Even in
the Non-Sporting Group he continued to show, never letting down, and winning a
Group 3.

Ch. Ambrier’s Priceless With Lollipop
This bitch caught my attention
on the first go around as the class came in for competition. She was a perfect match
to my young Winners Dog that won the breed. She was pretty clean on the down and
back, balanced on the go around and overall a pretty good walker. Beautiful head
piece, correct mouth with nice cushioning. Correct coat texture, and great attitude.

the committee, my exceptional steward, the gracious winners and the also gracious
exhibitors for which I could not find enough ribbons. Overall, I truly believe that the Tibetan Spaniel is in great hands with many, many
dedicated breeders. Hats off to you all and thank you for bringing me your best.
