Friday, December 14, 2012 began much like any other day at
the Sandy Hook Elementary School in Newtown, Connecticut. It
turned tragic, however, when a gunman wielding a semiautomatic
weapon attacked, entering classrooms and killing 26 individuals, 20 of
whom were children.
The news riveted the nation, but nowhere was the sadness,
sympathy and anger over the senseless murders felt more than here in
Connecticut.
Several members of the Call Before You Dig, Inc. board of
directors were directly impacted by this horrific event. They resided
in Newtown, knew victims or were acquainted with the victim’s
families. The deep emotions that this incident elicited are shared by
all of us and are with us yet today, as they will forever be.
Call Before You Dig, Inc. dedicates this annual report to the
memories of the victims and their families and to the sincere hope that
efforts aimed at preventing future tragedies like this are implemented
soon and successfully.

CALL BEFORE YOU DIG, INC.
In 1967, four major utilities in Bridgeport, CT; Gas, Electric, Telephone and Water,
joined in an effort to establish a “One Call Covers All” system, such as the one that was being
used in Rochester, NY at that time.
The success of this effort was heard by and duplicated by other (separately owned)
utilities in the New Haven and Hartford areas, giving Connecticut three toll-free numbers to call.
There was one utility, however, that was the same in all three areas, The Southern New
England Telephone Company. In 1972, The Southern New England Telephone Company hosted
an inter-utility statewide meeting, which was attended by 24 utilities. By the end of this meeting,
a Statewide One Call System, to be known as the “Connecticut Underground Utility Protection
Plan” - CUUPP, was in the planning stages. In April, 1974, the One Call service for Connecticut
went into action, using a single toll-free phone number. Extensive publicity campaigns were
launched to make this phone call to CUUPP a priority for excavators.
In 1977, the Connecticut legislature enacted Public Act 77-350 ruling that using the Call
Before You Dig system was mandatory and that it would be supervised by the Public Utility
Regulatory Authority (PURA), formerly known as the Department of Public Utility Control
(DPUC). PURA then adopted regulations detailing the obligations of contractors, utilities and
the central clearinghouse to be operated by Call Before You Dig, Inc.
A tragedy occurred, however, in the small town of Derby, CT. in December of 1985. An
excavation incident resulted in a natural gas explosion that claimed the lives of several people in
a local area restaurant. By October of 1988, State Lawmakers, in conjunction with the Public
Utility Regulatory Authority, developed and implemented new “Call Before You Dig”
Regulations (Public Act 87-71) with upgraded enforcement authority for the PURA. The
regulations put “teeth” into the existing law in an effort to reduce the number of underground
utility damages, and most importantly, to ensure the safety of the general public whenever
excavation, demolition or blasting is undertaken.
Today, the success of Connecticut’s Call Before You Dig program has grown, and
continues to grow to the extent that you will see as you read on through the following pages…….

PRESIDENT’S MESSAGE
Call Before You Dig celebrated 34 years of service in the year 2012, continuing to ensure a safe
excavation environment and preventing damage to underground utilities. The Commitment of the Board
of Directors, the Public Utility Regulatory Authority, and Asplundh One-Call, Inc. provide for an
effective and efficient operation of Call Before You Dig.
2012 served up major challenges for CBYD. Both Storm Sandy and the internet connectivity
outage forced CBYD to operate under our Disaster Recovery Plan. Asplundh One-Call was well prepared
for Sandy and implemented the plan to perfection on Oct 29. The Kentucky Center was ramped up in
advance to handle the well predicted storm’s arrival. All notification services were maintained
throughout the duration of local recovery efforts providing a safe work environment for excavators. In
December, CBYD experienced a 3 day internet connectivity outage when both internet providers went
down simultaneously. Asplundh One-Call again responded by seamlessly transferring all operations to
the Kentucky Center maintaining their normal high level of service to the excavation community.
The State of Connecticut Public Utility Regulatory Authority is a valuable partner of CBYD. The
Authority is to be commended for their commitment to the CBYD program and for providing insight and
many resolutions to regulatory issues. The Authority’s active participation on the Board and their ability
to communicate with excavators and utilities are instrumental in preventing damages and minimizing
incidents.
This year, Call Before You Dig was awarded its third Federal Grant from the Department of
Transportation, Office of Pipeline and Hazardous Materials Safety Administration, (PHMSA). The Grant
provided the funding for CBYD to invest in educational events and increased television advertising to get
the word out. Multiple technology improvements were also made providing an improved level of service
to our users. The joint effort of CBYD, Asplundh and PURA is critical to our success in achieving grants
from PHMSA and continues to support the position of CBYD as a leader in the One Call Industry.
Call Before You Dig and its Board of Directors wishes to thank those behind the scenes of our Call
Center operation. These are the professionals of Asplundh One Call, Inc. that efficiently and effectively
operate our Center and process the calls for our membership.
CBYD is proud of its accomplishments in 2012. We welcomed 4 new Directors and a new
Officer, both indicators of continued growth and secure leadership. We look forward to 2013 confident
that the CBYD Board has the knowledge and energies to meet the challenges of the future. We are
committed to maintain our high level of service to our membership, to support our successful education
programs, and to continue to be one of the most respected excavation safety programs in the country.

MANAGER’S MESSAGE
In 2012, Asplundh One Call, Inc. began operating under its new five (5) year contract (2012-2016)
with Call Before You Dig, Inc. (CBYD) for operating Connecticut’s one call center. This contract was
reviewed and approved by the Public Utility Regulatory Authority (PURA) via Docket No. 11-10-13. The
new multi-year contract ensures a consistent level of service that users of the system come to expect, while
mitigating future cost increases to the membership. The long-term partnership between Asplundh and
CBYD has consistently demonstrated long lasting positive effects and results. This renewed partnership
promises the same.
CBYD applied and was awarded in 2012 a federal Pipeline and Hazardous Materials Safety
Administration (PHMSA) grant that emphasizes damage prevention to underground utility facilities.
The 2012 grant funded a number of equipment and software upgrades to ensure the continuity of
internet connectivity and equally as important, to provide security of email that potentially could affect the
operations at the center.
Sonic Wall
Generation 4 firewall that applies and installs anti-virus, spam, intrusion and hacking prevention
applications for incoming connections.
Barracuda
Secondary connection monitors outgoing emails for continuity. This link balancer services DNS websites
and hosts the authoritative DNS for cbyd.com address.
FT Gate
This software blocks unsolicited bulk email. It also allows use of real time “black lists” to reduce spam
email.
Net Express Upgrade
Net Express version 5.1 installed to enhance the running of current programs and allows flexibility for
future applications including those involving the web.
Despite the sluggish economy and significant storms in 2012, CBYD’s locate request volume
increased 2.69% from 2011. Electronic locate requests or “E-Tickets” processed was 32.77% of the total
ticket volume. CBYD’s website, www.cbyd.com received over 56,392 visitors for the year. The most
frequented page views were, E-Ticket Entry, Emergency Contacts and Homeowners Help.
The strong alliance between Asplundh One Call and Call Before You Dig, which began over 34
years ago, continues to prosper and be successful. I wish to thank the CBYD board of Directors for their
unwavering support and PURA for their trust in our mission to serve all those who “Call Before You Dig”.

FINANCE REPORT
The Finance Committee’s responsibilities include assisting the Treasurer in financial matters
affecting Call Before You Dig, Inc. (CBYD). Specific duties include preparing, with the assistance of the
Executive Committee and Committee Chairpersons, the annual budget for approval by the Board of
Directors, recommending the yearly billing rate schedule, reviewing and acting upon any recommendations
of the auditors, and providing oversight of CBYD’s insurance policies and financial investments.
The accounting firm of Seward and Monde, CPA’s, North Haven, Connecticut, prepares the annual
Financial Statement Review for the Corporation. A complete copy of this 2012 year end document is
available by written request to Mr. Robert J. Dobmeier, Treasurer, Call Before You Dig, Inc., 2040 Whitney
Avenue, Hamden, CT 06517-1025. Seward and Monde are also utilized to render professional advice on
accounting matters during the year as the need might arise.
In September 2004, an agreement was entered into with Asplundh One Call, Inc. to continue the
operation of the CBYD call center effective January 1, 2005 through December 31, 2008. In October 2007,
the Board of Directors of CBYD voted to extend this contract for an additional 4 years, through December
31, 2012. In September, 2011, the Board of Directors of CBYD voted to extend this contract for an
additional 4 years, through December 31, 2016, under similar financial terms. This extended contract will
continue to allow CBYD to capitalize on the competence and expertise of our vendor moving forward.
During 2012, the budget continued to provide funding for programs relating to public awareness
and education. Among the programs which were continued was advertising spots on local television and
radio stations throughout the region. Billboard advertising with Stafford Motor Speedway was an important
component of the overall public awareness campaign. This type of public outreach has been determined to
be the most effective use of funds in order to spread the word about CBYD’s program throughout the state.
CBYD was again awarded a PHMSA Federal Damage Prevention Grant in 2012. CBYD, with the
help of PURA, received a PHMSA Federal Damage Prevention Grant in the amount of $98,017.00. The
funds will be utilized to offset the cost of the annual CBYD Safety Expo, develop and launch a Smartphone
interface to our website and e-ticket system. Finally, the remaining funding will be support media activity
around the Safe Digging month of April. The Grant Award helps CBYD to provide improved services to
our stakeholders without an increase in the mileage rate to member utilities. CBYD will continue to be
diligent in pursuing the PHMSA Federal Damage Prevention Grant as long as they are available for
solicitation.
The annual budget for 2013 as approved by the Board of Directors in October 2012, and by the
Public Utility Regulatory Authority in December 2012, allowed CBYD to continue to adequately fund
many of its ongoing and effective programs. Recognizing the current state of our State’s economy, the
CBYD Board of Directors made a commitment to minimize any increase in the mileage rate necessary to
support the program. The Board respects the importance of cost containment for our member utilities, and
continues to consider this as a priority moving forward.
The financial well being of the corporation has continued to provide its statutory mandated duties
and responsibilities, while ensuring the safety of the excavating industry and the residents of Connecticut.

OPERATIONS REPORT
The Operations Committee is responsible for all aspects of the operation of the Call
Before You Dig Center. In addition to administering and monitoring performance of our vendor,
Asplundh One Call, under the requirements of the contractual agreement, the Committee reviews
and evaluates call handling activity reports for the Board of Directors and recommends
operational changes or technological improvements to enhance Center Operations. The major
focus of the Operations Committee during 2012 was to continue evaluation of our systems and
improve our disaster recovery processes and procedures.
CBYD once again successfully achieved funding through the PHMSA 2012 Grant
Program to implement new technologies for our stakeholders. The Grant award allowed CBYD to
continue to enhance our website, software and computer equipment which includes the
following:
1) Upgrade the existing SonicWall Firewalls
This latest technology consolidates core Next-Generation Firewall application
intelligence and gateway protection capabilities along with other critical network
optimization services for the most effective solution against today’s multi-dimensional
landscape of rapidly evolving threats and bandwidth challenges by providing high
performance and low latency*. This technology is superior to outdated designs that are
plagued with inefficiencies, high latency, and slow performance.
* “Latency” is the time delay between our system server & the firewall device, it’s the
reaction/ process time, i.e. a speed issue.
2) Replace the existing FatPipe boxes

Install 2 new Barracuda link balancers. This is newer technology than the current
FatPipe solution. This solution is easier to manage and is configured for the CBYD
call center.
The call center currently has 2 separate ISP’s. The link balancer provides for:
 Load balancing of outbound traffic between the two ISPs
 In the event that one ISPs network goes down, or is unavailable, it will send all
traffic out on the other.
This Maintains connectivity of incoming traffic to the e-ticket entry system and call
center email if one ISP is unavailable.
3) Cat 6 cabling and patch panel upgrade

This option would allow the new call center pc’s to take full advantage of the 1GB
infrastructure, substantially increasing band width (amount of data transferred) and
speed of processing.

All the internal (inside the wall) wiring, the RJ45 jacks, and the current patch panel is
CAT5 (10/100). All the PC’s, network switches, and servers are CAT6 (10/100/1000).
Since the data transfer rate of CAT5 is slower than CAT6, the data rate will be at the
maximum speed of the slowest link (CAT5). Also, upgrading to CAT6 will provide for a
consistent and faster data transfer rate between servers and workstations, especially when
graphics are involved, i.e. the ‘mapping screen’. This helps speed the call taking process
and increases overall productivity.
4) Upgrade Ftgate email server software

The Ftgate email software is enhanced regularly by the manufacturer and the current
version will not be supported by them beyond 2012. This limits CBYD’s ability to
take advantage of other technologies that would apply to email send & receive
protocols.
The Board also approved the purchase and installation of an Emergency backup generator
in order to ensure seamless operations of the center in the event of a commercial power loss,
which will prove invaluable should Connecticut continue to experience extreme weather.
Total location requests for the year were 173,000, an increase of 3% from 2011. Of those
requests, 53,182 were processed from the website, an increase of nearly 12.6% over 2011 and
accounting for 30% of the Center’s total requests. We continue to see the use of Internet requests
increasing each year and project that trend to continue as we move forward. The Center also sent
out 1,355,045 transmissions, a change of approximately 6.05% from 2011.
During 2012, the Operation Committee continued monitoring evolving technologies and
applications which may afford potential cost benefits to both our members and excavators, with a
focus on safety.

DAMAGE PREVENTION and EDUCATION PROGRAM
“To protect the public safety with regards to excavations near underground facilities by
providing a communication link between the excavators, public agencies, and public utilities;
anytime and anywhere” This is, and has always been the CBYD mission. In 2012 Call Before You Dig
celebrated its 34th consecutive year serving the excavating community. The guidance, determination and
oversight put forth by the Damage Prevention and Education Committee along with its partner, Asplundh
One Call, met these objectives for 2012.
The Damage Prevention and Education Committee for 2012 consisted of the following individuals:
Beth Bannister (Fibertech Networks), Thomas Bashaw (Iroquois Gas Transmission System), John Bonville
(Connecticut Natural Gas), Derek Brown (Connecticut Department of Transportation), Bernard Elliott
(AT&T), and, Peter Hawley (Buckeye Partners). Call Center Manager William Petersen from Asplundh
also actively shared in the goals and activities that were set forth by the Committee.
The total budget for the 2012 Damage Prevention and Education program was $280,250.
The activities for 2012 included the following:
1. Trade/Equipment/Shows
Call Before You Dig held the 14th Annual Public Utility Expo at the Aqua Turf in Southington,
CT. The expo featured a presentation by the keynote speaker, Cliff Meidl “The Fire Within.”
Cliff shared his story how he was injured in a tragic construction accident when he
jackhammered into three unmarked high-voltage electrical cables. Cliff overcame all odds to
become an Olympic athlete. The Expo attendance exceeded four hundred individuals
representing municipalities, contractors, engineers and, utilities.
Call Before You Dig was represented in 2012 at several trade, equipment and educational shows
throughout the state. Major shows included: CASHO (Connecticut Association of Street and
Highway Officials Show), Associated Builders and Contractors of CT Construction Pro Rodeo,
Comcast Safety Rodeo, and the UCONN Technology Transfer EXPO.
2. Organizational Meetings with Those Involved in Excavating Activities
Call Before You Dig working in conjunction with the PURA delivered the safe excavating
message in 2012 to many groups. These groups ranged in size and diversity and included
utilities, municipalities, businesses, contractors, and State of Connecticut workers.
3. Printed Message
In 2012 our printed message continued to appear in many forms. Ads promoting the CBYD
service appeared in trade publications including, programs, newsletters, and industry journals.
Billboards were used at NASCAR racing events at Stafford Motor Speedway. The printed ads
were released throughout the year and brought attention to the Call Before You Dig message. Indepth rules and regulations messages can be found in the Excavator’s Manual, Homeowner’s
Guide and the E Z Read Excavator’s Manual. They can be attained through our web site, by
calling the center or at any of the trade shows we attend.

4. Promotional Items
Hand-out items at trade shows and meetings help insure safe excavating while promoting the
811 number as well as the CBYD website. The objective of all our promotional items is simply
to have the number and web-site address easily accessible for any potential user.
For 2012 these included items such as engineers’ rulers, work gloves, safety glasses, flash
lights, reusable lunch bags, hats, key chains, pens, utility color code cards, golf balls, and golf
towels. These handouts are distributed freely at all events and shows where CBYD has a
presence. The promotional items have become a favorite with contractors, municipalities,
business organizations and the general public. These items keep the CBYD service and message
in the forefront of the public and the excavating community.
5. Listing of the 811 Number and the 1-800 Number
Call Before You Dig’s phone number 1-800-922-4455 can be found in each local telephone
directory. It is listed in the white pages of every Connecticut Town and Municipality. The
universal dialing code used throughout the United States is now 811. Anyone can contact the
CBYD Center either by using 811 or by dialing our 1-800-922-4455 number.
6. Broadcasting in 2012 (Television and Radio)
In 2012 with the help of a media consultant (Media Matrix, LLC) two new fifteen second
television spots were produced, one for homeowners and one for the contractors. The television
spots were shown throughout the construction season on all of Connecticut’s local television
stations. These ads were shown as part of the news, sporting events and weather updates and
were well received by the viewing audiences. The ads are also posted on our Website. Specific
safety radio messages on both AM and FM were broadcast throughout the State from April
through November.
7. WWW.CBYD.COM
The CBYD website offers a large and varied selection of information. On the website you can
watch our two television spots, a safety video or read the latest newsletter. One can find utility
contact information or even read or download one of our many safety manuals. The CBYD
website has evolved into a great resource for both contractors and the general public. It is being
upgraded on a regular basis with the latest news and information. Contractors that are registered
with CBYD can request and process a ticket on line. The e-ticket process expedites the request
timeline for contractors by not having to standby on hold during peak calling hours or before
and after the normal call center staffed hours.
8. Stafford Motor Speedway Partnership
Call Before You Dig maintained the Stafford Motor Speedway track sponsorship during 2012.
Stafford holds 22 NASCAR sanctioned weekly racing events annually. The track sponsorship
included an 8’ x 20’ trackside billboard, a banner in the car inspection area, advertising in the
weekly Pitstopper Program, a Call Before You Dig logo display and link on Stafford
Speedway’s Website, weekly public address announcements, 30 – second commercials aired on
the closed circuit TV system during Stafford Speedway events, and a contingency award of
$150 paid to the 1st place finisher in the SK Modified® division each week.

9. One Call Industry Associations and Organizations Participation
Call Before You Dig’s Manager Stephen Rieben attends scheduled meetings of the One Call
Systems International Committee. Steve is active in the Common Ground Alliance and
participates on the Best Practices Committee. He is also Vice President of The Underground
Safety Institute and serves as an editorial advisor for the industry Magazine “Underground
Focus”. Steve’s active participation in these organizations has kept the Connecticut CBYD
Center updated on any new developments whether on a national or local level.
The Damage Prevention Education Committee members are confident that the message concerning
safe underground excavation, public safety and utility location has efficiently and effectively been
dispersed throughout the state. The committee understands that damage prevention and education are key
components as it relates to preventing underground utility damage. The goal is to continue to evolve the
message over time and try different forms when necessary to get the word out. In 2013 the Committee’s
safety message may take different forms but the concentration on safe excavation will remain the same.
The Committee is planning several new events during 2013 to promote the 811 brand and help raise public
awareness. With an ever changing and dedicated team of members, the Damage Prevention and Education
Committee looks forward to the 2013 challenge.

CEUCA REPORT
The Connecticut Environmental and Utilities Contractors Association (CEUCA), a division of
Connecticut Construction Industries Association, represents contractors in the environmental and utilities
sectors of the commercial construction industry in Connecticut.
CEUCA actively participates in a partnership with Call Before You Dig in order to promote the efforts
of the program, which are essential to the operations of a wide variety of contractors and utility companies.
The partnership goes a long way to promote our common goals of providing a safe work environment,
protecting public safety, and minimizing damage to underground facilities.
During 2012, the cooperation, open communication and dialogue between the CBYD Board of
Directors and CEUCA solidified and worked to the advantage of both organizations and their respective
members. Reciprocal membership as associate members on each group’s Board of Directors continues to
improve and benefit everyone in the process.
On the administrative level, CEUCA and CBYD continued to monitor agency enforcement activities
and work with staff in PURA’s Gas Pipeline Safety Unit on matters and issues affecting the industry.
The mutual support between the groups has improved the relationship and fortified the collective
strength of the industry sector. CEUCA was pleased to participate with CBYD board members in a photo
opportunity with Gov. Malloy in recognition of Call Before You Dig Month, and to participate in the Call
Before You Dig Annual Public Utility Expo for the second consecutive year. CBYD participated in and
supported the annual Diggers Mixers Fixers Golf Outing at Torrington Country Club in Goshen, which was
co-sponsored by CEUCA.
CEUCA continued to bring the CBYD message to a broader audience by reporting on public policy,
legislation and other issues affecting utilities and underground construction in the CCIA weekly newsletter.
That message reached milling companies, site work companies, heavy civil contractors and others who
would not otherwise have regular constant communications with CBYD.
Throughout the year, CEUCA participated in a wide variety of ongoing training and safety programs
sponsored by CCIA, many of which were directly related to utility safety. Those programs included two presentations on CBYD compliance and safety, as well as OSHA issues in general.
Prevention of damage to vital utility infrastructure system, as well as the safety of underground
utility construction workers and the public remained a priority for CEUCA throughout the year. CEUCA
appreciates its partnership with CBYD and continuously looks forward to opportunities to promote the
program and enhance the efforts of the CBYD Board and its member companies.

In 2012, the Utility Contractors Association of Connecticut continued to promote
the efforts of the "Call Before You Dig" Program throughout the state. The CBYD program
is vital to the utility contractors, excavators, and the various utility companies, to provide a
safe work environment, protect public safety, and minimize damage to underground
facilities.
Training and education programs provided by the utility companies and Asplundh,
(the CBYD vendor), play a significant part in achieving participation in the program. In
2012, all training for UCAC members on Confined Space, Trenching & Excavation, and
the OSHA 10-Hour Course included CBYD training. On April 19, 2012, CT Gov. Malloy
met with several CBYD board members and UCAC to proclaim the month of April as "Call
Before You Dig" month and encouraged the public to use 811 as the number to notify
CBYD. In addition, UCAC was pleased to exhibit at the CBYD Expo in September. Safety
before, during, and after a trenching and excavation project is the priority,
Open communication between the CBYD Board of Directors and the UCAC has
worked to the advantage of both organizations and our members. Professionally and
socially CBYD and UCAC share a longtime relationship. UCAC was so pleased that
several CBYD BOD and their spouses joined us at our 2012 Annual Meeting on our Cinco
de Mayo evening cruise and Scholarship Auction in November. We look forward to this
continued relationship.
UCAC worked closely with CBYD to address daily and long term issues associated
with the CBYD process, in particular, the Association encourages members to utilize
CBYD’s on-line e-ticket service.
The safety of our workers and the public along with the prevention of damage to
our vital utility infrastructure remains a priority for the UCAC. We will continue to do our
part to enhance the efforts of the CBYD Board and its member companies.
