EPHPA PRESIDENT'S LETTER

The summer months are making their way to the Valley.
Hopefully everyone is planning a brief escape from the summer heat. It was
good to hear from Officer Ben Harris at our last meeting that crime is down in
our neighborhood. Make sure you continue to be safe, locking your doors and
closing your windows on both your cars and your home. It is also good to let a
neighbor know when you are going out of town so that they can keep an eye on
your place for anything suspicious. This is truly one of the great benefits of living
in Encanto Palmcroft.
There are all sorts of updates to share with you. First, Encanto
Park is resurfacing the parking lots. These lots will look great once they are
completed. They may be done by the time you get this letter but in case it is still going on you may experience some extra congestion on the weekends around the park.
The FAA… The best I can say is to follow the latest information via the Sky Harbor website https://
skyharbor.com/flightpaths/ As of the writing of this letter the city has not yet responded to the FAA letter
of April 14th. I have tried to send out an email through listserv anytime something new happens. If you
are not on our listserv yet, send an email to [email protected] and we will add you
to the list. The FAA has determined Arizona will be a part of their new Metroplex process of improving
flight paths of all airports in Arizona. This includes Sky Harbor, and most of the surrounding regional airports. We should be told in the near future if there will be public hearings to discuss the proposed
changes. It is imperative that we participate in these meetings so that we can protect our neighborhood.
More information will be shared via email.
A big thank you to Charlesa and her amazing team of volunteers that made over 70 kids a
very memorable day at Enchanted Island. It was truly a first class affair with everything from breakfast to
lunch to ice cream to face painting to an appearance by a famous local clown (Jay Murphy) to all the
free rides the kids could get on, and a visit from the local Fire Department. It is a blessing we are able
to provide such a special day for these kids that may not otherwise have the opportunity.
Sadly, in the commotion of the Home Tour, our party for the Concordia Charter School at Enchanted
Island, and the FAA we missed the Ice Cream social. We will reschedule it. And the good news
to come out of this is that we have found our new social chair-people. I am excited for the activities and
events they will be planning for the neighborhood.
Following the July layoff you will see a change in the Newsletter. We are going to do everything we can
to have it ready and at least the electronic copy out by the 1st of the month. This will allow us to really
highlight events happening each month and know that you will be getting the information in a timely
manner.

Two letters were released - one from the City Manager and one from the Phx Aviation
Department. These letters were a direct response to the FAA letter dated April 14th.
I believe both these letters clearly state the city's position and their expectations of the
FAA moving forward. There are deadlines established and actionable items proposed.
It is now our job as a community to hold our elected officials to follow through should the
FAA fail to act. There should be no confusion as to what the city expects. Chad Mavolsky
clearly stated 6 steps for the FAA to perform.

I was a resident of Encanto-Palmcroft from 1945 to 2011.
I was born in California during the War but my parents had already bought the house before my Dad was assigned
elsewhere by the Army. As an adult, I moved to Georgia but continued to visit at least once a year while my Mom
was alive. After she passed away in 2001, I moved to the house until I reluctantly sold it in 2011. I would have
stayed on, but my family was in Georgia. Just recently I came back to Phoenix specifically for the 2015 Home Tour.
I may not live there now, but this is MY NEIGHBORHOOD.
I have been very disturbed to read about the problems with the new flight pattern that has caused noise and disruption in the Encanto-Palmcroft area. Phoenix has so many beautiful areas, but there is something so UNIQUE
about this area. It is like an unexpected peaceful oasis. IF YOU HAVE NOT BEEN TO THIS AREA, I URGE YOU TO PERSONALLY DRIVE THROUGH IT AND LOOK AT THE WELL-CARED FOR HOMES AND SEE THE UNIQUE ARCHITECTURE.
People who live in this area, care for their homes and want the very best for the neighborhood. They even have
two associations that nobody is forced to join, but the organizations are busy raising funds to further the needs of
the area. This includes not only historical preservation, beautification and safety projects, but also giving money to
my old school, Kenilworth, as well as treating the homeless children to a time of fun at Encanto Park. A subcommittee of one of the associations has taken on the project of preserving Encanto Park. I remember playing there as
a child, going to see Minnie Pearl perform, paddling canoes through the canals, swimming there each summer. The
quiet beauty of the park must be preserved.
As you may have been told, Encanto-Palmcroft was been listed in a magazine (I believe Forbes) as one of the ten
best places to live, and Encanto Park was listed as one of the country’s best parks—right in there with Central Park
in New York City. Through the years, people have fought to preserve this historical-designated neighborhood and
have fought to keep the I-10 freeway from being built so close that it would have literally caused the destruction
of some of the old homes. I would imagine that my elementary school, Kenilworth, would also be impacted by
flight patterns since it is so close to our neighborhood and was almost destroyed by the freeway. It is the school of
Senator Barry Goldwater and many other Arizona dignitaries. I would hope that the children could enjoy a peaceful
recess where the only noise they hear is the laughter and glee of fellow students rather than the roar of airplanes.
As you can tell, I am quite passionate about Encanto-Palmcroft and am writing this letter on my own initiative and
putting a lot more time into it than I anticipated when I started it. Please, please help preserve the integrity of my
childhood neighborhood so that it maintains its beauty, character, and desirability for new homeowners through
the years. Please change the flight routes back to the way they used to be so that the noise my former neighbors
are concerned about does not do anything to mar or destroy this unique and historic neighborhood.

Yes, that would be fine if you would like to share my letter via the newsletter. I wrote the letter after reading yours
from the park committee, and as I said in the letter, I kind of got carried away with my passion on the subject of
the neighborhood.

I think that one thing my letter does is capture
some of the aspects of the neighborhood that
make it special. Hopefully, others are doing that,
too. I think it is hard for somebody sitting at an
office desk to visualize what this neighborhood
is actually like. It would probably not hurt if
somebody put a picture right into an email (not
as an attachment but as part of the email) so
she could see the beauty of the rose garden or
the park to understand why people want to live
there and preserve its uniqueness.
I hope people are also pointing out that if the
noise makes the neighborhood a less desirable
place to live, people will want to move and will
not have the desire to keep the neighborhood
up. It is not just the neighborhood, but all the
things it does. Does Ms. Landis know about the
thousands of children who come for Halloween
and receive free books (the number of books
given away and a picture could be attached as
part of an email speaking to that point). And
does she know about all the various birds at the
park. Many people have parks in their neighborhoods but Encanto is no ordinary park. It sure
would be good if you could find an endangered
bird over there to make the park worth protecting and include that in an email. Does she know
how many people come to the Home Tour?
Does she know there was a book recently published about Encanto-Palmcroft? How many
come to the park on the weekend for birthday
parties, etc. What about the people who come
from all over the Valley to tend the roses? What
about the famous people who have lived in the
neighborhood? How many neighborhoods have
their own security patrol, purchase their own
lights, have detectives from the police department and representatives come to their
monthly meetings?
Here I go getting carried away again, but she will
not know this unless people tell her. Maybe you
could get people to write emails that would
speak to these various issues—some touching
on the park activities, some discussing the home
tour, etc. I am happy to share these thoughts.

FITPHX MEET ME DOWNTOWN WALK/RUN ENERGIZING MONDAY NIGHTS
The free, weekly FitPHX Meet Me Downtown Phoenix (MMDT) walk/run is attracting crowds to explore downtown Phoenix on Monday nights. MMDT passed a few major milestones in April – welcoming its
5,000th participant and celebrating its 25th week. Four athletes who have perfect attendance earned new tech hats; more
than 100 people have come out 10 or more times to earn MMDT t-shirts; and with total attendance of 5,339, participating
athletes have complied more than 16,000 miles.
"Meet Me Downtown Phoenix is getting people active while promoting our vibrant downtown," Mayor Greg Stanton said.
"It's fantastic that thousands already are participating, and we're just getting started."
MMDT is a fun, social, non-competitive walk/run with check-in at The Corner restaurant at CityScape Phoenix every Monday night between 5:15 and 6 p.m. Walkers/runners pass through three downtown parks and other landmarks on their way
around the 3.3-mile route. Blue Cross Blue Shield of Arizona is Title Sponsor; operating partners are FitPHX, Downtown
Phoenix Inc., Phoenix Parks Foundation, Sole Sports Running Zone, CityScape Phoenix, The Corner and Meet Me Concepts.
"Thanks to all of the walkers and runners who have helped make Meet Me Downtown Phoenix a great success in just a
few months," Vice Mayor Daniel T. Valenzuela said. "A weekly chance to get out with friends and neighbors, and walk
around downtown Phoenix is a winning program for the whole community."
Walkers and runners can check-in online and at The Corner, where an "MMDTPHX" hand stamp provides identification
for Monday evening discounts at more than 20 participating restaurants and businesses. A weekly 7 p.m. raffle includes
restaurant gift certificates and frequently tickets to Arizona Diamondbacks and Phoenix Suns games.
"We are excited to see Arizonans enjoy what downtown Phoenix has to offer while improving their health at the same
time," Jeff Stelnik, senior vice president at Blue Cross Blue Shield of Arizona said. "Our employees are also taking part
each week. The program is off to a great start, and we look forward to seeing the numbers of participants grow."
Phoenix Parks and Recreation sets up water stations and activities in Heritage Square, Hance and Civic Space parks each

The Federal Aviation Administration has identified 13 areas where they want to implement
their “Metroplex” program. Phoenix has been
identified as one of the areas. The Metroplex
program looks at the entire airspace and examines how technology can be implemented to improve safety, efficiency, capacity and environmental
impacts. The Phoenix Metroplex project will be analyzing aircraft arrival and departure procedures at a
number of airports including Phoenix Sky Harbor International Airport, Phoenix-Mesa Gateway Airport,
Scottsdale Airport, Phoenix Deer Valley Airport and Tucson International Airport.
There is an opportunity for the public to voice their comments/concerns to the FAA regarding the
Metroplex project.
* Effects of the recent RNAV flight path implementation.
* The FAA’s decision not to conduct formal scoping meetings with the community to include a public
workshop where FAA would solicit feedback and/or present project related materials.
* Thoughts about whether previous environmental impacts of the RNAV implementation be considered
and/or addressed as part of the Metroplex EA process.
* Specifically identify areas of the Phoenix Valley where negative impacts are experienced and request
those areas be addressed. The FAA is requesting comments be submitted to:

FAA - The FAA states the new flight route changes
will help reduce our carbon footprint by saving over
$3 Million in fuel costs. Less fuel use means less
carbon footprint - pretty basic. Publicly, the Mayor
and others talk really tough, but privately, they
know that if they do file a lawsuit it will be a vote to
INCREASE Phoenix’s carbon footprint. So do they
do the right thing and vote to protect the public by
filing a lawsuit or do they protect themselves by dragging out this decision? Dragging out the decision
seems to be their “winning” strategy thus far.
Today, Phoenix is at the exact same place it was when it started the process. The public is still being taken
advantage of by the FAA while the politicians are able to repeatedly say they will take action - when in reality, very little has occurred and likely, very little will happen until the Mayor is forced to file a lawsuit against
the Obama Administration. According to city staff, the FAA has LIED to the public, they broke their own
rules, refused to listen, refused to cooperate and made these flight path changes without informing us. So
why the delay in forcing the FAA to be accountable?

RESPONSE TO FLIGHT PATH CHANGES
“With the FAA’s latest statements on Sky Harbor Airport flight paths, I am extremely disappointed that the agency continues to ignore the needs of our neighborhoods. The City of
Phoenix has been responsive to the FAA and offered many viable alternatives to alleviate
flight path noise, but the FAA failed to give these options consideration. Instead the FAA
has chosen to take its own route.
I live in and represent the neighborhoods impacted by this FAA action, and I will continue to lead the fight
to change these disruptive flight paths. The FAA needs to do the right thing by working with our community to fix this, immediately. Our quality of life, the vibrancy of our neighborhoods and the stability of our
local economy are too important to ignore. If pursuing litigation is the best option for us to consider, I will
support that.”

Here's a simple tip from the Police Department
to help Stop Shoplifting
Many people will simply throw their receipts in the garbage as they dash out of the store
with their newly acquired merchandise. A number of serial shoplifters will dig through the
trash, recover the discarded receipts, and then use them as shopping lists so they can return the items they just stole and make a fast buck.
Please save your receipt and either file it for your records at home or destroy it by shredding. Please ask your friends and neighbors to do the same. That way we can all do a little
bit more to make the bad guy's job just a little bit harder.

Regular Meeting of the Board of Directors

FAA Issue Presentation from the City of Phoenix:
Chad Makovski presented the quick history the FAA/NextGen issue in regards to the impact to historic
Phoenix. Chad presented the slide deck that was also presented to the city council the week before.
Chad took questions from the board (and observers) and he specifically addressed how we can comment on the Phoenix Metroplex. He informed everyone that we should email “[email protected]” with our statements on the Metroplex process.
E/P Annual Kids Picnic for Concordia school:
Charlesa thanked everyone for their help and generosity. 63 kids attended the event. A large banner/
thank you card presented to the EPHPA board from all the children that attended.
Home Tour Meeting:
A home tour recap meeting will be scheduled sometime in mid-May. $21,226 was the final net profit
from the 2015 Home Tour. Diana presented a spreadsheet that put this years attendance, net and
gross numbers in context with the past 14 years of previous home tours.
Update from our City of Phoenix Police Dept. Representative - Officer Ben Harris:
Little activity overall throughout the historic areas. There was one break-in from the alley in EncantoPalmcroft. A watch worth $45K was recently stolen. Everyone in attendance was happy with the easter
park patrol as opposed to the previous years.

Kelly moved to approve the minutes and Mary Ellen 2nd the motion. Passed

VACATION & STUDY SPANISH IN
2015 CUERNAVACA PROGRAM
Generations of Arizona students and community members that
include lawyers, educators, doctors and business people have
participated in this now famous Spanish Immersion Program
at la Universidad Internacional. Families with children are also welcome to study.
Students are not only taught by Mexican professors, but they also live with Mexican
families in a SAFE ENVIRONMENT. Professor Foster will direct the the 2015 Study Program June 12th - June 27th. Alternative dates can be arranged.
