Welcome to Windber AYSO Please take a few minutes to review the handbook. Everything you need to know is listed there. However, if you should have any questions throughout the season, please feel free to contact any one of the board members. Our AYSO region is a member program of the American Youth Soccer Organization, a nationwide, non-profit youth soccer organization founded in 1964. AYSO is an affiliate member of the United States Soccer Federation. Its programs are based on six principle tenets: EVERYONE PLAYS – Our region’s goal is for kids to play soccer – so we mandate that every player on every team must play at least half of every game. BALANCED TEAMS – Each year we form new teams as evenly balanced as possible – because it is fair and more fun when teams of equal ability play. POSITIVE COACHING – Kids win when they are built up, not when they are torn down! We rain and encourage our coaches to make the extra effort to understand and offer positive help to our players, rather than negative criticism. OPEN REGISTRATION – Our program is open to all children between 5 and 19 years of age who want to register and play soccer. Interest and enthusiasm are the only criteria. GOOD SPORTSMANSHIP – We strive to create a positive environment based on mutual respect, rather than a win-at-all-costs attitude, and our program is designed to instill good sportsmanship in every facet of AYSO. PLAYER DEVELOPMENT – We believe that all players should be able to develop their soccer skills and knowledge to the best of their abilities, both individually and as members of a team, in order to maximize their enjoyment of the game. Hello everyone and welcome to another season of soccer. As Safety Director, I would like to mention a few things that are important to the success and safety of this year’s program. First, I would like to stress the importance of stretching and warming up before each practice and game. Coaches, please take at least 5 minutes to do some simple soccer stretches and warm-up procedures. We must remember that once the whistle blows, our players are nonstop until the half or quarter. I also ask that for the safety of our players and spectators, that we obey the spectator lines along the side of the fields. Parents, please keep watch of all siblings while the games are being played. Do not let them play near the parking areas or in and around the bathroom facilities. The most important thing is the driving in and out of the soccer areas. The extra minute it takes to drive at the proper safe speed, will not mess up anyone’s schedule. I would rather see someone a whole minute late than not at all and will not be hesitant in stopping someone who I feel is driving to fast at our soccer games. Remember that the safety of our children is the most important thing that we look out for in AYSO. In closing, I wish all of you a great, safe & fun season of AYSO Soccer here in Windber and hope to see you at the games. I pledge to be on time or early when bringing my child to his/her practices and games. I understand that it may be uncomfortable for my child to be late to a game or practice and that he/she is subject to physical risk if not provided with adequate time to warm up. I understand that I am encouraged to stay during practices and games, but if I do not, I will be there when he/she is finished. Being punctual shows respect for the coach, who has other time commitments, and it tells my child that he/she is my top priority. ______ 2. I understand that the top three reasons kids play sports are to have fun, make new friends and learn new skills. I understand that the game is for the kids, and I will encourage my child to have fun and keep sport in its proper perspective. Players: 3 v 3 – NO GOAL KEEPERS. B. Duration: (4) Five Minute Periods; Five Minute Halftime. a. If you have (7) players present on game day or the opposing team has (7) players present on game day, your game will have a 5th (5) minute period in order to make sure all players play at minimum of (10) minutes of the entire game. C. Ball Size: 3 D. Substitutions: between periods & halftime; or in the event of injury. E. Switching of goals will be done during halftime break. F. Only one coach from each team will be permitted on the field of play. One coach will also be permitted behind goal net. G. Teams play without the use of a goalkeeper. No players shall be positioned in goal area. H. No penalty kicks, indirect kicks or corner kicks will be taken. I. Play will only be restarted by a Throw-in, Direct Kick, or Goal Kick. J. Sliding tackles prohibited. K. No heading permitted. L. Game clock is to be run continuously, stopping only between periods and for injuries. 6 DIVISION U8 A. Players: 4 v 4 plus keeper B. Duration: (4) Ten Minute Periods; Five Minute Halftime. C. Ball Size: 3 D. Substitutions: between periods & halftime; or in the event of injury. E. Switching of the goals will be done during the halftime break. F. Teams will be permitted to have one coach behind the goal area during play, but not on the field of play. All other coaches will only be permitted in the coaching box marked along the sideline. G. Keeper may play one quarter in goal, but then must play at least one quarter of attacker. H. The goalkeeper has possession of the ball when the momentum of the ball has been stopped. (At the Referee’s Discretion) I. There will be no penalty kicks taken, only direct free kicks for penal fouls committed in the penalty box; any foul inside the goal box will be taken from the nearest goal area line in front of the goal. J. Sliding tackles prohibited. K. No heading permitted. L. Game clock is to be run continuously, stopping only between periods and for injuries. DIVISION U10 A. Players: 6 v 6 plus keeper B. Duration: (4) 12.5 Minute Periods; 5-10 minute halftime. C. Ball Size: 4 D. Substitutions: between periods & halftime or in the event of injury. E. Switching of the goals will be done during the halftime break. F. Coaches will only be permitted in the coaching box on sideline. G. Keeper may play two quarters in goal, but must then play one quarter of attacker for every quarter played in goal. H. Keeper must have full possession of the ball in order to end the attack. I. All infractions will be called in accordance with FIFA Laws. J. Sliding tackles prohibited. K. No heading permitted. L. Offside infraction will be called in accordance with FIFA Laws. M. Game clock is to be run continuously, stopping only for substitutions at the 12 ½ minute mark and injuries. 7 DIVISION U12 A. Players: 9 v 9 plus keeper. B. Duration: (4) 15 Minute Periods; 5-10 minute halftime. C. Ball Size: 4 D. Substitutions: between periods & halftime;, or in the event of injury. E. Switching of goals will be done during halftime break. F. Coaches will only be permitted in the coaching box on sideline. G. Keeper may play two quarters in goal, but must then play one quarter of attacker for every quarter played in goal. H. All infractions will be called in accordance with FIFA Law. I. Sliding tackles allowed provided in the opinion of the referee it is not dangerous. If during the tackle there is no ball contact and the opponent is tripped, a Direct Free Kick is awarded to the opposing team and a CAUTION is awarded to the offending player. Game clock is to be run continuously, stopping only for substitutions at the 15 minute mark and injuries. K. No heading permitted. DIVISION U14 A. Players: 10 v 10 plus keeper. B. Duration: (4) 17.5 Minute Periods; 5-10 minute halftime. C. Ball Size: 5 D. Substitutions: between periods & halftime, or in the event of injury. E. Switching of goals will be done during halftime break. F. Coaches will only be permitted in the coaching box on sideline. G. Keeper may play two quarters in goal, but must then play one quarter of attacker for every quarter played in goal. H. All infractions will be called in accordance with FIFA Law. I. Sliding tackles allowed provided in the opinion of the referee it is not dangerous. Game clock is to be run continuously, stopping only for substitutions at the 17. ½ minute mark and injuries. 8 AYSO Region 734 REGULATIONS . EQUIPMENT 1. Shin guards must be worn by all players in all division. Shin guards must be completely covered by socks. Players without shin guards will not be permitted on the field of play. 2. The referee shall ensure that each player wears his clothes properly and check that they conform with the requirements of Law IV. Players shall be made aware that their jerseys must remain tucked inside their shorts and that their socks remain pulled up. 3. Earrings, bracelets, necklaces, rings, watches, or any other body piercing items are not to be worn by any players during the game. 4. Eye glasses will be permitted only if they are properly secured by a safety stray. 5. No metal or steel cleated shoes will be permitted on the fields of play. If using allpurpose cleated shoes, toe cleat must be removed. 6. Players with long hair must have it pulled back with a soft material only, no plastic or metal. *** ALL AYSO REGION 734 EQUIPMENT MUST BE TURNED IN TO THE *** st EQUIPMENT COORDINATOR BY JULY 1 OF THIS SEASON. TACKLING 1. Sliding tackles are prohibited in divisions U10 and under. 2. In divisions U12 and up sliding tackles are allowed only according to FIFA rules 3. A sliding tackle with one or both legs is permissible if, in the opinion of the referee, it is not dangerous. If however, the player making the tackle, instead of making contact with the ball, trips his opponent, the referee shall award a direct free kick to the opposing team and shall CAUTION the offending player. When attempting a sliding tackle, the player must play the ball to be considered a legal sliding tackle. 4. A tackle from behind which is violent with little or no attempt to play the ball is prohibited and will be punished by a DIRECT FREE KICK AND AN ORDERING OFF. PARENTS 1. Parents and legal guardians must remain with their children for the duration of all AYSO practices, games, and events. 2. No children, other than rostered players, are permitted on the practice or game fields. All other children MUST REMAIN with their parents or legal guardian at all AYSO practices, games, and events. 9 REGULATIONS Continued… FAN CONTROL 1. The referee may at his or her discretion terminate or suspend any game due to harassment or interference from those who have been warned of such possibly action. Play may be stopped temporarily if parents, spectators, and non-participating players are not in their properly assigned areas. 2. All spectators attending games must sit or stand on the touchline opposite of the players and coaches. Please sit or stand behind the spectator line that is clearly marked on the spectator side of the field. TEAM BALANCE AND PLAYING TIME 1. Even sided play (except for) 1. Red card ejection. 2. Coach’s option not to sub for injured player. 2. Exception: If team A has less than the required amount of players and team B has more than enough players, team B may offer players to team A to even up the sides. If team A refuses to accept the offered players, then team B may play up on team 1 by 2 (two) players only. If team B chooses not to offer any players to team A then even sided play will prevail. 3. All players must be rotated thru various positions during the season. Playing time must consist of both offensive and defensive positions. 4. It is the philosophy of AYSO and Windber Region 734 that all players will divide playing time equally during the course of a game. Whenever possible, players will play 3 quarters. Players arriving during the first quarter of play should play at least 2 quarters. Players arriving after the first quarter must play at least one quarter. 5. No player plays 4 quarters until all players have played 3 quarters. TERMINATION OF GAME 1. Any game that is scheduled to be played may be cancelled in the event of inclement weather, lightning, or hazardous playing conditions by the Safety Director and/or Regional Commissioner and Field Director. 2. Any game that has already been started may only be cancelled by the field referee. 3. Cancelled games will be rescheduled by the scheduler. PLAYER AND COACH DISCIPLINE 1. Any player who protests at a referee’s decision shall be cautioned (a yellow card is given with the player allowed to be substituted for). 2. Any player or coach who assaults or insults a referee shall be sent off (a red card if given to a player with no substitution for the offending player.). 3. If a player is given a second yellow card for any offense, the referee shall first show the yellow card followed immediately by the red card. 4. U6 & U8 Teams will play in the field to the right hand side of the road, as you head up to the facility. U10 Teams will play on the field behind the grandstands which are located alongside the track. U12 & U14 Teams will play on the main soccer field inside of the track.
