could only dream about when our joint venture between the Chamber and the Development
Foundation started in 1987.

Through six programs, hundreds of businesses and individuals have exemplified the meaning
of collaboration and consensus. As the program has matured, the footprint has grown to
include the communities surrounding Sioux Falls. Their shared vision of how we can create new
jobs, new opportunities and capital investment across our region has given direction and made
possible the achievement of significant goals.

As the South Dakota Technology Business Center (SDTBC) reached their 10th
anniversary this past year, success stories continued to unfold in the incubator
space. More opportunities for future growth are being created through
the GEAR (Graduate Education and Applied Research) Center as well as
developing the University of South Dakota Research Park (USDRP).
Goal: To maximize the economic impact of high-growth businesses,
entrepreneurs and innovators in the Sioux Falls MSA.
Culture of Entrepreneurship

Sponsored Enterprise Institute’s Innovation Expo, which has evolved into
the region’s leading entrepreneurship event growing to more than 400
participants each year.
Launched the SDTBC Business Accelerator, now in its third year. This program
includes expanded funding opportunities for participating companies through
a partnership with the Governor’s Office of Economic Development. Nine
of the 12 participants in the first two accelerators are still growing their
businesses in South Dakota.
Start-Up and Early-Stage Capital

Through the SDTBC, Forward Sioux Falls invested $200,000 in South Dakota
Innovation Partners. This early-stage fund is investing in several start-up
companies with novel technologies including Medgene Labs, Tranzderm
Solutions and Prairie Aquatech.

Supported the Enterprise Institute’s efforts to create new angel funds
throughout South Dakota, with four new funds actively seeking investments
and a fifth fund planned for Sioux Falls in 2014.

Future location of
USDRP hosted the 15th annual NIH Small Business Innovation Research
(SBIR) and Small Business Technology Transfer (STTR) Conference, bringing
hundreds of small businesses to Sioux Falls to learn how these programs help
bring new health-related innovations to market.
Helped USD secure funding to construct and equip an aseptic Good
Manufacturing Practices (GMP) suite at the GEAR Center in Sioux Falls. The
875 sq. ft. clean room space will be completed in the summer of 2014 and be
used to produce pharmaceuticals and medical devices for clinical trials.
Working with USD to secure funding to plan for a $12.1 million expansion of
the GEAR Center.

Staff implements the Forward Sioux Falls Research, Technology and
Entrepreneurship initiative.

Has taken the lead role in developing and managing the USD Research Park.

Expanded entrepreneurial development programs to include the SDTBC
Accelerator and Leadership Circle and continues to manage and promote
regularly scheduled I.N. After Hours networking events.

Reached 10-year operating milestone in December 2013 and graduated 20
companies, including six during the current FSF program, into the greater
Sioux Falls area.

Partnered with University of South Dakota (USD), the Board of Regents and
the City of Sioux Falls to launch the USD Research Park on 80 acres adjacent
to University Center in Sioux Falls. USDRP has leased the land from the Board
of Regents for $1 per year for 99 years and has started the master planning
process for the research park site.
Continues to evolve to meet the changing needs of the entrepreneurial
community.
ENTREPRENEURSHIP SUCCESS STORY
STEM Fuse path to success highlights
value of business incubation
Only three years ago STEM Fuse was a
startup located in St. Cloud, Minn. It had
a few hundred customers and founder
Carter Tatge was having difficulty
finding equity investors for his fledgling
company.
Today, this provider of science and
technology education curriculum is
located in Brandon, has 13 full-time and
eight part-time employees, a similar
number of contractors and its classes
are offered in nearly 3,600 schools in
all 50 states and six countries.
How STEM Fuse achieved this
rapid growth exemplifies the value
of business incubation, early-stage
capital and a little serendipity in the
entrepreneurial process.
At nearly the same time, Sioux Falls
entrepreneurs Shane Thomas and
Adam Learing launched Beginr Media
and carved out a niche developing
websites with e-commerce capabilities.
Eventually both companies found their
way to the South Dakota Technology
Business Center in 2012.
STEM Fuse designs and sells classes
for K-12 students. In its main courses,
students learn by building computer
games. The curriculum is designed
to get students interested in learning
and applying STEM education —
science, technology, engineering and
mathematics.
The SDTBC helped connect STEM Fuse
with investors like The Funding Farm of
Brandon.
Matthew Willard, a partner in The
Funding Farm, says Tatge’s enthusiasm
for educational products was a big
factor in getting the investment group
interested in STEM Fuse. “This is a
company that is solving the problem,
not just talking about it. It’s a project
with a great entrepreneur and leader,
and a great upside,” he said.
With the new round of investment,
STEM Fuse turned its focus to
expanding its technology curriculum
and growing its user base.
Beginr Media was working on dozens
of e-commerce websites, including as
a subcontractor for some big-name
projects such as the Los Angeles
Lakers basketball team and the TV
show American Idol. Learing and
Thomas also participated in the
SDTBC’s Accelerator program to
develop opportunities to scale their
business by offering new software
products.
Eventually the companies connected
and Beginr Media was hired to help
develop courses and a mobile app for
STEM Fuse.
“We started hanging out with Carter
more and discussing the business and
opportunities to improve the STEM
Fuse website and how the company
delivered its content,” Learing said.
“That eventually led to larger contract
and then Carter proposing a merger
in 2013. Shane and I have headed
up development since then and the
company has had explosive growth and
now offers 10 courses.”
Tatge points to the connection and
subsequent merger with Beginr Media
as a key step in accelerating STEM
Fuse’s growth.
“I hired Shane, Adam and their team
as contractors and it went great. I kept
giving them more work and they kept
knocking it out of the park. Eventually it
just made sense to bring them on board
and make them part of the company,”
Tatge said.
STEM Fuse is well on its way to
reaching its goal in getting its
curriculum into 10,000 schools. The
company’s journey from Minnesota
to the SDTBC in Sioux Falls to The
Funding Farm in Brandon highlights the
impact of incubators as connectors in
the entrepreneurial ecosystem.
“Coming to South Dakota to work with
the SDTBC and The Funding Farm was
definitely the best decision I could have
made for my company,” Tatge said.

GOOD EARTH STATE PARK AT BLOOD RUN
SHADOW ED
For nearly 30 years, turning the land at Blood Run into a state park
seemed like a dream. Forward Sioux Falls, the Sioux Falls Area Chamber
of Commerce, the Sioux Falls Convention & Visitors Bureau and the
Sioux Falls Development Foundation provided local matching funds,
along with the State, to help purchase some of the land encompassing
the site. Located in Lincoln County along the Big Sioux River just south
of Sioux Falls in both South Dakota and Iowa, Good Earth
State Park at Blood Run is the first dual state park and
South Dakota’s first new state park in 40 years.
The ShadowED program helps prepare high school
students for one-on-one shadow experiences with
local experts. Since the program started in 1997,
ShadowED has arranged more than 5,500 shadows
with the help of more than 200 business partners.
INTERNS IN INDUSTRY
In 2003, Forward Sioux Falls developed the Interns
in Industry program, which matches local businesses
with area post-secondary students. The goal is to
assist businesses with internship programs and to
inform students about career opportunities in the
Sioux Falls area. Forward Sioux Falls helps by giving a
scholarship to participants. Since the program started
in 2003, Forward Sioux Falls has partnered with 65
area businesses to provide a total of 315 outstanding
internships. During the summer of 2014, 50 more
students will discover the wealth of opportunities and
diversity of businesses in the Sioux Falls area through
the Interns in Industry program.
SIOUX EMPIRE HOUSING PARTNERSHIP
The Sioux Empire Housing Partnership was created in part to ensure affordable housing
opportunities for the growing workforce. In 2014, the SEHP unveiled its website geared to the
Hispanic population. The new site includes resources in Spanish in order to help Sioux Falls’
fastest-growing population achieve the dream of home ownership. The SEHP continues to help
with down-payment assistance for first-time homebuyers, homebuyer education, establishing
affordable neighborhoods and neighborhood revitalization. In the first 10 years, it is estimated
that Forward Sioux Falls’ $1 million investment into affordable housing has multiplied to $13
million in economic activity, not including the tax base created by new homeowners.

TRAVEL EASY FROM FSD

The Air Service Committee was
formed in 2011, with the first
accomplishment being helping
the Sioux Falls Regional Airport
Authority lobby Frontier Airlines
to establish operations in Sioux
Falls. Frontier started service at
FSD in July 2011 as the fifth airline
provider at the airport and the
“Frontier effect” has resulted in
reduced fares on flights heading
west out of FSD. Frontier has
helped make Denver one of the
top destinations for passengers
leaving FSD.
Marketing dollars have helped
augment the message of
traveling easy from Sioux Falls.
Forward Sioux Falls has provided
supplemental funds to allow
the airport message to run in
additional markets.

A recent survey completed by
Sixel Consulting showed that
“leakage” (passengers who live
closest to FSD, but use other
airports to get to their destination)
decreased from 41 percent in
2010 to 19 percent in 2013.
Forward Sioux Falls assisted
with communication between
the airport and the U.S. Customs
office to gain resolution on
updating facilities to meet
ongoing customs needs.
Forward Sioux Falls surveyed
the Sioux Falls Area Chamber of
Commerce business members to
determine the need for additional
routes to destinations not already
served. This information was used
by airport management when
meeting with airlines looking at
the feasibility of adding routes or
capacity to existing routes.
Forward Sioux Falls 2011-2016 set a goal of adding 10,000 new jobs to our
economy. With nearly 6,000 jobs added at the halfway point, we are on track to
meet and even exceed that goal. The following graph indicates the percentage of
workforce in each industry sector within the Sioux Falls Metropolitan Statistical Area:

TECH ED WORKS FOR ME
Southeast Technical Institute and Forward Sioux Falls,
with the support of area businesses, have partnered
on an initiative — Tech Ed Works For Me — to address
workforce needs in the targeted industries of construction,
manufacturing and automotive/transportation and to elevate
the image of technical education through multimedia. This
initiative will position Tech Ed as a fast-track solution to a
lucrative career and encourage area businesses to support
tech ed graduates with employment and advancement
opportunities.
