TransJakarta Improvement Program MRCagney / Indonesian Infrastructure Initiative Tom Elliott, Program Leader, MRCagney IABW Conference , Jakarta 18 November, 2015 MRCagney Pty Ltd ▪ MRCagney is a medium sized transport consulting company based in Brisbane Australia operating across the Asia Pacific ▪ MRCagney provides management and business support through its core transport planning, engineering and operations services - City Planning - Civil Design and Compliance - Transit - Transport Technology - Traffic Engineering - Business Improvement 2 TransJakarta Busway ▪ TransJakarta is a public transport busway or “bus rapid transit” system managed through the Jakarta Provincial Government ▪ The busway is the longest busway in the world - its network of ‘dedicated’ lanes and stations commenced in 2004 - modelled on a similar system in Bogata, Columbia ▪ Public buses, including TransJakarta’s fleet, provide the primary means of public transport through Jakarta for the 30 million plus residents in the region 3 TransJakarta Improvement Program ▪ The program is funded through the Australian Department of Foreign Affairs and Trade – facilitated by the Indonesian Infrastructure Initiative (IndII) managed by SMEC ▪ The desired outcome of the improvement program is to provide mobility choices for residents to improve productivity and social well being in the city ▪ The primary objective is to develop TransJakarta management, operations and transport infrastructure resulting in a high performing transit system ▪ The secondary objective is to ensure long term sustainable self management of TransJakarta by city agencies and authorities responsible for the system 4 TransJakarta Busway 5 Analysis ▪ MRCagney evaluated the busway between December 2013 and March 2014, and reported findings to the Provincial Government. ▪ MRCagney found systemic issues in all key aspects of management and operations including – - Poor operations management and technical expertise - Poor quality buses and infrastructure - Non-existent maintenance practices - Rudimentary (manual) operations systems - Poor overall performance (high cost/low passenger numbers) 6 Maintenance Issues 2014 7 Operational Issues 2014 8 Recommended Improvement Strategies ▪ Regulate to create a private or government owned and operated limited liability company ▪ Develop management plans and targets including a 5 year investment strategy to inject capital into the company ▪ Develop long term operational support facilities (depots and control centre) to underpin quality operational practices ▪ Develop short term improvement practices and systems ▪ Re-develop busway infrastructure and provide new bus designs to improve service capacity and performance 9 Results to date ▪ A new limited liability company (Transportasi Jakarta) was formed in January 2014 based on regulations drafted by MRCagney ▪ The new Board was appointed in May 2014 and different management of operations commenced in January 2015 ▪ MRCagney management plans were reviewed and adapted by the new management group (eg ITC strategy) ▪ MRCagney designed a busway control centre, a new bus maintenance depot and quality bus designs in 2014 - 2015 ▪ The control centre commenced operations in July 2015 as the first new buses arrived – the depot construction is underway – all funded by TransJakarta 10 Busway Control Centre 11 Busway Infrastructure Project ▪ The current project aims to upgrade and re-design the busway lanes, barriers, stations, intersections and walkway access points for passengers ▪ This involves significant detail in architectural and engineering design, as well as local authority engagement ▪ This project was commenced in July 2015 and will be completed in December 2016, and aims to re-design and reconstruct 14 kilometres of busway (called Corridor 6). ▪ This is the most complex, expensive and challenging project of the program to date but the most important for long term sustained performance improvement 12 New Station Concept 13 Challenges and Opportunities ▪ Financing and capital investment funding ▪ Asset management ▪ Transport planning and integration 14 TransJakarta Improvement Program MRCagney / Indonesian Infrastructure Initiative Tom Elliott, Program Leader, MRCagney IABW Conference , Jakarta 18 November, 2015
