Winlock Lions award top members Lisa Hull resigns as TES principal

has resigned to continue her
career as an instructor, with
district officials stating they
plan to find a new administrator in time to prepare for
the coming school year.
Having served with the
Toledo School District since
2010, Hull had begun as the
principal of Toledo High

The Winlock Lions Club honored its outstanding members during their regular meeting at
Guadalajara Family Mexican Restaurant Thursday night. Outgoing president Bob Giardina
(pictured, far right) gave 20 certificates to members who had gone above and beyond in
their contributions, and additionally honored three Lions of the Year: John Barton, Jeanie
Emmenegger and Viola Chickese. Giardina noted it was unusual to give Lion of the Year
to more than one person, but had checked with district leadership was given the goahead if he felt the persons were deserving. “We had a good club this year,” said Giardina,
who then passed the role of president to Emmenegger for the next year.

Lewis County Medic One
has accepted the resignation
of two paramedics since last
month, though officials say
the public should expect no
interruptions in local ambulance services.
Accepted by the Medic
One Interlocal Board on May
20 and June 17, the resignations, which had reportedly
come about for personal reasons, leave the agency with
seven full-time paramedics
out of nine, and Operations
Chief Grant Wiltbank said
his remaining employees are
working extra shifts to continue 24/7 coverage.
“Our paramedics have
been really pretty good about
covering these shifts,” he said,
adding mutual aid agreements
with agencies in Chehalis and
Castle Rock additionally allow for units from these areas to respond if Medic One
becomes overwhelmed.
Wiltbank said it is his expectation the open positions
will be filled within the next
60 days, or sooner, adding
the hiring timeline will be
clearer as more applications

Bower did note, whatever is decided, it would not
be advisable for the building to remain unused for a
prolonged period of time, as
the potential for vandalism,

will seek authorization from

Medic One had endured
most of last year with eight
out of nine paramedics, as
two of the three members of
the interlocal (Lewis County
Fire District 15, in Winlock,
and Cowlitz/Lewis Fire District 20, in Vader and Ryderwood) had stated at the time
they intended to withdraw in
2014 if their concerns about
financial management were
not addressed.
Until Districts 15 and 20
agreed to remain and the future of the agency appeared
clearer, Wiltbank said he did
not feel it would be appropriate to fill the position, which
had been vacated that February, and it was not until July
when the withdrawal letters
were rescinded, though the
position was not filled until
the beginning of this year
due to further financial uncertainties.
The cause of the discord
between member districts had
been a request for District
15 and Lewis County Fire
District 2, in Toledo, to help
cover an estimated financial
shortfall of $45,000 for the

The Toledo City Council
is exploring the possibility
of offering discounted rates
to military veterans staying
at Kemp Olson Memorial
Park, while encouraging area
business to offer discounts to
general park guests.

Fluckinger reported during
the June 16 council meeting
he feels the park is becoming a symbol for local veterans’ groups and supporters
due to the establishment of
the Veterans Wall of Honor
within the park in 2012, and
varmints and other liabilities
would increase.
The board said they
would like to continue exploring options including the
community interest in preserving the building, as well
as the possibility of selling
the building materials to a
reclamation company if such
an interest exists.
Bower said the future
of the facility is not a timesensitive issue and the board
could wait to make a decision
until a future meeting.
“I think we really need to
think about a strategic way to
get feedback about what that
building means to the community,” she said, stating the
district could mail out a survey with one of their upcoming regular newsletters.

charged with one count of
first-degree extortion, four
counts of bribery, one count
of reckless driving and five
counts of reckless endangerment and was ordered to appear in Lewis County Superior Court on July 22.
If found guilty on all
charges, he could face as
many as 56 years in prison.
He remains on administrative
leave from the Pacific County

said he had was the city’s legal ability to offer such discounts, as municipalities are
barred from charging for
services unequally or giving
away public resources, but
exceptions for certain groups
are available and City Clerk
Michelle Whitten said she
would research Toledo’s options.
“The state has this
thing about gifting of public funds,” said Mayor Jerry
Pratt, adding he felt the concept was still “a good idea.”
As far as businesses offering discounts for park
guests in general, Fluckinger
said he has received positive
feedback from establishments such as Betty’s Place,
Sandy’s Pizza and St. Helens
Tap House, and will continue
to reach out to area businesses for support.

residence sometime last
week, according to the Lewis County Sheriff ’s Office.
The 61-year-old male
victim said someone had
entered his residence on the
900 block of Byham Rd. between 9 a.m. and 2 p.m. June
19 and entered through an

suspended and 21 days credited for time served. She was

36, pleaded guilty to driving while license suspended, third degree, operating
a motor vehicle without a

device, and making a false
statement to police and was
sentenced to 818 days in jail
with 818 days suspended.
He was also fined $2,400

21, of Winlock, pleaded
guilty to hit-and-run and

was sentenced to 180 days in

help solving a theft taking
place near Toledo April 30.
Sometime between 5:30
and 7:30 p.m., an unknown
number of suspects stole a
flatbed trailer from the 2300
block of SR 505, east of
Toledo, containing a 2006
John Deere 125 Riding
Lawn Mower, serial number GX0125A015176. The
trailer was recovered May 13
in Cowlitz County, but the
mower is still missing. The
estimated loss is $2,500.

leaving the area hauling the

Historical Museum celebrates building’s 100th year with new exhibits

In the final hours leading
up to Egg Days 2014, Dave
Rubert and Sherri Kretz appeared to be at home in the
chaos that was the Winlock
Historical Museum.
The interior has taken
on a significant facelift in recent months with volunteers
Rubert, Kretz, Shelly Vogel,
Paul Foster and Ann Rubert,
among other supporters,
spending many hours to prepare for the building’s 100th
anniversary this year.
Constructed in 1914, the
two-story brick building had
at certain points housed Winlock’s jail, firehouse, City Hall
and even a library before becoming home to the museum
in 2010.
Also being celebrated this
year are the addition of artifacts and fixtures from the
recently-closed Castle Rock
Exhibit Hall, including several
storage cabinets and wooden
sculptures.
“They are really nice for
us because we had a lot of exhibits, but we had no place to
display them,” said Dave Rubert of the shelving, himself
a Cowlitz County native who
has lived in Winlock since
2000.
A long-time local photographer, Dave Rubert has put
his skills to work at the museum by scanning and restoring many donated and borrowed historical photos, then
printing and framing them to
be displayed throughout the
facility.
In fact, the museum has
found a good way to increase
their collection. Local families
are invited to bring in photos
appropriate to the museum
and Dave Rubert will scan
them.

“It is a real good situation because the museum
has a copy and the family has
back-ups," commented Kretz.
“He can do it while they stand
there and watch."
Upstairs, newly-processed
images coincide with logging
equipment donated by local dealer and designer Russ
Smith. Next door, one of the
original desks used by the City
of Winlock sits next to a collection dedicated to Earl and
Eva Cummings. The Cummings family owned the first
service station at the current
post office location and then
eventually owned other gas
stations throughout Lewis
County including what is now
Fred's Shell.
Work was also being completed on hanging and placing
Winlock High School class
photos and other WHS memorabilia expected to be on
loan from the school through
the summer months.
“We want to rotate displays so we have something
new all the time,” said Dave
Rubert, adding this is a challenge in operating the museum.
And though monetary donations are certainly needed
to help meet these and other
challenges, Dave Rubert said
members of the community
with significant artifacts are
needed to help keep the exhibits fresh.
“We need people to share
their stuff with the community,” he said.
Volunteers like Dave Rubert have certainly done their
part. Currently on display are
carvings by his grandfather
Don Bray, who worked at the
Weyerhaeuser Pulp Mill. After
retiring, Bray took up carving
and created a number of pieces honoring the regional lumber industry, which had been
housed in Castle Rock before
the Exhibit Hall’s closure.
Some of his work occupies space in the museum
until a collection can replace
it in the future. In addition,
Rubert filled one of the new
display cases with his personal
camera collection, which is of
universal interest.
As new displays come and
go at the Winlock Historical
Museum, the past becomes
new again for both guests and
locals, thanks in large part to a
dedicated group of volunteers
working hard to keep the facility fresh and engaging.
