Mount Carmel
Light The Night Walk
The Mount Carmel community has always been dedicated to the betterment of others through well organized action. On October 22 they will be caravaning for
a cure at the Light the Night Walk at Soldier Field in
memory of former Mount Carmel teacher, Kevin
Hansen, who died of leukemia in April of 2015.
This is the second year Mount Carmel is participating in the Light the Night Walk, a fundraising campaign
benefiting The Leukemia & Lymphoma Society (LLS)
and their funding of research to find a cure for blood
cancer. The Respect Life Club at Mount Carmel organizes the event for the school.
Last year, 32 walkers from the Mount Carmel Community raised over $2,000. This year the goal is to raise
$5,000 and recruit 50 participants. The donations page
has already launched and money can be donated at any
time here or at http://pages.lightthenight.org/il/Chicago
L16/caravanforkevin.
Last year’s Light the Night walk participants were:
(from left to right) Zion Mallette, Brendan Jacobs,
Jacob Marzo, Patrick McGarry 07, Matt Schau,
Patrick Kaminsky, Max Bliese and Tommy Jacobs.
Mount Carmel Junior, Eric Correa was present for
the walk last year after being encouraged by his diving
coach Tina Grunauer, and plans to attend again this
year. “It was so much fun,” Correa explained, “a lot of
my friends were there, and I met a lot of new people.
Seeing all the lanterns lit up and seeing just how many
people showed up was really inspiring.”
“We lost our beloved colleague and brother, Kevin
Hansen, in April 2015 to leukemia. The bond of brotherhood at Mount Carmel doesn’t end at death, but
pushes us forward to preserve the memory of our friend
and mentor,” commented Patrick McGarry, Respect
Life Club moderator. “It is in Kevin’s memory that we
will be walking, and it is by his example that we will be
fundraising for others - others who are still fighting the
good fight, others who haven’t given up yet because
they still believe people like us, like Kevin, care about
them.”
Property Tax
Appeals Seminar
Thursday, October 20th
On October 20th, Board of Review Commissioner
Michael Cabonargi and Alderman Patrick D. Thompson will host the Second Property Tax Appeals Seminar for Lake Township.
It will be held at St. Gabriel School, 4500 S. Wallace,
at 6:00 p.m. This seminar will give residents an opportunity to appeal their property assessment.
“Residents across the 2nd District are being hit with
higher property taxes so we want to give everyone an
opportunity to appeal their assessment this year,” Commissioner Michael Cabonargi said. “Our seminars educate the public about the appeals process and offer
property owners the opportunity to appeal their assessments, provide evidence, and talk with analysts without taking time off of work and coming downtown”
Commissioner Cabonargi is holding assessment appeal seminars throughout Cook County. The seminars
consist of a brief presentation on the assessment and
property tax system followed by an opportunity for residents to receive assistance filing appeals, submitting
evidence and asking questions of Board of Review analysts.
Attendees are asked to bring their property tax bills
in order to more efficiently file an appeal. Taxpayers
also have the option of filing a complaint online at
www.CookCountyBoardofReview.com.
“The Appeals Seminars empower taxpayers with information and an opportunity to potentially lower their
tax bills without having to hire an attorney,” Commissioner Cabonargi said. “I am committed to educating
the public about the Board of Review and the appeals
process so that taxpayers have the best chance at successfully lowering their property taxes.”
The Cook County Board of Review is a quasi-judicial agency responsible for adjudicating assessment appeals for all property in Cook County. Last year the
Board reviewed more than 475,000 appeals.
For a township map please consult www.cookcountyil.gov. Please contact Commissioner Cabonargi’s office at 312-603-5560 with any questions.
For more information, please go to www.CookCounty

St. Gabriel Youth Group Volunteers
Feed the Hungry
On Saturday, October 8th, 76 members of the St. Gabriel Youth Group (adults and
youth) travelled to St. James Parish (29th & Wabash) and volunteered to help feed
the hungry. Many needy people come to St. James for food assistance each month,
and this is the 8th year that our Youth Group has been involved in their program.
The teens helped with many tasks such as carrying tables and chairs to the area in the
parking lot where food was distributed, placing food into plastic bags, distributing
various food items to people, helping to carry boxes of food for many of the elderly,
and assisting with the clean-up. Hundreds of needy people received food that day. We
are so proud of our youth!
The motto of our Youth Group is “Making A Difference”, and we do that by trying to do a service project every month to assist the needy. Our Youth Group is open
to any students in grades 8-12. If someone is interested in the group, just call Fr.
Rich Creagh, the moderator, at 773-268-9595.

To the Electors of the State of Illinois:
The Illinois Constitution establishes a structure for government and laws. There are three ways to initiate change to the Illinois Constitution: (1) a constitutional convention may propose changes to any part; (2) the
General Assembly may propose changes to any part; or (3) a petition initiative may propose amendments limited to structural and procedural subjects contained in the Legislative Article. The people of Illinois must
approve any changes to the Constitution before they become effective. The purpose of this document is to inform you of proposed changes to the Illinois Constitution and provide you with a brief explanation and a
summary of the arguments in favor of and in opposition to the proposed amendment.
Proposed changes in the existing constitutional amendment are indicated by underscoring all new matter and by crossing with a line all matter which is to be deleted.

shall be expended for purposes other than as provided in subsections (b) and (c).
(b) Transportation funds may be expended for the following: the costs of administering laws related to vehicles and transportation, including statutory refunds and adjustments provided in those laws; payment
of highway obligations; costs for construction, reconstruction, maintenance, repair, and betterment of highways, roads, streets, bridges, mass transit, intercity passenger rail, ports, airports, or other forms of
transportation; and other statutory highway purposes. Transportation funds may also be expended for the State or local share of highway funds to match federal aid highway funds, and expenses of grade separation

(d) None of the revenues described in subsection (a) of this Section shall, by transfer, offset, or otherwise, be diverted to any purpose other than those described in subsections (b) and (c) of this Section.
(e) If the General Assembly appropriates funds for a mode of transportation not described in this Section, the General Assembly must provide for a dedicated source of funding.
(f) Federal funds may be spent for any purposes authorized by federal law.
EXPLANATION
The proposed amendment adds a new Section to the Revenue Article of the Illinois Constitution that provides revenue generated from transportation related taxes and fees (referred to as “transportation funds”) shall
be used exclusively for transportation related purposes. Transportation related taxes and fees include motor fuel taxes, vehicle registration fees, and other taxes and user fees dedicated to public highways, roads,
streets, bridges, mass transit (buses and rail), ports, or airports.
Under the proposed amendment, transportation funds may be used by the State or local governments only for the following purposes: (1) costs related to administering transportation and vehicle laws, including public
safety purposes and the payment of obligations such as bonds; (2) the State or local share necessary to secure federal funds or for local government transportation purposes as authorized by law; (3) the construction,
reconstruction, improvement, repair, maintenance, and operation of highways, mass transit, and railroad crossings; (4) expenses related to workers’ compensation claims for death or injury of transportation agency
employees; and (5) to purchase land for building highways or buildings for to be used for highway purposes.
This new Section is a limitation on the power of the General Assembly or a unit of local government to use, divert, or transfer transportation funds for a purpose other than transportation. It does not, and is not
intended to, impact or change the way in which the State and local governments use sales taxes, including the sales and excise tax on motor fuel, or alter home rule powers granted under this Constitution. It does
not seek to change the way in which the State funds programs administered by the Illinois Secretary of State, Illinois Department of Transportation, and operations by the Illinois State Police directly dedicated to
the safety of roads, or entities or programs funded by units of local government. Further, the Section does not impact the expenditure of federal funds, which may be spent for any purpose authorized by federal law.

EARLY VOTING STARTS OCT. 24TH, 2016
October is Safe Sleep Awareness Month in Illinois, and
the Illinois Department of Children and Family Services
(DCFS) reminds parents and care givers of three simple
steps to ensure the infants in their care are put to sleep
safely.
“Care givers must use the ABCs of Safe Sleep every
time they put an infant to sleep: A baby should sleep alone,
on his or her back, in a safe crib - with no exceptions,”
says George H. Sheldon, director of DCFS. “The mattress
should be firm, the sheet should fit tightly and there
shouldn’t be anything else in the crib but the baby. This
includes pillows, blankets, bumper pads, stuffed animals
or toys.”
For babies under the age of one, sleep is the number one
safety issue. Sleep suffocation and SIDS are among the
leading causes of death for infants age one and younger.
Co-sleeping is especially dangerous when a parent or
care giver is under the influence.
Infants are seriously injured or killed every week when
a parent or care giver makes the tragic decision to place
them in unsafe sleeping arrangements such as an adult bed
or couch.
The sad fact is that these tragedies can all be prevented.
