Act 1911 -1927, it is enacted that advances may be
made by the Rural Credits Department,. upon the .security of

to such corporations or unincorporate bodies, formed under
the law of the Commonwealth, a State or a Territory wider
the authority of the Commonwealth, as are specified by Proclamation:

T is hereby, notified that on the twenty - eighth day of September,
1928, pursuant, to the provisions of the Industrial Board
:Ordinance 1922 -1928, the Industrial Board appointed under that
Ordinance decided that the rates of pay hours and other conditions
of .employment fixed by the Board :on the seventh day of December,
1927, as the. rates of pay hours and other conditions of employment
in respect of workmen should be varied, and fixed as the rates of pay
hours and other conditions of employment in respect of workmen the
rates of pay hours and other conditions of employment set forth in
.
the .Award published in the Commonwealth of Australia Gazette,
No. 126, dated the eighteenth day of November, 1927, varied in
_accordance_ with the decisions made by the said Board on the fourth
day of March, 1927, the thirtieth day of April, 1927, the fifth day
of July, 1927, the fourteenth day of September, 1927, the seventh
day of December, 1927, the thirteenth day of July, 1928, and the
twenty -third day of July, 1928, and further varied as provided in
the schedule hereto. And the Board has decided that the rates of
pay hours and other. conditions of employment set forth in the said
Award varied in accordance with the decisions made by the said
Board on the fourth day of March, 1927, the thirtieth day of April,
1927; the fifth day of July, 1927, the fourteenth day of September,
1927, the seventh day of December, 1927, the thirteenth day of July,
1928, and the twenty -third day of July, 1928, and further varied as
provided in the schedule hereto shall be observed in the Territory
for the Seat of Government of the Commonwealth as from the date
of commencement of the first pay period after the date of the gazettal
hereof, and shall be binding on the Commonwealth Government
and /or any Contractor employed by it.

SCHEDULE.
-1. Delete the words " trade unions " being the last two words in
the "Preference " clause in the General Conditions of the Award,
and insert in lieu thereof the following:
Unions registered under the provisions of the Commonwealth
Conciliation and Arbitration Act 1904 -1928.

2. Delete the word " Brickmakens " being the only word in the
eleventh line of the " Travelling Time and Expenses " clause in the
General Conditions, and insert in lieu thereof the following:
but shall not apply to those employed in established industries
of a permanent nature and where employment is not subject to
change of locality. For the purposes of this section, the Brickworks and Mugga Quarry shall be deemed to be established
permanent industries.
3. Add to the clause " Wages, Payment of " in the General Con. ditions the following paragraph :
`Where an employer bound by this award has made a pay-
ment to an employee bound by this award, which payment
:
purports to be a payment of the wages payable to the employee
for any period, such employer shall not be liable to pay to the
employee any further sums prescribed by this award in respect
of any services rendered to such employer during such period
unless within a period. of one calendar mouth after the last day
of' such period a demand in writing of such further sum claimed
has been given to the employer by the employee or some person
on his behalf or by the local representative of the Union. Provided that nothing in this paragraph shall exempt an employer
from paying .wages and observing the conditions set down in
this award.

4. Delete the whole of the " Time Records " clause in the General
Conditions and insert the following in lieu, thereof --` .

the number of hours worked, the rates of pay, and the wages
paid to each employee from week to week, written up in ink, -and
any officer authorized by the Federal Capital Cornmiesiön

thereunto authorized by the Union, shall,: between "the fours _ of
9 a.m. and 5 p.m. ou any working day, be allowed to inspeèi the
time book, time sheet, or time card in so far as stich"'reeords.

5. Add to. the " Notice of Leaving. and Dismissal." , clause ,in
General Conditions, the following paragraph:

Any employee may be dismissed without notice for -malinger
ing, inefficiency, neglect of duty;'oe misconduct, and in the case
of dismissals for such reasons, wages shall be paid up to the
time of dismissal only.

6. Add to the classifications of Builders Labourers-
(a) in Class 2, after the words " machinemen " and to form
part of the same classification, the words " and /or
hammer and drill men ";
.
(b) in Class 3, between the classifications " }Tod Carriers " ..and
" Scaffolders ", a new classification reading " Powder
Monkies (for the time actually occupied in the ,per-
formance of:;such duties)" and
(c) in Class 4, between the classifications " Tackle Hands" and
" Underpiuners'i', ;A. new classification reading ",-Timber ..:.
men".
7. Insert in the conditions relating to the Building Trades and
Builders Labourers' Sections, before the " Hours of Work " clause,
the following new clause:Change Rooms.-Where necessary, a change room shall be
provided on jobs for the storage and safe keeping of the clothes
of the workmen employed.
8. Insert at the foot of the schedule of wages for Builders'
Labourers, and immediately preceding the classifications of Builders'
Labourers, the following paragraph :A builder's labourer required to work in trenches at, a depth
exceeding S feet from the surface, shall be paid an additional
amount for the time so employed at the rate of 2s. per lay..

to transmit tenders in the approved form (in accordance
with the conditions annexed thereto) , to reach the General
Post Office, Sydney, not later than 3 p.m. on Thursday, 15th

Tenderers for motor service the period of which may be
for one, two, three, four, or five years, at option of tenderer
should furnish full. particulars of type of cars to be used;
such cars should be suitable to convey letter, packet, news
paper, and parcel mails, and adequate provision must be made
for:i)r,e carriage of the mails by other suitable means of con
veyance, at a speed of not less than six miles an hour, stoppages included, when, for the time being, the motor service
becomes. in the opinion of the Postmaster- General, temporarily
impracticable.
A returned soldier holding a satisfactory discharge from
the Forces may indicate by endorsement on his tender, underneath his signature, the words " Returned Soldier," quoting
the unit, &c., from which discharged.
Printed forms of tender, upon which are printed the Conditions of Tender and General- Conditions of Contract; may
be obtained on application at the General and all other 'post
offices. throughout the State of New South Wales, and *Wits
tendering are requested to fill up such forms with great care.

The Bankruptcy Act 1924 -27.

APPLICATIONS are invited from candidates desiring to
enter the Royal Military College as Staff Cadets with a
view to subsequent appointment to the Royal Australian Air
Force.
2. Candidates must be natural -born British subjects and of
British origin or descent, over 16 and under 19 years of age
(as on 1st March, 1929) , and have passed at one of the public
examinations known as the Junior Public, Senior Public, Intermediate or School Leaving examinations in the following sub-
jects :
English, Mathematics, a modern language, Physics, and
one other subject. (Mathematics includes Algebra.
Geometry, and Trigonometry. The modern language
may be either French, German, or Japanese.)
The subjects may be passed in any convenient order, and need
not be taken at the sanie examination.
There is no other
entrance examination, but qualified applicants will be required
to attend before a selection committee of Air Force officers.
3. Candidates will be required to undergo a stringent medical
examination by an Air Force Medical Officer to ensure their
fitness for full flying duties. Candidates are advised, therefore, to consult their private practitioners before applying in
order to save disappointment. Full details of the medical
standard required may be had on application.
4. Four vacancies exist for the special Air Force entry, and
candidates so applying will, if not selected for the Air Force.
be considered for entry to the Australian Military Forces if
they so desire.
The course is normally four years, and on graduation cadets
will be appointed to commissions as Lieutenants in the Stoll
Corps, and will then be seconded to the Royal Australian Air
Force with the rank of Pilot Officer in the General Duties
Branch, when they will undergo a Course of Flying Training.
Those who successfully complete the course of flying training
will be appointed permanently to the Royal Australian Air
Force.

5. Successful candidates will be allowed travelling expenses
to the College; outfit allowance of £30 on joining; and maintenance allowance between 5s. 6d. and 7s. 6d. per diem, according to the cost of living. The salary of a single Pilot Officer
£451 per annum, inclusive of all allowances except travelling.
Within 3f years after appointment to the Royal Australian
Air Force such officers would normally be receiving pay at the
rate of 1597 per annum.

VACANCIES FOR STAFF CADETS.
A. PPLICATIONS are invited from candidates who desire to
enter the Royal Military College as Staff Cadets.
2. To be eligible for selection candidates must be natural born British subjects and of British origin or descent, over 16
and under 19 years of age (as on 1st March, 1929 ), and have
qualified at one or more of the Public Examinations (known
as the Junior Public, Senior Public, Intermediate or School
Leaving Examination) in the following subjects:
English, mathematics, a modern language, and two other
subjects. (Mathematics includes algebrà and geometry. The modern language may be either French,
Japanèse, or German.)
The subjects may be passed in any convenient order, and

3. One -fifth of the vacancies are specially set apart for sons
of persons who served in an Australian Force in the South
African War, 1899 -1902, or who have been abroad on active
service in the Royal Australian Navy, the Australian Imperial
Force, or the Australian Naval and Military Expeditionary
Force, subject to their obtaining half marks at the qualifying
examinations and making application under this heading.
4. Conditions of eligibility and particulars of examination
of candidates over 19 years of age may be obtained on application to District Base Commandants at the capital cities of the
various States.
5. Successful candidates will be allowed travelling expenses
to the College; outfit allowance of £30 on joining; and maintenance allowance of between 5s. 6d. and 7s. 6d. per diem,
according to the cost of living. The course is normally four
years, during which time Cadets receive free maintenance and
education. On graduating at the termination of their course
they receive commissions as Lieutenants in the Australian
Staff Corps with salary commencing at £285 per annum and
increasing by annual increments to a maximum of £430 after
six years' service. At the end of eight years' service pro-
motion is automatic to the rank of Captain, with salary of
£446 to £550, there being four annual increments of £26 each.
6. Applications are to be addressed to the District Base
Commandant at the capital city of the State in which the candidate resides, or, if more convenient, they may be handed to
the local Brigade Major or Adjutant for transmission to the
District Base Commandant.
On the receipt of the intimation from any candidate thatile
desires to enter the College, the District Base Commandant
( Sydney, Melbourne, Brisbane, Adelaide, Perth, or Hobart, as
the case may be) will furnish application forms and all necessary information to the candidate.
7. The last day for the receipt of applications by District
Base Commandants is the 31st October, 1928.
8. Candidates who have not previously qualified should, when
filling in their entry forms for public examinations, state
thereon that they are applicants for admission to the Royal
Military College.
9. The examination for candidates over 19 years of age will
be held commencing on Monday, 19th November, 1928.
