Please include the following in your request:
1. The date and time of the block party,& whether there is a rain date
2. A drawing showing the exact location and whether there is an alternate route which can
be used by motorists while the road is closed.
3. The signature of all property owners adjacent to the section of the affected roadway
which you would like to close indicating they have no objection.
If these easy steps are followed, the Board will most likely grant your request. Upon
granting such a request, the Board directs that the township public works department
drop of barricades which can be used to close the roadway during your block party. The
township does request you keep all tables and chairs to one side, so in the event that there
would be an emergency situation an ambulance, fire truck or police car, could easily gain
access to the area by using the side of the roadway where there are no obstacles.

Tips from the Tax Collector
School real estate bills for the ’08-’09 tax cycle will be mailed on July 15th. These bills are for the period July 1st, 2008 thru June
30th, 2009. If you do not receive your bill, please contact the tax office.
New this year is a state-funded tax reduction for all farmstead /
homestead approved properties. Each approved parcel will receive a
$113.47 reduction to the total tax due.
Once again, Central York School District will be offering a threeinstallment payment plan. To participate, you must pay the first
installment by August 15th, 2008. Please note: The three installments
add up to the FACE amount of the bill – meaning you forfeit the 2%
discount. To get the discount, the full rebate amount must be paid by
September 15th, 2008. Please remember to include both halves of your
bill if you need a receipt for tax or rebate purposes.

Note from the Board Chairperson
I would like to take this opportunity to introduce myself. Due to the death of John D’Ottvio, past chairperson of the Board of
Supervisors, I was appointed by my colleagues as the new chairperson in February. I previously held the vice-chair position for six
years. It is an honor and privilege to serve the residents of the township.
First elected in 1997, I took the oath of office in January 1998 and again re-elected to the board of supervisors in 2003. I also held the
position of Recreation Director from 1992-1995 in this township.
Periodically, I will try my best to correspond important legislation or information which could effect the residents of Manchester
Township. That brings me to the other reason for this letter.
All residents who have public sewer will most definitely be affected in the near future with an increase in their bill. The board of
supervisors in January approved a rate study for all sewer districts in the township. Some of the districts have not seen an increase since
1992. Manchester Township does not have its own sewer treatment facility but utilizes Dover’s, Springettsberry’s and York City’s plants.
However, all treatment facilities must meet mandates imposed on them by Federal and State governments by 2010. These mandates
are going to cost millions for municipalities to upgrade their plants. Therefore, the cost will be shared by the customers perhaps
raising sewer bills by double or triple the current rate.
Unlike surrounding states, the Pennsylvania state government has not responded to these mandates by providing necessary funding sources.
It is vital that funding be granted by the state to adequately meet the mandates. Please call Senator Waugh, Representative Keith Gillispie and
Governor Rendall asking them for the state government to do its fair share by providing funds to clean up PA Fair Share for Clean Water.

Smoke should not enter premises unless a leak is
present. This smoke is non-toxic, non-corrosive,
and will not leave a stain. If smoke enters a home,
it will soon dissipate. Opening doors and windows
will help. Any presence of smoke within the house
should be reported to the township office at 7644646. Avoid unnecessary exposure to the smoke.
The smoke is relatively harmless, but all smoke is
temporary and quickly disappears after exposure
has ceased.
Correction
Craig L. Wisherd, resigned as Emergency Management
Coordinator after 5 years of service because the revised
Pennsylvania Municipalities Planning Code prohibits
Zoning Hearing Board members to hold any other elected
or appointed office. April issue erroneous stated that the
Emergency Management Coordinator may not hold any
other position.

2. Never dump anything down storm drains or in
streams

5. Use least toxic pesticides, follow labels, and learn
how to prevent pest problems
6. Direct downspouts away from paved surfaces;
consider a rain garden to capture runoff
7. Take your car to the car wash instead of washing it
in the driveway
8. Check your car for leaks and recycle your motor oil
9. Pick up after your pet
10. Have your septic tank pumped and system
inspected regularly

Sewer Backup Claims
Under the Pennsylvania Governmental Immunity Statue, Manchester Township has limited legal responsibility for sewer and
water backups. You should contact your homeowners or commercial insurance agent to make sure your carry coverage for
sewer and water backups under your homeowners or commercial property policy. Some homeowners policies do not include
this coverage automatically. We recommend that you purchase this valulable coverage.
Sewer Rate Study
The board of supervisors has directed the staff and engineer to prepare a comprehensive sewer customer rate study in 2008
because of the anticipated cost increases that Manchester Township will experience beginning in 2009 as the result of
wastewater treatment plant upgrades that are required by the federal EPA to improve the water quality of the Chesapeake Bay.
Manchester Township purchases sewer treatment services from York City, Springettsbury and Dover Townships. The current
sewer customer rates were established in 1990.
Dumping Is Illegal . . .
Since 1990, the PA CleanWays network has performed over 700 illegal dump cleanups.
If you lay every tire flat on the ground that PA CleanWays has collected, they would span from Pittsburgh to Erie and 40 miles
out into Lake Erie!
PA CleanWays and its chapters and affiliates have removed over 9,700 tons of trash and recycled 2,100 tons of scrap metal from
Pennsylvania’s hillsides, local roads, and streams. PA CleanWays has also collected or removed 337,030 tires and 23,996 appliances.
More than 353 segments of local roads, parks/pathways, and waterways have been adopted through the PA CleanWays adoption
program. PA CleanWays has organized and planted more than 22,000 trees on public lands through its beautification program. In
total, more than 42,000 volunteers have dedicated nearly 177,000 volunteer hours to PA CleanWays programming.

During the months of April and May, Manchester Township Department of Fire Services in a joint effort with York Area
United Fire and Rescue conducted physical agility and verbal interviews to establish a new eligibility list from which
firefighters will be hired from both departments when filling any newly created or vacant positions.

The newly adopted EAGLES VIEW PARK is an 11.62 ACRE park located at 2399 Friesian Road,
contiguous to the Eagles View Development
The Manchester Township Recreation Commission will be developing a master plan for Eagles View
Park. A master plan is a blueprint for developing a park.
As a part of the process in developing the master plan, public meetings will be conducted at which time
residents will have an opportunity to contribute their ideas and voice their opinions.
