Problem Statement
Describe the Obstacles (physical or other) to walking or bicycling to school.
The physical obstacles on the existing designated safe routes to the four K-8 schools
include:
1. The lack of sidewalk within certain segments of the routes.
Within many of these
segments, children are forced to walk in the street due to lack of shoveled sidewalks
during winter months (a property owner responsibility by ordinance for all sidewalks) or
even by the shear amount of landscaping in the area where sidewalks would be constructed.
2. The lack of ADA-compliant curb ramps for at numerous intersections for
physically-disabled students, bikes, and strollers of accompanying parents/grandparents.
3. The proximity to the walking public and the volume of traffic along many of the
streets, particularly the County roads and the streets adjacent to the schools.
The mental obstacles to walking or bicycling to school include:
1. Parents concern for their children's safety due to the proximity to the walking public
and the volume of traffic along the county roadways.
2. The perception from the parents that it is easier to drive their children to school.

Describe current risks facing children who walk or bicycle to the school(s).
- The lack of sidewalks in areas along designated safe routes that force children to walk
in the street or across uneven ground with numerous tripping hazards.
- Tripping hazards due to lack of ADA-compliant curb ramps along designated safe routes.
- High volumes of traffic along many of the streets, particularly the County roads and the
streets adjacent to the schools.
- The proximity of vehicular traffic to the walking public along many roadways.
- High speeds of traffic along certain stretches of roads.
- Low visibility of crosswalk striping and signage along existing routes.
- Congestion around schools from the number of cars dropping off or picking up students.

- September 2004: Borough and School District designated Safe Routes to all K-8
schools.
- Spring 2011: Tatem Elementary School Traffic/Safety Committee Parent Survey to
determine obstacles to having students walk to school.
- 9/6/11 and On-going: Tatem Elementary Walking School Buses, both formal and
informal.
This program was initiated by the school's Traffic/Safety Committee.
- 10/3 to 10/7/11: Borough-sponsored Walk-To-School Week, promoted by all schools and
local news blog (see

- Monthly: Tatem Elementary Traffic/Safety Committee represented at the Borough's
Transportation and Pedestrian Safety (TAPS) Committee.
The TAPS committee meets
monthly to discuss ways to improve pedestrian safety throughout the Borough,
including school routes.
- Weekly: Schools' Safety Patrols broadcast public service announcements (PSA's)
during morning public address announcements encouraging walking to school.
- Pending: Student Mileage Contest to be held for students to log in number of
blocks/miles walked to school to win prizes.
- Pending: Tatem Elementary School to distribute promotional materials (pencils,
backpack key chains, reflective bands) for Walking School Bus program with "See You
on the Walking School Bus" motto.
- Pending: Schools to design a Walk-to-School Logo to use on promotional and
educational materials.

Infrastructure Project Proposal
The federal-aid Safe Routes to School program funds
infrastructure/engineering projects that fall into two categories: Design
(available only to School Development Authority school districts and Urban
Aid municipalities), and Construction/Installation. Note that all projects
must be within the jurisdiction of the funding recipient. Popular projects

Describe the project in summary. Indicate the school(s) at which the project
will take place.
The Borough of Haddonfield is in itself a very pedestrian community with its
sidewalk-lined streets, downtown shopping area, and compact safe neighborhoods filled with
families.
Within the Borough, the Haddonfield Public School system operates three (3)
neighborhood elementary schools for grades K-5 (Central, Elizabeth Haddon and J.Fithian
Tatem), one (1) centralized middle school for grades 6-8 (Haddonfield Middle School), and
a high school for grades 9-12.
Due to its relatively small size of approximately two (2)
square miles, the District does not provide busing services to any of its schools.
This,
along with elementary schools located within tight-knit neighborhoods and the
pedestrian-friendly attitude of the Borough, has led to a large number of walking and
bicycling students to and from the schools.
With this, the Board of Education, along with
the Borough Commissioners, developed designated Safe Routes to all three (3) elementary
schools and the middle school (attached to Central Elementary School) back in early 2000.
The project for this grant focuses on completing existing physical gaps within the
designated safe routes, and addressing physical and “mental” issues to provide safer,
increased use of the routes.
Although most of the streets within the Borough have
sidewalks, currently there are several areas along the routes that do not, which either
forces students to walk or bicycle in the street, or discourage pedestrian commuting all
together.
This project proposes to install sidewalks in all of these locations.

Explain how the project will create a safer walking and/or bicycling
environment.
The project will create a safer pedestrian environment in four (4) ways.
First, concrete
sidewalks will be installed along the existing designated safe routes to school in areas
where there are currently gaps.
This will prevent children from having to either walk in
the street or across uneven ground with numerous tripping hazards.
Second, the
installation of ADA-compliant curb ramps will provide smoother paths for
physically-disabled students, bikes, and strollers of accompanying parents/grandparents.
In addition to eliminating tripping hazards, the ramps will permit barrier-free routes
for
all children and accompanying adults.
Third, most of the existing crosswalks along the
safe routes are worn away and barely visible.
By providing long-lasting, high-visible
thermoplastic striping for the existing crosswalks, they will be more visible to
vehicular
traffic, especially during the winter months when daylight is limited.
Finally, the
project will provide high-visible signage and long-lasting, high-visible thermoplastic
striping along Grove Street, a narrow, high volume County road, which will visually
separate the motorists from the pedestrian commuters on sidewalks directly adjacent to
the
roadway and provide traffic calming for the area.
Explain how the project will enable and encourage more children to walk or
bike to school.
The project will enable and encourage more children to walk and/or bicycle to school in a
number of ways.
First, by installing sidewalks and closing gaps in the existing safe
routes, children will have unobstructed safe pathways along their entire route to school.
Those families who reside beyond these existing gaps may now be more encouraged to permit
their children to walk or bicycle to school.
Second, by installing ADA-compliant curb
ramps at every location along the routes, barrier-free paths will now be available to
families with physically-disabled students, and smoother paths will be available to bikes
and strollers of accompanying parents/grandparents.
Providing easier routes will
encourage families to now permit their children to walk and/or bicycle to school.
Lastly,
for those areas with children walking on sidewalks directly adjacent to live traffic and
crossing streets with faded crosswalks, providing high-visible signage and long-lasting,
highly-visible roadway striping will provide safer routes, both physically and mentally.
This will help to eliminate parents’ fears of allowing their children to walk to school
on
these streets.

Timeline
Provide a project timeline from start to finish in a table or list
format. Indicate progress milestones (such as easement acquisitions, if needed,
and environmental and historical preservation approvals) by the number of months
from written authorization to proceed to project completion and evaluation of

Evaluation
Describe how the results of the project will be measured. Minimally, grant recipients
will be required to record the number and type of improvements installed, the number of
participants in their programs, and the result of pre-and post-project surveys on how
students travel to and from school.
Describe how the safety and/or health benefits of the project will be measured. Potential
measures may include:
Increase in the number of children walking or bicycling to school
Increased awareness of safe walking and bicycling behaviors
Increased awareness of safe driving behaviors
Reduction in crashes involving bicyclists and pedestrians
Decrease in motor vehicle speeds in the school zone
Decrease in motor vehicle traffic in drop-off areas
Improvement in crime statistics around the school
The safety benefits of the project will be measured by an increase in the number of
children walking and/or bicycling to school, the increase in the awareness and safe
driving behaviors of the traveling public, the decrease in motor vehicle speeds in the
school zones, and the decrease in the vehicular traffic in and around the schools.

Describe how you will measure changes in how children travel to school. You will be
required to report to NJDOT the results of a follow-up survey of how students travel to
school at least once a year for three years following the start of your
program/construction.
During the design phase of the project, surveys will be taken at each school to determine
the existing numbers of walkers and bicyclists and establish more accurate baseline
numbers for all schools.

These surveys will include a parent questionnaire similar to
Spring 2011 Tatem survey and bi-weekly physical counts of students by volunteers
strategically stationed around the school entrances.
After completion of the project, monthly physical counts will be taken as described above
throughout an entire school year with parent questionnaires both at the beginning and end
of a school year.
Beyond the first year, parent questionnaires will be taken twice per
year with at least one physical count taken per grading period.
