As co host of the 15th International Congress of ESCAP the College of Psychiatrists of Ireland and the Faculty of Child & Adolescent Psychiatry warmly welcome you to the Congress and to Dublin. Our College adopted Youth Mental Health as our key focus for 2013 to coincide with ESCAP and we look forward to a very exciting educational programme at the Congress. We are proud that the Congress is being hosted at the new state of the art and beautifully designed Convention Centre which will, we hope, add to your overall experience in Dublin. The Congress programme offers a host of diverse and complementary topics from ‘state of the art’ to ‘workshop’ to ‘symposium’ sessions over the four days in addition to the eight plenary sessions. And of course there are the social aspects to the programme which we encourage you to attend especially to meet old friends and new and have a bit of Irish ‘ceol, craic agus damhsa’ (music, fun and dance)! We are very grateful to the Local Organising Committee chaired by Dr Brendan Doody, the Academic Programme Committee and our College of Psychiatrists team for their commitment and dedication in devising and co-ordinating this programme. There are in excess of 200 participant speakers from around the globe over the four days and a special thank you to is due to them for bringing the programme alive with their presentations and participation which will make this an enriching and educational experience. In particular we hope the special trainee programme on Saturday 6th is something that can become a feature of future ESCAP congresses providing those trainees who attend from around the world with a special opportunity to hear and learn from internationally renowned & experienced mental health professionals in an intimate setting. Ireland’s Minister for Mental Health Kathleen Lynch is a natural patron of the Congress given her passion for children’s mental health and her determination to improve the patient experience in our Mental Health Services even in these particularly challenging economic times. We are delighted that she will attend the Gala dinner on 9th July and address all those in attendance. I warmly welcome you. Much work and time has been put into developing the Congress programme. Over 600 abstracts were submitted for the conference. Between these and the outstanding keynote speakers, I hope you agree the programme is varied, interesting and informative with sessions ranging from research and policy to quality of care and clinical practice. There are speakers from not just Europe but around the globe giving the Congress a very international feel and range of session topics. It has been a pleasure organising the conference with our co host colleagues in Dublin, the College of Psychiatrists of Ireland and the Local Organising Committee, and I thank them for all their efforts and dedication in bringing you this event. I am grateful to my ESCAP Board colleagues, the International Scientific Advisory Board (ISAB) and the Academic Programme Committee for their part in the programme too. I wish you a very fulfilling and rewarding time in Ireland at this our 15th ESCAP Congress. The next closest cash point is at the AIB Branch on Mayor Square. Both cash points are within five minutes’ walk of the CCD. Please ask any of our event team for directions. The nearest banks are located on O’Connell Street and Westmoreland Street, a 20 minute walk from the CCD. Please contact the car park managers Park Rite to pre-book your parking and to avail of discounted parking rates. Conference Venue The Convention Centre Dublin (CCD) is very well located in the city centre along the banks of the River Liffey with proximity to areas of interest, retail, hospitality and entertainment venues, variety of public transport and convenience facilities all of which are within walking distance. The congress sessions all take place in either the main theatre or smaller rooms between level 1 and 3 all of which offer state of the art audio and visual faculties. Badges and Bags Badges and delegate bags may be collected from 11.30am Saturday 6th July at the registration desks level 1. Registered delegates are required to wear their badge at all times in order to gain access to the Congress. Lost badges: Replacement and/or lost badges will incur a €20 charge. 6 15TH INTERNATIONAL CONGRESS OF ESCAP 2013 General Information ESCAP 2013 CERTIFICATE OF ATTENDANCE AND CPD APPROVAL A ‘Certificate of Attendance’ including relevant Continuing Professional Development (CPD) credits will be provided at onsite registration. Pre-booked delegates will receive the certificate with the delegate badge when they complete registration on level 2 CPD Certificates of Attendance for participants who book for the conference onsite will be issued at the information desk. CPD credits have been approved by the College of Psychiatrists of Ireland, the official body for Professional Competence for Irish Psychiatry. Cellular Phones Chairpersons and speakers Cellular phones must be switched off in the conference rooms and in the poster exhibition area. Chairpersons Chairpersons should locate their room as early as possible and arrive no later than 10 minutes prior to the beginning of their session. It is the responsibility of the chairperson to maintain a strict time schedule. Speakers The speaker room (speaker ready) is located in Liffey Board Room 3, on level 1, which is available to all speakers during the conference before their session(s) time. Minor modifications of PowerPoint presentations can be done in the “Speaker-Ready” room in advance of a session without interruption to the programme schedule. PowerPoint presentations should be delivered to the technician for upload at the “Speaker-Ready” room, at least 4 hours before the start time. For convenience it is advised that you use a relatively new version of PowerPoint. Speakers should locate their room as early as possible and arrive no later than 10 minutes prior to the beginning of their session. All speakers are requested to keep strictly to their allotted time. In addition, a technician will be on hand to help you with your presentation which will be uploaded onto the central server via the “Speaker-Ready” room, which provides a technical network throughout the venue. This means the master copy of your presentation is ready to use in any of the meeting rooms within the CCD, so you do not need to carry a file around during your event. 7 15TH INTERNATIONAL CONGRESS OF ESCAP 2013 General Information ESCAP 2013 Cloakroom LUAS (Dublin Tram) There are two Luas tram lines, the Red line and the Green line A Cloakroom is available at a €2 charge per item per day. The cloakroom is open daily from 8.00am to 6.30pm. Coffee and Lunch Area Coffee and tea will be provided during the official break times on each of the 5 days of the Congress. A light lunch will also be offered each day but not on Wednesday. Please advise us in advance of any special dietary requirements. Lunch and coffee breaks will be served on level 3 next to the Exhibition Area. Directions How to get to the CCD? By Bike Dublin Bikes are a perfect way to get around the city, while minimising your effect on the local environment. There are 40 Dublin Bike stations distributed throughout the city centre to enable easy access and optimal use. Walk along Eden Quay and continue onto Custom House Quay. Slight right to stay on Custom House Quay and continue onto North Wall Quay, CCD will be on your left. From the south quays, turn onto Burgh Quay and continue along the river onto George’s Quay and then onto City Quay. Continue onto Sir John Rogerson’s Quay, turn left on Samuel Beckett Bridge crossing over to the other side of the river. Internet Connection By Car The CCD is easily accessible by road, given its city centre location and proximity to Ireland’s motorway network. It is only minutes from the Dublin Port Tunnel with connections to the upgraded M50 motorway and Dublin Airport. It is also next to the new Samuel Beckett Bridge which spans the River Liffey, aiding access between the North and South of the city. The service is unsupported and to access the Wi-Fi you must agree to the terms and conditions. 15TH INTERNATIONAL CONGRESS OF ESCAP 2013 General Information ESCAP 2013 Language The official language of the ESCAP Congress is English. English is the spoken language throughout Ireland. Irish (or Gaelic) is the original native language of Ireland and enjoys constitutional status as the National and first official language of the Republic of Ireland. Place names and signage are usually in both languages. Lost Property All lost property is recorded and logged at the main reception on the ground floor. At the end of each day items are passed onto the CCD Security team. If you have lost anything within the CCD, enquiries should be made at the CCD reception. Poster Exhibition A poster exhibition highlighting international research is located in the lobby area of level 3 and will run from Sunday 7th to Tuesday 9th July from 8.00am to 5.30pm each day. Different posters will be displayed on each day of the Congress. The presenting author is requested to stand by their poster during the coffee and lunch breaks. Authors will have access to set up their posters from 8.00am on their scheduled day and they must dismantle the posters by 6.00pm. Posters remaining after 6.00pm will be destroyed. All supplies needed to mount the poster will be available at the venue in the exhibition area. Programme Changes The organisers cannot assume liability for any changes in the programme due to external and/or unforeseen circumstances. Registration and Information Registration and information desks are located on level 2. Congress registration will officially open on Saturday 6th July at 11.30am until 5:30pm. Registration will open from 8.00am on Sunday through to Wednesday. The evening will start with a drinks reception, where guests can network and enjoy the surroundings of the CCD, followed by a splendid three-course meal. Entertainment on the nigh is by KILA, who are one of Ireland's most innovative and exciting bands. The members come from different musical backgrounds and share a passion to create great music with an ability to absorb influences from across the globe. With its roots in traditional Irish, they feature strong percussive like singing and gorgeous melodies driven by a serious rhythmical undercurrent. Kíla has created their own distinctive style of world music, which has won over audiences around the world through their eight recordings to date and their spectacular live performance. Post Offices are generally open from 09:30 to18.00, Mon - Fri and from 09:30 to 13.00 on Saturday. The GPO (Main post office), located on O'Connell Street in Dublin, is open from 08:30 to 18:00 Monday to Saturday. Bars open from 10.30 to 23.30 between Monday and Thursday. On Friday and Saturday evenings, last orders are at 00:30, with some bars opening until 2.30-3.00. On Sundays, closing time is 23:30. The majority of nightclubs serve alcohol until 01:30, and close at 02.30. There are some exceptions to this, mainly in Dublin city. Climate and Weather Dublin’s climate is mild and changeable in summer with temperatures between 16-20 degrees celsius (60-67 degrees Fahrenheit). July is normally quite pleasant but delegates are advised to bring an umbrella and warm clothing. Grafton Street, and on the outward journey: Dawson Street, Suffolk Street, Westmoreland Street and Upper O’Connell Street (See City Centre Map). Travelling via the Port Tunnel the Airlink connects the Airport with the Convention Centre Dublin. Dublin City to Dublin Airport When travelling back to Dublin Airport from the CCD, the Airlink would be the most convenient way to do so. The nearest stop is directly across the road from the CCD. Taxis are available right outside the main door of the CCD. For up to date weather information visit www.met.ie Currency and Credit Cards The Republic of Ireland's official currency is the Euro, the common European currency. Major credit cards - particularly Visa, MasterCard and American Express are widely accepted throughout Ireland. Visitors using other credit cards should ask in advance if it will be accepted. Dublin Airport to Dublin City Dublin Airport is conveniently located approximately 10 km north of Dublin city centre. It is served by a large number of buses, coaches and taxis all allowing you to get to and from the airport with ease. The best way to get into Dublin City is by AIR COACH. The blue Air Coaches provide an express service from the Airport to various locations in the city centre. The main stopping points on the inward journey are: O’Connell Street and Lower 11 Shopping Opening hours are normally from 9.00 to 18.00 Monday to Saturday with late night shopping on a Thursday evening until 21.00. Most shops are open on Sundays from 12.00 to 18.00. There are a number of local convenience stores that open from 8.00 - 23.00, some even later. 15TH INTERNATIONAL CONGRESS OF ESCAP 2013 General Information ESCAP 2013 2. Tax is paid at the point of sale and subsequently refunded to you at the airport when you are leaving 3. Tax is paid at the point of sale and subsequently refunded by the agency to you, either by post or by credit card transfer. Individual invoices for purchases of up to €635 may be lodged directly with the agency refund booths at Dublin airports without a Customs stamp. Invoices for purchases over €635 must always be presented by you to Customs for stamping. In the event that the agency refund booths are closed, a Customs stamp will always be required. It is important for you to retain your own copy of the invoice received from the retailer for future reference. If you are mailing an invoice back for refund, it is advisable to keep a photocopy. To find out more visit www.citizensinformation. Telecommunications Only digital phones with GSM subscriptions and a roaming agreement will work on the island of Ireland. Visitors should consult with their supplier before departure. Time Zone Ireland is on Greenwich Mean Time (GMT) and, in accordance with daylight saving, clocks are put forward one hour midMarch and back one hour at the end of October. During summer it stays light until as late as 11pm. The international dialling code for Ireland is +353 Tipping Tipping is accepted in Ireland and is normally at the discretion of the visitor. The most likely places that one may tip are in hairdressers, taxis, restaurants and in Irish hotels. 10-15% is suggested. Voltage, Sockets and Plugs 220 volts, sockets and three-pin square are conforming to Irish and British standard. An adapter may be required for electrical devices. Most hotels will have them. VAT Back Visitors to Ireland from outside the European Union (EU) can buy goods in Ireland to take home with them and benefit from tax relief. Tax relief is not allowed on services, for example, hotel accommodation, meals or car hire. VAT-refunding agencies Many retailers operate the refund scheme using VATrefunding agencies that arrange for the tourist or visitor to benefit from the tax concession. VAT-refunding agencies operate independently of the tax authorities: There are three variations in how these agencies operate: 1. The goods are sold tax-free at the point of sale, you fill out a refund voucher, get the voucher stamped by Customs and return it to the refund agency. She was Professor of Epidemiology and Public Health, Psychiatry and Psychology and the Director of the Genetic Epidemiology Research Unit in the Department of Epidemiology and Public Health. She came to the NIH in 2002 as part of the development of the Porter Neuroscience Research Center. Kathleen has authored more than 300 scientific publications and has presented lectures throughout the U.S. and in more than 20 countries.
