The Supervisors are assisted by an appointed Township Manager who is responsible for carrying out township policies and administrative duties. The Manager is appointed by the Board of Supervisors and operates under the direction of the Board. The Supervisors of West Manheim Township are also assisted by the Township Solicitor, staff members and various advisory authorities, boards and commissions. T he Board of Supervisors' Township meetings are open to the public and are held at 7:00 pm on the first Thursday and the third Tuesday of each month. All Board of Supervisors' meetings are held at the Municipal Building, 2412 Baltimore Pike, Hanover, Pa. 17331. A prepared agenda is provided as well as provided on the townships website at www.westmanheimtwp.com. Citizen input is encouraged to voice opinions and/or concerns. WEST MANHEIM TOWNSHIP SANITARY SEWER OVERVIEW West Manheim Township • Responsible for collection and conveyance • Operates and maintains system within the Township • Conveys all sewage through the DGM Pump Station to Penn Township Penn Township • Conveys sewage through interceptor to the WWTP • Operates and maintains the collection, conveyance and WWTP facilities PENN TOWNSHIP TREATMENT CHARGE • Billing is calculated by two means – Based upon metered flow and Penn Township rate structure – Based upon number of customers by the rate of a customer consuming 15,000 GPD per quarter • Greater of two calculations is used • 30% administration fee is then applied WEST MANHEIM TOWNSHIP SEWER RATES • West Manheim Township bills quarterly • Rate is established by resolution (09-44) • Bill is based upon water consumption – Base fee for up to 7,000 gal. – Unit charge for each additional 1,000 gal. • West Manheim Rates include: – Penn Township treatment charge – Operation and maintenance costs of Township system – Debt service payments Description Cost Percent Penn Twp. Treatment Cost $120.85 62% Operation and Maintenance $34.00 17% Debt Service Payment/Administration $40.00 21% TOTAL: $194.85 100% Utilities Department SOME FREQUENTLY ASKED QUESTIONS FROM PUBLIC SEWER CUSTOMERS ORDINANCE #01-2005 M ANAGEMENT OF ON-LOT SUBSURFACE Sewage Disposal Systems This Ordinance will be amended with the revised ACT 537 Ordinance #01-2005 is to provide for the inspection, maintenance and rehabilitation of on-lot sewage disposal systems. Maintenance Requirements: Any person owning a building served by an on-lot sewage disposal system shall have the septic tank pumped by a qualified Pumper/Hauler. The Ordinance requires residents to have all on-lot septic system tanks pumped at least once every four (4) years. Receipts (which are also called manifests) from the Pumper/Hauler shall be submitted to the Township as required in Section 309.6. PLEASE NOTE: The receipt includes several carbon copies with one labeled “Municipal Copy” that the hauler is required to submit to the Township. When It Rains It Drains! Understanding Storm Water Your community is preventing storm water pollution through a storm water management program. This program addresses storm water pollution from construction, new development, illegal dumping to the storm sewer system, and pollution prevention and good housekeeping practices in municipal operations. It will also continue to educate the community and get everyone involved in making sure the only thing that storm water contributes to our water is ...water! Contact your community's storm water management program coordinator or the Pennsylvania Department of Environmental Protection for more information about storm water management. Pennsylvania Department of Environmental Protection www.dep.state.pa.us Deduct Meters Resolution #2008-35 • • • I didn’t receive my sewer bill. I think I might have misplaced my sewer bill. When is it due? These are just some of the many questions that the Township receives when a sewer customer receives a late notice. Sewer bills are sent out the same time each year. So in order to avoid late fees, the West Manheim Township Sewer Authority recommends that you take the time to mark your calendar the first day of February, May, August, and November. Sewer bills are mailed out so that a customer should receive the sewer bill on the first. From time to time, depending on whether the first of the month falls over a weekend, a customer will receive it on the last day of the previous month, allowing for additional time to pay the sewer bill. Customers are given until the 30th of the month to make a payment. After 30 days a 10 percent penalty will be applied. A customer has an additional 25 days to make a payment. If payment has still not been received, the Sewer Authority will start the process to have water service discontinued. In order to prevent from having service discontinued and an additional $50.00 applied to the account, the West Manheim Township Sewer Authority recommends that close attention be paid to these dates. FAILURE TO RECEIVE YOUR BILL WILL NOT BE CONSIDERED AN EXCUSE FOR NON-PAYMENT OF CHARGES AND WAIVER OF PENALTY. To request a deduct meter application please stop by the Township building or visit the township website at www.westmanheimtwp.com. Construction of Area 2 and 3 Sanitary Sewer System The installation of sewer lines for the residents in the Area 2 and 3 Sanitary Sewer System in West Manheim Township is near completion. The Restoration and cleanup process has started. ACT 537 PLAN UPDATES West Manheim Township, York County, Pennsylvania is in the process of preparing its Official Sewage Facilities Plan Update (Act 537), as mandated by the Department of Environmental Protection. The purpose of Act 537 is to maintain an up to date sewage facilities plan for the Municipality. It analyzes current sewage treatment facilities and proposes future facilities based on the sewage needs of the Municipality. Four service areas were analyzed as five-year or future sanitary sewer needs areas. The four service areas are as follows: Area 4 Pleasant Hill and Fuhrman Mill Road Areas, Area 5 Shorbs Hill Area, Area 6 Fairview and Sunset Drives Area, and the Woodridge Hunt Area. The three areas that are designated for the five-year plan are Areas 4, 5 & 6. Areas 4 & 5 are located in the central portion of the Township and Area 6 is located in the northwestern portion of the Township. The plan proposes the construction of a sanitary sewer collection system to serve Areas 4, 5 & 6. The recommended collection system will transport sewage to the Penn Township Wastewater Treatment Plant. The user cost analysis projects an annual user cost of $2,229. The estimated service rates for service areas 4, 5 & 6 will be in accordance with the Township’s sewer rate structure which is currently $194.00/Quarter. These service rate estimates are based upon a tapping fee of $3,000.00. The Act 537 Plan also proposes the adoption of an On-Lot Disposal System (OLDS) Ordinance. This ordinance will delineate four On-Lot Management Districts in the Township. The four districts are as follows: District A Woodridge Hunt Area, District B Ross and Glenville Road Area, District C Blackrock, Fuhrman Mill, Musselman, and Dubs Church Roads Area, and District D Impounding Dam, St. Bartholomew, and Lawrence Roads Area. Residents within the four districts will be required by the Township to ensure the OLDS is properly functioning. The operation and maintenance costs are expected to be $250.00 every four (4) years, which includes pumping, hauling and disposal costs, as well as notice to the Township of completion. Public comments shall be in writing and directed to Kevin Null, Township Manager, West Manheim Township, at 2412 Baltimore Pike, Hanover, PA 17331. Tentative Implementation Schedule Code Enforcement Office HOUSE NUMBERING THE REQUIREMENTS OF THE ORDINANCE INCLUDE: (1) SIZE OF NUMBERS—The number must be a minimum 3” in height for residential houses. The stroke or width of the number should be a minimum of 1/2”. The number must be visible from the road by persons with normal vision. (2) VISIBILITY—The numbers posted on the house should be visible from the road fronting the property. If you are unable to see the house from the road the house numbers should be visible from both directions of travel on a post or sign. The post location, if needed, must be close to the driveway, and if a mailbox is used as identification, no other box may be in front of this property. (3) COLOR—The color of the numbers must have a contrasting background or light reflecting to make visibility easier. Are You thinking about starting a business out of your home? Certain types of businesses have specific regulations under the ordinance and Uniform Construction Code Requirements and additional time and expense may be incurred if approval from the Zoning Hearing Board is required. If you are considering starting a business from your home, please contact the Township Code Enforcement Officer at (717) 632-0320. Regulating Outdoor Fires Ordinance #2008-07 (Amending Ordinance No. 1992-01) Outside burning shall be permitted in any approved container located at least twenty-five (25) feet from any structure or building on the property and one hundred (100) feet from any dwelling off of the property. Outside burning shall be permitted between the hours of 8:00 a.m. and 6:00 p.m. Monday—Saturday and at no other times. Landlord Reporting Form W est Manheim Township Ordinance #04-2006 states that all landlords must file a listing of their residential and/or business rental properties along with providing information on the leaseholders or tenants. Please fill out a Landlord Reporting Form and submit it to the township office. To receive a copy of the Landlord Reporting Form please visit the township website www.westmanheimtwp.com or call the township at (717) 632-0320. P lease take note of the requirements set by the Ordinance. Changes in occupancy must be reported to the township office in writing. The reported change shall include the name(s) of the new tenants or leaseholders, the date when the change was effected, and if known the forwarding address of the old tenants. Landlords are also required to report the vacancy of previously rented properties. Failure to comply with the provisions set by the ordinance may result in legal action. Spring is just around the corner! The Code Enforcement Officer would like to remind you that permits are required for any new or altered structures, electrical, mechanical and plumbing systems within the township. Weed Ordinance #1978-01 As spring and summer draw near please keep in mind the West Manheim Township Weed Ordinance. The Ordinance states that grass and noxious weeds are not permitted to exceed a height of 12 inches. Also remember when cutting grass that the clippings are not to be blown on to the Township streets. Public Works Department The Road Department maintains approximately 57 miles of road which include gravel, asphalt and tar and chip surfaces. Repairs and replacement of road signs, traffic lights, guide rails, culverts, patching and road restoration are every day road department tasks. Seasonal tasks, such as vegetation removal, mowing, sweeping, ice and snow removal add to the road department maintenance demands. On any given day, accidents, weather conditions, and unforeseen problems may change the direction of the Road Department daily tasks and/or bring them out after hours in response to emergencies related to the safety of the traveling public. Duties & Responsibilities: Seasonally, the department changes their efforts. The winter months bring a need to be prepared for ice and snow removal. Late winter and early spring brings demand to seal road surface cracks, repair potholes and to complete vegetation pruning. The summer season is the time when road resurfacing projects are completed. Road Repair: The Road Department is responsible for all asphalt patching and pothole repairs on Township roads. The Township is not responsible for fixing potholes on State roadways. The Township is not responsible for private roadways in new developments until such time as they are dedicated to the Township. Each year the Department resurfaces various streets within the Township. The funding for this work comes from the annual State Liquid Fuels Fund. Roads are selected based on various criteria and needs, including surface conditions, traffic volume, condition of underground utilities, condition of abutting infrastructure, such as curbing and drainage swales. Traffic Markings & Signs: The Road Department is responsible for the installation and application of all municipal street signs and traffic markings. The Department installs the signs and markings in accordance with the Pennsylvania Department of Transportation, Rules and Regulations. Street Sweeping By now residents have probably noticed the Township street sweeper making passes through the Township to clean anti-skid and other materials left on the roadway by the winter. If you notice the sweeper in your area and you have off-street parking, please utilize it so we may clean as much of the street as possible. Repairing Potholes As the snow melts, potholes have appeared, leaving the township road crew busy. Beginning in April West Manheim Township’s road crew will be repairing potholes throughout the township. Reminder to Residents The Public Works Department asks that all motorists be aware of their speed as they travel through the various work zones that will be set up throughout the Township during construction and street maintenance activity. The traffic cones, barrels and signs are there to protect both the workers and the motorists. So please, watch your speed and obey the signage. POLICE BLOTTER ACTIVITY AWARENESS: U.S. Census Bureau employees will be canvassing neighborhoods over the next few months to collect data for the 2010 Census. Census Bureau employees can be identified by an official U.S. Government Census Bureau ID card. They may be on foot or in nondescript vehicles and usually carry a portable computer device. They are authorized to conduct contacts by telephone and door to door but will not enter your home. Your participation is required by law and your answers to census takers will remain confidential. Crime fighting requires partnerships and community commitment. * The second day the Crime Tip page went live; we received a confidential on-line tip. The subsequent investigation resulted in the search of a township residence, seizure of marihuana, cocaine, heroin, and drug paraphernalia, as well as the successful incarceration of a drug dealer. As soon as the ground dries out enough to get equipment into the park, the pavilion donated by Harold Hartlaub, the West Manheim Lions Club, and concrete work by Keith Smith Contracting will be installed. The Park and Recreation Board will be ordering additional picnic tables, grills, and ash containers to complement the new pavilion. In addition, two regulation-sized sand volleyball courts will be installed near the pavilion. The Board also hopes to open a dog park by early summer; again the schedule will be weather-dependent. P lan to attend St David's Lutheran Church's "Cool Cars and Ice Cream Crank-Off" scheduled for June 26, 10 a.m. - 2 p.m. at St. David's Lutheran Church. The event will feature a car show and ice cream making contest. Proceeds will go toward the purchase of playground equipment for the park.
