What is the population of your community? city/town Population of the City of St. Paul is 272,235. Ramsey County’s population is 485,765. 2. Where is your organization located? The Ramsey County Parks and Recreation Department conducts the Mighty Kids program. The program locations are within four of the ten county arenas located in the City of St. Paul. 3. Provide a detailed overview of your organization, including date established, office location, structure, staffing, volunteer involvement, etc. The Mighty Kids Steering Committee has been in existence since 1998. The Mighty Kids Steering Committee is comprised of representatives from the Ramsey County Parks and Recreation Department, St. Paul Parks and Recreation Division, St. Paul Community Education, Como Area Youth Hockey Association, Harding Youth Hockey Association, Highland/Central Youth Hockey Association, Johnson Youth Hockey Association, St. Paul East Hockey Association; West Side Youth Hockey Association, MAHA District I Diversity Committee and staff of the Ramsey County Learn-to-Skate Program. I have attached a copy of our Steering Committee roster, along with a copy of our flow chart of subcommittees. 4. How is hockey involved in your organization? The Ramsey County Parks and Recreation Department, with its eleven ice arenas, has a rich tradition of providing indoor skating and hockey opportunities for youth and families in the St. Paul and suburban Ramsey County area. The targeted population for the Mighty Kids Skating Program is children within the City of St. Paul who qualify for the free and reduced lunch program. 5. Provide specific examples of how your organization benefits youth. The Mighty Kids Steering Committee provides financial assistance (scholarships) and affordable hockey program opportunities for St. Paul inner-city youth. The St. Paul inner-city hockey community is very supportive of the Kyle Peterson Mites and Mighty Kids Skill Development programs. The Mighty Kids Program represents a very diverse and economically challenged area within the City of St. Paul. With 68% of school students on the free and reduced lunch program, we believe that, by providing these programs, we not only help inner-city hockey programs recruit new children within the community, but help sustain and build their program in the future. 6. ARENA REQUESTS (please check off boxes to detail the status of your arena) Ramsey County currently owns and operates eight (8) single sheet practice arenas, one two-sheet multi-use arena (Charles M. Schulz-Highland) and one auditorium arena (AldrichArena). Charles M. Schulz-Highland Arena serves as a year-round ice arena. Aldrich Arena in the off-season is host site to variety of dryfloor activities including; concerts, in-line skating, and exhibit and trade shows. a) b) c) d) e) f) g) h) constructed being constructed If your arena is currently being constructed, what is the total cost for the project? ________________________________________________________________ natural ice X artificial ice X sand floor X cement floor X in-use (currently playing hockey) not in use How many dressing rooms? How many ice surfaces? (i.e. single/double) (9) single (1) double sheet Who owns the arena? Ramsey County List other activities your facility is used for (i.e. swimming pool, curling rink etc.) Within our ten arena system, we are the host sight for five (5) parent-youth hockey associations, two figure skating schools, and over 200 youth and adult hockey, broomball, ringette and ice Page 2 of 5 Appendix 5 i) sport organizations. In the off-season, we also host youth and adult in-line skating leagues. If this is a building-related request, specify how the funds will be used. Include a detailed budget as well as financial quotes. Include status of your project and proposed timeline for completion. MUST INCLUDE PHOTOS. NA 7. If this is a hockey equipment program, specify how much equipment is needed and what your criteria is to receive this equipment within your program. Our request is for ongoing replacement of equipment to support the after school Kyle Petersen’s Mites Program along with four Mighty Kids Learn-to-Skate and Skill Development program sites. I have attached the program budgets for both the Kyle Peterson Mighty Mites Program and the Mighty Kids Skill Development Program. Total annual replacement cost for equipment is approximately $11,500 annually. Equipment Criteria – Each program participant is fitted and given a bag with their name on it. It is stored in the child’s home arena and available upon request or during the program activities. 8. How does your program make hockey available to children who would not otherwise not be able to play? Describe in detail. Most St. Paul inner-city youth, particularly kids of color, face economic barriers to joining youth hockey teams or figure skating programs. This is primarily due to the high cost of equipment and participant fees charged by hockey/skating associations or clubs. The Mighty Kids Steering Committee has developed a framework for a more comprehensive program, which addresses these barriers. This new approach addresses issues of exposure and additional opportunities for experiencing the ice sports throughout the community. Expanded program components also include providing financial scholarships for youth once they join area youth hockey association programs. The following describes in more detail the three program components: Step #1 - Exposure After School Program for First Grade Youth - Since 1993, the Ramsey County Parks and Recreation Department has been teaming up with the St. Paul Community Education Department and Parks and Recreation Division to provide a fall after school learn-to-skate program for inner-city youth at Gustafson-Phalen, Pleasant, Ken Yackel-West Side and Biff Adams arenas. The program is a six-week program provided free to the children and is supervised by St. Paul Community Education staff. Participants are bused directly from their schools to the arenas. Ice time, skates, helmets, kneepads and warm clothing are provided as part of the program. The program includes five one-hour lessons, directed by a paid on-ice coordinator with assistance from high school hockey team players from the St. Paul and Suburban Conferences. This program introduces 200240 inner-city first graders to skating each year. We will continue to provide this free program as one means of meeting our goals in providing increased exposure to the sport of skate. Step #2 - Access Skill Development Program - After completion of the after-school learn-to-skate programs, participants will be encouraged to participate in a skill development program. This program is held on Saturday mornings at four (4) arenas throughout the community (Charles M. Schulz-Highland, Biff Adams, Ken Yackel-West-Side and Harding). The program is conducted for 12 weeks throughout the winter season. The program is coordinated on-site by an on-ice coordinator and supported by volunteers from area youth hockey associations. The primary objectives of the program are skill development, building self-esteem and making connections within their neighborhood hockey community. All equipment is provided to the youth. A minimal registration fee of $20.00 is charged, if child qualifies for the free and reduced lunch program, or $60.00, if not. Page 3 of 5 Appendix 5 Step #3 - Integration Integration into Youth Hockey or Skating Programs - After completion of the skill development program, the children will be invited and encouraged to join their neighborhood hockey or figure skating program. These children will also be loaned equipment for the program and provided with a scholarship voucher that entitles them to an 80% discount off the normal program registration fee. The neighborhood hockey association or skating program are reimbursed by the Mighty Kids Scholarship Program. Up to $10,000 in scholarships are awarded annually. 9. How many children are involved in your hockey program? • Kyle Peterson Mites – (6 sessions X 40 youth = 240 youth annually) • Mighty Kids Skill Development Program - (10 weeks x 60 youth x 4 sites = 240 youth annually) • Mighty Kids Scholarship Program – approximately 100 youth and families ($10,000 annually with average scholarship of $100 each) 10. How much does it cost each player to participate in your hockey programs (annually)? • Kyle Peterson Mites – (free) • Mighty Kids Skill Development Program ($20.00 if on free and reduced lunch program or $60.00, if not) • 11. Detail all of your past and current fundraising initiatives and how much money was raised at each event. We do a variety of fundraising initiatives, including program sales at “Wild” games and grant writing. Please see attached revenue report, which provides details of revenues raised since program inception. 12. a) List all contributors, including corporate sponsors, grants and individual donors, and the amount of money donated from each organization. I have attached for your reference a revenue report on fundraising efforts since the start of the program in 1997. The program originally got started with a $20,000 inner-city hockey grant supported by the Minnesota Amateur Sports Commission. Since that time, we have depended on many mini-grants that range from $800$2,000. Also, our scholarship program is a separate account (see account balance sheet provided) and is supported by individual contributions through a County employee-giving program, along with commissions derived from our contractual agreement for our Figure Skating School and an annual contribution of $2,000 from the Minnesota Hockey Diversity Committee. b) Include the total money raised specifically for this project and how much money remains to be raised. The total annual budget for the three Mighty Kids programs is $61,250. Approximately $21,000 of this expense is supported as an in-kind contribution by the three supporting organizations. Approximately $7,000 is collected through user fees with the remaining $33,000 to be picked up by fundraising and grant support. To date, we have secured $6,000 of the $10,000 needed for the 2003-2004 scholarship program; however, we are still in need of approximately $20,000 to support our replacement equipment orders, ice time and on-ice coordinators for the 2003-2004 season. Please see current account status report provided. c) How much money is received from these contributors annually? I do not have any one ongoing contributor. The St. Paul Star Grant Program has been our biggest contributor with an annual contribution of approximately $6,000-$8,000 annually. Unfortunately, the focus of this granting program is moving away from supporting inner-city youth programs to that of low-income housing, which is another great need within the St. Paul inner-city community. (No funding for 2004). d) List organizations that have declined your requests for funding? In 2002 and 2003, we applied to the NHL ASSIST grant program and were declined. Just recently, we were denied our request to the St. Paul STAR Grant Program. Page 4 of 5 Appendix 5 13. What is the total amount of funding desired from Goals and Dreams? $10,000 to $20,000 annually for two years. 14. Detail how your organization would use funds received from Goals and Dreams. Grant funds would help support the annual equipment replacement purchases, ice time and instructor fees for skill development programs. Please reference attached program annual budgets. The number of people who use arenas is changing. Refrigerant mandates and aging infrastructure require the county to take a close look at the future of the arena system. The County Board enlisted the help of an appointed task force to review, listen and make recommendations. Thursday, November 5 6 p.m. Merriam Park Recreation Center 2000 St. Anthony Ave Saint Paul, MN 55104 The Ramsey County Board of Commissioners has created an Ice Arena Task Force to analyze the county’s 11 arenas, which house a total of 13 sheets of ice, and make recommendations about their future. Driving the need for a task force are the county’s changing demographics and a change in state law that bans the current cooling system. Updating the cooling systems would require the county to invest $500,000—$1,000,000 per arena. Community members are invited to attend the meeting to learn more about task force, ask questions and provide input. For further information contact: Sara Ackmann, Director of Operations 651-748-2500 | [email protected] parks.co.ramsey.mn.us Appendix 12 Arena Task Force Feedback themes from the community Input meeting Total Attendance: Positive: • • • • • • • • • • Benefits other local business. Ie restaurants, bars, Proximity – close by to many community members Very well maintain and clean It’s a home away from home for many users Many arenas are in safe neighborhoods, the users feel safe going there It provides a home arena for youth and high school hockey teams Frogtown Curling Club has been able to grow its member base Many arenas are used as “band aid” rinks to serve the recreational users Great staff Best ice Negatives: • • • • • • • • • • • • • • • No concessions In need of bigger locker rooms Some facilities need to be updated and modernized…. Ie Wi-Fi, and streaming technology County arenas are cold Facilities are dated Parking lot thefts – White Bear County Arena parking lot is dark No skate sharping Acoustics at VSC are terrible Rest rooms not easily found Give larger, high school-quality team rooms The Blades geographic assignment of arenas could be better No concessions at Harding Figure skaters don’t want hard, cold ice Hockey players don’t like Pleasant’s softer, warmer conditions Appendix 12 Who should the arenas serve? • • • • • Priority should be Ramsey county residents but they should serve all ice arenas users The County system is really serving the region The rink schedules are basically full – “end of story” Would a seniority system work? If this was not an ice arena, what would you like it to be? • • Multi-use facility with ice sheets, restaurants, bar, waterpark close by or attached • • Hard to visualize • • • • • • • Most still wanted to have it as ice arena with some updates, no one could see it as a different usage Invest in the recreational needs of new cultures/demographics – be responsive to resident needs Cold storage warehouse Warehouse space without pillars in the way and high ceilings is attractive Look for trade-offs – be creative with land swaps Indoor “box” lacrosse – 75 high school programs MN Loons/Majority of the lacrosse kids are from Ramsey County Box lacrosse is year round creating an arena destination Softball/baseball batting cages Indoor soccer Upgrade some to current standards and repurpose others custom to the surrounding community How should it be funded? • • Keep it the same with support from tax dollars • • Are there different funding avenues to look into from the state or county? • • • Look at pricing model where you charge more from users who are not identified as Ramsey County residents. If a different pricing model is created, who will then get priority, the ones paying the higher fee to help maintain the facility, Ramsey County residents or first come first serve? It would be nice to have the arena as a membership program like the Community Center. 11/10/2015 3:11 PM 114 Nothing. It should stay the same! 11/10/2015 3:11 PM 115 Field house, floor hockey, similar athletic event use 11/10/2015 11:35 AM 116 Unknown. 11/10/2015 10:37 AM 117 A new ice arena! 11/9/2015 10:28 PM 118 Don't repurpose it! We need the hockey arena for our kids... 11/9/2015 8:09 PM 119 Ice aena 11/9/2015 8:04 PM 120 We need the ice in particular for girls hockey. I played hockey right after Title 9 occurred and the girls were required to put skates on without a warming house, shovel the snow off the rink and use our time prior to 8 am (in the dark no less because the warming house wasn't open) so the boys teams could use the outdoor ice.....and this was just as the indoor arenas were being built, so girls never got the opportunity to really play hockey because everyone 11/9/2015 4:15 PM was so frustrated with what our responsibilities were to use "any" outdoor ice and had to prep everything for the boys to play, talk about continued discrimination even with Title 9! Now that girls are allowed to play with the same facilities, the St Paul Blades are still pushed over to the West side although most girls live in the Highland Park/Mac Groveland area....2nd class citizens again! We need the ice whether it is used by Johnson/Como, Highland Park or the Blades along with Highland Central hockey, SPA or Cretin Derham Hall. 121 Get rid of Cretin Durham High School 11/9/2015 4:05 PM 122 indoor roller hockey, various events that need a large floor 11/9/2015 3:42 PM 123 Keep the arenas purposed for ice rinks. 11/9/2015 2:20 PM 124 no repurpose 11/9/2015 12:18 PM 125 Indoor tennis. 11/9/2015 12:11 PM 15 / 23 Arena Task Force - Arena User Survey Appendix 12 126 2 ice arenas! 11/9/2015 10:32 AM 127 I am strongly against repurposing any county arena for another use. There are not enough arenas in the county to provide affordable ice time to girls teams or to public school teams. Private schools have taken most of the ice time at public arenas instead of building their own because the county needs 11/9/2015 9:40 AM money. Repurposing existing arenas would further decrease the opportunities for the public to find ice time. 128 NA 11/9/2015 9:10 AM 129 n/a 11/9/2015 12:17 AM 130 ice arena 11/8/2015 5:18 PM 131 Repurposed in the state of hockey? 11/6/2015 5:56 PM 132 I would not want it to be repurposed. 11/6/2015 5:42 PM 133 Golf dome; indoor park with appropriate equipment and structure for children. 11/5/2015 1:54 PM 134 Bad idea since there is already a shortage of ice time at some arenas. 11/5/2015 12:43 PM 135 Nothing. Answered: 94 Skipped: 80 # Responses Date 1 I appreciate playing at Ramsey County rinks, especially Schulz (Highland) and Pleasant. 11/30/2015 10:56 AM 2 I play in men's league. The whole operation is run very well. Price for ice time is fair. No changes need to be made. 11/29/2015 8:34 PM 3 Nothing 11/29/2015 3:38 PM 4 Allow more local partnerships to help with management and operations and set a priority for ice to local youth programs... especially residents of Ramsey 11/29/2015 2:44 PM County. 5 Better hear for seating area 11/29/2015 1:43 PM 6 Ramsey County employees, especially those currently working at Oscar Johnson, could use a course of public relations and encouragement to be pleasant 11/29/2015 1:41 PM and helpful to their customers who are renting ice at OJ. As a parent of a Como Park Sr HS son playing hockey there using this arena as our home ice after having no home ice last year (due to the coliseum closing down their sheet) we are excited to be back and have not felt welcomed at all. In fact, rumor has it the staff member there has stated he "hates" us. I'm sorely disappointed that an employee of Ramsey County, where I live, work, run a business, shop and spend most of my time has such a poor attitude. It's really disappointing and discouraging. With this kind of 'customer service', were we to have a choice to play elsewhere, I would choose to do so. 7 The use for hockey is a wholesome way to get youth positive influence of sports and discipline. 11/29/2015 1:08 PM 8 Please keep the arenas available for youth hockey and curling at Frogtown. 11/28/2015 10:59 AM 9 Provide online access to available ice times and pricing, more reliable access to someone who can actually sell ice time (i.e., run it like a REAL business!), increased ice time availability, improved facilities (good example: the visitor lockerroom boxes for Pleasant Arena are abhorrently tiny, unheated, and the doors don't close properly!) 11/27/2015 6:38 PM 10 I play hockey at West Side and Highland. I've had my phone stolen at West Side. Ice isn't very good either. Location is fine. Just need to be more secure. Ice is slushy in warmer months. Overall experience at Highland is good. It's just as good as suburban arenas. 11/23/2015 5:24 PM 11 Your staff needs to get out of the office and watch the rinks and Locke rooms, too many times stuff is disappearing from rinks even when doors are locked. No one wants to come to the rinks cause of problems and is telling us to pay more money and go elsewhere if we have to. 11/23/2015 12:56 PM 12 More security around West Side Arena 11/23/2015 11:34 AM 13 The Ramsey County rinks have given numerous kids in the community opportunities to learn to skate, figure skate, speed skate and play hockey and I hope it continues to be a part of the new generation of kids ahead. 11/23/2015 11:16 AM 17 / 23 Arena Task Force - Arena User Survey 14 Appendix 12 Every rink should have a water fountain a)-that works (well); and b)-that has a bottle-fill option that is fast and efficient. The new ones with the optical 11/23/2015 11:12 AM sensor and bottle saver count work great, the ones with a small spout are always broken, tough for kids to work the toggle on, and/or very slow to fill a bottle. There is always a backup to fill water bottles at rinks without them and it would encourage spectators or casual visitors to re-use there own bottles. The fountain on the upper level/concourse of Aldrich should actually work. 15 County should work with parks and rec and schools to support getting little ones into hockey. We are the state of hockey! 11/23/2015 10:19 AM 16 I urge you to keep them open for hockey, especially youth hockey. I believe the interest is there, kids need to be introduced to the game and have a place 11/23/2015 10:04 AM to improve and play with friends. 17 I have 3 daughters playing hockey primarily at Ken Yackel, Pleasant, and Johnson Arenas. They are young, 3-11. They love hockey in St. Paul, it is a 11/23/2015 9:55 AM fabric of who we are. Youth hockey in Minnesota is unique to our culture. We should encourage kids to play more. Ramsey County should help market youth hockey and get creative on daytime usage like many other arenas. I feel our arenas should be prioritized up there with our rec centers. I understand that might mean closing some, but it should then be expanding others. Maybe the Wild could get more involved with it's host city. Red Bull crashed Ice should be another major sponser opportunity. Please support St. Paul Youth Hockey in whatever decision you all make. 18 Ramsey County should be aware of the environment that is created in each arena. Not all arenas are running smoothly for the customer base. 11/23/2015 9:34 AM 19 From my perspective with the inaction over the past decade Ramsey County has created a bad situation that should have been already addressed. Now this inaction constitutes a situation where many people are scrambling to not close arenas. This should not have been the case. It is also frustrating that 11/23/2015 9:30 AM Ramsey County task public meetings are occurring prime season for figure skating and ice hockey, thus reducing the number of people who are participating in the meetings due to the fact that those people most affected by the potential changes in the facilities are at the facilities using the ice time booked months in advance. This year I have skated at Oscar Johnson, Ken Yaekel, Pleasant, Vadnais Heights, Harding, Gustafson-Phalen, Highland North and Highland South. Later this year we will skate at White Bear and Shoreview leaving Biff Adams as the only Arena that I will not utilize this year. Many of these facilities need upgrades, not just new ice making equipment and infrastructure, but locker room, meeting rooms, warming areas, concessions, and other similar amenities. At the same time their are grants available from the Federal Government to make these facilities more green and self sufficient. Geo Thermal systems to improve the heating and cooling of the areas and reduce the cost of operating the ice making equipment. With large roofs and many in open areas partnering with Xcel Energy or other Solar Power Companies to install large Solar Arrays to produce electricity to meet much of the power requirements of the arenas. Ramsey County needs to partner more with the local associations to increase participation and create more life long users. Maybe provide reduced cost or free ice time for learn to skate programs or learn to play programs for not only figure skating and ice hockey, but other activities like speed skating and bandy. I know that many of these associations and clubs will provide volunteers to help with these activates it is just the cost of the ice that is keeping these events from occurring. What ever happened to the Recreation Hockey Program that was sponsored/supported by Ramsey County? Mighty Kids (http://www.co.ramsey.mn.us/parks/mighty/docs/Background.pdf) should this program be expanded. Should it include other activities like figure skating and speed skating? Is there more partners out there to help cover the costs of improvements? Hamline University for the use of Oscar Johnson. What would they need facilities wise to be a more active participant, maybe club hockey or rec hockey. Would organizations like the Adult Hockey Association, Hockey Finder and Just My Speed Hockey be able to partner and create better opportunities? Adopt an Arena options. 20 User groups could not afford the ice without some tax help. As residents of Ramsey County our tax dollars should go to the facilities to make things affordable. 11/23/2015 9:08 AM 21 No comments 11/23/2015 8:41 AM 22 More outreach to get people interested in skating. 11/23/2015 8:22 AM 23 Your ice registration for leagues is your problem. I know many who have just stopped getting ice at your facilities for that reason. 11/23/2015 8:03 AM 24 The staff at Pleasant is great, efficient ice cuts and good cleanliness. My issue is with the bullying that happens at Pleasant by St. Paul Figure Skating Club coaches and their students which has resulted in a poor training environment and departure of many skaters and coaches since June 2015. 11/22/2015 3:39 PM 25 Please do not allow this behavior to continue in your facility. 11/22/2015 10:56 AM 18 / 23 Arena Task Force - Arena User Survey 26 Appendix 12 Seems more dual-sheet facilities would make sense and allow for cost savings. Since we will no longer spend our many ice dollars at the St Paul Figure 11/22/2015 10:31 AM Skatig Club, we've traveled to other arenas and have seen some wonderful facilities. Pleasant Arena leaves a lot to be desired. 27 Methods to check in with organizations that use the facility to assure they are behaving appropriately, check ins with groups boards of directors, especially 11/22/2015 10:11 AM if tax mo ey is used to maintain the facility and keep ice costs down, I was a Ramsey county resident who was discriminated against because if my age, bullies and harrassed, and ultimately felt I had to leave. 28 Ramsey County rinks should be rented first and foremost to associations based in Ramsey County (White Bear Lake, Mounds View, Roseville etc.) NOT 11/21/2015 1:47 PM associations based in Washington County(Mahtomedi), or Junior Hockey teams with little community interest. Those outside entities should only be allotted ice time AFTER Ramsey County-based Hockey Associations have filled there needs. 29 Some Adult only open skating re on the weekends 11/21/2015 12:11 PM 30 Please keep rinks available for affordable, sane hockey programs! 11/20/2015 3:27 PM 31 Please do not close any arenas. I know they need investment, and we must do this for our children and citizens who love hockey. With childhood (and adult) obesity, depression, seasonal affective disorders, etc--we must offer this outlet for all who are interested. We need the arenas to be upgraded, safe, 11/18/2015 5:27 PM and accessible financially and in the neighborhoods. We are the state of hockey and Ramsey County can lead the way in upgrading facilities in our east metro area. Smaller arenas like Pleasant and West Side should be invested in, not just Schultz. Thank you! 32 Sandy LaBore is extremely organized, no slights against her part of the reservation process. But it would be easier to book more with Ramsey if we didn't 11/18/2015 12:40 PM have to have our schedule requests in so very far in advance. 33 We are a hockey family. And, I would advocate for all of the rinks remaining open. I am assuming that there will be a push to close some locations due to the cost to upgrade. I think the county ought to change how some of the arenas are funded. There are arenas that are primarily used during the hockey season by associations outside of the county. Examples: Mahtomedi is a heavy user of White Bear Arena (Orchard Lane); Woodbury is a heavy user of the Harding arena. Both are likely the top users of those arenas during the season. If they want them to remain open and to continue to use them, Washington County and/or these associations ought to pay some of the associated expenses beyond just renting ice time. Perhaps, Washington County could be asked to contribute to the costs. I think West Side is heavily used by associations located in Dakota County (Sibley, Eagan) as well. Though I don't think it's to near the extent that White Bear Arena (Mahtomedi) and Harding (Woodbury) are. Ramsey County shouldn't be "subsidizing" hockey associations 11/18/2015 10:29 AM that are located in neighboring counties. --I read some of the Task Force meeting minutes and see that this topic appears to have been discussed (county users vs non-county users). Before discussing any closures, I think this avenue ought to be pursued. 34 Minnesota youth rely on sports and activities to keep kids engaged and learning life skills. These resources have been around for over 40 years and to take them away now would only deprive kids of opportunities. To raise rates would only serve to make hockey and other ice activities the privilege of the wealthy. Rather than do that, we should be making these sports and activities available to a wider range of families in Ramsey County. 11/16/2015 9:41 PM 35 Two of my three children play for Edgecumbe hockey and my third child takes skating lessons at Plesant. They are a part of two great organizations. The programs are affordable and close to my home. Skating/hockey should not be an elitist sport. It will be in St. Paul if affordable close rinks are not available to families. 11/15/2015 8:46 PM 36 I would really like to see the St. Paul Blades girls hockey program moved to a more centrally located arena. West Side is a terrible location for a city-wide team to be using. And the promise of locker rooms at West Side is not terribly helpful since the room isn't heated. Who wants to wear cold, wet, and/or frozen hockey gear everyday? 11/15/2015 10:02 AM 37 It is important for all kids and adults to have easy access to arenas in order to play the revered game of hockey, to stay healthy, and to learn to be part of a team, without sleep deprivation from early morning ice time. If cuts need to be made in the budget, it would only be fair to have cuts in all areas and not just ice arenas. 11/14/2015 10:02 PM 38 Please leave the West Side arena. It is so great to have and convenient! 11/14/2015 9:54 AM 19 / 23 Arena Task Force - Arena User Survey 39 Appendix 12 Build new arena at TCAP. TCAP is County owned land, good central location and can provide adequate parking space and has good access off Highway. 11/13/2015 2:31 PM Many Ramsey County communities will benefit. North Oaks, Mounds View, New Brighton, Shoreview, Arden Hills, Vadnais Heights, Roseville, St. Anthony Village. Tear down Shoreview Arena and sell land to offset construction of new arena at TCAP. Don't waste $ investing in Shoreview Arena unless the entire arena is rebuilt. The facility beyond the ice refrigeration system must be replaced. Do not repave the Shoreview Arenas parking lot as part of water treatment plant construction, take $ and invest in new Arena. 40 Work in Partnership with Youth Hockey organizations 11/13/2015 8:04 AM 41 Have more open hockey for kids-we are willing to pay in the off season. Have activities like skate with Santa or borthday parties. 11/13/2015 6:43 AM 42 Allow associations to run concessions with volunteers during events and split the proceeds with Ramsey County 11/12/2015 11:26 PM 43 Add additional parking to highland arena near south rink and try to find a way to make more revenue in the off season 11/12/2015 9:54 PM 44 Especially given popularity of ice hockey in MN, I think it's appropriate that county contributes funds to maintain ice arenas but agree that those who use 11/12/2015 3:38 PM the arenas also need to pay. Open skate prices are very low - could certainly increase those. Would NHL provide some support? 45 Don't go crazy with amenities and upgrades. Keep the sport affordable and accessible for all. 11/12/2015 1:51 PM 46 Offer free skating. There are times when the rinks are not rented. Open them up, charge admission and let the community skate. Also offer rentals for 11/12/2015 11:04 AM those learning to skate. 47 Use of the ice arena's for recreational and competitive hockey and skating is extremely important to numerous Ramsey County families. It allows our children (I have 2 in hockey) an opportunity for skill development, growth, exercise, positive sportsmanship, camaraderie, self-discipline and enjoyment. 11/12/2015 10:33 AM 48 The West Side Arena is, as far as I now, the only indoor ice rink on the West Side. Closing it will mean that people on the West Side will either have to travel a long distance to skate or will stop skating all-together because the cost of travel (both time and money) will out-weigh the benefits of skating (excercise, team-building, fun, etc.) 11/12/2015 10:32 AM 49 Have a two-tiered rental system. Resident users (tax-payers), non-resident users 11/12/2015 10:17 AM 50 Build third sheet at Vadnais. As non-hockey families increase in certain areas, maybe hockey families move closer to suburban rinks 11/12/2015 10:13 AM 51 Our family has two hockey players. We love the little arenas nestled into neighborhoods. We appreciate not having to drive out to the burbs for ice time. 11/12/2015 10:12 AM 52 No need to improve anything other than new refrigerant. I know that is essential. It is worth the price to do this for all of the arenas. This is the State of Hockey. Let's keep Ramsey County the County of Hockey! PLEASE DO NOT CLOSE ANY ARENAS! Thank you for your consideration. 11/12/2015 10:06 AM 53 Our Shoreview rink staff is so wonderful. The same guy is there from last year and he is always willing to help us with anything that we may need. Our kids like him as well, our youngest loves the Zamboni and the worker is always so sweet in talking with him about them. Our building is in major need of updating and repairs, but please don't close it or let us lose our great evening guy (his name is Tom) that is there! The building has never looked cleaner and felt more welcoming since he has been there. 11/12/2015 10:00 AM 54 upgrade your facilities - they are old and outdated. 11/12/2015 9:45 AM 55 We are an Edgcumbe Hockey family and our 3 children all have thrived in this program using Ramsey county rinks. It is very important to us and to the 11/12/2015 9:31 AM future of our city that these rinks remain operational. 56 More outdoor rinks if indoor ones must be closed. But practice times are already outrageous with existing limited indoor rinks 11/12/2015 9:26 AM 57 We as a community and the task force need to understand the importance of these arenas to the viability of hockey in St Paul. Without ice time you will not be able to continue to grow hockey for the youth. More than ever, we as parents are trying to get our kids involved in physical activities, hockey is a great option especially for the winter. Investing in facilities, such as arenas, is investing in the future of young kids and hockey itself. We need to think long term, what really is most important, I would say investing in the kids. Ask any 65 years old plus, they would say invest in the youth. 11/12/2015 9:23 AM 20 / 23 Arena Task Force - Arena User Survey Appendix 12 58 Please keep the rinks! St. Paul population is only growing and producing more potential hockey players :) 11/12/2015 9:13 AM 59 as indicated, preference and Ramsey county pricing should be in place and out of county groups using arenas should pay more. Rates per hour should be raised and better marketing of ice time to groups out of county that are looking for ice time should be explored vs. closing arenas. I have 3 kids that learned 11/12/2015 9:02 AM to skate through the now gone Mighty Kids programs and utilize the West Side arena through Edgcumbe hockey. What about having Hockey associations partly own/rent the arena in whole, similar to the rec centers (Blackhawks now "owns" Orchard). Ramsey County parks budget as a whole should be examined for line items that can be lowered, a blanket closing of arenas in the state of hockey would be unfortunate. 60 Demand for public skating at Saint Paul rinks would increase if the rinks maintained routine schedules and posted those schedules publicly (such as on their websites). 11/12/2015 9:02 AM 61 Make better lounge area for waiting parents & children, internet, tv, couches, chairs, tables, snacks. 11/12/2015 9:01 AM 62 Keep funding for our kids 11/12/2015 8:50 AM 63 We use tax dollars to support theater, arts, stadiums, and golf courses. Ice arenas should never be taken off this list, especially in Minnesota and with the number of kids, hockey programs, and skaters. 11/12/2015 8:47 AM 64 Add better lighting in parking lots and pave them so not so many holes. 11/12/2015 6:55 AM 65 I like the Ramsey County ice arenas. They are close and easily accessible. I realize it might be hard to compete with newer arenas with lots of bells and whistles, but I like the basic no-nonsense Ramsey County arenas. Help keep ice time more affordable for smaller programs. Like Westside, OJ, miss saying practice is at Biff. 11/11/2015 9:00 PM 66 3 of my 4 kids play hockey in them ranging from high school (St. Paul Blades) to mites. I too play adult hockey (AHA) and use many of Ramsey county's rinks. This is the state of hockey, not Texas. 11/11/2015 7:47 PM 67 We are very grateful for our Ramsey County rinks. Hockey is affordable and accessible. 11/11/2015 7:28 PM 68 It's absurd to think how much money has been poured down the drain in regard to the public school system, the subsidy programs, and administrative salaries in the county. Why in the world would you go after parks or arenas that actually demonstrate positive changes in the community. St. Paul is the capital of the State of Hockey. Sports, including hockey and figure skating, provide character and community growth far more than what is handed down to our citizens through the county administration in general. 11/11/2015 6:54 PM 69 Just like there are fields for soccer, baseball and football, playgrounds and rec centers, this is what makes Saint Paul such a warm community. Please do not close arenas. They are the only means for our organization to be able to exist: affordability and location. My children play for Edgcumbe Hockey. This is a family friendly league that offers scholarships, equipment and a chance for children to build relationships and skills through sports. Please do not take that away. It's what makes Saint Paul great. 11/11/2015 6:46 PM 70 We need more ice time not less. 11/11/2015 6:35 PM 71 Add a few more vending machines at arenas, and keep the spectator heaters in good working condition. 11/11/2015 5:16 PM 72 Close the Golf Course and Dome repurpose golf dome to soccer 11/10/2015 9:58 PM 73 More open skate time. 11/10/2015 9:40 PM 74 Edgcumbe Hockey is a way for many kids to experience hockey that would otherwise not be able to. So many people and organizations are talking about multi-sport athletes and not burning kids out. Organizations like Edgcumbe help continue the cultural traditions of winter sports in MN. We are Minnesota. Who will we be without hockey? Iowa? (gasp!) 11/10/2015 8:19 PM 75 Why not make the Shoreview Ice arena as part of the community center as you have updated the community center, and now the County Library in Shoreview. It would be nice to have the arena as a membership program like the Community Center. Obviously not to use ice during the hockey season when it is being used by hockey teams, but during the off season as well to allow kids/adults to develop better skating skills. 11/10/2015 3:14 PM 21 / 23 Arena Task Force - Arena User Survey 76 Appendix 12 Consider City and other community organizational support. Allow for community center membership at city and county facilities to help with user fees and 11/10/2015 11:39 AM enable wider acces to facilities for members. For example Shoreview member access Vadnais facilities etc. 77 Reduce rates to book more ice time. Unused ice time due to rates benefits no one, reduce the rates, then have additional open skates, and open hockey. 11/10/2015 10:40 AM Are their currently any "drop-in" Hockey Times at any of the Ramsey County Arenas? 78 I live in Ramsey county and use the suburban rinks through our hockey association (Mounds View). I am concerned that decisions will be made across the 11/9/2015 10:48 PM board, rather than looking locally at what really is the case. I followed media reports (KSTP) which, of course, over-dramatized the issue quoting Oyonagi saying universally there is a decline in ice sport. Yes, there is a decline in the city, along with decline of all sports there. But we really rely on our local rinks in the suburban locations. So if you need to close the city rinks, do so, but please don't turn it into a politically correct event by cutting suburban rinks just because you did so in the city. Thank you. 79 We are in such great need for ice for our skaters... 11/9/2015 8:10 PM 80 Replace the lady at west side arena 11/9/2015 4:06 PM 81 The ice rinks are one of the few revenue-generating activities in the park system. Additional revenue streams exist; the county should explore a tiered rate system (higher for non-county renters), raising the levy, or selling bonds for capital expenses to address needed upgrades and operational costs. 11/9/2015 2:23 PM 82 Would be nice to consider having concessions 11/9/2015 12:18 PM 83 there are generally no concessions of any kind at the areans...these are great opportunities for either fund raising for local teams and/or to offset a small amount of operating costs. 11/9/2015 10:34 AM 84 Perhaps a well-publicized fundraiser at a couple of Wild games could raise awareness and offset tax dollars. 11/9/2015 9:41 AM 85 I would like to see girls high school hockey given the same attention for arena selection as the boys teams. 11/9/2015 9:12 AM 86 My son plays hockey with Langford Park Pee Wees. His practices are all at Oscar Johnson Arena this year. We really appreciate that this worked out, 11/9/2015 12:21 AM since we live nearby in St Anthony Park. It has been difficult other years, particularly last year, when we had to drive all over town during rush hour and bad weather to arenas like West Side, and Highland, among others. We recognize the need to drive for games, but really prefer having access to a closer facility for practices. 87 The temprature in some of the rinks needs to be addressed in regards to some of the rinks being very cold. 11/6/2015 5:43 PM 88 Ice time prices for 60 minutes at Vadnais and other rinks are too high. Also, every effort should be expended to attract league play (adults, youth camp, etc) during off season months. 11/5/2015 1:57 PM 89 Work with State Fair to fix Coliseum rink. It is a big asset for hockey playoffs and Hamline University. 11/5/2015 12:45 PM 90 Keep them open. I love what you have done to Ken yakel arena w the new locker rooms. I love linda the attendant. 11/5/2015 8:39 AM 91 Ice hockey is an important part of Minnesota's identity. Having this resource available, supported by the county, provides broad access to county residents of all backgrounds to a shared activity that strengthens our bond to our community and each other. 11/4/2015 1:47 PM 92 I live fairly close to the Oscar Johnson Arena. We just lost the state fair coliseum last year, so we are worried about losing the Oscar Johnson Arena. That would be a severe blow to the Langford Park hockey program. That program is an alternative to the more competitive and stressful mega-programs that have been infringing on the sport. My kids are on a team with their classmates and community not some bunch of strangers from all over, so their hockey experience helps expand on their friendships in their neighborhood. 11/4/2015 1:41 PM 22 / 23 Arena Task Force - Arena User Survey Appendix 12 93 Oscar Johnson is important to keep open what with the closing of the Coliseum at the fair grounds. 11/4/2015 10:00 AM 94 I will miss you Mark 9/10/2015 7:57 AM 23 / 23 Appendix 12 Arena Task Force - General Public Survey What is your ZIP code?
