NHLPA Goals and Dreams Grant Application
1. What is the population of your community? city/town Population of the City of St. Paul is 272,235.
Ramsey County’s population is 485,765.
2. Where is your organization located? The Ramsey County Parks and Recreation Department
conducts the Mighty Kids program. The program locations are within four of the ten county arenas
located in the City of St. Paul.
3. Provide a detailed overview of your organization, including date established, office location,
structure, staffing, volunteer involvement, etc. The Mighty Kids Steering Committee has been in
existence since 1998. The Mighty Kids Steering Committee is comprised of representatives from the
Ramsey County Parks and Recreation Department, St. Paul Parks and Recreation Division, St. Paul
Community Education, Como Area Youth Hockey Association, Harding Youth Hockey Association,
Highland/Central Youth Hockey Association, Johnson Youth Hockey Association, St. Paul East Hockey
Association; West Side Youth Hockey Association, MAHA District I Diversity Committee and staff of the
Ramsey County Learn-to-Skate Program. I have attached a copy of our Steering Committee roster,
along with a copy of our flow chart of subcommittees.
4. How is hockey involved in your organization? The Ramsey County Parks and Recreation
Department, with its eleven ice arenas, has a rich tradition of providing indoor skating and hockey
opportunities for youth and families in the St. Paul and suburban Ramsey County area. The targeted
population for the Mighty Kids Skating Program is children within the City of St. Paul who qualify for the
free and reduced lunch program.
5. Provide specific examples of how your organization benefits youth. The Mighty Kids Steering
Committee provides financial assistance (scholarships) and affordable hockey program opportunities
for St. Paul inner-city youth. The St. Paul inner-city hockey community is very supportive of the Kyle
Peterson Mites and Mighty Kids Skill Development programs. The Mighty Kids Program represents a
very diverse and economically challenged area within the City of St. Paul. With 68% of school students
on the free and reduced lunch program, we believe that, by providing these programs, we not only help
inner-city hockey programs recruit new children within the community, but help sustain and build their
program in the future.
6. ARENA REQUESTS (please check off boxes to detail the status of your arena) Ramsey County
currently owns and operates eight (8) single sheet practice arenas, one two-sheet multi-use arena
(Charles M. Schulz-Highland) and one auditorium arena (AldrichArena). Charles M. Schulz-Highland
Arena serves as a year-round ice arena. Aldrich Arena in the off-season is host site to variety of dryfloor activities including; concerts, in-line skating, and exhibit and trade shows.

figure skating schools, and over 200 youth and adult hockey, broomball, ringette and ice

sport organizations. In the off-season, we also host youth and adult in-line skating
leagues.

7. If this is a hockey equipment program, specify how much equipment is needed and what your
criteria is to receive this equipment within your program. Our request is for ongoing replacement
of equipment to support the after school Kyle Petersen’s Mites Program along with four Mighty Kids
Learn-to-Skate and Skill Development program sites. I have attached the program budgets for both the
Kyle Peterson Mighty Mites Program and the Mighty Kids Skill Development Program. Total annual
replacement cost for equipment is approximately $11,500 annually.
Equipment Criteria – Each program participant is fitted and given a bag with their name on it. It is
stored in the child’s home arena and available upon request or during the program activities.
8. How does your program make hockey available to children who would not otherwise not be able
to play? Describe in detail.
Most St. Paul inner-city youth, particularly kids of color, face economic barriers to joining youth hockey
teams or figure skating programs. This is primarily due to the high cost of equipment and participant
fees charged by hockey/skating associations or clubs. The Mighty Kids Steering Committee has
developed a framework for a more comprehensive program, which addresses these barriers. This new
approach addresses issues of exposure and additional opportunities for experiencing the ice sports
throughout the community. Expanded program components also include providing financial
scholarships for youth once they join area youth hockey association programs. The following describes
in more detail the three program components:
Step #1 - Exposure
After School Program for First Grade Youth - Since 1993, the Ramsey County Parks and
Recreation Department has been teaming up with the St. Paul Community Education Department
and Parks and Recreation Division to provide a fall after school learn-to-skate program for inner-city
youth at Gustafson-Phalen, Pleasant, Ken Yackel-West Side and Biff Adams arenas. The program
is a six-week program provided free to the children and is supervised by St. Paul Community
Education staff. Participants are bused directly from their schools to the arenas. Ice time, skates,
helmets, kneepads and warm clothing are provided as part of the program. The program includes
five one-hour lessons, directed by a paid on-ice coordinator with assistance from high school
hockey team players from the St. Paul and Suburban Conferences. This program introduces 200240 inner-city first graders to skating each year. We will continue to provide this free program as
one means of meeting our goals in providing increased exposure to the sport of skate.
Step #2 - Access
Skill Development Program - After completion of the after-school learn-to-skate programs,
participants will be encouraged to participate in a skill development program. This program is held
on Saturday mornings at four (4) arenas throughout the community (Charles M. Schulz-Highland,
Biff Adams, Ken Yackel-West-Side and Harding). The program is conducted for 12 weeks
throughout the winter season. The program is coordinated on-site by an on-ice coordinator and
supported by volunteers from area youth hockey associations. The primary objectives of the
program are skill development, building self-esteem and making connections within their
neighborhood hockey community. All equipment is provided to the youth. A minimal registration
fee of $20.00 is charged, if child qualifies for the free and reduced lunch program, or $60.00, if not.

Step #3 - Integration
Integration into Youth Hockey or Skating Programs - After completion of the skill development
program, the children will be invited and encouraged to join their neighborhood hockey or figure
skating program. These children will also be loaned equipment for the program and provided with a
scholarship voucher that entitles them to an 80% discount off the normal program registration fee.
The neighborhood hockey association or skating program are reimbursed by the Mighty Kids
Scholarship Program. Up to $10,000 in scholarships are awarded annually.
9. How many children are involved in your hockey program?
• Kyle Peterson Mites – (6 sessions X 40 youth = 240 youth annually)
• Mighty Kids Skill Development Program - (10 weeks x 60 youth x 4 sites = 240 youth annually)
• Mighty Kids Scholarship Program – approximately 100 youth and families ($10,000 annually
with average scholarship of $100 each)
10. How much does it cost each player to participate in your hockey programs (annually)?
• Kyle Peterson Mites – (free)
• Mighty Kids Skill Development Program ($20.00 if on free and reduced lunch program or
$60.00, if not)

11. Detail all of your past and current fundraising initiatives and how much money was raised at
each event. We do a variety of fundraising initiatives, including program sales at “Wild” games and
grant writing. Please see attached revenue report, which provides details of revenues raised since
program inception.
12. a) List all contributors, including corporate sponsors, grants and individual donors, and the
amount of money donated from each organization. I have attached for your reference a
revenue report on fundraising efforts since the start of the program in 1997. The program originally
got started with a $20,000 inner-city hockey grant supported by the Minnesota Amateur Sports
Commission. Since that time, we have depended on many mini-grants that range from $800$2,000.
Also, our scholarship program is a separate account (see account balance sheet provided) and is
supported by individual contributions through a County employee-giving program, along with
commissions derived from our contractual agreement for our Figure Skating School and an annual
contribution of $2,000 from the Minnesota Hockey Diversity Committee.
b) Include the total money raised specifically for this project and how much money remains to
be raised. The total annual budget for the three Mighty Kids programs is $61,250. Approximately
$21,000 of this expense is supported as an in-kind contribution by the three supporting
organizations. Approximately $7,000 is collected through user fees with the remaining $33,000 to
be picked up by fundraising and grant support. To date, we have secured $6,000 of the $10,000
needed for the 2003-2004 scholarship program; however, we are still in need of approximately
$20,000 to support our replacement equipment orders, ice time and on-ice coordinators for the
2003-2004 season. Please see current account status report provided.
c) How much money is received from these contributors annually? I do not have any one ongoing contributor. The St. Paul Star Grant Program has been our biggest contributor with an annual
contribution of approximately $6,000-$8,000 annually. Unfortunately, the focus of this granting
program is moving away from supporting inner-city youth programs to that of low-income housing,
which is another great need within the St. Paul inner-city community. (No funding for 2004).
d) List organizations that have declined your requests for funding? In 2002 and 2003, we applied
to the NHL ASSIST grant program and were declined. Just recently, we were denied our request to
the St. Paul STAR Grant Program.

Ramsey County Arena Task Force Charter
Charge
The charge of the Arena Task Force (ATF) is to develop priorities and recommend direction for
the future of the Ramsey County arena system.
Purpose
The purpose of the ATF shall be to:
• Develop and recommend a long term recapitalization, repurpose/replacement strategy
for the provision of arenas owned by Ramsey County and operated by the Parks and
Recreation Department
Scope
The scope of the ATF will include all arenas within the oversight of the Ramsey County Board of
Commissioners including Pleasant Arena, Biff Adams Arena, Gustafson-Phalen Arena, Harding
Arena, Ken Yackel-West Side Arena, Oscar Johnson Arena, Shoreview Arena Vadnais Sports

Responsibilities
The ATF has the responsibility to:
• Report its activities to the County Board and after analyzing the arena system, make
recommendations to the County Board as to the future of various arenas owned by
Ramsey County.
Meetings

Meetings will begin and end on time. If a task force member is late, it is his/her
responsibility to catch up after the meeting has concluded, by reviewing the meeting
notes.
If a task force member is going to be late or miss the meeting, he/she should let the
chairperson know in advance.
Members will come prepared.
Member participation is required and everyone will have an equal opportunity. The
chairperson will manage participation levels.
Members will affirm the value of other members of the team, offer support and
encouragement, and provide honest feedback.
Members have a responsibility to voice concerns and to fully explain those concerns to
the shared understanding of the team.
Members will respect the considered perspective of the other individuals in the room.
The ATF will bring any issues to the Parks and Recreation Director for discussion.
If the members of the ATF do not unanimously agree on a particular issue, the issue
shall be put to a vote. Votes require a quorum and majority support to pass.
Administrative Procedures

The ATF will meet approximately once every month for one hour at pre-arranged ice
arena locations throughout Ramsey County. Additional meetings will be scheduled
when necessary.
Committee members will select from within their number a chair and a vicechairperson.
The chairperson, or assignee, will send out an agenda and pre-meeting material, if any,
to team members in advance of the meetings.
The chairperson, or assignee, will distribute a meeting summary to each team member
prior to the next meeting.

The Parks and Recreation Department will set aside $500 for refreshments and
marketing efforts related to the ATF and community engagement.
Membership
This task force shall be comprised of members who are independent of the daily management
and operations of the County. The ATF will consist of 8 members:

Seven (7) representing one person from each County Commissioner district selected
by Commissioners.
One (1) Ramsey County Parks and Recreation Commission member selected by the
Commission.
Membership terms shall be up to one year. The ATF will dissolve after their
recommendations are presented to the County Board.
The Chair of the Public Works, Parks and Solid Waste Committee, a representative from
AFSCME Local 1935, and the Director of Parks and Recreation will serve on the task force as
non-voting ex-officio members.

Site Description: Aldrich Arena, the flagship of the County ice arenas, is in
Maplewood near the intersection of White Bear and
Larpenteur avenues, just north of the Hillcrest Shopping
Center. The arena is located on the County’s White Bear
Avenue Campus, a 26-acre multi-use parcel.
 ADJACENT LAND USES:
Mixed residential/business/recreation. Site is bounded by Goodrich Golf Course on
the east, Goodrich Golf Dome and mixed business use to the south, Ramsey County
Nursing Home on the north, and residential single family homes along White Bear
Avenue to the west.
 ACCESS TO MAJOR ROADWAYS:
Major access is via White Bear Avenue which intersects with Highway 36
approximately 1 mile north, and I-94 roughly 5 miles south. North Saint Paul Road
runs perpendicular to the site along the south.
 ACCESS TO PUBLIC TRANSIT:
Metro Transit operates bus lines numbers 20 and 15 along White Bear Avenue.
Northeast Suburban Transit also provides service to this location.

2. Parking On-Site: 498 stalls total. 176 on NW side by Saks, 244 on NE side by
Hwy 61, and 69 on south side behind buildings.
3. Site Description: This site features two (2) ice sheets and a dome. The facility is
easily accessible from County Road E or southbound Highway 61.
♦ ADJACENT LAND USES:
The surrounding land use is primarily retail. Sak’s Sports Bar is attached to the
facility but independently owned and operated. The County has 2 outlots on the site
they are offering for sale. There are car dealerships to the north and south of the
facility. Tousley Motorsports is to the west. There is a small industrial park to the
south and west.
♦ ACCESS TO MAJOR ROADWAYS:
The site borders Highway 61 on the west. Highway 694 is one mile to the south.
♦ ACCESS TO PUBLIC TRANSIT:
Route 265 bus stops at White Bear Avenue and County Road E, approximately 1.2

The Ramsey County Board of Commissioners
has created an Ice Arena Task Force to
analyze the county’s 11 arenas, which
house a total of 13 sheets of ice, and make
recommendations about their future.
Driving the need for a task force are the
county’s changing demographics and a
change in state law that bans the current
cooling system. Updating the cooling
systems would require the county to invest
$500,000—$1,000,000 per arena.

At Pleasant Arena, through St. Paul Figure Skating Club, my daughter was systematically and regularly bullied, racially profiled and harassed by coaches.

The current configeration of the Arenas makes it impossible for User fees alone to cover the cost of operating the arenas. When Ramsey County remodels

Ramsey County task public meetings are occurring prime season for figure skating and ice hockey, thus reducing the number of people who are
participating in the meetings due to the fact that those people most affected by the potential changes in the facilities are at the facilities using the ice time
booked months in advance. This year I have skated at Oscar Johnson, Ken Yaekel, Pleasant, Vadnais Heights, Harding, Gustafson-Phalen, Highland
North and Highland South. Later this year we will skate at White Bear and Shoreview leaving Biff Adams as the only Arena that I will not utilize this year.
Many of these facilities need upgrades, not just new ice making equipment and infrastructure, but locker room, meeting rooms, warming areas,
concessions, and other similar amenities. At the same time their are grants available from the Federal Government to make these facilities more green
and self sufficient. Geo Thermal systems to improve the heating and cooling of the areas and reduce the cost of operating the ice making equipment. With
large roofs and many in open areas partnering with Xcel Energy or other Solar Power Companies to install large Solar Arrays to produce electricity to meet
much of the power requirements of the arenas. Ramsey County needs to partner more with the local associations to increase participation and create
more life long users. Maybe provide reduced cost or free ice time for learn to skate programs or learn to play programs for not only figure skating and ice
hockey, but other activities like speed skating and bandy. I know that many of these associations and clubs will provide volunteers to help with these
activates it is just the cost of the ice that is keeping these events from occurring. What ever happened to the Recreation Hockey Program that was
sponsored/supported by Ramsey County? Mighty Kids (http://www.co.ramsey.mn.us/parks/mighty/docs/Background.pdf) should this program be
expanded. Should it include other activities like figure skating and speed skating? Is there more partners out there to help cover the costs of
improvements? Hamline University for the use of Oscar Johnson. What would they need facilities wise to be a more active participant, maybe club hockey
or rec hockey. Would organizations like the Adult Hockey Association, Hockey Finder and Just My Speed Hockey be able to partner and create better
opportunities? Adopt an Arena options.

User groups could not afford the ice without some tax help. As residents of Ramsey County our tax dollars should go to the facilities to make things

We are a hockey family. And, I would advocate for all of the rinks remaining open. I am assuming that there will be a push to close some locations due to
the cost to upgrade. I think the county ought to change how some of the arenas are funded. There are arenas that are primarily used during the hockey
season by associations outside of the county. Examples: Mahtomedi is a heavy user of White Bear Arena (Orchard Lane); Woodbury is a heavy user of the
Harding arena. Both are likely the top users of those arenas during the season. If they want them to remain open and to continue to use them, Washington
County and/or these associations ought to pay some of the associated expenses beyond just renting ice time. Perhaps, Washington County could be
asked to contribute to the costs. I think West Side is heavily used by associations located in Dakota County (Sibley, Eagan) as well. Though I don't think
it's to near the extent that White Bear Arena (Mahtomedi) and Harding (Woodbury) are. Ramsey County shouldn't be "subsidizing" hockey associations

Our Shoreview rink staff is so wonderful. The same guy is there from last year and he is always willing to help us with anything that we may need. Our kids
like him as well, our youngest loves the Zamboni and the worker is always so sweet in talking with him about them. Our building is in major need of
updating and repairs, but please don't close it or let us lose our great evening guy (his name is Tom) that is there! The building has never looked cleaner

I live fairly close to the Oscar Johnson Arena. We just lost the state fair coliseum last year, so we are worried about losing the Oscar Johnson Arena. That
would be a severe blow to the Langford Park hockey program. That program is an alternative to the more competitive and stressful mega-programs that
have been infringing on the sport. My kids are on a team with their classmates and community not some bunch of strangers from all over, so their hockey
experience helps expand on their friendships in their neighborhood.

Sell land for rinks not needed
for the rink that are not being used during the winter, why are we not doing youth programs out of those facilities.

Having a Pro-active administration will keep the county rinks open and viable in the "State of Hockey"
I have attend several Hockey games for my nephew at the Shoreview rink this year and the even thou the building is in need of some major updating to make it a building that people actually would like to go to the service that we receive by the gentleman that is there on Wednesday and Thursday evenings is very nice and helpful
Como Park H S has no home rink anymore since the Colisiuem stopped Ice time in that area of the county is at a premium Also for the St Paul Blades team needing ice time
paint them all green
My brother who is a coach says that the gentleman there is always on top of things very organized as far as what locker room the boys are to be in that the locker rooms are always clean Its just nice to walk in and not only be greeted with a smile but to have my little ones be greeted with a smile a "hey buddy how are you" Please let this gentleman know how much we appreciate him as we don't get treated like that at other rinks
