Living in a gated community
Tapps Island is a unique gated
community in that we have a restaurant
and golf course open to the public in
addition to accessibility to the park areas
by boat. That said, residents expect a
secure area where we know who is using
our facilities.
The board has taken steps to
improve our overall security with a
number of actions.
We have changed the key to the boat
launch. There were too many keys
floating around in possession of people
unauthorized to have keys. The keys are
labeled “do not duplicate” but there were
obviously some duplicated.
New Tapps Island automobile stickers
have been issued. If you do not have a red
oval Tapps Island sticker you must get
one on your vehicle by August 1st.
Stickers need to be updated from time to
time because
residents move
off the island,
sell cars or, for
a variety of
reasons,
information is
not current in
our records. ALL VEHICLES without a
current RED OVAL Tapps Island sticker
will be stopped at the front gate beginning
August 1st. If you are stopped please do
not blame security staff for the
inconvenience. They are just doing the
job they have been instructed to do for the
safety and security of island residents.
We now have a sticker for boat
trailers and all other trailers. It is a RED
RECTANGULAR sticker that is to be
placed on the neck of the trailer in an easy
to see area. All trailers must be stickered
by September 1st. Residents will be
required to show registration and current
licensing of the trailer if it is stored on
Tapps Island. If you are unable to come
to the office to register you may FAX or
email the registration to the office. Staff
can mail you the sticker or you may
request it be left at Security for pick up or
delivery by
Security to your
residence. Trailers
that are not
licensed may not
be stored in a
visible area to the
street or lake. They are like automobiles
in that they must be operable and licensed
or stored in a garage or off site.
RV’s are required to have a RED
OVAL vehicle registration just like all
automobiles. RV’s must have the RED
OVAL sticker by September 1 or they will
be stopped at the gate. The vehicle must be
registered to the homeowner or in the case
of a renter, to the renter with the
permission of the homeowner. RV’s
owned by non-residents may not be stored
on Tapps Island. RV’s must also have
current registration and licensing just like
other automobiles to be stored in view of
the street or lake on Tapps Island. If a
vehicle is not licensed it is being stored
which is not allowed under Tapps Island
ACC guidelines.
Only intact, operable, and
appropriately licensed vehicles may be
parked or stored outside an approved
structure;
Security will be reminding residents to
get their registrations current during the
month of July and August. Again, they
have been instructed to remind everyone.
They are doing what they have been
instructed to do. There will also be
reminders placed on the readerboard and
the A-board by security.
Please discuss this with members of
your household and frequent guests. We
hope the transition is smooth and your
cooperation is most appreciated.

The second security guard on duty for the summer
months is the patrol guard. They are responsible for
patrolling the beach area, boat launch, parks, outer island,
barking dogs, loose dogs, weight room, pool area and
monitoring parking area as well as on street parking
violations. It is a lot of ground to cover. When the weather
is nice it is busy on the island. The other guard is to
control access to the front gate. If you see suspicious
activity or something just doesn’t seem right PLEASE give
security a call at 370-0658.
New ID cards have been issued to a large number of
residents (check your statement for ID cards you may not
have picked up in the office). The Security team know
many of you by sight and name. However, please do not
be offended if they ask to see your ID card if you are using
the beach, park, pool, weight room or other Tapps Island
facilities.
All residents must sign in to the pool area. If the
lifeguard does not know you they may ask for your Tapps
Island ID.
Your cooperation is most appreciated. Tapps Island
has a very low crime rate and our vandalism has been
minimal in the recent past. By enforcing the procedures
we all help make our community safe and prevent
unauthorized individuals from using the facilities our
residents own and pay to maintain.

W.O.W. Yard of the Month - July
School is out, but June’s Yard of the Month winner has a
very interesting history lesson for each of us that should
intensify our knowledge that each of us Islander’s are a
blessed bunch to be a part of this rare and desirable
community!
Steve and Erin Ford of 2826 199th Ave. E. built their
home as newlyweds in 1984. Erin grew up in Des Moines,
Washington and Steve on Driftwood Point, before Tapps
Island was existent as we know it!
Some fun and interesting facts about Tapps Island that Steve
and Erin would like to share with us are:
Cows, rabbits and goats (and much more) roamed the Island
as it was once land leased out for a grazing area by a local
farmer.
Tapps Island was originally called Island A and Snag Island
was called Island B.
Ben Clifford was the developer who originally wanted this
prime area to become a State Park, but the locals loaded
up into Dieringer school buses and went to Olympia and
fought to keep it a paradise to be later developed (lucky
us!).
Mr. Clifford was an environmentalist and signed an
agreement with Tapps Island that the Outer Island would
be kept from being built upon and thus keeping it a
natural area to be enjoyed by all residents living on the
Island.
The original names of the streets were named after wildlife
(ie. flicker lane, goldfinch lane, hummingbird circle, etc.)
before there were ever numbers assigned to them. You
may still see some of the signs on the streets with the
original names on them. This was done when being
developed, copying how Sun River did theirs.
Back in the day when Steve’s parents were young, Tapps
Island was a Puget Power camp.
Steve and Erin are a great team in the upkeep and design
of their spectacular yard. Erin is the designer, implementer
and “idea gal”, while Steve is the “haul guy” and once in a
while the “digger guy”. He really credits all the wonderful
work in their yard to Erin.
Congratulations to the Ford's for being voted W.O.W.
Yard of the Month for June. They will receive a gift card to
the Lakeside Grill and display the “coveted” Yard of the
Month planter for the month of June, until it moves on to the
next deserving recipient, maybe YOU!

Pierce County Council Considers New
Shoreline Regulations
Pierce County’s Community Development Committee is studying and having public hearings regarding Washington
State Department of Ecology’s proposed new Shoreline Regulations. These new rules may be adopted by the County
Council this fall.
I attended the committee’s first public hearing held June 17th. I testified that I had concerns about some of these
proposals. For example, would they affect existing properties if the owners tore down their house and built a new one?
Some of the highlights of the proposed regulations include:
 150 foot setback (buffer) for new construction (it is currently 50 feet)
 New restrictions/requirements within buffers such as restricted tree removal, only native
vegetation allowed, etc.
 New restrictions on dock construction:
 no “L” shaped docks only straight line construction allowed
 Encouragement of “shared” docks with adjoining properties.
 30 feet maximum for single residential use
 60 feet maximum for joint use by four residences
 $10,000 maximum value
Certainly, any undeveloped properties along the shoreline would be severely impacted if these regulations were
passed. For example, if they had been in effect when we built our house, we would be in the street. In other words,
these regulations would have rendered our lot unbuildable.

Men’s Club
Island Cup Tournament
(It rhythms with Ryder Cup) You get the idea. We have a RED
team and a BLUE team.
The pro shop will select the two lowest handicap golfers who
register for the tournament to be the TEAM CAPTAINS. The
captains will draw team members from a hat. Members will be split
into high and low handicap groups. This SHOULD result in a
mixed team of low, medium and higher handicaps to face off against
the opposing team.

BOARD MEETING MINUTES
June 28, 2013
The meeting was called to order by Vice President, Don
Lisko at 7:05 P.M.
Roll Call/Attendance: Present: Don Lisko, Shane Pitman,
Ralph Mason, Jon Bial, Owen Gladfelder
Absent: Rich Kumar. Perri Nieman w/ proxy to Owen
Gladfelder, Sandy Shuman w/proxy to Don Lisko.
Also present-John Clark, General Manager
Approval of Minutes: Shane Pitman moved that the minutes
of the Board meeting held on May 30, 2013 be approved. Jon
Bial seconded. Approved.
Open Session:
No comments.
Treasurer’s Report: Submitted by Shane Pitman
YTD ending May 31, 2013 we have a net loss of $80,639
compared to a net loss of $20,937 for the prior year. Our cash
position as of May 31, 2013 was $254,053. Total in the
Operating Account was $-12,000 and $266,053 in the
Reserve Fund. The percentage of accounts receivable in the
90+ days is 22%, all of which are properties heading to
foreclosure or abandoned. Liens are in place and collection
will occur when the lenders take over the property. Legal
action is underway for collections on all accounts over 90
days delinquent. It was noted that operating fund is low due
to those delinquencies.
A review of reserve fund projects budgeted for the remaining
year was completed. The boat launch and clubhouse swipe
key project was deleted for this year. Resulting in a reduction
of over $35,000 in projects from the reserve budget for this
year.
Ralph Mason moved to approve the Treasurer’s Report for
May, subject to the annual audit. Owen Gladfelder seconded
the motion. Motion passed.
General Manager’s Report: Submitted by John Clark
Water system. The annual water quality report must be
submitted to the Department of Health by July 1 for the
calendar year 2012. Each resident and tenant is required to
receive a copy which we mail. The report was mailed and all
households received it on June 26, 2013.
The water conservation and usage report is also required to
be completed and submitted to the State by July 1. More
emphasis will be given to encourage water conservation by
residents.
The survey to determine residents with and without backflow
prevention devices will be done in late summer. The
Department of Health is requiring all water systems state
wide to complete the survey and begin requiring all
residences served by water systems to have back flow
prevention devices.
The 3 lots located on 214th Street which have been on the
Tapps Island Water system are required under the original
agreement to disconnect and hook up to Bonney Lake water.
The date has been moved back to September 1, 2013.
Lakeside Grill operations.

The Lakeside Grill made progress on some cost controls.
The operation bottom line improved over budget in May
for the first time this year. We expect a very busy summer
and improved cost controls should improve on the
$16,000 deficit to budget that needs to be recouped.
Golf Course Operations.
Junior camp registration is under way. All three of the
clubs are growing and well organized. Each of them is
providing information for The Islander monthly.
Marketing and advertising continues to be directed at
seniors who can fill the Monday through Friday tee times
before noon. We are not advertising for weekend or
prime time play when residents prefer to play and we
have fewer consistently open tee times.
Automobile, Boat and RV Registrations.
Opening the office on the couple weekends for auto, boat
trailer and RV registration and new boat launch keys was
well received. Per direction of the board all vehicles
without the NEW red oval shaped Tapps Island sticker
will be stopped at the front gate beginning August 1,
2013. Residents failing to obtain the sticker and not
stopping at the entrance will be sent notices of violation
and a fine in the mail. RV’s must be registered and
stickered by September 1, 2013.
Collections on Delinquent Properties.
Legal action is moving forward. We expect one of the
claims to be completed by the end of July.
Shoreline Buffer Rules.
Circulated letter written by Jan Shabro regarding the
proposed changes to shoreline setbacks. Board reviewed
and agreed to publish it in The Islander.
ACC Committee Report: Submitted by Jon Bial
Lot 3-001. Work on violations is not complete. The
resident sent a letter on why the work is not complete. The
board agreed some work is complete however, the fine
schedule is in place and fines will continue to be assessed
until work is complete.
ACC did the island drive around on June 26 with the
General Manager. The committee noted several violations
on lawn care, incomplete building, one fence and other
violations. The General Manager was directed to send
violation notices to the homeowners to comply with ACC.
The ACC asked to have a list of qualified, licensed
vendors available for homeowners to select from for yard
work, painting, home repairs, and similar trades. The list
should contain at least three vendors for each category.
Golf Committee: Submitted by Shane Pitman
The committee met this month on June 25 with
representatives of the Men’s club, Ladies club, and
Senior Men’s club present.
Everyone is to remind their respective clubs that the golf
carts are under 90 degree rule even in the summer
months. The exceptions being horse race events and those
with handicapped stickers. It really helps the quality of
grass in drive off areas if we adhere to the 90 degree rule.
Some additional signage is needed to keep carts off of
areas close to greens.

It will be up to individual clubs on how to play the area on #5
above the water well. The area is still not completely healed
from when it was dug up for the water system work. Due to
health department regulations we may not use any fertilizer
or other chemicals because of the close proximity to the well.
Some clubs have opted to play it as ground under repair.
Staff will mark it as ground under repair for all tournaments.
Couples golf night is back on for every other Friday night
through the rest of the summer.
College students home for the summer can participate in the
men’s club by paying their USGA handicap fee and their
men’s club dues will be waived.
The pro shop will be setting up the couples horse race for
July 20th.
Work will be done on the 4th green bathroom to improve the
interior. We are also putting a key code lock on the door to
limit access to those checked in through the pro shop to help
maintain a better restroom facility.
Landscape/Beautification Committee Report:

The monthly meeting was held on June 17 with Karen Baker,
Janice Thomas, Sharon Piccolo, Lori Curnow, Barbara
McKinney and Sandy Shuman in attendance.
Yard of the month winner for May is Dick and Jan Mariani of
2902 208th Ave E. The committee discussed several areas
around the island. Among the many pleasant comments were
those directed at the work done around the clubhouse done
for the Earth Day project. The committee listed items of
concern or in need of attention to forward to staff.
Karen Baker brought pictures of a project of interest to the
group. Lattice could be placed with an attractive vine
planting on the back side of the dumpster to improve the
look.
The next meeting will be held July 15 at 1:00 PM in the
clubroom. Please participate in the yard of the month

Safety and Security Committee Report:

The security staff met with the general manager on June 26.
All security personnel have the list of legal and illegal
fireworks in Pierce County. New fine cards are in place for
our policy of enforcing illegal fireworks and fireworks being
used outside of the permitted hours.

Compliance Committee-Discussion about a proposed
compliance committee to improve communication with
residents and streamline non-compliance issues to faster
resolution. Owen Gladfelder circulated a written proposal
for board members to review. Action should occur at the
next monthly board meeting.
Sight Distance at IntersectionsOwen Gladfelder submitted the following:
The Tapps Island Board has set up the Architectural Control

Guidelines in order to give all residents written information
as to what the Board expects of each homeowner. From time
to time the Board needs to revisit these guidelines to
determine their relevance and clarify which issues the HOA
is responsible for and which issues are left up to individual
homeowner responsibility. Under Architectural Control
Guidelines there is a section called Sight Distance at
Intersections. The last sentence states: “The same sight line
limitations shall apply on any lot within ten (10) feet from the
intersection of a street property line with the edge of a
driveway.” The Board has determined that this sentence is
not clear and any driveway clearance should be the
responsibility of the person/homeowner using that driveway.
The Board does not relinquish its right to require a driveway
to have sufficient clearance of view, but instead of a general
statement, the Board will look at this issue on a case by case
basis. It may require a resident to clear obstructions from
their driveway entrance if is determined that there is a major
hazard to the community.
Owen therefore moved that the sentence: “The same sight
line limitations shall apply on any lot within ten (10)
feet from the intersection of a street property line with
the edge of a driveway” be stricken in its entirety. The
sentence shall be replaced with the following:
“Driveway clearance and safety shall be the
responsibility of the homeowner. Prior to building
anything or planting anything that will impede the safe
entrance and egress from the driveway, the resident
shall seek approval from the Board/ACC. At any time
the Board determines that there is no longer a safe
entry or exit from that driveway and there is an
impediment to the safety of the community, the
obstruction must be removed at the owner’s expense.”
Motion to approve-Owen Gladfelder. Seconded by Shane
Pitman. Approved.
