Foreword
Tourism industry occupies an important position as a productive sector in the world
today, it is one of the fastest growing sectors, and is directly linked to economic growth
and cultural, social and environmental activities. It is no longer a luxury, and not only
limited to the aspects of entertainment and travel. Out of all, the state has adopted the
development of the tourism industry in the Kingdom as a strategic option and endorsed
the General Strategy for the Development of National Tourism in the Kingdom for a period
of twenty years, and assigned to the Saudi Commission of Tourism and Antiquities the
implementation of this strategy in order to make tourism in the Kingdom a reality and a vital
productive and influential sector in the national economy.
In spite of the many and varied tourist activities services, the services of accommodation
are important elements in this industry if not the most, over which the SCTA -after the
issuance of its new structure- undertake the tasks of supervision and the practice of
licensing, classification and follow-up to the quality and level of service provided
therein. The correct information and precise statistical data for these services play an
important role in the implementation of tourism development plans in this aspect. The
report (accommodation sector statistics for the year 2011) issued from the Centre for
Tourism Information and Research (MAS) of the Saudi Commission for Tourism and
Antiquities deals with information and disaggregated statistical data on the providers of
accommodation services in various regions of the Kingdom; including hotels, furnished
apartments, homes for students, and youth hostels.
I am pleased to present to you this report, hoping to contribute in the preparation
of studies and specialized researches aimed at developing this sector in particular
and tourism industry in general, and to achieve the objectives of the comprehensive
national development plans of the state.

1 - INTRODUCTION
he Tourism Information and Research Center (MAS) following the (SCTA) issued
a number of statistical reports, including the Ninth Report of "Statistics of the
Accommodation Sector in 2011", which presents detailed data on the estimated
rates of occupancy, as well as statistics on employment, consumption and income
in the hotels and furnished residential units in 2010; so as to enable decisionmakers, investors, and beneficiaries of the shelter services to obtain data to help
them in the advancement of tourism and the activities of these important services.
Statistics of Accommodation sector report aims at:
Providing a summary of the statistics of accommodation services, including
hotels and furnished residential units, homes of students and youth hostels.
Meeting the needs of the (SCTA) concerning statistical information on the
services of accommodation.
Providing all partners in the public and private sectors with a description
of information on the size and characteristics of accommodation sectors in
the Kingdom.
The data used in this report, which are representative of the supply side, have
been obtained through the monthly surveys conducted by the (MAS) Center for the
accommodation sector, including Hotels and Furnished Apartment Units (FAU),
and excluding student hostels and youth hostels due to the weakness of the data
obtained, in addition to the data on tourist accommodation facilities represented
by the supply and demand for tourism.
(MAS) Center welcomes any comments or suggestions on the contents of this

2 - EXECUTIVE SUMMARY
2-1 Hotels
The total number of hotels in the Kingdom in 2011 according to the new classification of (SCTA) by
the number of stars, stood at (951). The majority of the classified hotels by stars were concentrated in
the region of Makkah, accounting for (54.8%), followed by Madinah at (16.7%) and Eastern region at
(9.5%). The two-star and the minimum hotels represented (68.2%) of the total hotels in the Kingdom,
then three-star hotels at (18.8%), five-star hotels (8.3%) and four-star hotels (4.6%).
The most important results included:
Annual average room occupancy rate (63%).
Annual average bed occupancy rate (62.1%).
The average number of persons per room (2) persons.
Average length of stay for Saudi (3.1) nights.
Average length of stay for non-Saudi (4.3) nights.
Average length of stay for Saudis and non-Saudis together (3.9) nights.
During 2011 the occupancy rates of rooms reached the highest levels in the months of September,
August and November, which corresponded to (80%), (73.9%) and (68.8%), respectively, as the
Hajj season (1432H) was in November, 2011, while the summer holiday season was in August
and September 2011.

Region-wise, the Al Madinah Al Munawwarh was better performing region compared to other
regions of the country in terms of hotel occupancy rates, recording room occupancy rate at
(69.8%) and the bed occupancy rate at (59.6%).
Hotels comprising of more than (300) rooms, achieved the highest room occupancy rate of
(65.8%), while the category of hotels containing (150 to 299) rooms achieved the highest number
of sold rooms at (12,399,452).
Four-star hotels have registered the highest room occupancy rate of (65.5%) during 2011,
compared to two-star hotels & less than the minimum, which recorded the lowest room occupancy
rate of (58.9%).
Non-Saudis are staying longer than Saudis in hotel establishments as displayed by their respective
average length of stay, where Saudis are staying on an average (3) nights; while Non-Saudis are
staying on an average (4.3) nights.
The Kingdom's hotels achieved room occupancy rate of (63%) in 2011 compared with (59.2%) in
2010; while the total number of hotel rooms sold were (36,319,099) in 2011.
2-2 Furnished Apartment Units (FAU)
The total number of Furnished Apartment Units in the Kingdom according to the new classification
of the (SCTA) during 2011 stood at (2,026) units. The majority of FAU were located in the Eastern
region representing (23.2%) of the total, followed by Makkah region at (18.1%). Third-class
furnished units & less than the minimum constituted (65.4%) of the total furnished units in the
Kingdom, while Second-class represented (34.2%) of the total.
The most important results included:
The annual occupancy rate for apartments (68.3%).
Annual rate of bed occupancy (57.1%).
The average number of persons per apartment (2.1) persons.
Average length of stay for Saudis (4.4) nights.
Average length of stay for non-Saudis (3.9) nights.
Average length of stay for Saudis and non-Saudis overall (4.3) nights.
The highest occupancy rate in the furnished apartment units was registered at (76.8%) in

November 2011, followed by October 2011 with an average occupancy rate of (74.2%).

Riyadh region has performed better than the rest of the Kingdom with respect to occupancy rates
of apartments, where the average occupancy rate for apartments has touched (82.2%), while the
average occupancy rate for beds has reached (72.1%)
Furnished apartment units having (0-39) apartment achieved the highest occupancy rate
of apartment at (71.2%), while the category of furnished apartment units having (150-299)
apartments achieved the lowest apartment occupancy rate at (47.5%).
Furnished apartment units of the first-class achieved the highest occupancy rate at (73.9%),
while the occupancy rates for apartments of the second and third class stood at (68.4%) and
(67.6%), respectively.
In relation to the length of stay, the average length of stay was (4.4) nights for Saudis and (3.9)
nights for non-Saudis, reaching an average length of stay for Saudis and non-Saudis together at
(4.3) nights.
The Kingdom registered an apartment occupancy rate in furnished units at (68.3%) in 2011 while
the occupancy rate was (54.2%) in 2010. The total number of apartments sold were (21,365,770)

in 2011, compared to (29,876,706) in 2010.

3 - Methodology estimates the occupancy rate
3-1 Estimate Growth Rates
Due to incomplete data collection system of hotel accommodation, Saudi Commission for Tourism
and Antiquities had stopped to survey accommodation establishments during the year 2011. The MAS
Center makes estimates of occupancy rate of the licensed accommodation only, since these estimates
reflect the occupancy rate of accommodation establishments, but they do not reflect the real situation
for a number of rooms and beds occupied until the complete classification of hotels and furnished
residential units in the Kingdom is available.
3-2 The Population in the Estimates
The Center is using disaggregated data for the accommodation facilities only, and the volume of the
study Population in the estimates of occupancy rate for all accommodation establishments licensed by
the Department of Licensing and Quality in 2011 and of the number (951) hotels, and (2,026) furnished
apartments units were distributed in (13) regions in the Kingdom.
3-3 Estimate Steps
Clarify the procedure appreciation as follows: 1. Adoption of licensing and management of data quality in 2011 in the estimates.
2. Extract the growth rate between 2009 m / 2010 to tourist accommodation facilities from the data
available from previous surveys, which included rates of growth in the number of occupied rooms and
family as well as the number of inmates by region.
3. Based on this growth occupancy rate for the year 2011 were extracted The data on the number of
rooms and beds were available in the survey in 2010.
4. Re-estimation of the number of rooms and beds occupied and number of guests for the year 2011,
based on the estimated rate for the year 2011, according to data quality management and licensing of

3-4 Equations
Rooms occupancy rates = rooms rented during the month ÷ number of rooms available in
that month.
Rooms rented during the month = account of every room that has been rented for how many
nights and then gather nights for the entire month.
Number of rooms available in this month= the total number of all the hotel's rooms except
for rooms closed for maintenance or can't be used for any other reason.
Percentage of beds' occupancy = number of nights rented during the month (sum of Saudis
and non- Saudis) ÷ number of available beds.
Number of nights rented during the month = sold nights are counted for each guest; if a
guest has rented a room for ten nights, so they are ten rented nights.
Number of available beds in this month = all available beds are counted except for those
beds under maintenance or can't be used for any other reason.
Average number of people for each room = number of rented rooms during the month (sum
of Saudis and non-Saudis) Divided by the rented rooms during the month.
Average residence duration (Saudis) = number of rented rooms in the month (Saudis) ÷ total
number of Saudi guests during the whole month.
Average residence duration (Non Saudis) = number of rented rooms in the month (Non

The majority of the classified hotels as per new classification (by stars) was concentrated in Makkah,
accounting for (54.8%) of the total kingdom's hotels (951), followed by Al Madinah Al Munawwarah

Accommodation Statistics 2011
An analysis in terms of number of hotel rooms in the Kingdom noted that the majority of hotel rooms
was available in Makkah Al Mukarramah, accounting for (62.2%) of the total rooms (157,430) in
the Kingdom, followed by region of Al Madinah Al Munawwarah at (23.3%). As for the classification
in terms of class, the number of rooms of the four-star hotels represented (31.7%) of the total hotel
rooms, followed by two star & less hotels (27%), three star hotels (22.3%) and five star hotels (19%).

4-2 Hotels Statistics by Months
Table No. (4-3) shows the statistics of the hotel establishments by month. It can be depicted from the
table below that the highest room occupancy rate was registered in the month of September at (80%)
with the number of rooms sold (3,778,936). The reason for this increase is the coincidence of this
month with the summer season and the month of Ramadan. This was followed by month of August
with room occupancy rate at (73.9%). It was also noted that rooms with high occupancy rates were
experienced in the month of November that covered the pilgrimage season 1432H. The overall room
occupancy for this month was recorded at (68.8%) with the number of rooms sold (3,248,950).

Table No. (4-4) shows the statistics of hotels by regions, with the largest number of rooms sold in the
region of Makkah Al Mukarramah at (21,599,855) and room occupancy rate of (60.3%). Al Madinah
Al Munawwarah came in the second rank with the number of rooms sold at (9,358,546), and room
occupancy rate at (69.8%), while the room occupancy rate in the Riyadh region was (67.1%) and the
total number of sold rooms were (1,990,516).

As shown in table (4-5) the statistics of hotels disaggregated by size - group, the number of rooms
was used to measure sizes of hotels. The highest occupancy rate of hotels was achieved for those
that contained more than (300) rooms, which reported a room occupancy rate of (65.8%) and bed
occupancy rate of (67.9%) compared with the hotels which contained (40-79) and less rooms that
recorded the lowest occupancy rate of (59.3%).

used to measure sizes of hotels. The highest occupancy rates of hotels were for establishments
containing more than (300 rooms) reporting an average room occupancy rate of (65.7%) and average
bed occupancy rate of (81%). Moreover, hotels which contained (80-149) rooms recorded the lowest
average room occupancy rate of (55.3%).

C- Al Madinah Al Munawwarah Hotels' statistics by Grade
Table (4-12) shows that the five star hotels recorded the highest room occupancy rate at (80.2%) with
total number of rooms sold at (1,611,202) and the bed occupancy rate at (65.5%). This was followed
by three star hotels which recorded a room occupancy rate of (74.1%) with (1,775,502) rooms sold.
Also, the largest number of rooms sold was in the four star hotels at (4,004,608) rooms.

As shown in table (4-14) the statistics of hotels divided by size group, where the number of rooms was
used to measure sizes of hotels. The highest occupancy rate of hotels was for those that contained
(40-79 rooms), which reported a room occupancy rate of (75.5%) and bed occupancy rate of (76.2%)
compared with the hotels which contained (150-299) rooms that recorded the lowest room occupancy
rate of (61.5%).

Table (4-15) shows that the Two star & less hotels recorded the highest room occupancy rate at
(77.9%) with total number of rooms sold at (288,958) and the bed occupancy rate at (77.3%). The
three star hotels followed with a room occupancy rate of (66.3%) with (243,105) rooms sold. On
the other hand, five star hotels recorded the lowest room occupancy rate at (62.1%) with (470,149)
rooms sold; while four-star hotels recorded the highest number of rooms sold at (714,922).

Table (4-26) reveals the statistics of hotels divided by size group, in which the number of rooms was
used to measure sizes of hotels. The highest occupancy rates of hotels were for those that contained
(0-39) rooms, which reported a room occupancy rate of (49.9%) compared with the hotels which
contained (80-149) rooms that recorded the lowest rate of room occupancy at (44.1%).

5-1 Distribution of (FAU) by Regions and Grade
Most of the (FAU) were found in the area of Eastern province, accounting for (23.2%) of the total
(2,026) licensed as per the new classification of the Kingdom’s FAU, followed by Makkah region at
(18.1%). The third-class & Minimum requirements (FAU) accounted for (65.4%) of the total (FAU) in
the Kingdom, while furnished units of Second -class at (34.2%), followed by the First-class at (0.4%).

In terms of number of apartments in (FAU) in the Kingdom, the vast majority was available in Makkah
In terms of number of apartments in (FAU) in the Kingdom, the vast majority was available in Eastern
region at (30.2%) of the total (85,687) apartments licensed by (SCTA), followed by Makkah region with
(19.4%). As for the classification by grade, apartments in the third & minimum requirements -class
facilities accounted for (51.9%) of the total apartment facilities, followed by second - class facilities at
(41.9%) and finally by first -class facilities at (6.2%).

Table (5-3) shows the general occupancy rates of (FAU) by months. The highest rate of apartment
occupancy was in November at (76.8%), as this month coincided with the pilgrimage season of 1432
H, followed by October (74.2%). Moreover, the high apartment occupancy rate was observed in the
month of October at (66%).

Table (5-4) shows that the highest number of apartments sold were in the Eastern region, including a total of
(6,903,427) apartments and the rate of apartment occupancy at (73%). The region of Makkah was ranked
second in the number of apartments sold amounting to (5,549,070) apartments and a rate of apartment
occupancy at (59.7%). Jazan region was ranked as the third largest in terms of number of apartments sold
at (2,456,178) and an apartment occupancy rate at (77.1%). Northern borders came in last with a number
of apartments sold at (89,675) apartments and an apartment occupancy rate of (80.3%).

As shown in table (5-28), the Kingdom's FAU achieved apartment occupancy rate of (68.3%) and
bed occupancy rate of (57.1%) in 2011 compared with (54.2%) apartment occupancy rate and bed
occupancy rate of (44.2%) in 2010. Moreover, the table shows other indicators of (FAU) around the
Kingdom.

fringe benefits) in all accommodation services with SR (2.1) billion. Services workers represented a

8-1 Tourism Definitions
The Saudi Commission for Tourism and Antiquities (SCTA) adheres to World Tourism Organization
concepts, definitions and classifications for tourism statistics as set out at the Ottawa International
Conference on Travel and Tourism Statistics (June 1991) and approved by the United Nations
Statistical Commission in March 1993. Consequently, all data included in this publication conforms to
UNWTO standards. As further clarification for the reader, the definitions most relevant to this report
are provided below.
Tourism
Tourism comprises the activities of persons travelling to and staying in places outside of their usual
environment for not more than one consecutive year for leisure, business and other purposes.
Domestic Tourism
Domestic tourism comprises the activities of residents of Saudi Arabia traveling to and staying in
places inside the Kingdom.
Domestic Tourism Expenditure
Domestic tourism expenditure is defined as the expenditure incurred as a direct result of resident
visitors travelling within Saudi Arabia. It includes spending while en-route and at the places visited as
well as advance outlays necessary for the preparation and undertaking of the trip and travel-related
outlays made in the place of residence when returning from a trip.
Inbound Tourism
Inbound tourism comprises the activities of non-residents visitors (i.e. travellers who do not live in
Saudi Arabia) inside the Kingdom.
International Tourism Receipts
International tourism receipts are defined as expenditures of international inbound visitors including
their payments to national carriers for international transport. They also include any other pre-payments
or payments afterwards made for goods and services received in the destination country.
Outbound Tourism
Outbound tourism comprises the activities of residents of Saudi Arabia traveling outside of the country.
International Tourism Expenditure
International tourism expenditures are defined as expenditures of outbound visitors in other countries
including their payments to foreign carriers for international transport. They should also include any
destination.

Internal Tourism
Internal tourism comprises domestic tourism and inbound tourism.
National Tourism
National tourism is the sum of domestic tourism and outbound tourism.
International Tourism
International tourism comprises inbound tourism and outbound tourism.
Purpose of visit
Purpose of visit refers to a motivation of the trip, the reason in the absence of which the trip would not
have taken place or the given destination would not have been visited.
Visitor
Visitor refers to any person travelling to a place other than that of his/her usual environment for less
than 12 consecutive months and whose main purpose of trip is other than the exercise of an activity
remunerated from within the place visited.
Visitors are also classified as tourists if they spend the night away from home, or same-day visitors if
they do not.
To avoid double counting and ambiguity, three conventions are important:
• Every tourism visit has one and only one corresponding origin of trip which is the (actual) place (or
country) of residence of the visitor.
• Every tourism trip can have several destinations but only one main destination, which is operationally
defined as the place or country where more time was spent than any other during the trip.
• Although the corresponding destinations can be visited for various purposes, every tourism trip has
only one main purpose, defined as the purpose in the absence of which the trip would not have
taken place.
Same-day visitor
Same-day visitor refers to a visitor who does not spend the night in a collective or private accommodation
in the place visited. An international same-day visitor is an international visitor who does not spend the
night in a collective or private accommodation in the country visited. A domestic same-day visitor is a
domestic visitor who does not spend the night in a collective or private accommodation in the place
visited.
Tourist
A tourist (overnight visitor) is a visitor who stays at least one night in a collective or private accommodation
in the place visited. An international tourist is an international visitor who stays at least one night in a
collective or private accommodation in the country visited. Domestic tourist refers to a domestic visitor

Vision
SCTA is the stimulating center for tourism. It works in close partnership with various stakeholders
and partners to achieve the vision and mission of tourism in the Kingdom as a major supportive body
for creating sustainable tourism development in accordance with the principles of Islamic values and
cultural and ecological realities of the Kingdom.
Mission
SCTA is committed to facilitate the development of sustainable and successful tourism industry in
the Kingdom through the provision of clear policies for the industry. It is working in close partnership
with industry leaders and partners to find and create an atmosphere in this nascent industry through
achieving a high degree of self-sufficiency.
With respect to SCTA's mission towards antiquities and museums, it will strengthen its ability to protect
monuments, record and conduct exploration studies related to antiquities, develop museums and
architectural heritage and enhance knowledge of the elements of cultural heritage of the Kingdom.
SCTA's department of Antiquities and Museums is exerting in an effective manner to create cultural
resources to develop and presented to the members of the community to promote cultural tourism,
and stimulate private sector investment in the antiquities and museums projects.
Objectives
To arouse public interest in the field of tourism in the Kingdom, to organize, and promote development;
work continuously to strengthen the role of the tourism sector and to overcome obstacles to its
growth as a major contributor to the national economy, in a manner consistent with the status of
Saudi Arabia and its core values; to ensure the conservation and maintenance of monuments and
enhance their contribution to the cultural and economic development. Give sufficient attention to the
museums and the implementation of the advanced archaeological work is in the Kingdom. Finally
encourage the private sector to take precedence in the establishment of tourism facilities through
investment in the Kingdom.

According to the Article 4, paragraph 3, of the SCTA statute, a Tourism Information and Research
Centre shall be established to develop and promote tourism, and to issue tourism publications in
coordination with the concerned parties. The Centre was established in the year 1423 H (2002).
What is MAS?
MAS is the Arabic acronym for Tourism Information and Research, and is an important department of
the SCTA responsible for collecting tourism data and conducting research and related studies.
Vision
The leadership in providing accurate and timely information, and achieving excellence in research to
support tourism decision-making.
Mission
Collecting, managing and analyzing tourism data, information and statistics; conducting excellent
research and tourism studies; and disseminate them to partners to contribute effectively to the
