The Confederation of European Baseball is very proud of the Dutch team and its historic win. Never since the first World Cup in 1938, has a European Team won a medal in the World Cup. But the Dutch have shown such a good team spirit, fought a hard fight and made the impossible possible! We have to thank every single player, coach, manager, and of course the Dutch federation, for making this dream of ours come true. This title has brought about a higher interest, and a much better reputation to our sport in Europe. We are no longer an unimportant area on the Baseball World Map anymore. People have now become aware of the fact that Europe is getting stronger. We also would like to congratulate all of the other winners of our 2011 tournaments, especially T&A San Marino, winners of the European Cup Final Four, and once again to the Netherlands for becoming champions of the European Championship Juniors. More and more European Players are being signed by US professional teams. Danny Arribas (NED) signed for the Pittsburgh Pirates, Alex Liddi (ITA) was promoted to the Big Leagues by the Seattle Mariners. Donald Lutz (GER) has been put on the 40man roster of the Cincinnati Reds for spring training, and might become the first German player to play in the Major Leagues. The interest of foreign professional teams in European players is growing, and that shows us that Baseball in Europe is really developing well. The International Baseball Federation has “sold” the Baseball World Cup to Major League Baseball, expanding the World Baseball Classic tournament from 16 to 28 teams with a qualifying round and therefore no extra World Cup tournament will be played. For the Qualifying Round of the WBC, which will be played in September 2012, eight European teams have been invited to participate, making CEB the largest representative of any continental federations. This is a record number of European teams, and represents a great achievement for baseball in Europe. IBAF has started an Olympic Reinstatement Campaign fighting for the return of Baseball onto the 2020 Olympic Program. Therefore IBAF and the ISF at their annual congresses both voted for and approved a joint bid. On a European level, the CEB and ESF have presented and signed an agreement regarding future cooperation at the 2011 congress in Brussels. During 2011 two joint meetings of both federations took place, deciding to jointly invest in the “BeeBall” promotion programme, and are actively looking for the possibility of holding joint tournaments and a joint congress starting 2013. In my opinion we have finally opened some important avenues of cooperation, and will now follow in the right direction. 6 Yearbook 2011 A very sad moment this year has been the tragic news that Dutch MLB player Gregory Anthony Halman was stabbed to death by his own brother. Baseball has lost a great player and an ambassador of the game, but above all we mourn for a young life that was taken in his prime. On behalf of the Confederation of European Baseball, I would like to express my sincere condolences to his family and friends. I wish to express my thanks to my board, the various commissions, and all the helping hands who work in the background. Special thanks also to all the hosts of our CEB competitions. We also had an interactive part where the members could point out the main areas of development for the nearest future. Before the Congress the Development Commission sent out a questionnaire to the member in order to get a picture of the development status of the federations. 24 federations answered the questionnaire and during 2011 the Development 8 Yearbook 2011 Commission has put the results together as a basic document for the work program for 2012-2013. Work program 2012 The work program for 2012 is formed out of the four areas that were discussed during the workshop at the Congress 2011. We have also formed the results of the discussions into priorities for 2012 to try to set focus on activities that are of a main interest for the members. At the following pages the work program for 2012 is presented. Lack of resources? In the earlier years CEB had a development fund where money from IBAF (Olympics) could contribute to development activities in Europe. As it seems now we have a question mark about the possibilities to get future funding to the necessary activities in Europe. Therefore we have to make a priority in the different working areas to have the resources put into activities that can have the best result for the development of baseball in Europe. Once end of January, once during the Congress in Brussels and the third meeting was held 9th December in Barcelona. All statistics and the “play by play” details for all C.E.B. tournaments 2011 are published on the C.E.B. Website. The years 2007, 2008, 2009 and 2010 are also available. The T.C. worked in cooperation with the C.E.B. Office in Frankfurt to publish our Manuals, Umpire-systems and forms on the website. This year all international Umpires were supplied with OBR booklets, the Umpire Camp DVD of MLB and the C.E.B. Umpire patches. All results and statistics are available at the CEB website: http://competition.baseballeurope.com/ In 2011 a total of 18 tournaments were played. 9 Club and 9 National team competitions were organized all over Europe. In the 1st week of June, 34 teams of 29 different Federations participated in the European Cup competitions (the Qualifier for the Final Four event) and the European Cup qualifiers. In September two play-off tournaments and the Final Four event were played. In the Club competitions overall 43 Club teams from 29 Federations took part. In these competitions 20 Technical Commissioners, 58 International Umpires and 9 International scorers were active. In July 54 National team selections of 24 different Federations participated in the various European Championships and qualifiers. Total 22 Senior teams, 10 juniors, 14 Cadet and 8 Juveniles teams took part in these competitions. CEB nominated 25 Technical Commissioners, 61 International Umpires and 11 International Scorers for these events. Competitions 2011 European Cup – Qualifier for the Final Four 2011 Parma: In Italy it appeared to be a rainy week but luckily only one game had to be cancelled definitive. This game had no influence on the final standings. Amsterdam: Very good tournament and all went very well. Qualifier European Cup tournaments Athens: Was the revival of the facility of the 2004 Olympics trainings field. Attnang: Very good organized event. Solingen: Suffered a little from rainy weather but all games were played. Montpellier: This qualifier was heavily hit by severe weather circumstances. The finals could not be played and the ranking of the preliminary were declared as final standing. 13 Confederation of European Baseball Play-Off –European Cups The play off games were this year organized in Brno, Czechia and Solingen, Germany. Five teams competed for promotion and both teams of the Organizers succeed in clinching a spot for their Federation in the European Cup A-pool in 2012. Final Four – European Champions Cup Played in Brno,Czechia: Organizers did a splendid job and this event was in every way a big success. It was a promotion for the top level of club baseball in Europe. Qualifiers for the Senior Championship Antwerp, Barcelona, Tel Aviv and Zagreb: Good fields and well organized. Krymsk: Hit by misty communication of the Moldova Federation. Finally the team of Moldova did not appear in the qualifier and the Belarus team arrived one day late. The Krymsk field was just completed before the event and a few items were not yet ready. The Moldova Federation will be punished according the Competition Rules. European Championship Juniors Gijon (Spain): Well organized event and it was a pity that the field condition appeared to be not too good for this important youth event. European Championship Cadets Trebic & Brno (Czechia): This event was a very good example how C.E.B. youth events should be Organized. Good fields, Good arrangements and a very active Local Organising Committee. Qualifier for the European Championship Cadets Belgrad (Serbia): Played on the only existing baseball field in Serbia. Everything went well. European Championship Juveniles Brest (Belarus): Very good organized event with lot of attention of the Brest Authorities. Schedule had to be changed due to one day rainfall. There are still some local problems between the Brest area and the Baseball Federation in the capital Minsk which is not in favour of Belarus Baseball. All events and winners are listed in this yearbook. This year C.E.B. was badly surprised by the withdrawal of the Moldavian Federation for the Senior Qualifier in Russia. The withdrawal was less than two weeks before the event. According the Competition Rules the Moldavian Federation is fined and suspended. The Technical Commission wants to thanks all persons working in any position within C.E.B. who made it possible that 2011 season was a success. On behalf of the Technical Commission, Jan Esselman, Chairman 14 Yearbook 2011 Annual Report 2011 Umpire Commission Clinics Instructors clinic in Frankfurt For the first time CEB organised a clinic for umpire instructors as part of the program to licensing CEB umpires. Participants from ITA (2), NED (1), GER (1), SVK (1), CZE (1) and ESP (1) with Paul Bokern (NED) as instructor. Umpires clinics in: Ljubljana (SLO) Stavanger (NOR) Kirovograd (UKR) Zôry (POL) 11 participants with Yuri Macchiavelli (ITA) as an instructor ? participants with Tony Jones (FIN) as an instructor 17 participants with Michael Larkin (RUS) as an instructor 26 participants with Winfried Berkvens (NED) as an instructor Exchange umpires international tournaments in Europe CEB working always to improve umpires. Arranges were made with a few organisers of important tournaments to invite CEB-umpires to participate. The goal is to help umpires staying at a high level of umpiring. • World Port Tournament in Rotterdam: Dana Beszczynski and Jens Waider. • Prague Baseball Week: Mojmir Jankovic and Thomas Haywood. CEB Umpires active in IBAF tournaments CEB umpires were invited by the IBAF for the next tournaments: • World Cup (Panama) Henri van Heijningen (NED); Marco Screti and Pierfranco Leone (ITA); Jens Waider (GER) and Dana Beszczynski (AUT) • WC U16 (Mexico) Fred Groenewegen (NED) • WC U12 (Taipei) Silvano Filippi (ITA) Matters of instruction All the CEB-umpires received in 2011 the DVD “the virtual umpire camp” The DVD shows the several umpire mechanics. Also the rulebook was send by the Office. At the beginning of 2011 the 2- en 3 men mechanics were published on the CEB-site. Umpire evaluations In 2011 we started with a new form that has to be sent after the game digital to the Umpire Commission. Many times this was successful. In the rest of the tournaments we received the forms after the tournament. At least we received 215 forms from the 16 events. The important thing was that the remarks of the commissioner has to be explained to the umpires after the game. 15 Confederation of European Baseball The Technical commission started to appoint in many tournaments a commissioner with umpire experience for evaluating during the tournament. In some tournaments it was possible to arrange mini clinics. The information got from the tournaments is put in a sheet for qualifying the umpires. When the information is on a higher level we will inform the federations about the results of their umpires in Europe. Next season we have to reduce the (big) differences in scores given by the evaluators. We also working at the improvement of the collection and calculations of the numbers we get so we get an Umpire ranking system in Europe. Contact Umpire Director ESF Last year there was a contact with the Umpire Director of ESF. Information exchange about: clinics; nomination umpires by the countries; licensing umpires; nomination umpires during tournaments; organisation umpires during tournaments; Evaluations to the countries; relationship between ESF and ISF; manuals (umpire and umpire-in-chief). Some of the ESF-ideas are very useful within CEB. Thanks We want thank everybody who was working in 2011 in all matters of improving the way of umpiring baseball in Europe. Paul Bokern Chairman Umpires Commission Annual Report 2011 Scoring Commission Clinics In 2011 there was only one request for a scoring clinic, which the Scoring Commission unfortunately could not fill in. Tournaments are also used to teach the local scorers the CEB scoring method as well as the TAS program that is used for the live play-by-play in the internet. To do this, high levelled scorers from different countries work the tournaments, not only in their own country, but also abroad. CEB scorers active in IBAF tournaments During the last couple of years more and more European scorers have qualified themselves to also score in IBAF tournaments. European scorers were invited to: * 12U Baseball World Championship – Taipei: Pablo Carpio (ESP), Joan Gols (ESP), Stephanie Winkler (GER), Harry Wedemeijer (NED) * 16U Baseball World Championship – Mexico: Marco Travagli (ITA), Joan Gols (ESP) * Baseball World Cup – Panama: Anna Maria Paini (ITA), Pablo Carpio (ESP), Maurizio Imperiali (ITA), Erika Sojat (ITA), Linda Steijger (NED) 16 Yearbook 2011 International contacts The Scoring Manual is under construction. As this is a manual that will not only be used within CEB, but also within IBAF, the Baseball World Cup in Panama was also used by the CEB Scoring Commission (all present in Panama) to discuss with the Scoring Commission of COPABE. In 2012 we expect to finalize the manual. Also the manuals to use the TAS program (both for Data Entry as well as for Central Operator) are reviewed with experiences from the different CEB tournaments. As there is no Scoring Manual for softball, ESF Scoring commission asked for permission to write their manual based on the CEB version. This means that scoring in Europe for both baseball and softball is built on the same method. Anna Maria Paini Chairwoman Scoring Commission 17 Confederation of European Baseball Marketing Commission Report There were not many activities of the Marketing Commission in 2011 due to the lack of budget, lack of events and lack of personnel on the Commission. But CEB did have the following activities in the realm of Marketing: § New Facebook site was established and administered very effectively by Rhena with many likes and uploads; § The IBAF ball tender has been shared with all the CEB countries; § Five CEB Federations were chosen to participate in the World Baseball Classic new qualifying round to be played in the fall of 2012. A meeting among them will be held at the upcoming Congress to discuss how this can be leveraged for the promotion of the game throughout Europe; § Initial contacts were made with the marketing arm of the European Softball Association to see how we could cooperate together; § An LOC Contract/Host Agreement for 2014 and beyond was discussed and is being worked on. Peter Kurz Chairman Marketing Commission 18 Yearbook 2011 PR & Media Commission Report The activity of the media commission during 2011 was very limited, due to lack of funding and the precise directive of the Executive to concentrate our activity on the TV production of the 2012 European Championship. We actually tried to cooperate with the Czech Federation and the Czech national television to produce the Championship Game of the European Championship for Clubs. We had already an agreement with RAI for a live broadcast, but at the last moment the Czech TV decided they would not produce the game due to lack of funding. In this last year of action we will concentrate on the TV production of the European Championship in The Netherlands. In the future, I will need some guarantees to be part of the Commission again: 1) some stronger directives from the Executive 2) the possibility to refer directly to the Executive 3) the definition of some actual goals 4) the definition of an actual budget (for TV productions especially) I am not interested in being part of a joint Media and Marketing Commission. Due to lack of time, I do not intend to be involved in meetings about things (material, merchandising, ball tenders) I am not interested in and also not too competent about.
