Presidential Report
Dear CEB Member Federations,
Year 2012 will be noted in the CEB history as special year. Elected President and
Secretary General unexpectedly resigned from their positions. Due to the fact that it
was last year of this term of office, CEB Executive Committee faced the challenge to
manage that. According to the Statutes, as 1st Vice President I took the position of
Acting President. Lars Sundin was nominated to the position of Secretary General in
September. In the beginning I would like to thank to everybody for their responsible
and constructive approach. I would like to thank especially to National Federations,
my colleagues from CEB Executive Committee, my friends from CEB Technical
Commission and other Commissions and Sub Commissions and Work Groups.
For each sport organization most important there are competitions, therefore I would
like to start with three main events.
Year 2012 became the year of European Championship in the Netherlands and
Final Four in Italy. Both tournaments were organized professionally despite the fact
that we had a problem with searching for Final Four organizer. Italy defended
successfully the best Final Four in history.
World Baseball Classic Qualifier was organized in Europe, Regensburg, and most
European countries in history participated. Advance of Spain is big success. We keep
our fingers crossed.
Year 2012 was year of many other competitions: European Championship U21,
European Championship Cadets, European Championship Juveniles, European
Cups and Qualifiers. We organized 15 competitions, which is more than it is usual in
other sports but we managed that successfully.
Year 2012 can be characterized as the year of changes and joint with softball. World
Baseball Softball Confederation was established. We are here together. Some
federations are joint, some are divided.
Year 2012 was very difficult year inside. CEB President resigned and we found
ourselves in the transition period. It was year of changes in the Frankfurt office.
We can say with certainty that main tasks and duties have been done and we have
good economic result from past year.

Development Commission Report
Members
The Development Commission members are Mats Fransson, SWE, Chairman,

and Charles van der Meijs as Secretary, NED.
Activities
In the earlier years CEB had a development fund where money from IBAF (Olympics)
could contribute to development activities in Europe. This contribution ended as
baseball and softball was eliminated from the Olympic program. Therefore the
development budget for 2012 had to be reduced and we had to make a priority in the
different working areas. Below is the result of the development activities 2012.

The work program for 2013 will be formed after the Congress 2012 when the
elections of a new EC has been accomplished.

Technical Commission Report
The Technical Commission gathered together three times during 2012. Once during
the Congress in March in Rotterdam, once during the Euro 2012 in September in
Rotterdam and the third meeting was held 23-24th November in Barcelona.
All statistics and the “play by play” details for all C.E.B. tournaments 2012 are
published on the C.E.B. Website. The years 2007, 2008, 2009, 2010 and 2011 are
also available. The T.C. worked in close cooperation with the C.E.B. Office in
Frankfurt. This year the international Umpires were supplied with OBR booklets and
the C.E.B. Umpire patches. During the Euro 2012 in the Netherlands the well-known
company Covee was official sponsor of the Umpire crews working during the Euro
2012.

In 2012 a total of 15 tournaments were played. 9 Club and 6 National team
competitions were organized all over Europe.
In June, 36 teams of 25 different Federations participated in the European Cup
competitions (the Qualifier for the Final Four event) and the European Cup qualifiers.
In August two play-off tournaments and the Final Four event were played. In the Club
competitions overall 45 Club teams took part. In these competitions 22 Technical
Commissioners, 57 International Umpires and 9 International scorers were active.
In July and September 47 National team selections of 24 different Federations
participated in the various European Championships and qualifiers. Total 20 Senior
teams, 7 juniors, 12 Cadet and 8 Juveniles teams took part in these competitions.
CEB nominated 22 Technical Commissioners, 59 International Umpires and 10
International Scorers for these events.
Competitions 2012
European Cup – Qualifier for the Final Four 2012
Played in Rotterdam and San Marino.
Very good tournaments on the highest level of European baseball.
Qualifier European Cup tournaments
Played in Namur (BEL), Blagoevgrad (BUL), Trnava (SVK) and Attnang Puchheim
(AUT).
Attnang and Namur suffered from rainy weather. In Blagoevgrad we learned that the
International scorer never should put the C.E.B. laptop in the checked-in luggage,
because it arrived unfortunately with much delay only one day before the end of the
event.

Play-Off –European Cups
The play off games were this year well organized in Brno, Czech Republic and in
Zurich, Switzerland. Five teams competed for promotion and both teams of the
Organizers countries succeed in clinching a spot for their Federation in the European
Cup A-pool in 2013.
Final Four – European Champions Cup
This year the Final Four event was the reason of many heavy discussions within the
T.C. , the E.C. and all involved Federations. For a long time it looked that the T.C.
was unable to find a place and a date where all participants were able to show-up.
After a short period of officially cancelling the Final Four event the teams and T.C.
were able to find a solution to play on 29th/30th August in Baseball city Nettuno, Italy.
Organizers, the city of Nettuno did a splendid job and this event was in every way a
big success. It was a prove of the high level of Club baseball in Europe. The team of
Fortitudo Bologna took the title of European Champion 2012.
The C.E.B. decided to play in future the final of the European Club Championship
with the two winners of the Qualifier/A-cup. Both teams will than have home games
on their field.
Senior Championship
The Dutch federation organized the Euro 2012 in the light of their100-year
anniversary of the Royal Baseball Federation K.N.B.S.B. in the Netherlands. This
most important C.E.B. event was very well organized. The participating teams were
happy with the good circumstances of the fields and the facilities. Italy won, like two
years ago in Stuttgart again the European title. In 2014 the championships will be
organized in the Czech Republic.
European Championship 21U
Very well organized by the Czech Federation, the club of Draci Brno and the Atomics,
Trebic. The final was played on the field of Draci after a 1-hour thunderstorm in which
the field was turned in a swimming pool. It was amazing how the field crew prepared
the field in less than three hours and the final could be played between Ukraine and
France. France was the winner of the final game.
European Championship Junior Qualifier
Toulouse and Boe (France); Splendid organized event in which the Academy
Toulouse supported by the City of Toulouse improved the field to a better level
needed for European baseball.
European Championship Cadets
Jablonec and Liberec (Czechia): This event was again a good example how C.E.B.
youth events should be Organized. Good fields, Good arrangements and a very
active Local Organizing Committee.

Qualifier for the European Championship Cadets
Sisak, Croatia: Played on the only existing baseball field in the area of Sisak. It was a
pity that the team of the Finnish Federation had to withdraw on the last moment. Very
well organized event.
European Championship Juveniles
Hluboka and Zliv (Czech Republic): As usual in the Czech Republic the Federation
and the Organizer did a wonderful job. Very well organized event with lot of attention
of the Czech Authorities. Organizers succeeded again to make this event a festivity
for youth baseball.
Haarlem Baseball Week and Prague Baseball week
Like in 2011 the C.E.B. Umpire commission in cooperation with the Development
Commission was able to use these important friendly tournaments in 2012 again for
improvement for four of our Umpires who were invited to work afterwards in the
European Championship 2012. In both friendly events two International C.E.B.
umpires worked together with the local Umpires nominated by the National
Federations.
All events and winners are attached to this report.
This year C.E.B. was informed of the withdrawal of the Finnish Federation for the
Cadet Qualifier in Sisak, Croatia. The withdrawal was short before the event.
According the Competition Rules the Finnish Federation is fined and the Cadet team
is suspended.
The Technical Commission wants to thank all persons working in any position within
C.E.B. who made it possible that 2012 season was a big success.

Exchange umpires international tournaments in Europe
CEB tries always improving umpires. At now arranges were made with a few
organisers of tournaments to invite CEB-umpires to participate. The goal is to help
umpires staying at a high level of umpiring.

European Tournaments Umpire evaluations
In 2012 the CEB Umpire Commission nominated in the 15 tournaments 96 umpires.
In 233 games they were evaluated by the Technical Commissioner. The Technical
Commissioner has to evaluate the game with the umpire an fill in a report. At the end
of the tournament these reports were send to the Umpire Commission and were
administrated in order:

For 2013 we want again to reduce the (big) differences in scores given by the
evaluators.
As promised during the technical workshop in the Rotterdam congress we informed
the National Federations about the results of their umpires during CEB Events.
CEB Umpire of the Year
During the Rotterdam congress Marco Taurelli (ITA) received the Umpire of the Year
award. In 2011 was the award for Jens Waider (GER); in 2010 for Dana
Besczczynski (AUT); in 2009 for Sante de Franceshi (ITA) and in 2008 for Fred van
Groningen Schinkel (NED)

Tournaments
After we nominated umpires and invited them for the tournaments we got some
problems. Umpires didn’t confirm the invitation, umpires didn’t show up, another
umpire that was invited showed up. Next season CEB will not accept these matters
and will invite other umpires at the cost of the country who’s umpire failed.
CEB Umpires
The list of CEB umpires we could use in 2012 consist with 150 names 16 names
were new at that moment.
In 2013 CEB will organise umpires clinic’s for the new CEB umpires. Passing the test
gives the new umpire the CEB A-licence.
Matters of instruction
All the CEB-umpires received the dvd “the virtual umpire camp” The dvd shows the
several umpire mechanics. Also the rulebook was send.
At the beginning of 2011 the 2- en 3 men mechanics were published on the CEB-site.
Umpire shirts
During the European Championships all the umpires were wearing the dark blue
shirts sponsored by COVEE.

Annual Report 2012 Scoring Commission
The Commission:
The CEB Scoring Commission is formed by Anna Maria Paini (ITA) –chairwoman-,
Linda Steijger (NED) and Pablo Carpio (ESP).
The only personal meeting we have had in 2012 was during the CEB Congress in
Rotterdam. For this reason, and due to the several tasks we are working on (Scoring
Manual, statistics manuals, prepare material for clinics) Skype or messenger
sessions are quite frequent among us.
Clinics
In 2012 there were two requests for a scoring clinic, in Norway as well as in Czech
Republic. Members of the Scoring Commission Pablo Carpio and Anna Maria Paini
taught the participants the CEB scoring method for scoring on the paper score sheet.
So far only a small group of scorers from several countries is able to keep statistics in
the computer. It is the intention that all European Federations have their own local
scorers both for paper score sheets as well for the statistics program. Clinics should
be performed on a more regular basis.

CEB tournaments
In all CEB tournaments, complete statistics are kept by using The Automated
Scorebook (TAS) on computer and immediate live play-by-play in internet through
CEB website. In each tournament, a CEB Scoring Director works together with local
scorers to score each game and provide detailed statistics as well as a Daily Report.
And what’s more, the CEB Scoring Directors use every CEB tournament as an
opportunity to teach and improve the knowledge and skills of the local scorers on
their use of TAS.
We would like to thank the Italian Federation for their support with their server so live
playby-play could smoothly be performed.
To do this, high levelled scorers from different countries work the tournaments as
Scoring Directors, not only in their own country, but also abroad.

European scorers were invited by IBAF for the next tournaments:

International contacts
A new IBAF Scoring Manual is in progress. Consultations of IBAF with the CEB
Scorer Commission and the scorers of COPABE during World Cup 2011 should lead
to finalize the scoring manual in 2013.
The manuals to use the TAS program (both for Data Entry as well as for Central
Operator) are reviewed with experiences from the different CEB tournaments.
In 2012 the Scoring Commission of the European Softball Federation published their
first edition of their own scoring manual for softball. This manual is based on the CEB
version. This means that scoring in Europe for both baseball and softball is built on
the same method.

PR & Media Commission Report
In a year of very limited activity, the Media Commission could see 4 games of the
European Championship broadcasted by Eurosport 2 (Netherlands-Sweden,
Netherlands-Spain, Netherlands-Italy and the championship game Netherlands-Italy)
and 2 (Netherlands-Italy and the Championship game) by Rai Sport Due (worth ?
1,000 for the organization). This was done on the base of an agreement with NOS,
dutch national broadcaster.The agreement was delayed till days before the
tournament started for reasons that are still unclear to me. And I once again want to
highlight the fact that, in the interest of CEB and baseball in general, the approach
we had in 2007 and 2010 made more sense. Rai Sport Due broadcatsed the final
game of the Final Four of the Champions Cup. A copy is available on CEB's office
request.
I believe a necessary step is to budget a minimum requirement of games production
for TV for the main tournaments (European Championship and Champions Cup),
make it clear that if there's a host broadcaster in charge of production the games
must be made available to CEB for free, that CEB is in charge of the rights outside
the host country.
In the last 4 years the work of the media Commission has not been satisfactory. I felt
like this was considered a 'B rated' Commission. Tom Negel and Joan Garcia felt
they were not too useful to the project, even if they got started with a lot of
enthusiasm.
As I said before, I am not available to serve under this conditions in the next 4 years
term. But I am available to listen to eventual proposals if this will mean that I, as a
Chairman, have a direct relation with the Executive. I.E. I refer to the Executive
during meetings and not to an Executive delegate.
