p u t t i n g b u n k beds i n the rooms
a n d has been put f o r w a r d as a
means of offering a l l freshers a
place in residence.

TO
A plan to close the Union Lower Refectory and open a pub-style food outlet in the Union
Lower Lounge was revealed by IC Union President Nick Morton late last week. The proposals,
first discussed as long ago as February, include the possibility of demolishing the recently
built partition in the Lower Lounge.
Morton brings house down
Residents of the Montpelier St. Hall have at last gained the
support of the Union President Mr Nick Morton over their
complaints about the current state of the building.

inquorate on M o n d a y .

N i c k P y n e discussed the scheme
at yesterday's H a l l s S u b - C o m mittee m e e t i n g , but the o u t c o m e
is u n k n o w n at the t i m e o l g o i n g
to press.
President-elect Steve G o u l d e r
said " I t ' l l stop o n J u l y 1st," w h i l e
as a n a l t e r n a t i v e to testing the
scheme on students, F E L I X
E d i t o r M r M a r k S m i t h suggested
t h a t D r M o n r o a n d his s u b w a r d e n test the scheme t h e m selves by s h a r i n g a r o o m d u r i n g
the s u m m e r (hence f a c i l i t a t i n g
t h e use o f t h e i r fiats f o r t h e
S u m m e r L e t t i n g S c h e m e too).

residents h a d w r i t t e n to S t u d e n t Services c o m p l a i n i n g about the
c u r r e n t w o r k a n d the lack of facilities i n the H a l l . S o m e h a d refused to
p a y rent but M r M o r t o n t o l d F ' E L I X that " I ' m g o i n g to do a b o s u l t e l y
n o t h i n g for t h e m u n t i l they c o m e u p to the U n i o n Office to see
me—and
y o u c a n q u o t e me o n t h a t ! "
E a r l i e r this week a resident a p p r o a c h e d the President w i t h a c o p y of
t h e i r letter a n d he f i n a l l y agreed to act o n t h e i r behalf.
W h e n F E L I X visited the b u i l d i n g o n T u e s d a y w o r k m e n f r o m the
P h o e n i x R e s t o r a t i o n C o m p a n y s h o w e d us the extent o f the rot. T h e y
are at present c o m p l e t i n g w o r k o n the kitchens a n d b a t h r o o m s on one
side of the b u i l d i n g u p to the second tloor, w h i c h have been out of use
•for over a m o n t h . W h e n these are i n use a g a i n they w i l l start o n the
same areas in the o t h e r side o f the H a l l .
T h e process of restoration involves r i p p i n g a w a y plaster a n d w o o d ,
t r e a t i n g affected surfaces a n d then r e p l a c i n g these m a t e r i a l s . T h i s
results in a c e r t a i n a m o u n t o f very u n p l e a s a n t dust, as w e l l as noise a n d
i n c o n v e n i e n c e . D r y rot, we were i n f o r m e d does s p r e a d very q u i c k l y
a n d the w o r k m a n said it was necessary to treat it as soon as possible
before m a n y floors a n d ceilings b e c a m e unsafe.

were the subject of extensive
discussions yesterday
afternoon
between M r N i c k M o r t o n ,
Acting D P Miss Christine Teller
and concerned parties in the
College administration. These no
doubt include Refectory M a n a ger V i c t o r M o o n e y , the m a n a g e r
of the L o w e r R e f e c t o r y a n d
representatives f r o m the Estates
d e p a r t m e n t (who w o u l d e m p l o y
p e o p l e to k n o c k d o w n
the
p a r t i t i o n w h i c h they e m p l o y e d
p e o p l e to b u i l d last s u m m e r ! ) .
T h e c l o s i n g of the L o w e r R e f e c tory w o u l d , in N i c k M o r t o n ' s
eyes, be f a v o u r a b l e , he thinks
that the space c a n be used by the
L I n i o n for o t h e r purposes i n c l u d i n g sports (table tennis, b a d m i n t o n , etc.) a n d the u s u a l use for
discos.
T h e o l d c l o a k r o o m at the foot
of the c e n t r a l U n i o n staircase
w o u l d be used as a k i t c h e n a n d a
hole k n o c k e d i n t o the L o w e r
L o u n g e to act as a s e r v i n g a r e a .
T h i s w o u l d m e a n that the games
m a c h i n e s w o u l d h a v e t o be
m o v e d a n d , u n d e r the c u r r e n t
p l a n , these w o u l d be p l a c e d in
the E n t s R o o m w h i l e E n t s w o u l d
be m o v e d to the L o w e r R e f e c t o r y
kitchen.
E f f i c i e n c y of service u n d e r the
new scheme w o u l d have to be
v e r y g o o d ; a p u b style outlet
w o u l d have to satisfy the large
n u m b e r o f students w h o c u r r e n t l y
a r r i v e i n the L o w e r R e f e c t o r y
a r o u n d 1 2 : 3 0 p m . N o details of
M r M o o n e y ' s plans are k n o w n at
the t i m e of g o i n g to press, b u t it is
c l e a r that the move w o u l d
i n v o l v e s u b s t a n t i a l p r o b l e m s for
a m a n who cannot adequately

I feel it's about time the

F E L I X . M a n y of the more
ignorant and ill-informed
students a r o u n d College th ink
they are only here to get adegree so w i d e r p o l i t i c a l issues
are irrelevant to their selfc o n t a i n e d , insular cocoon of
self delusion a n d w e l l w o r n
platitudes. I w o u l d like to
point out to those people that
they are l i v i n g i n the real
w o r l d a n d its about time they
grew u p a n d opened their
eyes to this fact; C o l l e g e is a n
i d e a l f o r u m for i n t e l l i g e n t
d e b a t e of the i m p o r t a n t
p o l i t i c a l issues w h i c h concern
each a n d every one of us.
R e t u r n i n g to the F a l k l a n d s ,
I fail to see w h y this a n a c h r o n -
. istic r e m n a n t of b y g o n e
British I m p e r i a l i s m has to cost
this c o u n t r y thirty odd lives to
date, and several b i l l i o n
pounds w h i c h c o u l d be far
better spent elsewhere, not to
m e n t i o n the l i v e s of t h r e e
h u n d r e d A r g e n t i n i a n s , w ho
are, after a l l , only pawns i n
the p o w e r s t r a t e g y of a
c o n t e m p t i b l e fascist regime
g u i l t y of i n n u m e r a b l e v i o lations of h u m a n rights.
T h e g o v e r n m e n t has, of
course, as w i t h a l l its policies,
acted high handedly and
w i t h o u t due consideration of
the consequences, motivated
solely by the desire to reflate
its p o p u l a r i t y i n the hope of
w i n n i n g the n e x t e l e c t i o n .
T h e decision to send the task
force fits into the predictable
pattern of events one is now
c o n d i t i o n e d to expect from
the emotionless zombies who
are c l i n g i n g to power by any
means they c a n .
T o them, it seems perfectly
n a t u r a l to waste ^ l O b i l l i o n
pounds on a ludicrous n a v a l
exercise a r o u n d the F a l k l a n d
Islands rather t h a n spending
it to create e m p l o y m e n t for
some of the 3 m u n e m p l o y e d .
T h e y chose their present
high handed militaristic
course of action, w h i c h puts
them i n a c o m p a r i b l e league
as t h e A r g e n t i n i a n j u n t a ,
rather t h a n over a sensible
a n d peaceful solution. T h e
Islanders should have been
g i v e n the c h a n c e of b e i n g
evacuated a n d flown back to
B r i t a i n a n d then sovereignity

Isn't it about time that R a g
changed its c h a r i t y . F o r the
three years that I've been
here, the money has always
gone to the N a t i o n a l D e a f
C h i l d r e n ' s Society. It's a
w o r t h y cause I ' m sure, but
R i c h a r d T a t e , a r e s e a r c h a s s i s t a n t i n the
D e p a r t m e n t of C o m p u t i n g , was hit a n d killed
by a train o n W e d n e s d a y , M a y 12, at the age of
31.
O n graduating from B r a s e n o s e College,
O x f o r d , where he was a w a r d e d an M A in
mathematics, he w o r k e d at C o r t a u l d s for
several years before moving to Z a m b i a to join
a mining firm. Returning to E n g l a n d in 1978 he
took an M S c in C o m p u t i n g at IC a n d was
placed top in his year. H e t h e n w o r k e d for
S c i c o n for a short while before returning to the
D e p a r t m e n t as a R e s e a r c h Assistant.
R i c h a r d possessed considerable musical and
artisitic abilities about w h i c h he was almost
embarrassingly modest. A s well as singing lead
in the barbershop quartet ' F o u r to a B a r ' , well
k n o w n t o I C s t u d e n t s , he p l a y e d s e v e r a l
musical instruments well and was a talented
c o m p o s e r and arranger. While in Z a m b i a he
was musical director of a production of Oliver,
a job w h i c h involved rearranging the entire
s c o r e t o s u i t t h e r a n g e a n d a b i l i t i e s of
musicians available. H i s skills as a graphic
artist will be r e m e m b e r e d not only by those
w h o visited his flat or received a C h r i s t m a s
c a r d from h i m , but even by anyone who
passed by his office door.
FELIX,
there are also m a n y other
w o r t h y charities.
So w h y has the N D C S
r e c e i v e d so m u c h s u p p o r t
f r o m R a g ? Is it that the R a g
C o m m i t t e e is so busy t r y i n g to
stay i n tack a n d suppress
internal s q u a b b l i n g that it
hasn't any time to decide to
w h o m the money should be
given; or is i t that they are so
u n i m a g i n a t i v e that they can't
think of another charity.
I ' m told that there is a
meeting at w h i c h a l l this is
decided; if so, it's never been
sufficiently advertised. If the
R a g C o m m i t t e e expects
p e o p l e to p a r t i c i p a t e i n
collecting a n d raising money,
then it ought to a l l o w them to
have some say i n where it
goes.

B u t he will be r e m e m b e r e d best for his sense
of h u m o u r a n d friendliness towards everyone.
W h o but R i c h a r d would c o m p o s e a n d r e c o r d a
musical jingle for his telephone answering
machine? H i s openness about his o w n life
made it easy for his friends to share any of
their problems with h i m . H e will be missed by
everyone he c a m e into contact with.

R i c h a r d Tate had s h o w n himself to be a person
of outstanding promise. H e had already made
a major contribution to the research w o r k of
the department. F o r nine mon ths he was a
leading m e m b e r of the A u g u s t a project team,
w o r k w h i c h culminated in papers presented at
a conference at the N P L where Richard's
c o n t r i b u t i o n was widely c o n s i d e r e d to be the
most outstanding. H e had already actively
entered into the planning of a new project
s h o w i n g great insight a n d judgement.
H e h a d a l s o d e m o n s t r a t e d a flair for
teaching both in lectures, where his artistic
talents were used to the full, a n d in supervising
projects. H e will be sadly missed by all his
colleagues.

Council cancelled again!
Last M o n d a y ' s I C U C o u n c i l m e e t i n g failed to o p e n due to i n q u o r a c y ,
as o v e r 50% of the 47 m e m b e r s of C o u n c i l f a i l e d to t u r n u p .
T h e m e e t i n g was to have discussed several i m p o r t a n t matters,
i n c l u d i n g the proposed l i n e n service for H a l l s , the p l a n to r u n a n
e x p e r i m e n t h o u s i n g t w o people i n W e e k s H a l l rooms a n d the a w a r d i n g
of colours.
U n i o n President M r N i c k M o r t o n c a l l e d the absent m e m b e r s " a
b u n c h of miserable s h i t s " a n d said " t h e y ' d better t u r n u p o n M o n d a y ,
M a y 24, w h e n w e ' l l try to have a n o t h e r m e e t i n g . " H e confessed that
some i m p o r t a n t C o l l e g e c o m m i t t e e s were m e e t i n g this week for w h i c h
C o u n c i l should have decided U n i o n policy. H o w e v e r , in a
m e g l o m a n i a c outburst he said " I f no other fuckers c a n be b o t h e r e d to
t u r n up then C h r i s t i n e T e l l e r a n d I w i l l m a k e some b i - l a t e r a l
d e c i s i o n s ! " T h i s o b v i o u s l y indicates that M r M o r t o n d i d not w i s h to
h o l d i n f o r m a l talks w i t h the t w e n t y C o u n c i l m e m b e r s w h o did t u r n u p
o n M o n d a y or even consult H o n o r a r y S e c r e t a r y M r M a r c o L e d w o l d .
N e x t M o n d a y ' s C o u n c i l m e e t i n g w i l l also discuss a m o t i o n r e m o v i n g
d e p a r t m e n t a l representatives f r o m I C U C o u n c i l a n d t r a n s f e r r i n g
their duties to C C U a c a d e m i c allairs officers. T h i s m o t i o n has been
p r o m p t e d by the fact that o n l y two dep reps a t t e n d e d last M o n d a y ' s
meeting.
The Southside Brothel
T h e l i n a l c o n v e r s i o n of the lounge area of the Southside B a r to
V i c t o r i a n style s h o u l d be c o m p l e t e d w i t h i n the next m o n t h .
T h i s c o n v e r s i o n is b e i n g f i n a n c e d by b r e w e r y loans a n d was started
in J a n u a r y . Presently a l l the seating area needs to be u p h o l s t e r e d a n d
the l i g h t i n g w o r k has still to be finished.
T h e w o o d p a n e l l i n g a n d flock w a l l p a p e r is a l r e a d y c o m p l e t e d
a l t h o u g h it is hoped to h a n g some pictures on the walls. H o w e v e r B a r
M a n a g e r M r H a r r y M a g n a y w o u l d like the pictures to c h a n g e o n a
two m o n t h l y basis.
A l l the w o r k is b e i n g done by outside firms a n d (the lack of) coo r d i n a t i o n between these, a n d general a d m i n i s t r a t i v e d e l a y is b e i n g
g i v e n as the reason for the e x t e n d e d c o m p l e t i o n date.
A l m o s t a l l of the s t r u c t u r a l w o r k b e h i n d the b a r has been finished
a n d is a great i m p r o v e m e n t on the o l d r e a l ale b a r , w h i c h is adjacent
the V i c t o r i a n b a r a n d is n o w o n l y used for functions. T h e m o d i f i c a t i o n s
h a v e a l r e a d y i m p r o v e d c o n d i t i o n s l o r b a r staff a n d the q u a l i t y of the
beer, l e a d i n g to a n increase i n t u r n o v e r .
A t present there a i e live real ales a v a i l a b e (one f r o m each b r e w e r y
f i n a n c i n g the conversion) a n d it is h o p e d to have a sixth p u m p on soon.
In a d d i t i o n to pics a n d rolls c u r r e n t l y a v a i l a b l e H a r r y , a n I C m i n i n g
g r a d u a t e , intends to stock p l o u g h m a n s lunches a n d hot food soon a n d
also to increase the range of wines a n d cocktails. S e v e r a l cocktails,
i n c l u d i n g some exclusive to S o u t h s i d e , are a l r e a d y a v a i l a b l e a n d
i n c l u d e a green v a r i e t y , Windscale.
There are also a m b i t i o u s plans
perhaps even plays b u t these are
O c t o b e r . These w o u l d be financed
p a r t i a l l y f u n d e d b y the p r o f i t s
b e l o n g i n g lo the refectories (who
to show l i l m s , m o r e live bands a n d
u n l i k e l y to m a t e r i a l i s e before next
by the B a r A m e n i t i e s f u n d w h i c h is
o f v i d e o g a m e s a n d p o o l tables
r u n a l l C o l l e g e bars).
T h e current alterations do not seem to be c a u s i n g u n d u e discomfort
l o the patrons, a l t h o u g h one customer was h e a r d to say " I t ' s c h a n g e d
a g a i n ; it's like a b r o t h e l . "
Guilds win
Gala
G u i l d s beat R C S by 111-81 i n
the ' i n t e r - C C U s w i m m i n g gala
last M o n d a y . T h e event was h e l d
in the sports centre a n d a sizeable
c r o w d a t t e n d e d despite the
failure of M i n e s to field a t e a m .
R C S w o n the mens race 52-42
but G u i l d s easily w o n the ladies
race a n d also w o n the w a t e r p o l o
m a t c h to give t h e m a c o m f o r t a b l e
victory.
T h e r e was also a n executive
race w h i c h d i d not c o u n t towards
the c o m p e t i t i o n points a n d this
was w o n b y R C S .

T h e t h i r d Physics O p e n D a y
w h i c h was h e l d last F r i d a y was
an u n q u a l i f i e d success w i t h
almost four h u n d r e d sixthformers a t t e n d i n g .
P r o f B u t t e r w o r t h , H e a d of
D e p a r t m e n t , gave a short w e l c o m i n g speech a n d D r M e i k l e
gave a short lecture o n astronomy.
T h e O p e n D a y was first h e l d
i n 1980 a n d is a l w a y s o r g a n i s e d
by p h y s i c s u n d e r g r a d u a t e s ,
p r i n c i p a l l y the d e p a r t m e n t a l
representative w h o this y e a r is

1980 a n d this year gave a short
talk a b o u t life at u n i v e r s i t y .
A m a j o r part of the O p e n D a y
is a d i s p l a y o f first year l a b o r a tory projects a n d this year they
i n c l u d e d biophysics,
computer
s i m u l a t i o n s o f r a d i o - a c t i v e decay
and R u b i k ' s C u b e , holography
a n d a study of the t i m e of a r r i v a l
of students for t h e i r early
m o r n i n g lectures.
Rag Fete
Sucess
I C U n i o n R a g Fete took place o n
S a t u r d a y a f t e r n o o n on the
Q u e e n ' s L a w n . A b o u t 400 people
a t t e n d e d a n d over £400 was
raised for c h a r i t y . T h e fete was
o p e n e d by the R e c t o r , L o r d
Flowers.
T h e Q u e e n ' s T o w e r was o p e n
for those w h o w a n t e d to p a y 30p
to go u p it a n d o t h e r e n t e r t a i n ments i n c l u d e d the r i t u a l s h a v i n g
of P r e s i d e n t - e l e c t M r Steve
Goulder.
A n o t h e r a t t r a c t i o n was the
soggy-sponge t h r o w i n g stall
w h i c h gave a n o p p o r t u n i t y for
p a r t i c i p a n t s to release their p e n t u p frustrations. F i n a l l y , L a d y
Flowers and IC Wives C l u b
offered h o m e - m a d e j a m s a n d
preserves for sale o n t h e i r stall.

An apology
F E L I X w o u l d like to apologise for a serious omission w h i c h o c c u r r e d in
the M a y 7 issue. A m i d s t the excitement of the loss of the U n i o n mascot
M i k e , we failed to c a n y a report o n the U G M w h i c h took place o n
T u e s d a y , M a y 4. H o w e v e r , o u r on-the-spot reporter N . W i l l s o n has
m a n a g e d to r e c a l l the f o l l o w i n g a b o u t this e x c i t i n g a n d e x t r e m e l y
i m p o r t a n t occasion.
About twenty boring farts gathered for the non-event of the term, the I'GM in
the (ireat Hall on Tuesday. May 4. Some fat bloke with a moustache, or maybe
the fat slob with the beard, opened the meeting several minutes late. Quorum was
challenged and the fat slob with the beard ignored it. At a second attempt at
challenging quorum the bearded slob tried lo wiggle out of it by demanding to see
the challengers' unioncards. even though one of the challengers (me) was known to
him by sight. Ian House, the other challenger, showed his card. The meeting
closed aflei one minute anil twenty-fire seconds.

A Science Student's
Discomfort
comfortable with it. B u t as we k n o w things are
different now.
I believe the root of these questions lies in
the fact that I c o u l d not put science a n d
technology in a c o n t e x t relating to the whole
w o r l d . T r u e , y o u see manifestations of science
and technology everywhere but that does not
explain what they are.
A f t e r a lot of sou! searching s u c h a context
s u d d e n l y d a w n e d o n m e . It m a y n o t be
completely true but I think it has elements of
truth in it. A l s o I think it answers s o m e of those
questions a n d m a k e s me feel happier with
what I'm doing. T h e purpose of this piece of
writing is to describe that c o n t e x t . It is not
r e s e a r c h e d , studies or anything like that a n d in
describing it I may not fully justify what I say,
but it is m y gut reaction. I want to c o n v e y a n d
so please bear in m i n d these qualifications.
M y aim is to share.
H a v e y o u ever i n y o u r studies of science a s k ed
yourself any of the following questions? W h y
a m I here? W h a t is this I'm studying? W h a t ' s
the p u r p o s e of this lab report? W h a t is the
lecturer saying? W h y is he saying it? W h e r e d i d
it c o m e from? W h y s h o u l d I believe it? W h y is
it s o d i f f i c u l t t o l e a r n ? W h y a r e s c i e n c e
students as they are? H o w d o I relate science
• to the world? Is it valid o r a big c o n t r i c k ? Is it
the truth? Is it the absolute truth? — G o d ' s
truth if y o u like. If y o u haven't a s k e d any of
these questions, stop here.
Firstly, science. W h a t is it and is it true? I
n o w view it as m a n k i n d ' s attempt to describe
n a t u r e ; to q u a n t i f y n a t u r e ; t o u n d e r s t a n d
nature; to answer one of the eternal questions:
" W h e r e a m I ? " ; p o s s i b l y an a t t e m p t to
manipulate nature. F o r instance N a t u r e says
" T h e r e is a q u a n t i t y " — of grass perhaps, or
anything. It is m a n w h o counts the blades of
grass. N a t u r e says "If this thing w h i z z e s r o u n d
too fast it will b r e a k " . M a n says that the
centrifugal force will stress the shaft b e y o n d its
shear strength a n d it will fracture in a certain
way. H e m a k e s his measurement, does his
m a t h s a n d predicts what will h a p p e n a n d why
o n the basis of past experience.
If they have c r o s s e d y o u r m i n d , have y o u
got s a t i s f a c t o r y a n s w e r s t o t h e m ? T h e s e
questions have constantly arisen in this, m y
first year at C o l l e g e . T h e y didn't arise before at
s c h o o l , because I d i d other things apart from
s c i e n c e — t h e r e f o r e I d i d n ' t h a v e t o feel
N a t u r e doesn't have to explain why things
happen in the order they do — m a n does —
entropy he calls it.
S o that's what it is. S c i e n c e is the abstract
d e s c r i p t i o n of nature. S c i e n c e is one of man's
inventions to u n de r s tand the universe.

a p p r o a c h with great delight, but as part of preventative welfare it seems
useful if only to c a t c h one or two of y o u w h o may go a b r o a d this s u m m e r
without adequate insurance c o v e r , particularly those relating t o possible
medical expenses. T h e following, rather bizarre as well as cautionary list,
is a r a n d o m sample from the claims settled by one insurance c o m p a n y

W h a t about the study of technology? In this
c o n t e x t it b e c o m e s a n a b s t r a c t i o n of a n
a b s t r a c t i o n . M a n inventing uses of science
w h i c h he invented to describe nature, a n d the
beautiful th ing is that it w o r k s — t h i n g s d o
h a p p e n as p r e d i c t e d — s p a c e shuttles.
If one views science in this w a y , effectively
y o u are r e m o v i n g yourself f r o m involvement
a n d seeing it for what it is, w h i c h is m u c h m o r e
comfortable. W h a t are the implications of this?
I d o not pretend to have thought these things
t h r o u g h thoroughly but let o u r imaginations
w a n d e r . B y r e m o v i n g yourself f r o m involvement a n d seeing things for what they are, are
y o u not widening y o u r capacity for creativity
and l a t e r a l t h i n k i n g ? D o y o u feel that
technology is sometimes u s e d solely because
one k n o w s h o w to d o it a n d that knowledge is
given as justification for its use? I also w o n d e r
that if science was taught i n this context rather
than being battered into y o u ( " Y o u ' d better
believe it or else y o u won't pass."), perhaps the
awful barriers between science and arts
wouldn't exist.
V i e w e d i n this light, I think science a n d
technology will b e c o m e easier to accept, learn
a n d use, given what it is. N o w get b a c k to
lectures a n d revision a n d y o u r future. H o w d o
y o u feel? G o o d l u c k with y o u r e x a m s ?
substantial c o n t r i b u t i o n . In F r a n c e a n d B e l g i u m for e x a m pl e patients
must pay a r o u n d 25% of all treatment costs.
In addition there are r e c i p r o c a l health c a r e arrangements with A u s t r i a ,
Bulgaria, the C h a n n e l Islands, C z e c h o s l o v a k i a , G e r m a n D e m o c r a t i c
Republic, H u n g a r y , M a l t a , N e w Z e a l a n d , N o r w a y , P o l a n d , P o r t u g a l ,
R u m a n i a , S w e d e n , U S S R a n d Y u g o s l a v i a . D H S S leaflet S A 3 0 gives
details of the free services available to any traveller with a U K passport
a n d / o r N H S c a r d . H o s p i t a l treatment is usually free, but not necessarily
medicine, dental treatment or treatment at a d o c t o r ' s surgery.
M o s t insurance companies have i n c r e a s e d the m e d i c a l e x p e n s e s limit
dramatically in the last year o r so without a n equivalent increase in
p r e m i u m s . It's not easy t o give any general guidelines to the most
e c o n o m i c a l s c h e m e s since they t e n d to vary considerably a c c o r d i n g to
the type a n d d u r a t i o n of c o v e r r e q u i r e d , but it is well w o r t h c o m p a r i n g
policies; one may be best for a t w o week trip t o E u r o p e while another
may be m o r e e c o n o m i c a l for six w e e k s in N o r t h A m e r i c a . W e d o have
s o m e examples w h i c h c a n be l o o k e d t h r o u g h at this office, including
s o m e of those a r r a n g e d by the m a i n b a n k s , s u c h as N a t W e s t . W e also
have Endsleigh's application forms; although they specialise in student
insurance they are not necessarily the most advantageous.
If y o u are already c o v e r e d by a w o r k c a m p a b r o a d , in a group or
package travel arrangement it is advisable to obtain precise details since
certain r i s k s may not be i n c l u d e d , or not sufficiently c o v e r e d . M o s t
insurance policy application forms only c o n t a i n a brief s u m m a r y of the
cover p r o v i d e d , so w h e n arranging y o u r o w n it is also advisable to inspect
the full policy, with all the conditions a n d e x c l u s i o n s w h i c h apply, prior to
purchase.

people, including m a n y students, without r e c o u r se to any free medical

H o w e v e r , having said that, let us not forget
that the inventors of science, the people w h o
d e s c r i b e , w e r e t h e l i k e s of P y t h a g o r a s ,
G a l l i l e o , N e w t o n , Einstein — geniuses a n d
t h o u s a n d s of other "sub-geniuses" following
o n . T h e s e people were " o n e in a m i l l i o n " a n d
their w o r k merits great respect.

Last w e e k I attended t h e s i x t h International C o n f e r e n c e of S t u d e n t s of
T e c h n o l o g y a t t h e U n i v e r s i t y of L u l e a S w e d e n , t h e n o r t h e r n m o s t
Institute of T e c h n o l o g y in the w o r l d . T h e r e were a total of 28 delegates
from G r e e c e , Y u g o s l a v i a , P o l a n d , t h e N e t h e r l a n d s , Ireland, F i n l a n d ,
U S S R a n d S w e d e n . I w a s the only delegate f r o m the U K .
W e a r r i v e d i n L u l e a o n M o n d a y , M a y 10 for the official o p e n i n g of the
c o n f e r e n c e after w h i c h we were allocated t o students w h o w o u l d be o u r
h o s t s f o r t h e w e e k . T h e f o l l o w i n g d a y s a w t h e s t a r t of a h e c t i c
p r o g r a m m e that left e v e r y o n e shattered b y the e n d of the week. W e had
t o be at t h e C o l l e g e at 8:00am most m o r n i n g s a n d d i s c u s s i o n sessions
normally went o n until 9:30pm.
T r i p s were o r g a n i s e d t o a steel factory, a r e s e a r c h centre a n d a n i r o n
ore mine. T h e s e visits c o n s i s t e d of a lecture a n d then a tour. T h e size of
the o r e mine was s t u n n i n g ; we t o u r e d 600m below g r o u n d in a c o a c h o n
a s p h a l t e d r o a d s a n d h a d l u n c h i n their c a n t e e n 5 0 0 m d o w n . O t h e r trips
were a r r a n g e d to a c o n f e r e n c e c e n t r e , a r o u n d the city of L u l e a a n d t o a
skiing r e s o r t — a c r o s s the arctic circle. U n f o r t u n a t e l y w e were t o o late to
be able t o s k i a s there w a s not enough snow a n d we were t o o early in the
year t o be able t o see the midnight sun although we were quite close with
only V/ h o u r s of d a r k n e s s .

A t various points d u r i n g the d a y we w o u l d split u p into groups for
d i s c u s s i o n s . A t first there was a large a m o u n t of information exchange o n
h o w o u r respective e d u c a t i o n systems w o r k e d a n d o u r students unions.
W e went o n t o d i s c u s s t e c h n i c a l d e v e l o p m e n t with specific reference t o
c o m p u t i n g a n d t h e effects o n society b o t h positive a n d negative. A l l
sessions were m i n u t e d a n d a b o o k l e t will be p r o d u c e d a n d f o r w a r d e d to
participants w i t h a s u m m a r y of these discussions. A t the e n d of the week
all t h e delegates p u t together a F i n a l D o c u m e n t w i t h a statement from
the c o n f e r e n c e stating that " I N C O S T 82 agreed that it is important that
the technologist takes his o r h e r responsibility for t h e technology that
they develop. It w a s also a g r e e d that in these days w h e n development is
m o r e i m p o r t a n t t h a n ever, it is n e c e s s a r y t o p u t m o r e resources into
technical e d u c a t i o n a n d r e s e a r c h . "
Union Honorary Secretary Marco
Ledwold has just returned from a £200
all expenses paid trip to Sweden on the
Union! He reports his findings.
S i n c e d r i n k i n g is f r o w n e d u p o n in S w e d e n the nights were not spent in
b a r s b u t i n saunas w h e r e informal d i s c u s s i o n w o u l d c o n t i n ue together
with singing sessions, t h e repertoire ranging from Morning Has Broken
to Four and Twenty Virgins. T h e w e e k e n d e d with the tenth anniversary
d i n n e r of the university a t t e n d e d b y m a n y local celebrities a n d over 500
students a n d m e m b e r s of staff.
I enjoyed the conference immensely a n d made m a n y friends a n d I w a s
s o r r y t o h a v e t o leave at t h e e n d of the w e e k . I w o u l d s t r o n g l y
r e c o m m e n d that we c o n t i n ue t o participate in I N C O S T w h i c h gives
students internationally a c h a n c e to meet e a c h other as people a n d
d i s c u s s issues of technological i m p o r t a n c e , a n d not as politicians as is the
c a s e with o t h e r international student c o n v e n t i o n s .

I n i t i a l p r o b l e m s began w i t h most of the I C
team setting off for C a m b r i d g e a n d by the
appointed starting time only four IC
member s were present, a d j o u r n m e n t to the
l o c a l p u b was t h e n d e c i d e d as the best course
of a c t i o n . T h r e e hours later a c r u m p l e d I C
team took to the field. E a s t l a n d opened the
b o w l i n g w i t h his d o n k e y drops a n d daisy
cutters a c c o m p a n i e d at the other end by that
eloquent c o l o n i a l H i n m e r s , b o w l i n g like a
m a n e m b a r r a s s e d a b o u t his u n d e r a r m
odours. F a i r l y soon w i t h w i t h some
benevolent u m p i r i n g , St. Peters were
reduced to 22 for 5. It w o u l d have been for six
except for that r e m a r k a b l e slip fielder B e l l
(who i n c i d e n t a l l y bears a s t r i k i n g resemblance to H e n r y the H i p p o , that w e l l - k n o w n
ballet star), w h o p r o v e d that he was a d a b
h a n d at d r o p p i n g catches (a q u i c k m e n t i o n ^
for his sponsors, T e f l o n ) . Bussey t h e n got the

President's Annual Report
University Cuts
T h e m o s t i m p o r t a n t i s s u e of t h e y e a r w a s p r o b a b l y
the g o v e r n m e n t ' s m a s s i v e c u t b a c k in u n i v e r s i t y
f u n d i n g . A l t h o u g h m e d i a t e d by t h e U n i v e r s i t y G r a n t s
C o m m i t t e e ( U G C ) , the c u t s w e r e c l e a r l y g o v e r n m e n t
p o l i c y a n d not a s u d d e n w i s h to r a t i o n a l i s e by the
universities themselves.
T h e c u t s w i l l h a v e s e r i o u s effects o n all u n i v e r s i ties, i n c l u d i n g I m p e r i a l C o l l e g e , a n d I t r i e d to c o n v e y
the gravity of t h e s i t u a t i o n to t h e s t u d e n t b o d y . M y
s u c c e s s w a s l i m i t e d but I C U d i d s e n d o v e r o n e h u n d r e d letters to M P s a n d a l s o m a n a g e d a t o k e n p r e s e n c e o n t h e m a r c h a n d l o b b y of P a r l i a m e n t
in N o v e m b e r . T h e r e p l i e s to s o m e of the letters w a s
encouraging.
T h e a c t i o n t a k e n by I C U w a s h a r d l y e x t e n s i v e a n d
left m e w o n d e r i n g h o w to c o n v i n c e o u r s t u d e n t s
that a major attack on the universities w o u l d
s e r i o u s l y affect their s u c c e s s o r s , if not t h e m s e l v e s .
H o w e v e r , we w e r e o n l y a s m a l l part of a m a s s i v e
national c a m p a i g n incorporating students, trade
unionists, academics and administrators. This
c a m p a i g n has not s u c c e e d e d in r e v e r s i n g the c u t s
but h a s e n s u r e d f u r t h e r c u t s are not i m p o s e d .
O n a l o c a l level, w e h a v e s e e n v a r i o u s a t t e m p t s to
save m o n e y a r o u n d t h e C o l l e g e . T h e c r u n c h h e r e
w i l l c o m e after I h a v e left as t h e m a j o r item of
e x p e n d i t u r e in C o l l e g e is s a l a r i e s . W i l l v o l u n t a r y
r e s i g n a t i o n s a n d r e t i r e m e n t s be e n o u g h , or will
there b e c o m p u l s o r y r e d u n d a n c i e s ? If t h e r e are,
p e r h a p s i n d i v i d u a l s t u d e n t s will w a k e u p to t h e
reality of g o v e r n m e n t e d u c a t i o n p o l i c y . N e v e r m i n d
l i m i t e d a c c e s s to l i b r a r i e s , or f e w e r p r a c t i c a l
c l a s s e s , h o w will s t u d e n t s feel w h e n t h e i r f a v o u r i t e

Queen Elizabeth College
O n e r e s p o n s e to t h e c u t s in L o n d o n h a s b e e n the
c o n s i d e r a t i o n of C o l l e g e m e r g e r s . O n e or t w o m a y
w e l l c o m e to f r u i t i o n , t a l k s b e t w e e n B e d f o r d a n d
Royal Holloway being particularly well advanced.
O n e m e r g e r c o n s i d e r e d w a s b e t w e e n Imperial
a n d Q u e e n E l i z a b e t h . T h e initial t a l k s s t a r t e d in
e a r l y N o v e m b e r a n d I r e p o r t e d this to a U G M o n
N o v e m b e r 10. T h e m e e t i n g n o d d e d their h e a d s a n d
s a i d n o t h i n g . A w e e k later I r e p o r t e d to C o u n c i l that
a w o r k i n g party h a d b e e n set u p to c o n s i d e r t h e
m e r g e r . In that report I s t a t e d that I felt n o t h i n g
w o u l d c o m e of t h e t a l k s b e c a u s e of a c a d e m i c
o p p o s i t i o n . C o u n c i l n o d d e d its c o l l e c t i v e h e a d a n d
s a i d very little.
A b o u t t h r e e w e e k s later it b e c a m e c l e a r that t h e
m o s t likely " a r e a of c l o s e r c o l l a b o r a t i o n " w a s in t h e
life s c i e n c e s . S u d d e n l y R S C U a n d e s p e c i a l l y the
b i o l o g i s t s w e r e up in a r m s . W h a t w a s g o i n g o n ?
W h y hadn't t h e P r e s i d e n t t o l d us a b o u t all t h i s ? I
n o d d e d m y h e a d a n d s a i d very little.
T h e initial c o n c e r n of o u r s t u d e n t s s e e m e d to be
o v e r the f u t u r e of t h e A R C S a n d the h i s t o r y of R C S
traditions. E v e n t u a l l y sanity p r e v a i l e d and an
e m e r g e n c y U G M d e c i d e d it s h o u l d be m o r e w o r r i e d
about standards, student numbers and course
o p t i o n s w i t h i n the U n i v e r s i t y . I C U a d o p t e d the
p o l i c y that if w e w e r e f o r c e d to live w i t h the c u t s , we
s h o u l d offer the h a n d of f r i e n d s h i p to a n o t h e r
C o l l e g e (albeit u n d e r c e r t a i n c o n d i t i o n s ) . W h e t h e r
o r not t h e y t o o k up the offer w a s up to t h e m .
E v e n t u a l l y t h e offer w a s not t a k e n u p b e c a u s e the
c o n d i t i o n s a g r e e d by I C U a n d a l a r g e b o d y of
Imperial a c a d e m i c s w e r e t o o s t r i n g e n t for Q E C . T h e
a c a d e m i c differences between the two colleges
w e r e t o o large. A Q E C / K i n g s m e r g e r is n o w b e i n g
discussed.
Grant Cuts
A n o t h e r w a y of s a v i n g m o n e y o n h i g h e r e d u c a t i o n

Overseas Students
T h e n u m b e r s of o v e r s e a s s t u d e n t s at I C c o n t i n u e d
to d e c l i n e as a result of h i g h fees.
A m i n o r c o n c e s s i o n o n t his front w a s that t h e
g o v e r n m e n t d i d not i n c r e a s e the fees for o v e r s e a s
science and engineering students.
A l o s s for o v e r s e a s s t u d e n t s w a s that in f u t u r e
m o s t of t h e m will have to p a y fees for h o s p i t a l
t r e a t m e n t d u r i n g the first y e a r of t h e i r s t a y in the
UK.
M o s t of t h i s r e p o r t s o f a r h a s b e e n r a t h e r
d e p r e s s i n g . T h e s i t u a t i o n is s e r i o u s a n d t h e m o r a l e
of the h i g h e r e d u c a t i o n s e c t o r is low. H o w e v e r , it is
not all b a d a n d I C U h a d a m a j o r s t r o k e of luck in t h e

Academic Affairs
Like my predecessor , I believe the U n i o n ' s work on
the a c a d e m i c front is c r u c i a l .
For the u n d e r g r a d u a t e , we o b v i o u s l y want
l e c t u r e r s wit h the best q u a l i t y l e c t u r i n g s k i l l s . I h o p e
t r a i n i n g c o u r s e s will c o n t i n u e to be t a k e n s e r i o u s l y
by p r o b a t i o n a r y l e c t u r e r s , e v e n as t h e m o n e y for
such courses decreases. However, I became
c o n c e r n e d wit h m o r e e x p e r i e n c e d l e c t u r e r s . H o w
d o w e tell t h e m t h e m e s s a g e is not g e t t i n g a c r o s s to
the student c o n s u m e r ? T h e a n s w e r was the
i n t r o d u c t i o n t h r o u g h o u t C o l l e g e of q u e s t i o n n a i r e s
o n e a c h c o u r s e . T h e s e h a v e h a d s o m e s u c c e s s in
p h y s i c s w h e r e l e c t u r e r s have n o t e d d i s s a t i s f a c t i o n
with their s p e e d , handwriting or whatever. I h o p e
the s y s t e m will w o r k in every d e p a r t m e n t but it is
very m u c h up to t h e A c a d e m i c A f f a i r s C o m m i t t e e to
e n s u r e it d o e s .
O n t h e q u e s t i o n of s t u d e n t f e e d b a c k , I w a s m o s t
i m p r e s s e d by the o p e n d i s c u s s i o n of a n M S c c o u r s e
in the g e o l o g y d e p a r t m e n t I a t t e n d e d . T h e f r a n k
e x c h a n g e of v i e w s w a s h i g h l y c o n s t r u c t i v e . F o r
s m a l l g r o u p s this s y s t e m is i d e a l a n d m a y be w o r t h
c o n s i d e r a t i o n in o t h e r d e p a r t m e n t s .
R e s e a r c h p o s t g r a d u a t e s h a v e a very different
p r o b l e m ( c l o s e to my heart, t his o n e ! ) . T h e o v e r r u n n i n g of r e s e a r c h t i m e h a s a t t r a c t e d t h e
c o n s i d e r a t i o n of staff, s t u d e n t s , a d m i n i s t r a t o r s a n d
the n a t i o n a l p r e s s t his y e a r . B e c a u s e p r e s s u r e is
c o m i n g from many quarters, improvements o n the
s y s t e m are b e i n g f o u n d . B o a r d of S t u d i e s at IC
p a s s e d p r o p o s a l s to t a k e greater c a r e wit h s e l e c t i o n
of s t u d e n t s , to i n c l u d e the p r o g r e s s of a l e c t u r e r s '
research students when reviewing a lecturer's
p r o m o t i o n , to limit the n u m b e r of s t u d e n t s per
s u p e r v i s o r a n d to p r e s s for a c l o s e p l a n n i n g of t h e
third year between student and supervisor. T h e s e
c h a n g e s are s t e p s in t h e right d i r e c t i o n . A t G r a d u a t e
S t u d i e s C o m m i t t e e , I C U p r e s s e d for c l o s e r
m o n i t o r i n g of a r e s e a r c h s t u d e n t s p r o g r e s s at t h e
e n d of the first y e a r . It is better to leave t h e n t h a n d r a g
o n the p r o b l e m s . F o r m a l m o n i t o r i n g is O K , but m o s t
u s e f u l w o u l d be a c h a n g e in attitude. N o s t i g m a
s h o u l d attach to a r e s e a r c h s t u d e n t w h o l e a v e s after
o n e y e a r . T h e c h a n g e f r o m u n d e r g r a d u a t e to
p o s t g r a d u a t e is a m a s s i v e o n e a n d it is i n e v i t a b l e
that it will not suit e v e r y o n e .

T h i s s u b j e c t m a d e m e rather u n p o p u l a r in m a n y
parts.
I w e l c o m e d t h e C o l l e g e ' s p u r c h a s e of a n e w H a l l
in M o n t p e l i e r Street. I h o p e ( w h e n f i n a n c e s h a v e
e a s e d again ) that I C U will c o n t i n u e to a d o p t t h e
c o n s t r u c t i v e l o n g - t e r m v i e w that it is right to o b t a i n
more C o l l e g e a c c o m m o d a t i o n .
H o w e v e r , t h e r e is n o d o u b t that s u c h p u r c h a s e s
can bring short-term financial problems and these
w e r e o b v i o u s t his y e a r . T h e p r i c e of b u y i n g a n d
converting Montpelie r Street c o m b i n e d with high
interest rates a n d a s u r p r i s e i n c r e a s e in h e a t i n g
c h a r g e s meant t h e r e s i d e n c e a c c o u n t w o u l d not
b a l a n c e for 1981/2. T h e a c t i o n t a k e n w a s to c u t
down on f u r n i s h i n g s and r e d e c o r a t i o n s and
i n c r e a s e rents. W h e n s u r v e y e d , t h e m a j o r i t y of H a l l
r e s i d e n t s s a i d they w o u l d p r e f e r a rent i n c r e a s e to a
f u r t h e r c u t b a c k in f u r n i s h i n g s , etc. R e l u c t a n t l y I
a g r e e d to the rent i n c r e a s e . T h e o n i y o t h e r c o u r s e of
a c t i o n o p e n to m e w a s to o r g a n i s e a rent s t r i k e . T h i s
o p t i o n w a s not c o n s t r u c t i v e as e v e n t u a l l y f u t u r e
r e s i d e n t s w o u l d b e a r t h e c o s t — m o n e y w o u l d not
s u d d e n l y a p p e a r f r o m C o l l e g e o r a n y w h e r e e l s e to
s u b s i d i s e o u r rents. I n d e e d , h i d d e n s u b s i d i e s f r o m
C o l l e g e will be d i s a p p e a r i n g o v e r t h e next f e w y e a r s
w h i c h is g o i n g t o m a k e b a l a n c i n g t h e s t u d e n t
r e s i d e n c e a c c o u n t i n c r e a s i n g l y difficult.
(Incidentally, m o s t of t h e m o n e y lost t h r o u g h t h e

S o w h a t to the f u t u r e of r e s i d e n c e ? T h e h e a t i n g
p r o b l e m will be dealt w i t h w i t h i n a y e a r as w e t a k e
t h e r e s i d e n c e s off t h e D e p a r t m e n t of t h e
Environment's heating supply. T h e decorating and
r e f u r b i s h m e n t p r o g r a m m e m u s t be r e i n s t a t e d . Let
us h o p e that the m o n e y is w i s e l y s p e n t , it has not
a l w a y s b e e n in t h e past, e . g . t h e i n s t a l l a t i o n of
d o u b l e p o w e r s o c k e t s in s o m e S o u t h s i d e r o o m s t his
y e a r for no a p p a r e n t r e a s o n . T h e r e are s h a b b y a n d
p o s i t i v e l y u n s a f e a r e a s a n d f a c i l i t i e s are not up to
the s t a n d a r d s r e q u i r e d by t o d a y ' s s t u d e n t .
H o p e f u l l y interest c h a r g e s will s t a b i l i s e ( F a l k l a n d
Islands permitting), and we have made major
s a v i n g s for next y e a r in the r e m o v a l of t h e l i n e n
s e r v i c e . T h e s a v i n g s will b e in t h e f o r m of n o n r e p l a c e m e n t of retiring c l e a n e r s as w e l l as a c t u a l
l a u n d r y bills. A l l t his m e a n s the i n c r e a s e f o r next
y e a r ' s rents s h o u l d be r o u g h l y t h e s a m e as the
i n c r e a s e in the grant.
A s f a r a s o b t a i n i n g m o r e a c c o m m o d a t i o n is
c o n c e r n e d , p e r h a p s t h e a n s w e r at p r e s e n t lies in
H e a d T e n a n c i e s w h e r e n o great c a p i t a l o u t l a y is
i n v o l v e d . T h i s y e a r M i c h a e l A r t h u r h a s p i c k e d u p the
o d d p r o p e r t y w i t h o n e o r t w o m a j o r p r o p e r t i e s in the
p i p e l i n e at p r e s e n t . M i c h a e l a l s o h a s a m o r e
a m b i t i o u s p r o j e c t for a s t u d e n t v i l l a g e . I w o u l d
a d v i s e m y s u c c e s s o r t o f o l l o w this i d e a as it has
great p o t e n t i a l .

d e s e r v e s t h e U n i o n ' s t h a n k s for t h e w o r k h e has

Welfare
W h i l s t half o n t h e s u b j e c t of S t u d e n t S e r v i c e s , all
w e l f a r e m a t t e r s s e e m to h a v e b e e n h a n d l e d in
Princes G a r d e n s . I have had very few welfare
p r o b l e m s a c r o s s m y d e s k this y e a r . I h a v e a l s o h a d
no complaints about Student Services so I assume
they have s u c c e s s f u l l y h a n d l e d all welfare
p r o b l e m s . T h a n k s to M i c h a e l a n d t o S u e T e l l i n g .
In t h e w i d e r s e n s e , t h e U n i o n has b e e n a c t i v e in
t h e w e l f a r e f i e l d . N i c k P y n e (with a little h e l p f r o m
me) s u c c e e d e d in g e t t i n g t h e i n s t a l l a t i o n of s e c u r i t y
b o l t s in S o u t h s i d e . T h i s w a s a m a j o r s t e p f o r w a r d in
t h e p r e v e n t i o n of r a p e a n d p o s s i b l y theft. N i c k a l s o
o r g a n i s e d Welare Week. W e l l organise d and badly
a t t e n d e d , h i s efforts w e r e w a s t e d o n IC s t u d e n t s . I
h o p e o u r Welfare C o m m i t t e e can p r o d u c e a welfare
b o o k l e t this y e a r w h i c h w i l l b e a n o t h e r s t e p f o r w a r d .
T h e H e a l t h C e n t r e is u n d e r f i n a n c i a l p r e s s u r e a n d
m e t h o d s of m a i n t a i n i n g all f a c i l i t i e s are b e i n g
e x a m i n e d . T h e r e h a v e b e e n n o c o m p l a i n t s to me
about the Health C e n t r e , a pleasant c h a n g e from
f o u r o r f ive y e a r s a g o . C r e d i t m u s t g o to the
D i r e c t o r , D r H a i n e s I regret h e is m o v i n g o n t o n e w
pastures.
M o r t o n ' s Mystery
I t h o u g h t I w o u l d put this in h e r e t o c h e c k h o w m a n y
p e o p l e r e a l l y r e a d t h e w h o l e report. T h e r e is a
s c h e m e of m a j o r i m p o r t a n c e to t h e U n i o n u n d e r
d i s c u s s i o n in C o l l e g e . It m a y c o m e to light d u r i n g
m y t e r m of o f f i c e o r it m a y be left to next y e a r ' s
executive.

I have really enjoyed my job as B a r C o m m i t t e e
C h a i r m a n this year.
W i t h a d e c l i n e in t h e d r i n k s i n d u s t r y n a t i o n w i d e ,
C o l l e g e b a r s h a v e h e l d u p very w e l l . T h i s is partly
d u e to s e n s i b l e p o l i c y o n p r i c e s i n c l u d i n g an
O c t o b e r discoun t and to the guest ale s c h e m e . I
h o p e tjiese p o l i c i e s w i l l c o n t i n u e .
S u c c e s s h a s a l s o b e e n d u e to c h a n g e s in
i n d i v i d u a l bars.
Over the s u m m e r , B a r n e y , the barmen and I
d i s c u s s e d t h e p o s s i b l e c h a n g e s to t h e U n i o n L o w e r
L o u n g e . A l l of u s set t o different a s p e c t s of the
c h a n g e s a n d we e n d e d up with a partition, a new
c a r p e t , h a n d p u m p s a n d d e c e n t beer. A l l p r o v e d
s u c c e s s f u l a n d t h e bar h a s b e e n o p e n for most of
the year. T h e m u c h m a l i g n e d partition, " M c C a b e '
F o l l y " , h a s g r e a t l y i m p r o v e d t h e a t m o s p h e r e of the
drinking area.
B i g g e r c h a n g e s c a m e in S o u t h s i d e . B r e w e r y
l o a n s w e r e o b t a i n e d a n d a great d e a l of r e d e c o r a t i o n
w a s c a r r i e d o u t . I b e l i e v e S o u t h s i d e s h o u l d b e a real
s h o w p i e c e b a r by t h e e n d of t h e y e a r . T h e
s u r r o u n d i n g s will b e very p l e a s a n t w h e n all t h e w o r k

T h e U n i o n s t a r t e d the y e a r w i t h a s u r v e y . T h i s
Involved a vast a m o u n t of w o r k but all w a s p r o b a b l y
worthwhile. T h e results were both useful and used.
A n e w r a n g e of s a n d w i c h e s a n d s a l a d s w a s put in
the Buttery. T h e f eedback , i n c l u d i n g written
c o m p l i m e n t s in t h e s u g g e s t i o n s a n d c o m p l a i n t s
b o x , w a s all g o o d a b o u t t h e n e w r a n g e .
T h e s u r v e y a l s o t h r e w u p (!) t h e fact that s i m p l e
m a t t e r s l i k e t h e c o o k i n g of v e g e t a b l e s in S o u t h s i d e
and the Sherfield main refectory were being
m i s h a n d l e d . T h e s e c o m p l a i n t s w e r e all f o l l o w e d up
by M r M o o n e y a n d s h o u l d have l e d to i m p r o v e ments.
F i n a l l y , the s u r v e y b r o u g h t to light m a n y
c o m p l a i n t s a b o u t t h e c a t e r i n g in L i n s t e a d . M a r k
G i l l e t t e a n d t h e rest of L i n s t e a d H a l l C o m m i t t e e
f o l l o w e d t h e s e up. A c e s s a t i o n of c a t e r i n g in the H a l l
is p o s s i b l e but w a s not w a n t e d by t h e majority of
r e s i d e n t s . Instead M a r k h a s n e g o t i a t e d a n u m b e r of
c h a n g e s in t h e s e r v i c e , i n c l u d i n g a c a f e t e r i a s t y l e
s e r v i c e o n trial this t e r m .
T h e S o u t h s i d e Refectory was moved d o w n a floor
over Easter. This idea c a m e from the Refectory
C o m m i t t e e C h a i r m a n a n d w a s l a r g e l y to s a v e
m o n e y . S a v i n g m o n e y is i m p o r t a n t as it will be
r e f l e c t e d in t h e p r i c e s . I C U h o p e s that t h e m o v e w i l l
a l s o i m p r o v e q u a l i t y b y p u t t i n g the outlet n e a r e r t h e
kitchens.
T h e U n i o n R e f e c t o r y h a s lost a lot of c u s t o m e r s
s i n c e I first c a m e t o C o l l e g e . G o n e are the d a y s
w h e n t h e r e is a q u e u e a r o u n d t h r e e w a l l s of t h e
r o o m . T h e r e are b i g c h a n g e s u n d e r c o n s i d e r a t i o n at
p r e s e n t . T h e p r o p o s a l is to c l o s e t h e l o w e r r e f e c t o r y
a n d u s e t h e L o w e r L o u n g e a s a c a t e r i n g outlet. T h e
s t y l e of s e r v i c e will c h a n g e , p r o b a b l y t o w a r d s a w y i e
b a r t y p e s e r v i c e . I t h i n k t h e s e c h a n g e s will g r e a t l y
i m p r o v e c a t e r i n g in t h e U n i o n .
If t h e s e c h a n g e s t a k e p l a c e , t a k i n g over t h e L o w e r
R e f e c t o r y b e c o m e s a n irrelevant i s s u e . H o w e v e r , I
d i d s a y I w o u l d i n v e s t i g a t e t h i s m a t t e r in m y
m a n i f e s t o last y e a r . I have s p o k e n to a n u m b e r of
U n i o n P r e s i d e n t s in o t h e r c o l l e g e s a b o u t t h e i r
catering. I have also seen catering accounts
p r e p a r e d by o t h e r u n i v e r s i t i e s . S o m e of t h e l o s s e s
a r e s p e c t a c u l a r ! P W P v i s i t e d a c o u p l e of v i a b l e
o u t l e t s in L o n d o n but o n b a l a n c e I t h i n k it w o u l d be
a f i n a n c i a l d i s a s t e r to attempt a t a k e o v e r . B e s i d e s ,
t h e C o l l e g e p r o b a b l y w o u l d not a l l o w it.
F i n a l l y , t h e U n i o n s h o u l d t h a n k D r S c h r o t e r for his
w o r k as R e f e c t o r y C o m m i t t e e C h a i r m a n o v e r the
last t h r e e y e a r s . I believ e h e has a l w a y s w o r k e d wit h
t h e i n t e r e s t s of the c o n s u m e r at heart, h e is a c u t e l y
a w a r e of t h e s o c i a l role of c a t e r i n g in this C o l l e g e

A t t h e t i m e of w r i t i n g , s i x o u t of eight U G M s have
b e e n q u o r a t e at o n e s t a g e . T h i s is a n i m p r o v e m e n t
a n d I d o n ' t c a r e w h y that is; if w e n e e d to d i s c u s s
R a g M a g s e v e r y m e e t i n g t h e n that's fine by m e . T h e
i m p o r t a n t p o i n t is to get p e o p l e to m e e t i n g s s o they
c a n s e e w h a t t h e U n i o n is all a b o u t .
U G M s have of t en b e e n fun but rarely has a
m e e t i n g g i v e n m e a n i d e a to c h a s e up. I n d e e d , t h e
o n l y m a n d a t e I r e c a l l f r o m a m o t i o n w a s to c h e c k up
o n o u r C h a n c e l l o r ' s b e h a v i o u r in N e p a l .
S i m i l a r l y C o u n c i l h a s g i v e n m e little to d o but
C o u n c i l m e e t i n g s h a v e h a d t h e a d d e d d r a w b a c k of
l a c k o f i n t e r e s t b y its m e m b e r s . T w o C o u n c i l
m e e t i n g s t o d a t e h a v e e n d e d i n q u o r a t e . S t i l l , they
h a v e b e e n f u n at t i m e s a n d it h a s o f t e n b e e n
a m u s i n g to o b s e r v e p o l i t i c a l b a c k s t a b b i n g f r o m
some members.

O h d e a r ! I w o u l d have l i k e d to b e a b l e to report t h e
e x e c u t i v e t o o k an a c t i v e p a r t in p r o m o t i n g
collections. Regretably my involvement has only
b e e n to n e g o t i a t e w i t h civil s e r v a n t s at S c o t l a n d
Yard and with various financial boffins over
accounts and licences.
R o n y n e M a c D o n k e y a n d his c o m m i t t e e have
w o r k e d very h a r d to s a l v a g e s o m e t h i n g f r o m t h e
mess and I hope w e will see R a g back on a s o u n d
f o o t i n g next y e a r .
FELIX
In g e n e r a l F E L I X has b e e n lively but has o n c e or
t w i c e s l i p p e d into s e n s a t i o n a l i s m . H o w e v e r , I k n o w
M a r k p r e s e n t s s t o r i e s t h e w a y he feels s t u d e n t s w i s h
to r e a d t h e m . M a r k ' s e d i t o r i a l s have g e n e r a l l y b e e n
w e l c o m e d as c o n s t r u c t i v e c r i t i c i s m a n d o n l y o n c e
d i d I feel h e w a s b e i n g unfair. O n e regret a b o u t
F E L I X w a s that t h e l a y o u t w a s e x a c t l y the s a m e as
t h e y e a r b e f o r e a n d this may lead p e o p l e to look
b a c k o n M a r k ' s y e a r as an e x t e n s i o n of his
predecessor's.
M a r k S m i t h d e s e r v e s t h e U n i o n ' s t h a n k s . H e has
w o r k e d h a r d at w h a t is a r g u a b l y t h e h a r d e s t
s a b b a t i c a l j o b . I h o p e it hasn't w o r n h i m d o w n t o o

Personnel
It h a s b e e n a p l e a s u r e t o a d d J o H e w a n i c k a to o u r
staff. S h e has p r o v e d to be tolerant a n d c h a r m i n g
and has many admirers.
O t h e r p e r s o n n e l matters have i n v o l v e d n e g o t i a t i n g w a g e r i s e s for o u r staff a n d k e e p i n g t h e m
h a p p y ! F o r t u n a t e l y , this has not b e e n t o o difficult.
L a s t s u m m e r I w a s i n v o l v e d wit h a l o n g s e r i e s of
wardenship interviews. These generally proved
interesting a n d I think the right p e o p l e were
a p p o i n t e d . H o w e v e r , b e c a u s e of p e r s o n a l
i n v o l v e m e n t I c a n n o t c l a i m to have a c t u a l l y e n j o y e d
most selection procedures.
Barney M c C a b e
O n e of t h e m o s t n e w s w o r t h y e v e n t s of t h e y e a r w a s
B a r n e y ' s r e s i g n a t i o n f r o m t h e p o s t of D e p u t y
P r e s i d e n t . T h i s d e c i s i o n w a s p r e c i p i t a t e d by a n o
c o n f i d e n c e v o t e at C o u n c i l . H o w e v e r , t h e r e w a s
m u c h m o r e b e h i n d t h e d e c i s i o n t h a n just a few
hacks getting upset. The decision was only
B a r n e y ' s . I t h i n k t h e j o b h a d c e a s e d to e n t e r t a i n h i m
a n d t h i s m a d e h i m lazy. B a r n e y felt very s t r o n g l y
that I C U s h o u l d be m o r e fun a n d e n t e r t a i n m e n t .
P e r h a p s h e w a s right but t h e r e will a l w a y s be b o r i n g
a s p e c t s to t h e D P ' s j o b , it c a n n o t all b e fun. B a r n e y
w a s not very g o o d at t h e b o r i n g bits a n d left o n e or
t w o i n t e r e s t i n g t a n g l e s o v e r f i n a n c e , etc., b e c a u s e
h e h a d not t a k e n t h e t i m e a n d c a r e w i t h t h e b o r i n g
bits. B a r n e y ' s love of e n t e r t a i n m e n t o c c a s i o n a l l y
m a d e h i m f u n a r o u n d the o f f i c e r but at o t h e r t i m e s his
p l a y i n g of b a n j o s , etc., w a s b l o o d y irritating.
S t i l l he w a s a n o c c a s i o n a l s o u r c e of n o v e l i d e a s
a n d a l w a y s l o y a l to m e , M a r c o a n d t h e U n i o n a n d for
that, at least, I t h a n k h i m .
I m u s t report o n t h r e e a s p e c t s of his j o b w h i c h I
h a v e b e e n i n v o l v e d w i t h e i t h e r b e f o r e o r after his
resignation.
Finance and Clubs and Societies
W e h a v e s p e n t a lot of m o n e y this y e a r . L a s t y e a r ' s
o f f i c e r s left u s a h e a l t h y b a l a n c e a n d w e h a v e m a d e
great i n r o a d s i n t o this. T h i s has b e e n a p l e a s u r e as it
h a s b e e n a l m o s t entirely d u e to n e w activities w i t h i n
c l u b s a n d s o c i e t i e s o r c o m p l e t e l y n e w c l u b s . I have
s a i d it b e f o r e but i n v o l v e m e n t w i t h i n c l u b s a n d
s o c i e t i e s is p o s s i b l y t h e m o s t i m p o r t a n t part of I C U .
W i t h t h e o t h e r o f f i c e r s of the U n i o n , I p r e p a r e d the
e s t i m a t e s for next y e a r ' s b u d g e t . T h e p r o b l e m s all
c o m e o n t h e i n c o m e rather t h a n t h e e x p e n d i t u r e
where sub-committee chairmen and C C U Presid e n t s s h o w e d great restraint. A t t h e time of w r i t i n g , I
a m not s u r e h o w m u c h the C o l l e g e will a l l o c a t e us
s o the extent of t h e p r o b l e m s is u n d e t e r m i n e d .
W e have c o n s o l i d a t e d t h e five y e a r p l a n s a n d we
h a v e a v e r y c l e a r p i c t u r e of w h e r e e q u i p m e n t
e x p e n d i t u r e is g o i n g o v e r t h e next few y e a r s .
Shop
Over the summer, Barney and I independently c a m e
u p w i t h the i d e a of a U n i o n S h o p . A f t e r talks a n d
f u r t h e r t h o u g h t s it w a s d e c i d e d to g o i n t o a joint
v e n t u r e in t h e S o u t h s i d e S h o p wit h t h e r e f e c t o r i e s .
E s t a t e s d i d t h e c o n v e r s i o n q u i c k l y a n d all w a s ready
for t h e start of t e r m .
T e e t h i n g p r o b l e m s a r o s e f r o m o u r e n d in t h e reo r d e r i n g of s t o c k a n d t h e p r o m o t i o n of s p o r t s
g o o d s . It w a s very d i s a p p o i n t i n g that t h e s t u d e n t s
w e r e u n a w a r e that w e w e r e s e l l i n g s o m e of the
c h e a p e s t g o o d s in L o n d o n .
H o w e v e r , the s h o p will still m a k e a t r a d i n g profit
this y e a r a n d wit h s o m e w o r k f r o m s u c c e s s i v e D P s
s h o u l d m a k e a r e a l i s t i c a n n u a l r e t u r n o n t h e initial
investment.
C e r t a i n l y the a p p e a r a n c e of t h e s h o p h a s
i m p r o v e d a n d t h e r e f e c t o r i e s have b e n e f i t e d f r o m
t h e joint v e n t u r e .
Games Machines
T h e r e w e r e a n u m b e r of r e a s o n s w h y t h e U n i o n lost
m o n e y this y e a r o n o u r v e n d i n g o p e r a t i o n . B a r n e y ' s
b i g g e s t m i s t a k e w a s that he d i d not a c t u a l l y r e a l i s e
this w a s h a p p e n i n g .
H o w e v e r , it w o n ' t h a p p e n a g a i n . C h r i s t i n e T e l l e r
an d I have negotiated a deal with a different
c o m p a n y o n w h i c h it is virtually i m p o s s i b l e for us to
l o s e out.
Bureaucracy and Fiddly Bits
I have s p e n t a vast a m o u n t of t i m e d e a l i n g wit h
enquiries and problems from students and many
o t h e r p e o p l e . T h e s e c o m e in t h e f o r m of t e l e p h o n e
c a l l s , letters o r p e r s o n a l visits. It w a s i n e v i t a b l e that I
w o u l d s p e n d a lot of t i m e o n s u c h matters a n d
t h a n k f u l l y t h e y have b e e n v a r i e d e n o u g h to r e m a i n
i n t e r e s t i n g . A l l t h e s e e n q u i r i e s a n d p r o b l e m s are
e i t h e r t o o r o u t i n e o r t o o d e l i c a t e to report here.
T h e C o l l e g e b u r e a u r c r a c y d o e s of t en t a k e time to
c h u r n out r e s p o n s e but it has not b e e n t o o b a d this
y e a r , e s p e c i a l l y as m a n y s e c t i o n s h a v e b e e n

A t t h e e n d of a very l e n g t h y report, I t h o u g h t I m i g h t
a d d a few p e r s o n a l c o m m e n t s . I have t h o r o u g h l y
e n j o y e d this year. A p a r t f r o m t h e m o n t h of A p r i l , I
h a v e w o r k e d e x t r e m e l y h a r d both in t e r m s of h o u r s
a n d p r o d u c t i v i t y (but y o u o n l y have m y w o r d for it).
O n l y o c c a s i o n a l l y h a s the j o b got t o m e a n d I

is that t h e m o r e I t h i n k a b o u t it t h e m o r e I b e l i e v e t h e
o n l y w a y f o r w a r d is by c o o p e r a t i o n . I often feel
C o l l e g e o f f i c e r s a n d c h a i r m e n of C o l l e g e
c o m m i t t e e s are m i s u n d e r s t o o d by s t u d e n t s as b e i n g
" t h e m " a g a i n s t " u s " . This- is w r o n g , m o s t of t h e m
hav e t h e g o o d of the s t u d e n t s at heart. U n f o r t u n a t e l y t h e y a l s o have the p r o b l e m of b a l a n c i n g t h e
b o o k s , a n d virtually e v e r y t h i n g c o m e s d o w n to
m o n e y in t h e e n d . I h o p e next y e a r ' s e x e c u t i v e will
be t o l e r a n t a n d a w a r e of t h e p r o b l e m s f a c e d by t h e
C o l l e g e as a w h o l e a n d I h o p e t h e y c a n m a i n t a i n

At p r e s e n t I a m the a c t i n g D e p u t y P r e s i d e n t for a
t e r m of t h r e e m o n t h s o n l y a n d o n l y by t h e
a g r e e m e n t of five p e o p l e at that, but I have b e e n
i n v o l v e d in m a n y a s p e c t s of the D P ' s j o b t h r o u g h o u t
the year a n d I think there s h o u l d be s o m e
a s s e s s m e n t o f t h e y e a r e v e n if it is g l a r i n g l y
incomplete.
Finance
T h i s has b e e n a h a r d y e a r f i n a n c i a l l y m a i n l y d u e to
the l o s s of e a r n i n g s f r o m s e v e r a l s o u r c e s a n d t h e
r u n d o w n of H o u s e a n d F i n a n c e C o m m i t t e e f u n d s .

I have b e e n very d i s a p p o i n t e d at the p e r f o r m a n c e of
t h e s e t w o c o m m i t t e e s . I h a v e sat on b o t h of t h e m
t h r o u g h o u t t h e y e a r a n d h a v e felt the m e e t i n g s to be
a w a s t e of time. T h e l o w a t t e n d a n c e a n d c o m p l e t e
d i s i n t e r e s t of m e m b e r s a t t e n d i n g t h e m e e t i n g s
c o n f i r m s m y s u s p i c i o n s that p e o p l e s t a n d for t h e s e
c o m m i t t e e s in o r d e r to a d d a n o t h e r tag to a list of
c o m m i t t e e s for their o w n s e l f i s h a i m s . In t h e c a s e of
H o u s e C o m m i t t e e the interest of t h e o t h e r o r d i n a r y
m e m b e r s in b o t h l o n g a n d s h o r t t e r m i s s u e s
a f f e c t i n g the U n i o n B u i l d i n g s e e m e d n o n - e x i s t a n t
a n d even wit h Internal S e r v i c e s ( w h e r e apart f r o m
t h e E x e c a n d P W P , e a c h m e m b e r is s u p p o s e d l y
r e s p o n s i b l e for a p a r t i c u l a r area) a t t e n d a n c e a n d
constructive interest were minimal, with s o m e
n o t i c a b l e e x c e p t i o n s . T h i s is p a r t i c u l a r l y w o r r y i n g
s i n c e m a n y of the p r o b l e m s this y e a r w e r e in a r e a s
s u p p o s e d l y c o v e r e d by Internal S e r v i c e s .
A n y w a y , N i c k a n d I will p r o p o s e a c h a n g e in t h e
s t r u c t u r e of b o t h of t h e s e c o m m i t t e e s that I h o p e to

c o n t r o v e r s i a l p u r c h a s e s this y e a r . W e ' v e a d d e d a

f u r n i s h i n g s , c h a n g e d the k e y s y s t e m in the U n i o n
B u i l d i n g , b o u g h t a b a b y g r a n d p i a n o for the C o n c e r t
Hall, recarpeted Southside Television L o u n g e and
d e c o r a t e d the C o n c e r t H a l l d r e s s i n g r o o m s . T h e r e
have a l s o b e e n m a n y s m a l l but i m p o r t a n t a d d i t i o n s
to the f u r n i s h i n g s , p a r t i c u l a r l y we' v e b o u g h t s e v e r a l
c u p b o a r d s t h o u g h at p r e s e n t I'm h a v i n g t r o u b l e
t r a c i n g their w h e r e a b o u t s . T h e l o c k e r s in the G y m
hav e a l s o b e e n r e p l a c e d a n d we' v e s p e n t all y e a r
t r y i n g to b u y n e w t y p e w r i t e r s . I'm p r e s e n t l y t r y i n g to
f i n d out w h e t h e r w e h a d a r e d e c o r a t i n g a l l o w a n c e
f r o m C o l l e g e a n d if s o what B a r n e y d i d wit h it!
Internal S e r v i c e s has d o n e virtually n o t h i n g this
year, t h o u g h whether the fault lies with the
c o m m i t t e e o r the D e p u t y P r e s i d e n t is a matter of
c o n j e c t u r e . Internal S e r v i c e s c o v e r s a r e a s like t h e
Libraries, Bookshop, Bars and amusement
m a c h i n e s , a n d m o r e r e c e n t l y the S h o p . D e s p i t e
p r e s s u r e f r o m t h e C o m m i t t e e , n o s u m m a r y of t h e
state of the S h o p w a s f o r t h c o m i n g f r o m B a r n e y s o
little p o l i c y w a s d e c i d e d u p o n . H o w e v e r this is in
hand now.
Union Building, Bookings and Defects
T h e U n i o n B u i l d i n g is in a s a d state of repair, t h e
r o o m s are s h o d d i e r a n d c u t b a c k s in the C o l l e g e
r e d e c o r a t i n g p r o g r a m are d e f i n i t e l y s h o w i n g . G o o d
a r e a s at the m o m e n t a r e the U p p e r L o u n g e a n d
L o w e r L o u n g e , a p a r t i c u l a r l y b a d a r e a is the S C R
w h i c h is virtually u n f u r n i s h e d . T h i s r o o m has great
p o t e n t i a l as a l a r g e c o m m i t t e e m e e t i n g s r o o m a n d
I'm s u r e is w o r t h i m p r o v i n g .
T h e b o o k i n g s y s t e m has b e e n c h a o t i c wit h the
c o m p e t i n g interests of s o m a n y g r o u p s a n d s e v e r a l
particularly troublesome outside bookings. T h e
v i c i o u s c i r c l e of a n i n c r e a s i n g l y u n a t t r a c t i v e
b u i l d i n g a n d a g r e a t e r n e e d to g e n e r a t e i n c o m e f r o m
e x t e r n a l b o o k i n g s is b e c o m i n g a m a j o r p r o b l e m .
T h i s is c o u p l e d w i t h a lack of m e e t i n g a n d s t o r a g e
s p a c e for o w n c l u b s . F o r t u n a t e l y m a j o r c h a n g e s are
in the air!
T h e d e f e c t s I h a v e dealt wit h have b e e n m a n y a n d
v a r i o u s r a n g i n g f r o m the d e c a y i n g m e n s toilets
o u t s i d e the B a r a n d their effects o n the b a s e m e n t s
(my t h a n k s to the v a r i o u s m e n w h o p r o v i d e m e wit h
d e t a i l e d r e p o r t s of the state of the toilets) to t h e
d i s t u r b i n g b r e a k - i n s In t h e G y m s t o r e , m o s t
p r o b a b l y f r o m a n o u t s i d e b o d y l o o k i n g for o n e of
those bloody mascots.
Amusement Machines
B y E a s t e r , the a m u s e m e n t m a c h i n e s w e r e virtually
u n u s a b l e a n d h a d c l o c k e d up a deficit of £500. W i t h
the a d d i t i o n a l c o s t of g e t t i n g rid of the i n f a m o u s
c o f f e e m a c h i n e , this a r e a of the a c c o u n t s w a s
looking dismal. Nick and I negotiated a contract, with
a n e w f i r m , that is s a f e r for l o w t u r n o v e r but less
l u c r a t i v e for large e a r n i n g s in a n a t t e m p t to c o m b a t
l o s s of e a r n i n g s t h r o u g h b r e a k - i n s a n d v a n d a l i s m
(the c a u s e s B a r n e y a t t r i b u t e d to t h e l o s s of
e a r n i n g s ) . T h o u g h it is e a r l y d a y s , t h e m a c h i n e s
s e e m m o r e s u c c e s s f u l , t h e r e have b e e n n o b r e a k - i n s
a n d the s e r v i c e w e have r e c e i v e d h a s b e e n g o o d .
Southside Shop
T h i s is p r o b a b l y the greatest i n n o v a t i o n in t h e
D e p u t y P r e s i d e n t ' s area s i n c e the job b e c a m e
s a b b a t i c a l , a n d w a s a m a r v e l l o u s idea c o n c e i v e d by
Barney and Nick. Howeve r practical difficulties and
the n e g l e c t of t e d i o u s d a y - t o - d a y a s p e c t s s u c h a s
r e o r d e r i n g h a v e lead to a rather t o u g h first y e a r . T h e
S h o p now has a part-time m a n a g e r and the
o r g a n i s a t i o n f i n a l l y s e e m s to be s e t t l i n g d o w n . T h i s
is the a r e a to w h i c h I have d e v o t e d the greatest

International Conference of Students of Technology
T h i s y e a r ' s I N C O S T , the s i x t h h e l d s o far, w a s
origirfally i n t e n d e d to be h e l d in P o l a n d in K a t o w i c e
but u n f o r t u n a t e l y after the o n s e t of martial law
communication was impossible and I heard nothing
f r o m P o l a n d for m o n t h s . T h e S w e d e s w h o w e r e to
be t h e a l t e r n a t i v e o r g a n i z e r s if P o l a n d c o u l d not
host the c o n f e r e n c e t h e n t o o k o n t h e task A l t h o u g h
h a v i n g little t i m e t h e y set to t h e task w i t h g r e a t
e n t h u s i a s m s e t t i n g u p a s c h e d u l e of w o r k i n g
groups, tours and functions and amazingly

Elections
i) Sabbatical
T h e s a b b a t i c a l e l e c t i o n s this y e a r
w e r e a great s o u r c e of c o n t r o v e r s y w i t h c o n f u s i o n
all r o u n d o v e r e l e c t i o n p r o c e d u r e , i n t e r p r e t a t i o n of
t h e v o t i n g s c h e d u l e a n d m i s u n d e r s t a n d i n g of
t e r m i n o l o g y . L u c k i l y in the e n d s e n s e p r e v a i l e d a n d
p e o p l e r e a l i s e d that the e l e c t i o n s h a d not b e e n
u n c o n s t i t u t i o n a l l y run or b i a s e d to a n y o n e
c a n d i d a t e a n d w e r e t h e r e f o r e fair a n d c o u l d s t a n d .
T h e m a i n p o i n t of c o n t e n t i o n w a s w h e t h e r o r not a
c a n d i d a t e has to p a s s q u o t a . O u r v o t i n g s c h e d u l e
states that if t h e r e is o n l y o n e post t h e n it is not
n e c e s s a r y to p a s s q u o t a a n d this is o n l y a level set
w h i c h o n c e p a s s e d , i n d i c a t e s that no further
reallocations need take place.
In o n e s e n s e it is l u c k y that t h i s h a s o c c u r r e d
b e c a u s e it has r e s u l t e d in m a n y p e o p l e t a k i n g a n
i n t e r e s t in t h e e l e c t i o n s a n d a l s o o u r v o t i n g
s c h e d u l e p o s s i b l y w i t h a v i e w to r e v i e w i n g it. T h e r e
hav e e v e n b e e n s u g g e s t i o n s of not u s i n g S T V but
u s i n g the first past the post s y s t e m , s u r e l y a
g o d s e n d for future H o n Sees!!
ii)Others There have been many elections at various
U G M s throughout the year quite a few of which
have been contested; which is good to see, even if
the contestor is only a joke candidate; because then
the candidates have to fight for their post rather
than blithely sail in.
For some of the elections I placed job descriptions
in F E L I X a n d I think this was quite useful in
attracting people who would not normally have
stood because they would not have known what the
positions entailed.
Discipline
T h e Union Disciplinary Committee will only have
met once this year which either means you've all
been very well behaved or have been too crafty to be
c a u g h t . In the c a s e of thefts from the pinball
machines earlier this year the latter applies despite
attempts at surveillance.
Gestetners and Photocopiers
There have been many times this year when I have
nearly resorted to physical violence with these
machines. Anyone who has been in contact with
either will understand the frustration of trying to
gently coax one of these machines into operating
properly when they are being stubborn. Unfortunately I have many dealings with these machines
in producing papers for meetings and it is amazing
how the administration of the Union clogs up when
they are inoperative. If anyone at IC could produce
an infallible desk top photocopier they'd become
millionaires overnight.
Parking Permits
These are allocated in the first two weeks of the
autumn term and appeals in the third week. Then
there are no more permits available for allocation
unless somebody returns their permits. Try as hard
as I could to explain this, there are some people who
cannot take no for an answer and have to be told to
s - off!
I appreciate the parking problems in London and
the e x p e n s e of a r e s i d e n t s p a r k i n g permit but
unfortunately we only have a limited number of
parking spaces for offer. Next year the situation will
be worse due to the construction of an automatic
barrier by the Exhibition Road entrance and other
c o n s t r u c t i o n work in the C o l l e g e the U n i o n ' s
allocation has to be reduced by 17 spaces. Half of
these will be returned the following year when some
work is finished but students must be made to
realise the scarcity of parking space before they
bring their cars down to College, preferably with a
note in the Union Handbook and thus only those
with most need for a car will bring them down.
Union Directory
This publication produced by the Hon S e c lists all
the Union's clubs and societies and the names of the
people who run them plus the names of the Union's
officers, the C C U officers and others such as FELIX,
Student Services, etc.
This is an enormous help in guiding people in the
right direction when they ask how they can join a
club or when we want to contact clubs for other
reasons. But the Directory depended on newly
elected club officers to bring/send their names to
the Union Office which I would appeal to you to do
this year for your own benefit as well as ours.
I must thank Mark Smith for having it printed and
folding it before the beginning of term when he was
busy with production of the Freshers' edition of
FELIX.
Exec News and U G M s
This year I have pasted up Exec News in the FELIX
Office and it has been printed as a n insert in FELIX.
It was thought originally that this would encourage
more people to come along to U G M s as each person
would be individually notified and also they would
know exactly what business was to be discussed
w h i c h w o u l d e n a b l e them to participate more
actively in the meeting. Unfortunately this has not
always been the case with what must be classed as
the worst ever attended and shortest U G M on
record being held in the Great Hall on May 4 1982.
T h e attendance was around 30 and the meeting
lasted less than a minute before the quorum was
c a l l e d , a n d rightly s o ! T h e r e were f a c t o r s that
definitely d e t r a c t e d from a t t e n d a n c e s u c h as
societies organising meetings at the same time,
having visiting MPs and lab sessions starting before
they should. But on the other hand the meetings
that have been best attended were those discussing
major internal issues such as the Rag Mag, or the
sabbatical hustings and results U G M s .
Steps should be taken in future to ensure that
societies do not organise meetings that clash with
U G M s . Next year's E x e c plan to have a large
calendar on which all clubs and societies can place
the date and times of their meetings and I consider
this to be a step in the right direction to having
better attended U G M s .
T h e problem of content of a U G M is more difficult,
if there is nothing of interest being presented or
b e i n g d i s c u s s e d t h e n p e o p l e will not a t t e n d
meetings even if there is nothing else to attend.
Hopefully though the day will never come when a
U G M has nothing to discuss and the record set on
May 4 will stand unbeaten for a long time to come.
Commemoration Ball
After all my panicing this was a very successful
function enjoyed by many ex-students, for most
probably their last major College function. I really
enjoyed organizing the Ball and would like to thank
Jen for working out the seating plan, the wine
waiters, and the heroes who stayed till early hours of
the morning and helped me clear up.
My predecessor Liz Lindsay put in to operation a
plan to get the Blue Book on floppy disc in the
College Publications department, but unfortunately
when I went over with a copy they baulked at the
size. They stated that in the present financial climate
they were short of staff as they could make no new
appointments, and therefore could not spare the
time to type the document onto disc. So I was back
to s q u a r e one and started to hunt a r o u n d the
College for other facilities. Eventually I was offered
the use of the word processor facilities in College
Block but I had to find people who would be willing
to do the actual typing in once they had been
t rai n e d by a m e m b e r of the department. T w o
volunteers came forward, Fiona Owen and Stephen
Bleazard and I would like to thank them for all the
work they have put in and are still putting in, into
typing up the Blue Book.
O p e n Door
I enjoyed taking part in the production of the Open
Door programme and seeing behind the scenes in
the B B C .
M o s t of the credit must go to N i c k M o r t o n ,
Lawrence Windley and Nick Lambrou who put a
tremendous amount of effort and work into its
production. I must say thank you to Mac and Val of
the B B C for putting up with us and I hope they
enjoyed making it as much as we did.
Insurance
I have made an effort to get as many clubs and
societies inventories updated as possible. This is
essential to ensure that lost or defunct equipment is
no l o n g e r i n s u r e d a n d also that new items of
equipment are insured, more importantly the latter
which is most common and costs the Union most
money in the event of an accident. This has resulted
in an increase in our premium over the lasi year
a n d also there have been several major items
b o u g h t that h ave b e e n a d d e d to the p o l i c y .
Commercial Union, our insurers have this year
r e f u s e d n o n e of our c l a i m s which have been
numerous ranging from £9 for a board game to over
£ 2 0 0 for a set of water polo sweatshirts.
There have been several small claims on our
Endesleigh Block Halls of Residence Policy which
have been settled but unfortunately there was one
for stereo equipment stolen out of a Southside
basement. Due to there being access to many
people basements are high risk areas for theft and
therefore are not covered and people place their
belongings there at their own risk. Bear this in mind
if you wish to store possessions over the summer
vacation.
Vans
We have a fleet of four transits for use by clubs and
societies and also for private hire. Unfortunately this
year we have been p l a g u e d with b r e a k d o w n s
resulting in large repair bills a n d also loss of
revenue while the vans are off the road. Thus the
Transport Account is not as healthy as it could be.
Accidents have also eaten away at our no-claims
bonus which has dwindled the account further.
H o p e f u l l y now that the vans have had major
overhauls we should be able to pull in some income
which will be needed for the future when a van
needs replacing.
Sports Day
This year for the first time Sports Day was organised
by the Athletics Clubs Committee rather than the
C C U s as in the past. This proved to be a step in the
right direction with many people taking part on the
day, ranging from good athletes to people just
taking part for fun. Overall the day was a great
success and credit must go to Kev Reeve, Lesley
Horrocks, Mary Harrington and Jane Hillyer for ail
the effort they put into organising the event. All the
winners will be presented with medals at the A G M
together with trophies for the best all-round male
and female athletes.
Most of the Sports Day trophies were stolen in
1980 and I have been replacing them this year using
the money received from the insurers. Nearly all the
trophies have been replaced but unfortunately it is
not possible to engrave the names of the past
winners as this would be far too expensive, in most
cases more than the actual cost of the trophy. All
that remains to be done is to have photographs
taken of the trophies for our records in case they are
stolen or lost.
Rag
This year Rag has almost come to a standstill beset
by problems inherited from previous years. A lot of
groundwork has been done to clear up the mess and
set a firm base from which to move forward in the
coming years although slowly at first, still being
shackled by having no licences. There are various
ideas afoot to collect on charities licences and also
Rag Week itself will be moved to the second term to
give the committees more time to organise bigger
and better events.
Although there are no collections going on at
present at the time of writing the Rag Fete is coming
up and I am sure it will be very successful if the
amount of work put in by the Rag Chairman Ronan
MacDonald is anything to go by. He also deserves
credit for taking on the sinking ship that Rag was
and setting it on the right course for future success.
Cologne
In February Jezebel the motorized mascot of R C S , a
1916 Dennis Fire engine went over to Cologne to
take part in its famous Karnival together with about
20 R C S students and myself. Jezebel took part in
two c a r n i v a l s ; o n e o f w h i c h w a s t e l e v i s e d
throughout Europe. Everyone enjoyed the weekend
tremendously and it is a memory of this year that
will stand out. I hope R C S Motor Club will continue
to participate in the Karnival in future years!
I've greatly enjoyed my year as Hon Sec, though
it's been very hard work at times, it's been an
experience that I wouldn't have missed.
I w o u l d like to thank N i c k , a P r e s i d e n t with
incredible patience, one who it has been a pleasure
to work with and drink to excess with.
Also Barney for his raspberries, roller skating
sessions, conker fights, gin and tonics, curries and
every time he stopped playing the flute.
I c o u l d n ' t forget C h r i s t i n e w h o has d o n e an
incredible job at the same time as revising for her
finals.
Last but definitely not least I would like to thank
