The Prime Minister received the Report of the Electoral Boundaries
Review Committee on 21 July 2015.
The Committee recommended the adoption of 29 electoral divisions,
comprising 13 Single Member Constituencies and 16 Group Representation
Constituencies, with a total of 89 Members of Parliament (MPs) to be returned.
The recommended electoral divisions are:


The Government has accepted the recommendations of the Committee
and will implement them at the next General Election. Its Report is attached
as an Appendix.

The Electoral Boundaries Review Committee was entrusted with the
following terms of reference:
“To review the boundaries of the present electoral divisions, and to
recommend the number and boundaries of Group Representation
Constituencies and Single Member Constituencies, based on the
estimated number of electors as on 1 August 2015. The Committee
should take into consideration significant increases or decreases in the
number of electors in the current electoral divisions as a result of
population shifts and housing developments since the last boundary
delineation exercise.
To have smaller Group Representation Constituencies, so as to reduce
the average size of Group Representation Constituencies below 5.
To have at least 12 Single Member Constituencies.”

The estimated number of electors as on 1 August 2015 is 2,460,977.
There is an increase of 110,720 electors from 2,350,257 electors recorded in
the 2011 Registers of Electors. This works out to an average ratio of one
Member of Parliament (MP) to about 28,300 electors based on 87 elected
MPs today.

The Committee decided to work on a range of 20,000 to 37,000
electors per MP, allowing a ±30% variation as in past practice. The
corresponding ranges of electors for the Single Member Constituencies
(SMCs) and Group Representation Constituencies (GRCs) are:

The Committee used the above ranges as a working guide, mindful that a
GRC with fewer MPs should not have more electors than a GRC with more
MPs.

The Committee reviewed all the existing electoral divisions, taking into
account their current configurations, population shifts and housing
developments since the last boundary delineation exercise. In accordance
with the Committee’s terms of reference, the Committee proposes the
following 13 SMCs and 16 GRCs:

With these proposed changes, the total number of MPs will increase
to 89, comprising 13 from SMCs and 76 from GRCs. The average number of
MPs per GRC will be 4.75.
