The modernization program of the Mechanized Infantry Division shifted into high gear with the acquisition of state-of-the-art remote controlled weapon stations for the cal.50 machine guns mounted on M113 armored personnel carriers (APC), as well as the technologically advanced M113 armored recovery vehicles all from Israel. Another noteworthy undertaking of the Army on its capability upgrade program that went into full swing was the much awaited arrival of M113 APCs as part of the Excess Defense Articles (EDA) from the United States of America. The additional M113s provided by EDA can serve not only as APCs but also a platform for fire support vehicles, infantry fighting vehicles, armored recovery vehicles, or armored ambulance vehicles. And after so many years since its last public appearance, the armored crewmen takes pride of parading again in large armored formation with their newly-acquired armored assets during the Armed Forces Day on 21 December 2015 and the Army Day on 22 March 2016 in full view of military and civilian spectators. These newly-acquired M113s will soon be deployed throughout the country and will be manned by our ever-reliable mounted warriors to provide the much needed firepower, mobility, and armored protection in the frontlines. The presence of these M113s along with its mounted warriors will also be hardly felt not only in performing its mandate in territorial defense but also in internal security operations. Along this line, the mounted warriors will also play a very crucial role this coming national and local elections on 9 May 2016 by ensuring that there will be an honest, orderly and peaceful elections. Indeed, when the men and machines of the Mechanized Infantry Division are needed, the mounted warriors will be there and will do their job the best way they can. 3 Assumption Speech of BGEN EDGAR F GONZALES AFPduring the MID Change of Command Ceremony at HMID, Camp O’ Donnell, Capas, Tarlac on 02 Dec 15 First of all, I wish to thank God Almighty and those whose wisdom corroborated in recommending me as the incoming commander of the Mechanized Infantry Division, Philippine Army. Let me thank General Hernando DCA Iriberri, the Chief of Staff, AFP; Lt Gen Eduardo M Año AFP; Maj Gen Mayoralgo M Dela Cruz AFP my predecessor; and the members of the Philippine Army Board of Senior Officers. Without them, I would not have the privilege to stand before you this morning. The change of commander is always a welcome development of every unit, as it sets another milestone of the unit’s progress and development. It is said that “each new generation is reared by its predecessor; the latter must therefore improve in order to improve its successor.” So, for myself and for the Mechanized Infantry Division, I wish to thank Maj Gen Dela Cruz for bringing up the status of the Mech Inf Div to where it is now. Maj Gen Dela Cruz sir, I am a witness of the sacrifices and compromises you have offered with your family (kasama na ang suporta ni mam Neneng) for the progress and development of our unit. During the change of command ceremony of Western Mindanao Command on 21 November 2015, Gen Hernando DCA Irriberi AFP said “the predecessor’s way is a tough path to follow, and the successor has very big shoes to fill”. Therefore, as a successor of the well-accomplished predecessor, I have a tough road ahead, if only to be at par with my predecessor’s accomplishments. But I perceive the challenge as an inspiration and opportunity to prove myself, and dismiss any apprehensions ahead. I have mixed feelings as I am accepting the task of leading one of the Philippine Army major units. I feel happy, responsible and challenged. I feel happy because I have an opportunity to possess one of the few things that money cannot buy, which is the honor and pride of being chosen to command a division; I feel responsible because an authority vested upon a commander 4 is always coupled with accountability. I am also unfazed by the challenges ahead of me, because I have gained enough wisdom, which I learned from my recent Division commanders, either as force provider or force employer. From Lt Gen Anthony Alcantara AFP– I learned the necessity of quick but appropriate decision coupled by prompt action; from Lt Gen Rey Ardo AFP– understanding well of one’s role and anticipative thinking to include thinking out of the box; Lt Gen Ronnie Ordoyo AFP – humility while asserting the implementation of his plans and programs; Maj Gen Nicanor Dolojan – firm handling of personnel while considering their welfare; Maj Gen Romeo Gapuz AFP– the art of working with the local chief executives and having full confidence and trust on subordinate commanders and proper control of the situation when things go wrong; and Maj Gen Mayoralgo Dela Cruz AFP– understanding the dynamics of conflict and its effective management for a lesser collateral damage and no hesitation of compromises for the good of the unit. Lahat ng mga natutunan ko sa kanila ay siya ring gagawin kong basihan sa pagpapatakbo ng Mechanized Infantry Division. When Lt Gen Eduardo M Año AFP visited this Headquarters last 04 November 2015, he emphasized that being chosen to become a commander is a rare opportunity. Hence, once chosen, it is imperative that he exercises the highest level of commandership, as expected of him. Therefore, I find it obligatory to perform my duties to the best of my ability, and all my efforts shall be aligned with the direction set forth by the higher headquarters, tulad ng pag angkin ng bawat sundalo ang mga katangian ng Disiplina, Kagalingan, at Katapatan, at isa-puso at isa-buhay ang mga ito upang makamit natin ang ating layunin. I also express my solicitation of support from the officers, men and women of the Mechanized Infantry Division, as I endeavor to lead this unit, although in military organization, support to our own unit is always a duty and mandatory, and not a discretion or an option. I do not want to promise any accomplishment, but I assert my commitment to do good and exercise to the highest level of commandership that I could possibly perform, and adhere to the common phrase that says “I shall pass this way but once.., Whatever good things I can do, I shall do it now…, For I shall never pass this way again.” 5 COMMANDER MECHANIZED INFANTRY DIVISION, PHILIPPINE ARMY Camp O’Donnell, Capas, Tarlac Commander’s Guidance The Year 2015 has passed with notable significant accomplishments and contributions of the Mechanized Infantry Division to the Philippine Army and the whole Armed Forces of the Philippines as well, ranging from operational and administrative activities, that once again has proven the unit’s efficiency and professionalism of its personnel. With its unit reputation, I am deeply honored being given the opportunity to command this Division, with expectation that I could continue the unit’s momentum in performing its mandated tasks. The Year 2016 has started which marks my enthusiasm to perform my duty as a new commander while asserting my commitment to continue to uphold the good image of the unit in terms of discipline, competency and efficiency. I therefore urge every commander of the different units of the Mechanized Infantry Division to strictly observe and adhere to the thrusts of the Command, to wit: 1. IMPROVE OUR READINESS CONDITION. Putting the right man on the right job. Personnel shall be designated to positions corresponding to their respective MOS. Unit commanders/chiefs of office should know the potentials and skills of their troops so they can program them to the right training and project them to their needed MOS. For those personnel nominated by their commanders/chiefs of office to be retained in their respective designations despite disproportional MOS, shall be sent for necessary schooling/training. It will be just a waste on our resources of sending troops for schooling yet not applied in their field of duty. 2. TAKE NECESSARY MEASURES TO AVOID UNNECESSARY LOSS OF LIVES AND DAMAGE OF EQUIPMENT. During all administrative movements, commanders should have the right grasp of the threat situation and encouraged the prudent use of necessary equipment to avoid, thwart and minimize unnecessary loss of lives and damage of equipment, in consonance with the established SOPs. Security consciousness is imperative during all movements. Plan all movements leaving no security uncertainties and always allocate troops ready for contingencies and reinforcements. 3. WARFIGHTING IS OUR CORE COMPETENCY BUT MAINTENANCE OF EQUIPMENT IS IMPERATIVE. As a combat unit, we are created and organized to fight. In the battlefield, our troops are the ones fighting the war, while our AVs are only instruments/tools in the conduct of war fighting. The might of our AVs relies on the skill, strength and bravery of our armor troops. As our equipment especially our AVs are being modernized, our individual skill in combat fighting shall also be enhanced, capitalizing the imbedded technology in our AVs. However, our troops would only fight poorly and become less significant if the AVs they are manning to include their guns, are not well functioning. If these AVs bog down, they become a liability rather than an asset during combat operations. Hence, proper maintenance of our AVs is imperative for our troops to exercise to the fullest their ability to fight. Just as the infantrymen maintain the effectiveness of their rifles, our armor troops maintain the effectiveness of our AVs. 6 4. PRUDENT USE OF RESOURCES. Judicious utilization of logistics for the maintenance of vehicle to include the functions of the instrument panels and all the vehicle lights (head lights, search lights, brake lights, signal lights, etc.). Search lights are necessary during security and combat operations and headlights/brake lights are necessary for safe administrative trips. Moreover, because of limited funds, utilization of unit funds shall be directly aligned with the mission accomplishment such as welfare and security of the personnel, intelligence, maintenance of equipment, etc., rather than spending for unit’s memorabilia like unit T-shirt or uniform or other less contributory to mission accomplishment. 5. OPTIMUM USE OF SIGNAL EQUIPMENT IN WARFIGHTING. Maximize use of radio equipment has an implied task of ensuring its proper maintenance. As much as possible, all troops are proficient in using radios. Remember that in war fighting, communication is indispensable. Sometimes, the immediate cause of malfunction and tear down of our radios are due to untrained troops on the proper use and maintenance of radios. 6. INSTITUTIONALIZE THE MECH INF DIV TRANSFORMATION ROADMAP. All units to attain at least Initiated Status. Further, all units shall improve their respective current status in the ATR (i.e. from initiated to compliant to proficient to institutionalized). All units shall do their part in the attainment of ATR objectives and maintain the momentum of transformation. Compliance on the ATR can also be a gauge on effective management of the unit. 7. PROMPT AND PROPER CONDUCT OF TRAINING. We must attain a zero backlog on training. Training shall be conducted properly and must attain the training objectives. It shall not be viewed as compliance but rather a necessity in order to enhance the personnel skills. Unit commanders shall carefully identify the necessary trainings of his troops or unit as required in the field. 8. TAKE ADVANTAGE OF AV’s FIRE SUPPORT SYSTEM TECHNOLOGICAL ADVANCEMENT. Proper and optimum utilization of newly acquired vehicles (with RCWS). Respective crew must be proficient on all the functions of the RCWS Fire Support System to ensure optimum advantage of technology during war fighting. Modern combat trending illustrates that better technology outsmarts tactics. Our SOP in the utilization of AVs with RCWS must be disseminated for the appreciation of our personnel and most especially of our infantry counterparts. 9. ZERO BOG DOWN OF AVs. Aim for no bog down of AVs in the conduct of mechanized operations and armor support to infantry units. It is regularly not appropriate to be a liability to the supported infantry units while providing armor support to them. A ‘supporting unit’ becoming a ‘supported unit’ (when infantry units provide security to our bogged down AVs), is definitely unacceptable. Continue our commitment to maintain all our AVs in green status. Remain aggressive in the conduct of Preventive Maintenance Check-Up and Services (PMCS) to ensure serviceability of AVs. 10. EMPOWER THE ORGANIZATION. Commanders shall institutionalize the functions of the offices in their units. As every personnel in the unit has individual role and responsibility, he shall act with initiative according to his organizational mandate. Therefore, to ease the Commanders, they are discouraged to personalize the management of their respective units, but rather institutionalize the discharge of functions of every personnel to ensure unit effectiveness and sustainability. 11. NON-PARTISAN AND INSULATION OF ORGANIZATIONAL ACTIVITIES FROM ENSUING POLITICAL INTRAMURALS. As the May 2016 national election is approaching, partisan organizations tend to solicit support and assistance from the military personnel, either on security of their candidates and or merely impressions or statements that could purport political support. Commanders are reminded to be wary and exercise proper judgment in the conduct of all the activities of their units during election period so as not to be misconstrued as siding or supporting any political candidate. Guarantee the non-partisan stance of our personnel and units. With this clear guidance and common tasks, let us continue to exert our best effort to prove once again the excellent capabilities of our unit. And with the continuous support of every Armor personnel, I am confident with humility that the Mechanized Infantry Division will remain among the best. Cpl Liezl H Gonzaga ( Cav) PA, Cl 253 The armor unit in Western Mindanao continues to be significant in the area of operations. The on-going squadron retraining did not hinder the unit from discharging its mandated tasks as operational Light Armored Cavalry Troops still conducts sustained armor operations, civil military operations and operations other than war. (Cav) PA, Logistics Officer and Incoming Troop Commander of 11th LACT likewise participated and supervised the conduct of armor operations. The 11th LACT, under Cpt Napoly P Cariazo (Cav) PA, Troop Commander, recently provided sustained armor protection, mobility and firepower to the 104th Infantry Brigade during its implementation of OPORD 12-2015 codename “Urgent Fury” against the Abu Sayyaf Group under Isnilon Hapilon to include Malaysian and Moroccan Nationals believed to be jihadist seeking refuge to the ASG at Sitio Bohe Buug, Brgy Macalang, Albarka, Basilan Province. Utilizing six (6) armored vehicles, 11th LACT was tasked to conduct armor infantry operations and follow on forces to support the main effort - 3rd Scout Ranger Battalion and the supporting effort 1 – a scout ranger company, a pltn from MARSOG, JSOTG and another (1) pltn from NAVSOG, JSOTG. Said combat operation was one of the decisive combat operations to end 2015 that brought out significant impact against Basilan Based ASG. It was a major operation that requires deliberate planning and execution; it was participated and supervised personally by commanders and senior officers of OPCON units to 104th Infantry Brigade under Col Rolando Joselito D Bautista Inf (GSC) PA. To ensure effective and sustained armor support, Lt Col Charlemagne F Batayola Jr Cav (GSC) PA, Squadron Commander, together with Cpt Wilbur H Andresan 12 At last phase of the operations, on 201240 December 2015, firefight ensued between the ASG and the operating troops, an IED blasts hit the armored vehicles and infantry troops while heading towards respective objectives. Upon establishing positions, the armor vehicle crew unleashed its firepower using 25MM Canon of AIFV A5001 and Cal 50 MG of other wheeled vehicles. With the enemy suppressed, the infantry units immediately maneuvered and successfully seized an enemy camp and enemy positions at their respective objectives upon lifting of fires. Series of fierce encounters occurred from first phase until the final push that resulted to twenty three (23) enemy killed, fifteen (15) of them were identified to include a Malaysian jihadist Mohammad Najib Bin Husein aka Abu Anas and six (6) others unidentified; sixteen (16) enemy wounded; Recovery of six (6) IED pipe bombs, One (1) UXO 105mm projectile, One (1) UXO rifle grenade, Two (2) IED triggering devices, Two (2) bandoleers, One (1) Shahada Black Flag, One (1) binocular, uniforms and subversive documents with high intelligence value. The success of the operations can be attributed to the bravery of the officers and men who fought and even paid the ultimate sacrifice paved the way for a coordinated effort of combined arms – the armor, infantry and other elite units in the AFP that led to victorious gun battle against the ASG who are responsible in the terroristic activities in Basilan province. In the province of Sulu, the newly redeployed 12th Light Armor Cavalry Troop under the leadership of Cpt Erickson A Balanga (Cav) PA, has been very active in conducting armor operations in support to 501 Infantry Brigade and law enforcement agencies that significantly hampered enemy movement and preempted terror activities in the province. While performing their mandated tasks, one of their squad was randomly selected to participate in the annual Mechanized Infantry Division Squad Challenge for 2015. The six man light armor squad led by TSg Mariano A Maure Jr (Cav) PA underwent rigorous training enhancing basic skills as an armor vehicle crew to include preventive maintenance, skills in DRRO as introduced by Mech Div, signal communications, map reading and land navigation, combat life saving, and pushed their limits in physical strength and stamina while maintaining squad integrity. Their sacrifices during preparation coupled with an all out support from the squadron was all worth it as the participants brought home the very first championship trophy for the unit and emerged as the overall champion among fourteen (14) competing units of the Mechanized Infantry Division. In Zamboanga Peninsula, the conduct of effective armor support for WESMINCOM and other friendly units in the AO is the unit’s primary concern. As such, the squadron commander gave emphasis to the quality of training for Tagapanuna troopers. Likewise, the Squadron Re-training facilitated by The Armor School further enhanced the individual competence and unit integrity. Recently culminated is the retraining of the 14th Light Armor Cavalry Troop under Cpt Gabriel E Lastimosa (Cav) PA at Malagutay, Zamboanga del Sur. By now, its personnel is expected to have reviewed the basic skills as crew of armored vehicles, revitalized officer and NCO leadership, and enhanced collective effort in the conduct of armor operations. The Headquarters and Headquarters Troop, on the other hand, sealed and strengthened partnership with the Brgy officials and residents of Brgy Manlayag, Tukuran, Zamboanga del Sur. In view of the unit strategic objectives in the Army Transformation Roadmap and in the AFP’s IPSP “Bayanihan,” a Memorandum of Agreement was formally entered into and signed by Maj Roger G Conmigo (Cav) PA, Squadron Executive Officer, and Hon Cerelo B Halang, Brgy Chairman on 05 December 2015. Stipulated in the MOA is the continuous support to the community in terms of environmental protection, community development activities, disaster relief and rescue and partnership in security and crime prevention. The signing was witnessed by the residents, teachers and pupils of Manlayag Elementary School, members of the barangay council and local media personnel from NET25 and GMA7. Indeed, the 1st Cavalry Squadron continues to be a relevant partner in nation building to the local populace in Western Mindanao. “TAGAPANGUNA” troopers will always carry on its mission and live by the Mechanized Infantry Division’s motto “WHEN WE ARE NEEDED WE WILL BE THERE, AND WE WILL DO THE JOB THE BEST WAY WE CAN.” 13 23LACT CONDUCTED TWO (2) DAYS FEEDING ACTIVITY TO Sitio MAYAGAY 1 and HEAVEN FOR THE ELDERLY of Sampaloc Tanay, Rizal By: Sgt Ronald P Diaz (Cav) PA conducted Gift Giving and Feeding Activity. Among the candidates running for local positions in the municipality of Talitay, Maguindanao who signed the covenant were Montasir Sabal of the Liberal Party (LP) and Fahad Midtimbang of the United National Alliance (UNA), two main candidates for mayoral position together with their line-up of councilors and other independent candidates. Lt Col Pedro C Balisi Jr Cav (GSC) PA, Commanding Officer of 1st Mechanized Infantry (LAKAN) Battalion, Mechanized Infantry Division, Philippine Army saw to it that candidates sealed their unconditional commitment and support for a peaceful election in municipality of Talitay, Maguindanaoas stated in the “ Isang Tipan sa Bayan Kasunduang Pang Eleksiyon (Peace Covenant). Atty. Udtog M. Tago, MSCE, Provincial Election Supervisor III, exhorted the candidates in the spirit of the teachings of the Holy Quran to maintain a harmonious relationship with one another and to abide and adhere to the rules and regulations of the COMELEC throughout the election period. Among the invited guests who witnessed and delivered their messages of support during the event were Col Felicisimo C Budiongan Cav (GSC) PA, Commander of 1st Mechanized Infantry (MAAASAHAN) Brigade, Mechanized Infantry Division, Philippine Army, the International Monitoring Team (IMT) represented by Lt Col Azman Bin Haji Bangkol, Team Site Leader, IMT TS1, Mr. Datukay Upam, Liaison Officer of Moro Islamic Liberation Front - Coordinating Committee on the Cessation of Hostilities (MILFCCCH), Ms. Lady Janice R. He also encouraged the people in Maguindanao especially in Talitay town to unite and fully cooperate not only in the election period in order to attain lasting peace in Maguindanao. The covenant signing ceremony ended with high hope and aspiration that the area will remain peaceful during and after election. 15 A SURGICAL THRUST TOWARDS ENEMY’S HEART BY WOLVERINE’13 Maguindanao is one of the poorest provinces in our country. It is brought about by both natural and man-made calamities. Noteworthy to mention are the flood, drought, pests and armed conflict between the government forces, the organized crime groups and lawless elements. To smoothen things out, the Provincial Government of Maguindanao conducted a thorough study on how to address certain issues and concerns most especially the frequent occurrence of overflowing water from its major river lines and also the absence of farm to market roads in remote areas. These situations continue to hamper the economic development of the region. To shed light to this condition, the Provincial Government of Maguindanao launch a 3.2 kilometer dredging project addressing problems associated with flood control and drainage system. This dredging project aims to prevent the overflow of water from the rivers so that farmers were be able to plants their crops even during rainy season and at the same time a farm to market road that would connect a remote barangay to the mainstream society. A farm to market road is expected to connect Brgy Tee, a remote barangay, to a more accessible the provincial road. This project would be the answer for their decades of torment. However, this would not be as easy as it may seem. Brgy Tee is well known for being dubbed as “safe haven”, a fortress and strong foothold for the Bangsamoro Islamic Freedom Fighters (BIFF). During rainy season, this barangay can only be accessible through the river since it is surrounded by a vast marshy area. The only transportation available is motorized bangkas. It is also characterized by a heavily defended, well trenched and well fortified garrison for the armed lawless group. Intelligence reports attested that this area serves as training ground for their fighters and high ranking officials of the BIFF hierarchy together with some foreign 16 terrorists stayed in this place. In short, this dredging project would never be easy. In order to preempt untoward incidents, security assistance was provided to the working crews and engineering equipment of the said project. Last February 05, 2016, one mechanized infantry section from 22nd Mech Infantry Company was tasked to provide security assistance to two back hoes that would continue the dredging project. By this time, threat arose and danger became imminent as confirmed by intelligence report that improvised explosive devices (IEDs) were already laid. As the group moved towards VIC GC 631730 Sitio Dagading, Brgy Tee Datu Salibo Maguindano, the gunner of leading vehicle spotted three IEDs laid on the top of the dredging. These bandits were deadly serious in inflicting massive casualties on government side. However, that could not be permitted as the government forces were able to dispose the IEDs, clear and secure the area as the two back hoes continue the project. At around 4 pm, as the group prepared to move back; a series of gunshots and volume fires coming all directions were heard from that place. Enemies scattered everywhere. On our front, on both sides and even from behind. The roars of the engine and the thunder of the guns added to the chaos. The smell of gun powder whiffed around the place. Bullets are hissing all over. The group provided effective suppressive fires so that the crews of the two back hoes can mount inside the armored vehicles. The security group really struggles inch by inch to secure and protect the crews and the engineering equipment as well. As Lt Col Warlito A Limet, 2Mech Bn Commander commanded and ordered the troops to evacuate the crews and the engineering equipment out of the engagement area amidst of heavy firefight. ...Continue to page 34 Tarlac and Zambales sign Peace Covenant January 19, 2016, marked the signing of Peace Covenant in the provinces of Tarlac and Zambales as several candidates from different political parties gathered in a Cathedral with the COMELEC, PNP and 3rd Mechanized Infantry Battalion personnel to grace the symbolic manifestation of cooperation and fair play for an honest, clean, and credible election 2016. This kind of activity will be actively pursued by the unit especially in the far-flung and depressed areas. Let’s go outreach program. Let’s go Kalasag. 5MECH BN SCORES 12 HIGH-POWERED FIREARMS THROUGH ACTIVE STAKEHOLDERS ENGAGEMENT IN LANAO DEL NORTE A Culture of Violence. The Moro conflict is an ongoing insurgency in Mindanao rooted in a long history of resistance by the Bangsamoro people against foreign rule, dating back to the American annexation of the Philippines in 1899. Since then, Moro resistance had persisted against the Philippine Central Government in Manila and struggled against the Philippine Government (GPH) to achieve independence of the Bangsamoro Land. In 1969, political tensions and open hostilities developed between the Government of the Philippines and Moro Muslim rebel groups triggered by the Jabidah Massacre, led to the creation of the Moro National Liberation Front (MNLF), an armed insurgent group established by Nur Misuari, a Professor of the University of the Philippines. The group aimed and committed to establishing an independent Mindanao. Over the successive years, the MNLF splintered into several different groups including the Moro Islamic Liberation Front (MILF), whose aim was to establish an Islamic state within the Philippines. In an effort to end the conflict, since 1976 the MNLF-GPH Peace Process has been ongoing where, both parties are working together to negotiate the terms and conditions of the legal framework and implementation of genuine autonomy as a peaceful path towards independence leading to the signing of the Tripoli Agreement of 1976 and the creation of the Autonomous Region of Muslim Mindanao (ARMM). The Need for Peace. Following the Zamboanga City crisis or Battle of Zamboanga between the forces of the Republic of the Philippines and a faction of the Moro National Liberation Front (MNLF), generally known as the Rogue MNLF Elements (RME) under the Sulu State Revolutionary Command (SSRC) led by Ustadz Habier Malik and Khaid Ajibon, the group continue to recognize Nur Misuari as MNLF Chairman and wanted to establish an independent Mindanao. The occupation of several barangays/villages by the MNLF, inevitably led to the displacement of more than 100,000 people, deaths of several civilians and the closure of the Zamboanga International Airport which ultimately resulted to slow economic activity in the city. In response to the crisis and the possible spill-out of hostilities in Lanao del Norte by MNLF supporters and sympathizers the 5th Mechanized (KAAGAPAY) Battalion under the sterling leadership of Col Denie Mar A Clemencia Cav (GSC) PA and its CMO Officer, Cpt Noel Ian C Rico (Cav) PA, actively participated in peace dialogues with MNLF BORDER COMMAND-LDN under Commander Abedin M. Sanguila, in the general area of Lanao del Norte and Lanao del Sur along with various stakeholders to keep peace mechanisms at play in order to prevent further escalation of hostilities. Christians and Lumads from nearby communities came to show their commitment and support, many of whom set foot for the first time in the once-dreaded stronghold of the Northern Border Command in Camp Datu Tomanong, that was previously filled with foxholes and gunslits in houses. The turn-over of 12 HPAs was graced by the Office of the Presidential Adviser on the Peace Process (OPAPP) Under Secretary Luisito Montalbo, 1ID, PA ADC Brig Gen GLenn Macasero, PRO 10 Deputy Regional Director for Operations PSSupt Aurelio Trampe Jr., Col Gilbert Gapay, Commander, 2nd Mechanized Infantry Brigade, MID, PA, Lanao del Norte PNP-LDN Chief PSSupt Madid Paitao and Bacolod Municipal Mayor Hon Joselito Miquiabas. No More Need for Firearms. Committed for Lasting Peace and Development. “I don’t need the firearms anymore. And I don’t want these to be passed on to my children,” said Abedin M. Sanguila, the 66-year old Commander of the MNLF BORDER COMMAND-LDN. This statement was an eye opener and a brink of reality toward a lasting peace. In a deep moving message, Abedin recalls the murder of his son and the threat to their lives in his resolute bid for peace, but he is committed to sacrifice to choose the path of peace and expressed his trust to the rule of law and to the Philippine Army units in the area to keep his community safe. This historic milestone is a real-life “turning of swords into ploughshares.” This marked an epitome of transformation in conflict affected areas in Mindanao. With the active participation and dynamic cooperation of the Philippine Army units and various stakeholders in the area, Commander Abedin voluntarily led efforts to convince MNLF forces in Lanao del Norte to stand down and defuse sympathy attacks during the height of the Zamboanga siege. As part of his commitment and sincerity towards peace and development in the Lanao Provinces, Abedin and his men turned-in 12 high-powered firearms and ammunitions that included crew-served weapons such as RPGs and Barett 50-caliber sniper rifle (Two-M203, One-M1 Garand Rifle, Two-RPGs, Two-M14, Two-M16, One-Barret .50 Cal Sniper Rifle, One-9MM Pistol). This was conducted last 24 September 2015 in celebration of the National Peace Consciousness Month Celebration dubbed as “Panagtagbo sa Kalinaw” (Convergence for Peace) and in celebration of Eid’l Adha (Feast of Sacrifice) in Barangay Pagayawan, Bacolod, Lanao del Norte. Throngs of 22 In recognition for the successful implementation of PAMANA Projects in the MNLF Camp Datu Tomanong, Pagayawan, Bacolod, Lanao del Norte that led to the eventual turn-over of 12 HPAs, Col Clemancia and Cpt Rico were awarded by OPPAP USEC Montalbo for their timeless contribution and dedication during the said activity. Moreover, in a statement, Col Clemencia said that the 5th Mechanized Infantry (KAAGAPAY) Battalion, Mechanized Infantry Division, Philippine Army will continue its commitment in harnessing a culture of peace among different sectors and inspiring them to play their part in achieving a just and lasting peace in Lanao del Norte and in the whole country . THE HEART OF BAGWIS AVIATION In line with the AFP’s Internal Peace and Security Plan “Bayanihan”, the Army Aviation (BAGWIS) Battalion, Mechanized Infantry Division, Philippine Army conducted Gift Giving at Kalikasan Elementary School, Sitio Bacao, Doña Josefa, Palayan City last 15th of December 2015. The activity was spearheaded by Lt Col Andre B Santos Cav (GSC) PA with the participation and collaboration of Task Force Sagip Likas Yaman, 7ID, PA together with the faculty and staff of the school as well as the tribal chief of Sitio Bacao Community. This event aimed to bring the spirit of Christmas to the young students and share the blessings of the yuletide season. Activities such as this will help boost the image of the AFP by winning the hearts and minds of the people as well as enhancing and strengthening the good relationship with the stakeholders and the local community. The activity started with a simple opening program with short messages delivered by Lt Col Santos and representatives from the different partner organizations. The students were then assembled by grade level (pre-school to Grade IV) with each student receiving a pair of slippers and Christmas gifts donated by each member of the battalion. The activity also included a feeding program in which the so-called “Manna Rice” was given for the purpose of helping improve the cognitive abilities of each Kalikasan Elementary School pupil. The culmination of the activity was the donation of various sports equipment to the school. A total of 236 young students were beneficiaries of the activity. The teachers and pupils of Kalikasan Elementary School expressed their deepest gratitude to each member of Team Bagwis. The success of the activity would not have been possible without the support of each member of the battalion. Each member of the unit donated old toys and used clothes for the children and these were very much appreciated as seen radiant smiles and heartfelt “thank you’s” of each child. They were very thankful that the Army Aviation Battalion is always there to give a helping hand. SOAR HIGH TEAM BAGWIS!!! 23 Women and Leadership By: Jabez915 HHSBn, Mech Div, PA – Women nowadays are recognized as new power players in the society. While the tide is changing and more women are being elevated into leadership roles, gender gap is being eradicated thus, challenges on gender equality is being addressed. The pipeline for female leaders undeniably widened. They have made significant gains in almost every sector, better positioning not only for career success but also for leadership positions. Women are undistinguishable from men on key leadership traits such as intelligence and capacity for innovation, with many saying, they’re stronger than men in terms of being compassionate and organized leaders. They are also perceived to have an edge over men when it comes to being honest and ethical and for the unique qualities and abilities they bring to the workplace. Evident to that is the recent turnover of responsibility held by the Headquarters & Headquarters Company of the Headquarters & Headquarters Service Battalion, Mechanized Infantry Division, Philippine Army with Cpt Debbie S Iglesia (FS) PA, a competent female officer, vice Cpt Iris P Sideño (CAV) PA, another invaluable female officer, as the new Commanding Officer. The Turnover Ceremony which was held last 17 February 2016 is a time honored military tradition. It represents a formal transfer of 24 authority and responsibility for a unit from one commanding officer to another. The passing of the unit symbol from an outgoing officer to an incoming one ensures that the unit and its soldiers is never without official leadership, a continuation of trust and also signifies an allegiance of soldiers to their unit’s commander. Certainly, the said ceremony will never succeed without the Presiding Officer Lt Col Arlene A Frage Cav (GSC) PA Commanding Officer, Headquarters & Headquarters Service Battalion. Lt Col Frage is another promising female officer and very successful in her chosen field. During her speech, she imparted wisdom through short story about “A King and His Loyal Aide” leaving the audience a remarkable moral lesson that everything happens for a purpose and that we should always be thankful for every singular blessing we receive from our Divine Creator. It took a long time to undo the past conventional wisdom that opportunities always favor men than women. But bit by bit, the playing field has become more even especially within our beloved organization. Every soldier, male or female, is accorded the same capacity either in combat or administrative functions, receives equal chance to lead their own men and entitled of privileges without discrimination. New Assets, New Hope TSg Augusto C Cajigal (Cav) PA It was on 1997 when the Philippine Army completed the last purchased in bulk of the one hundred fifty-five (155) Simba Fighting Vehicles. These Armored Vehicles were strategically dispatched all over the country, thus, enhancing the capabilities of the Armor line units. But as time wear and tears, these armor assets went through the processes of reduction not only in numbers but also in capability worthiness, consequently, the need to acquire armored vehicle is very glaring. The purchased of six (6) Remote Control Weapon System (RCWS) APCs M113A2 last 09 July 2015 and four (4) Armored Recovery Vehicles (ARVs) on 16 November 2015,were significant development for the Mechanized Infantry Division, lifting up its fighting capability having an Armored Vehicles of world class weapons system. The coming in of one hundred fourteen (114) M113A2 (through US-Excess Defense Article) further boasts the Armored Vehicles inventory of the Command. The first batch (77 AVs) arrived on 10 December 2015 at Subic Free Port, and the remaining thirty seven (37 AVs) came seven (7) days later. The refurbishment operations started immediately, which relied mainly on the able hands of the organic personnel of Armor Maintenance “Masinop” Battalion (AMBn) and DS mechanics, electricians and painters from line units, Army Engineers, ASCOM, and 5th ID.They worked round the clock (day and night) to restore and repair said armored vehicles. It is indeed a challenge for the “Masinop” troopers to refurbish these numbers of AVs. Ten (10) available days of rigorous continuous working hours, the troops were able to put into a running condition eighty nine (89) armored vehicles. These armored vehicles formed part of the Armor Track Battalion (reinforced) Contingent, and first seen in action by the public as one of the highlight during the parade on the historical celebration of the 80th AFP Anniversary, held at Air Force City, Clark Air Field, Angeles, Pampanga on 21 December 2015, that carries the theme: “Armor ng Bayan, Tagapagtanggol ng Mamamayan”. Last 04 February 2016, these 114 APC M113A2 were presented and officially handed over to the AFP, then to Philippine Army, and to Mechanized Infantry Division with Hon Voltaire T Gazmin, Secretary Department of National Defense as Guest of Honor during the simple ceremony at View Deck, Camp O’Donnell, Capas, Tarlac. Such significant activity was covered by local and national media. It was such a glorious moment for the Armed Forces, much for the mounted warriors, for after quite a time, the hope of restoring the “armor might” had once again shined. The 114 APC M113A2, as platform trucked vehicles, is like a blank canvass to an artist. We could upgrade its fire power; increase the crew and rider’s protection, adaptation to unmanned weapon system and installation of the state of the art Situational Awareness and Driver’s Night View System. It can also be transformed into a 120mm Mortar Carrier, Armored Anti-Armor Vehicle, Fire Support Vehicle (equipped with 40mm - 76mm cannon) or even an Infantry Fighting Vehicle. With respect to its technological specifications, the only foreseen impediments to the possibility of upgrading these armored vehicles would be financial constrictions. But since Armor researchers and thinkers are known to have a brilliant mind and interpretable imagination, anything could be a reality. For sure, with enough support and proper planning, any development in the upgrade of Armored Vehicles and its weapons system could be made possible through the untiring efforts of the “Masinop” family as true to their motto: “kung sama-sama, kayang-kaya”. 25 REGALO ni SARHENTO ...Continues By: Cpl Villa, AE Change of Command in a unit does not necessarily mean the change of unit’s plans and projects. It is continuing what has been started and doing the best to improve what needs improvement. One of our existing projects to help our needy constituents is the unit’s “Regalo ni Sarhento” project which aims to donate used clothing, foot wears, books and other school supplies, toys and bags to indigent families within the area of operations. Since 2013, we have distributed “Regalo ni Sarhento” five (5) times already benefiting the pupils of our adopted school, the Barcolan Elementary School in Gamu, Isabela; the indigent residents of Brgy. Guibang, Gamu, Isabela; and the poorest of the poor inhabitants of Sitio Bating, Brgy. Alibagu, City of Ilagan, Isabela. Since then, the project is instrumental in the establishment and maintenance of constructive relationships with local communities. In a cold weather with isolated rainshowers 8am of December 18, 2015 the project continues with the aim to give smiles to our constituents and let them feel the spirit of Christmas. The RAPIDO Troopers under our Troop Commander, Cpt Segundino P Beron Jr (CAV) PA onboard the unit’s KM450 11/4 Ton Truck loaded with three (3) big boxes full of “Regalo ni Sarhento” proceeded to District 3, Gamu, Isabela for the purpose of giving the gifts to the residence thereat. Upon arrival in the area, with happiness in our hearts, we distributed the “Regalo” to whomever we found on the streets of the Barrio, because we believe Christmas is for everybody and that Christ was given for us all. Seeing that their Army is giving gifts, with excitement, they hurriedly came near us to have their share. After the distribution, we were overwhelmed that one of the residences near the site where we were distributing invited us to have coffee which we gladly responded. Thereafter, the troops went back to headquarters 1th LACT(S) to fetch up the sweaters and jackets that 26 we have selected to be given to our constituents in the City of Ilagan who were flooded due to the onslaught of typhoon Nona. As we near the area, we observantly looked out for those who really need jackets the most until we decided to stop in the temporary shelters beside the road that they have constructed for their temporary billeting. Priceless smiles were uncovered by them as they fit in the sweaters that they have received, a seemingly warm embrace from their Army. “Regalo ni Sarhento” does not end only that way, on 24 December 2015, at about 7am, the RAPIDO Troopers instead of preparing for the enjoyment of Noche Buena decided to bring good things and give joy to our compatriot in the area of operations. Under the on hand supervision of our Troop Commander, we proceeded to Solana, Cagayan and back searching for street dwellers and those that are begging for their daily living with the intent to at least lessen, if in case they thought that they are neglected by the society. Again, priceless wide smiles were seen as they fit in the clothes that they have received. As the gift giving continues, we decided to left two (2) big boxes for Sitio Bating, Brgy. Alibagu, City of Ilagan, Isabela, being one of the poorest identified sitios in the city. As the residents recognized our vehicle nearing them, gladly, they came near us and excitedly yelled for the others to be aware of our presence. With overwhelming joy in our hearts, we gave them the “Regalo ni Sarhento.” At the back of “Sarhento” is the “Regalo” from our generous stakeholders and friends from Canada who were untiringly supporting us all the way with trust and confidence, our heartfelt and unending thanks and gratitude for you all. Rest assured that we will always be committed in “Serving the people. Securing the land.” THE ORGANIC CHALLENGE: Eat Better, Feel Better (Tagapaglingkod’s Hardin ng Lunas sa Gutom) “Our bodies are our gardens- our wills are our gardeners”. Indeed organic gardening is an important step towards building a more sustainable and healthy alternative source of food. With the various health/ sickness issues spreading all over the country today, 2nd Light Armored Cavalry (TAGAPAGLINGKOD) Troop deemed to encourage every personnel to create in their respective detachment an organic garden as a proactive step towards fixing our broken food system and improving our health. This idea of creating organic garden was headed by no less than our Troop Commander, Maj Ernanie B Martin (Cav) PA. He emphasized that food grown in our own garden is overall fresher, more nutritious and cheaper compared to store-bought food. Since gardening is also considered as an art, our organic garden also serves as an attraction to the tourist and visitors who passes by the camp on their way to Mahayahay cave- a tourist destination located near our troop headquarters. With these, our unit does not only produces optimal benefits but also promote to the -LT KB civilians that we are an advocate of organic farming and the very evident are the sprouts and greens that boast within our garden. As the garden is strategically located at the slope facing the west, the lush vegetables with the sunset by the afternoon creates a scenic view not only for our personnel but for the passers-by as well. But other than the health benefits, gardening also paves way as a form of therapy and opportunities for recreation to the personnel of this unit. After doing their usual tasks, personnel get to bond and relax by cleaning and cultivating their plants on a regular basis. Our personnel can attest that gardening helps improve their sense of well-being. By sticking their hands to the soil while exchanging good conversation with one another creates harmony within the unit while getting close to the nature. As a result, our unit enjoys fresh organic vegetables serve in our platter with pride and assurance that we eat high-quality food. As what Francois de la Rochefoucauld said, “To eat is necessity but to eat intelligently is an art!” 27 “ 3LACT(S) FINANCIALLY MANAGED IT’S TROOPS” By: SSg Marwin S Sasi (Cav) PA Datu Odin Sinsuat, Maguindanao- The 3rd Light Armored Cavalry (KATAPANGAN) Troop (Separate), Mechanized Infantry Division, Philippine Army in its thrust to improve the well being of its personnel conducted Financial Management Seminar at H3LACT(S). During the conduct of said seminar, Lt Col Olmoguez tackled the three (3) reasons why people are poor and six (6) key financial principles to discovering joy through simplicity and generosity (and these are: 1.Put God first in your living and giving. 2. Prepare a spending plan and track all expenses monthly. 3. Simplify your lifestyle; live below your means. 4. Provide immediately for an emergency fund. 5. Payoff all credit cards debt and use cash not credit cards and 6. Practice long-range saving and investment habits.) Before the seminar ended, the guest lecturer also shares an inspiring quotation, “If you’re born poor it is not your mistake but if you die poor it is your mistake”. Indeed, the seminar was a successful one. The KATAPANGAN Troopers now have knowledge in financial management that can help the troops how to spend or handle their salary inorder for them to be financially stable because the KATAPANGAN troopers now believes that financial problems are not due to lack of money but as a result of mishandling money Giving, Sharing and Caring… The 4th Light Armored Cavalry (KARANGALAN) Troop (S) under Cpt Michael James Navarro (Cav) PA, Troop Commander, brought out the idea that instead of having the Christmas Party celebrated within the corners of H4LACT(S), decided to reach out and celebrate the season of giving in a more meaningful way than the usual parties to commemorate Christmas meaningfully and thus make an impact in the lives of the children in need. Even with minimal resources, the 4th LACT(S) believes that the act of sharing is truly a joy beyond compare. With this effort, two (2) activities were made possible. First, the unit participated the Giving of Slippers “Pag-asa sa Tsinelas” to the students of Tumpagon Elementary School last 27 November 2015 through the concerted effort of Ms. Marymae Suminguit from Helpers of People Everywhere (HOPE) for Children Education that benefited three hundred fifty (350) pupils of Tumpagon, Elementary School. The student benefiaries were very thankful for the blessing that was shared to them by the organizers and participants of the “Pag-asa sa Tsinelas”. Secondly, the unit initiated the “Christmas Gift Giving” with the theme: “The joy of Sharing” at City Social Welfare and Development, Homecare for Girls, Macanhan, Carmen, Cagayan de Oro City that caters children who are victims of physical abuse, abandoned, sexual abuse and exploitation. Last 12 December 2015 the activity was made possible in partnership with 4ID and the unit stakeholders from Nestle Philippine through Ms. Fe Garcia, Helpers of People Everywhere (HOPE), a Non-Government Organization through its coordinator Ms. Marymae Suminguit, and other stakeholders and friends of the unit who responded positively to this effort and pledged to join and give their shares for the children of Homecare for Girls. During the activity, noticeably smiles were seen in every clients face. In gratitude, they rendered a special dance number and shared a testimony from one of the girls that despite of her traumatic experience she was able to find hope from the people who took care of them in the center. The kids enjoyed the fun games and food served by Jollibee. While the kids are eating, Ms Fe Garcia from Nestle Philippines distributed the gifts to the children followed by the Turn-over of Nestle products with two (2) boxes of Milo and one (1) box of Bear Brand given by the Nestle Philippines. Seeing the smiles from the children is truly a joy that riches can’t buy. Eventually, Cpt Navarro gave his inspirational message and acknowledgement to the participants that made the activity possible. The CSWD Homecare for Girls clients extended their gratitude to the efforts made by the Karangalan Troopers for having this generous kind of activity. The gesture and efforts gave made a very remarkable impact on the hearts and minds of the children, most especially because it’s Christmas. Simple as it is, this activity benefited fifty four (54) clients and staff of Homecare for Girls, thus, contributed invaluably to the attainment of the unit’s mission. 29 “KASANGGA TROOPERS CONQUERS EAT BULAGA” By Sgt Tolentino, WS In recent times, Filipinos have confirmed that if they work together towards a common goal, they will attain it sooner than later. Same with the 5th Light Armored “Kasangga” Cavalry Troop (Separate), Mechanized Infantry Division, Philippine Army place at Malacañang Park, Manila who worked for one direction with the same common objective by providing armor support to the Presidential Security Group in order to protect the President of the Republic of the Philippines, the First family and the Seat of government. The “Kasangga” Troopers, is a unique unit of the Mechanized Infantry Division because of its performing duties as Armor and Area Security to the Presidential Engagements in any parts of the Philippines. As part of their recreation, GMA-7 allowed 5LACT(S) thru Cpt Niel A Dedicatoria (Cav) PA, Troop Commander to watch their noontime show, “ EAT BULAGA” or “Lunchtime Surprise” in English. It is known to all that Eat Bulaga is the longest running noon-time variety show aired weekdays at 1200H to 1440H and Saturdays at 1130H to 1440H. The show apparently provides meaningful experiences to the viewers especially the KASANGGA Troopers and their families that made them proud Filipinos. The Eat Bulaga, as amongst the best sources of entertainment and fun in the Philippines, paved stress and work pressures not only to all men in uniforms but to all Filipinos and foreigners as well. Everyone enjoys watching from start until the end of the show, much more to those who are lucky enough to watch it live inside the studio 30 just like what the KASANGGA troopers and their dependents have experienced. Excitement, joy and happiness were mostly felt especially to the troop who participated and won in the games. Numbers were given to all viewers to be used for the games show and one of the lucky pick was, Sgt Marvin G Oquin (Cav) PA who was chosen by the management to play together with the famous Eat Bulaga host, Alden Richard. For Sgt Marvin, that was a real great experience. More lucky picks were the three (3) personnel: SSg Jojo A Pineda (MS) PA, Sgt Elie A Gutierrez (MI) PA and PFC Shyrell M Reparado (Cav) PA who were all given a chance to pick their numbers in the draw, participated in different kind of games and received cash prizes. In addition TSg Arnold S De Torres (Cav) PA was also picked to be one of the judges on their segment EB & Company (Christmas Party). For us, who are busy with our duties as soldiers, having attended to this kind of event was a great challenge and an opportunity to socialize with other viewers in the studio and to be watched by all Filipinos here and abroad. As what our troop commander, Cpt Niel A Dedicatoria (Cav) PA has said and I quote, “It is important to accomplish our mission but it is also a priority to look after the welfare and well-being of our men.” “A GREEN VALENTINE” Every month of February, people from all walks of life from every corner of the world celebrate Valentine’s Day to express and manifest their love to their family, friends and most especially to their very special someones. This celebration originated from the Feast of Saint Valentine, a Western Christian liturgical feastday honoring one of the early saints of the Roman Catholic church named Valentinus. Relatedly, another version of the story is from the popular account of Saint Valentine of Rome who was imprisoned for performing weddings for soldiers who were forbidden to marry and for ministering to Christians who were persecuted under the Roman Empire. Accordingly, during his imprisonment, Saint Valentine healed the daughter of his jailer, Asterius, and before his execution, he wrote her a letter signed "Your Valentine" as a farewell. This eventually evolved to present day Valentine’s Day celebration which is associated with the famous deeds of Saint Valentine of Rome that strongly promotes the spirit of love, care and affection to all mankind. This year, the 6th Light Armored Cavalry (PAGHILIUGYON) Troop (S) celebrated Valentine’s Day in a whole different way. 6LACT (S) spent Valentines day planting assorted trees in view of the unit’s small way of helping in the preservation of Mother Earth. Presently, as we are all very much aware, the Philippines is prone to natural disasters due to the ill effects of climate change and human caused environmental degradation, aggravated by deforestation, air and water pollution. In order to mitigate this phenomenon and its adverse effects, the Government undertook the National Greening Program (NGP), a massive forest rehabilitation program established by virtue of Executive Order No. 26 that aims to grow 1.5 billion trees in 1.5 million hectares nationwide within a period of six years, from 2011 to 2016. For this very reason and in the spirit of conserving and preserving the environment this season of love, the unit conducted a Tree Planting activity last 14 February 2016, Valentines day. Through this worthwhile activity the unit intends to promote a sincere and meaningful celebration of Valentines Day this 2016. After identifying the sites and making the necessary preparations, 6LACT(S) coordinated with the nearest Provincial Environment and Natural Resources Office (PENRO) for the acquisition of assorted non-fruit bearing seedlings composed of Narra and Kobe. Said activity was eventually conducted where the unit’s Headquarters is co-located, that is within the third largest military camp in the country, Camp Gen Macario B Peralta Jr, Jamindan, Capiz. This was done with the optimistic intent of restoring the camp’s former environmental stature by continuously and progressively replenishing the uprooted and downed trees that was brought about by the devastation of Typhoon “Yolanda” in 2013. Upon its culmination, the unit was able to successfully plant Four Hundred Fifty (450) non-fruit bearing seedlings. Last year, 2015, 6LACT(S) was able to plant Seven Hundred Ninety Five (795) assorted seedlings in various parts of Camp Peralta. Hopefully, these seedlings in the future will help reduce global warming, prevent soil erosion and flash floods in the low lying areas within the vicinity of Camp Peralta, and provide shelter for various wildlife. It is indeed that with such simple initiatives being undertaken by 6th LACT(S) that the Philippine Army as a whole has once again successfully carried out its Core Purpose of Serving the People and Securing the Land. 31 N A G I R A S A S E MA V O L shows in SAMAR and LEYTE dialogues, forty one (41) face to face dialogues, three (3) static displays, eight (8) various limited assistance, sixty four (64) security assistance (show of force), film showings, joyrides, and others. A Chinese philosopher and poet named Lao Tzu once said, “Kindness in words creates confidence. Kindness in thinking creates profoundness. Kindness in giving creates love.” February is the so-called “Month of Love”, a season where we celebrate the Valentine’s Day. To express our love in the Province of SAMAR and LEYTE, the Masasarigan Troopers came up with various CMO activities in the Province in 2015. These activities were tied up with other stakeholders in the area to promote good working relationship between the unit, which represents the Philippine Army, and the people in the area. Among the various activities conducted by 7th LACT (S) in coordination and cooperation with the stakeholders in SAMAR and LEYTE Provinces in 2015 are four (4) Feeding Programs, six (6) Clean-up Drives, five (5) tree planting activities, one (1) Medical and Dental Capability Assistance Program (MEDCAP), seven (7) participation in Community-Initiated activities that have an impact in the historical, socio-economic, and cultural being in the area, seventy eight (78) Inter-agency coordination, meetings, and participations in other community activities, three (3) sectoral 32 These activities resulted to the feeding of Nine Hundred Students (900) and children in different areas, planting of Two Thousand Three Hundred (2,300) fruit-bearing and not fruit-bearing trees, cleaning of Six (6) different areas from canals to coastal areas, establishing coordination and cooperation with numerous barangays and stakeholder organizations and associations, assisting the supported units in promoting peace and security in the whole Province, and many others which brought the unit closer in the hearts and minds of the people. With these engagements and partnerships with the stakeholders in the area, 7th LACT(S) has not only showed the genuine and sincere intent of the whole Philippine Army in serving the people of SAMAR and LEYTE, but it also showed how love for the country starts, that is through loving its people. And though the smile and laughter of the children and unwavering support of the LGUs/LGAs/Stakeholders is enough reward for the unit, 7LACT (S) has also received letters of appreciation and numerous personal congratulations and thanks from the people whose lives the unit touched, the true essence of sharing our love. Armed with Selfless Love and Sacrifice 51st Mechanized Infantry Company, 5MECH BN scored in Public by Maintaining Its Track Towards its Mission “The Army exists to protect the rights of every Filipino”. - Brigadier General Daniel A Lucero, AFP To fulfill the mandated duties and responsibilities not only for our men in uniform but also to the entire nation, it is essential for us to realize the true meaning of selfless love and sacrifice for one’s country. In line with the Philippine Army’s Core Purpose “Serving the People and Securing the Land”, the mission of the 51st Mechanized Infantry Company, 5Mech Bn is to conduct armor and combined arms in support to 103rd Infantry Brigade, 1ID, PA located at Kampo Ranao, Marawi City and to win peace in the province of Lanao Del Sur in order to create an environment conducive for just and lasting peace. Led by its commanding officer, Captain Eddie M. Alcima Jr, 51st Mechanized Infantry Company deployed its armor assets to show force and secure vital installations within the area of operation. It is a great challenge for the 51st Mechanized Infantry (MAWARAO) troopers to conduct Civil Military Operations in Muslim areas in the province of Lanao del Sur. Clean-up drives, free medical and dental check-ups were conducted as part of the unit’s sincere effort to gain the trust of the stakeholders. Furthermore, 51Mech Inf troopers has gained its advantage with the ongoing peace process between the Philippine Government and the Moro Islamic Liberation Front (MILF). With the strategic approaches of the Internal Peace and Security Plan (IPSP)-Bayanihan, the Whole-of-Nation and the People-Centered-Approach are much easier to address through extending public service down to the different municipalities and barangays. The ongoing peace process is not enough to attain peace and development in the whole Lanao Sur Province, however, with the participation of the Local Government Units, Youth Organizations, various Civil Agencies, People’s Organization and Stakeholders, the current thrust of Armed Forces of the Philippines Internal Peace and Security Plan “Bayanihan” can achieve its goal in line with the Army’s Core Purpose. The conduct of stakeholder’s engagement is a big factor to increase the level of trust and confidence between the Army and the civilian populace. The 51st Mechanized Infantry Company scored in public by maintaining its tracks towards its mission. Moreover, with untiring passion to be part of peace and development, the 51st Infantry (MAWARAO) Troopers conducted tree planting activity together with personnel of 103rd Infantry Brigade and young leaders from different schools of Marawi City in the Municipality of Kapai, Lanao Del Sur. The activity showed willingness of the stakeholders to work hand in hand with the Army in environmental protection. In addition, aside from that, various civic actions and civil military operations were also conducted by the unit as part of building rapport to the stakeholders. Armed with selfless love and sacrifice of the Army in changing the lives of people, attainment of peace and development through the thrust of the (IPSP) Internal Peace and Security Plan “Bayanihan” would truly be successful. 33 ...from page 16 The security group exerted all necessary efforts to salvage the equipment; however, the fuel tanks of the two back hoes were hit by bullets coming from enemy fires. It was the enemies’ plan to aim at those fuel tanks so that back hoes will not be able to move from that position. The group decided to evacuate first the civilians, brought them to a safe place. After doing so, two (2) Armored Combat Vehicles (ACV) reinforced the advancing Mechanized section to thwart and pushed back the enemies who tried to close in and enveloped the government forces. Additional reinforcements came. More and more armored vehicles rushed to main supply route and ready move upon order. It’s getting late and visibility decreases. Firefight continues up to this time and it’s almost nine (9) hours of tremendous, heavy firefight. The troops were exhausted but you can see in their eyes the heart of a warrior and their will to fight. By 1 o’clock AM in the morning of the following day, all of the forward troops were able to link up with the rear group security positioned along the MSR. On the 8th day of February, a second attempt has been made to attack, destroy and secure enemy position at VIC GC 631730 Sitio Dagading, Brgy Tee Datu Salibo Maguindano. By this time, enemies have their foxholes dug along the edge of the dredging project. This gave more a challenge for the operating forces to seize the area. However, in this moment, it was not a solo operation anymore. It was now a combined arms operation. More troops were made available and a well orchestrated method of maneuver and well define targets has been established which provide a more favorable situation on the government side. These forces are composed of- a mechanized platoon (WOLVERINE) on the dredging site while a company size infantry (WARHAWK) of the right side, a mechanized infantry platoon (ANITO) together with a platoon of infantry on the left side and mechanized infantry company (WARLORD) position at the rear to act as reserve and rear security together with a mortar section to provide deadly and accurate indirect fires. These forces worked cohesively and accomplished their designated task. Troops who were tasked to secure the enemy position at the dredging area encountered heavy firefight. It took them several hours before they were able to seize the objective. They recovered two (2) more IEDs laid on the same spot. After the seizure of their respective objectives, all troops are ordered to prepare for a defensive battle position and wait for the follow on forces. As the operation progressed, more and more troops have been involved. From a company 34 size security operation, it became a brigade operation, then a division operation which ended into a joint task group operation where one marine battalion of the Philippine Navy Marines joined the action. As each day passed, the government forces continued its execution on internal peace and security operation and its push towards the enemy’s heart, the center of Brgy Tee. The artillery, with their 105mm howitzers, provided deadly and accurate preparatory bombardment fires and catered fire missions upon request of the operating troops. The Mechanized Infantry, with their armored assets- APC,AIFV and ACV, delivered suppressive fires and provided base of fires so that infantry can sneak in to the enemy’s position. It also provided convoy security assistance for the troops going in and out of the battle zone. The Philippine Air force with their MG 520 attack helicopters delivered accurate close air support and their UH1H Huey helicopters provided air evacuation to the casualties from the battle field to the medical station. With the employment of such massive force, it surely diminished the enemy’s will to fight forcing them to withdraw with undetermined figure of casualties. This law enforcement operation is a clear manifestation that no lawless groups could stand along the way and hamper the deliverance of government services to its people. Your Philippine army will surely be there; smash them with their might and strike them hard until to their very end. It’s our goal that in unison we will be able to create an environment conducive for peace and economic development. Your Philippine army will continue to live its mantra, “When we are needed we will be there and we will do the job, the best way we can”. MISSION ESSENTIAL TRAINING PROGRAM “Do essential things first. There is not enough time for the commander to do everything. Each commander will have to determine wisely what is essential, and assign responsibilities for accomplishment. He should spend the remaining time on near essentials. This is especially true of training. Nonessentials should not take up time required for essentials.” - General Bruce C. Clarke The command thru the Office of Education and Training is doing its effort to enhance the fighting capabilities of our mounted warriors. Our very own The Armor School is very competent, knowledgeable, and passionate in educating our personnel thru a year- round armor career courses, In- service trainings, and basic military trainings. Education and trainings is the core of transformation. Transforming our soldier’s character to be a service oriented human rights advocate will lead to a successful mission accomplishment. The bilateral training exercises with allied forces enhance our interoperability. The PH- US Exercises “BALIKATAN” is a mutual learning. Teaching and learning are inseparable. Learning from a world class army is a step to our goal. The discipline and hardworking attitude that was inculcated to our soldiers during the trainings is the best tool of achieving a victory. The Mechanized Infantry Division is very passionate and supportive in transforming the organization as the Philippine Army’s vision is to be a world-class army that is a source of national pride by 2028. “War fighting is our core competency.” LTGEN HERNANDO DCA IRIBERRI AFP, Commanding General, Philippine Army 35 In the heart of Capas, Tarlac the "Medical Dispensary Mech-Div" flourish the challenges of Transformation “Everyone takes courage in challenges. Working quietly but consistent, but only few know how transformation flourishes within.” -Anonymous For more than a century years, the military medical services have shown the essential achievements and accomplishments of aidmen, corpsmen, nurses and doctors in their respective Army unit assignments. "The Home of the Mounted Warriors” or the Mechanized Infantry Division is just simply one of them. It is located in the heart of Tarlac Province. Our unit is one of the most fast moving and very active in all aspects of delivery of healthcare, wherein it provides and supports our military members, their dependents and civilians in giving them a safe and quality medical services in order to conserve and sustain their health and with a self-help means of self-teaching and reinforcing health information through health teaching. Faced with the emergence of different healthcare needs, one in the sector of clinical, the second in training, and the third in the service of the community of Capas, Tarlac, a town of an estimate of 120,000 inhabitants. It would have been easy to respond in a traditional manner by serving our clients with some further evacuations and referrals, for some a simple health teachings and for others a medications advised by doctors to be taken at home. Nonetheless, in our new Army Transformation Roadmap, taking into account the need to create satisfaction surveys between the patients’ response and nursing audit could take advantage of the creation of a new commitment and challenge to an innovative and creative Nursing Care. The Nursing Philosophy of this new kind of transformation was to create various services within the community and outside camps that would serve as our pillar in rendering our healthcare services. It was not 36 to be a mere juxtaposition of an exclusive healthcare area of concentration, just like serving “a fish with an ice cream” which is uncommonly served dish for a meal. Meaning, broadening a wider nursing care approach in the constant changing healthcare needs. These different kinds of needs were all to integrate the same philosophy. These were to make up a coherent whole adapted to the needs of each individual and community as a whole. In addition, our unit involved in maximum participation to unwanted floods and natural calamities caused by climate change, hence the community of our dependents together with the troops and families joined in the Tree-Plating event to make our greener and flood-free village. Once again, the “Bayanihan Spirit” was expedited through various Medical and Dental Medical Missions in various rural areas of Tarlac. On the other hand, on Clinical and Training aspect, it is indeed a great place to greet people and provide health information, prevention and promotion. The goal is to ensure a link between individuals on self-teaching and educating the community to prevent any further complications and progress of disease. It is not enough to just affirm the need for seminars but attending on updates and trainings take a great role on refreshing our knowledge and skills. The mode for such a dynamic nursing role to emerge must be provided not only on disease-process itself but also on “times of disaster”. Now, for 8 years of existence in Nurse Corps, we can say that our medical team is a success. To replicate it, one must recapture the alchemy of a real opportunity and a close partnership with motivated staff and deeply involved individuals and community participation. “For many people, the interesting stories were untold, those about someone else. Oftentimes they don't realize that to others, they are the SOMEONE who flourishes the transformation. Building inclusive economies... Building a better world Mech Div Supports APEC 2015 LTC FELIX LAUDEMER S KAHULUGAN JR GSC (CAV) PA After almost two decades, the Philippines again hosted and Chaired from 18 to 19 November 2015 the Asia Pacific Economic Cooperation Leaders Meeting which was held in Metro Manila. The event was participated by twenty one (21) heads of economic countries which was attended by President Barrack Obama of the United States of America. During the conduct of the said summit, the Command provided the following armored vehicles: four (4) AIFVs for air defense, twelve (12) wheeled armored fighting vehicles for area security at Mall of Asia, Pasay City, and twelve (12) wheeled armored fighting vehicles for security augmentation at Philippine International Convention Center (PICC). Moreover, a buffer crowd group composed mostly of candidate soldiers and organic personnel were also provided to secure the vicinity of Bangko Sentral ng Pilipinas (BSP) and PICC. As a result, all the participating heads of state and their party were duly accorded with efficient security which gained the appreciation and admiration from all the delegates and the success of the conduct of the summit as a whole. 37 ? ? ?
