It was moved by Councilmember Fauteux, seconded by Councilmember Pauly and carried by a unanimous voice vote to adopt Resolution No. 2012-601. It was moved by Councilmember Fauteux, seconded by Mayor Reese and carried by a unanimous voice vote to direct the City Manager and City Attorney to explore possible alternatives to the adoption of the VHFHSZ maps and continue the matter to an Adjourned Regular Meeting on Monday, February 6, 2012 at 7:00 p.m. CONSENT CALENDAR (ITEMS # 2-9) Councilmember Fauteux pulled items 6 and 9. Villa Park Community Services Foundation Appointment. Councilmember Fauteux pulled this item commending the Foundation and its group of volunteers. Individual councilmember information items andlor required meeting attendance reports. Councilmember Pauly reported on the Serrano Water District Board meeting. Councilmember Fauteux reported on the Orange Unified School District Board meeting, Orange County Vector Control District Board meeting, and the January 16th Golden Anniversary Council meeting. Mayor Pro Tern MacAloney reported on the Serrano Water District Board meeting and the January 16th Golden Anniversary Council meeting. Councilmember Ulmer reported on the Villa Park Community Services Foundation meeting and the Investment Advisory Committee meeting. Mayor Reese reported on the Orange County Sanitation District Board meeting, the Human Resources Committee meeting, and the January 16th Golden Anniversary Council meeting. 12. Consideration of 2012 City Council Committee and Liaison Appointments. CITY MANAGER’S REPORT City Manager Sassoon reminded everyone of the Town Hall meeting on January 31 at 7:00 p.m. to discuss the proposed salary plan for employees. City Attorney Litlin provided an update regarding the recent ruling by the California Supreme Court on redevelopment agencies. ACTION MINUTES OF THE CITY COUNCIL CITY OF VILLA PARK, CALIFORNIA February 6, 2012 Adjourned Regular Meeting GENERAL SESSION 7:00 p.m. City Council Chambers — ROLL CALL Mayor Reese called the General Session to order at 7:00 p.m. - COUNCILMEMBERS PRESENT: Fauteux, Pauly, Ulmer, MacAloney, Reese ABSENT: None PLEDGE OF ALLEGIANCE TO THE FLAG Led by Councilmember Ulmer - PUBLIC HEARINGS 1. First Reading of Ordinance No. 2012-564, an Ordinance of the City Council of the City of Villa Park designating Very High Fire Hazard Severity Zones. Fire Marshall Blaul and other OCFA personnel updated the Council and the community regarding the level of wildfire danger that exists in Villa Park and our surrounding areas. Following that presentation, new options were presented to the Council as possible alternatives to the adoption of the VHFHSZ maps. It was noted that these maps were not prepared by the City; the City’s only role is to consider its response to the maps as required by state law. The following individuals addressed the City Council regarding the VHFHSZ maps: • • • • • • • Erik Kuli, 9102 El Rito Drive Jack and Marcia Ferraro, 9132 Aubrey Circle Dr. Jane McDonald, 18971 El Moro Way Dr. Bill McDonald, 18971 El Moro Way Jeff Tibbets, 18591 Rosenau Drive Harvey Beigle, 19041 Cerro Villa Drive Glen Weingarth, 9161 Loma Street February 6, 2012 Villa Park City Council Meeting Minutes Page 2 of 3 After considerable discussion among Councilmembers and residents present at the meeting, it was moved by Councilmember Fauteux, seconded by Councilmember Ulmer and carried by the following roll call vote to approve Option 2, adopting an ordinance that make additional building code requirements that reduce exterior wildfire exposure, known as the “Chapter 7A Standards”, applicable to new and rebuilt homes citywide in lieu of adoption of the VHFHSZ maps: AYES: COUNCILMEMBERS: Fauteux, Ulmer, Reese NOES: COUNCILMEMBERS: Pauly, MacAloney ABSENT: COUNCILMEMBER5: None ABSTAIN: COUNCILMEMBERS: None It should be noted that this action allows the City to make legal findings, with OCFA’s support, that the adoption of the state map is not necessary for effective fire protection. The Council amended the original draft Ordinance to incorporate that Option 2 language. 2. Consideration of Employment Contract for Interim City Manager Services.
