Tariff change Ratesreducedat BarboursCutTerminal 10 percent reduction in the tariff on loaded container throughput charges at Barbours Cut Terminal has been announced by the Port of Houston Authority. In addition, for containers on which throughput charges are paid, no fee will be charged for drayage between the container park or roll-on/roll-off staging area and the Barbours Cut rail ramp, which is located conveniently inside the terminal. Finally, rental rates have been reduced for various pieces of equipment. "These changes are being made to reduce the costs incurred by steamship lines calling at Barbours Cut," said R.P. Leach, executive director of the Port of Houston Authority. "The elimination of the drayage charge should prove particularly attractive to shippers who want to use a landbridge to and from the U.S. Midwest and West Coast. "We believe these reductions will stimulate greater use of this facility," Leach continued. "Consequently, A they are provisional in nature." The new throughput charge is $54 per loaded container, for both imports and exports. The rental rate for a yard tractor and chassis as one unit has been changed to $20 per unit per hour, while rental for a heavy-duty RO/ROtractor is now $30 per unit per hour. Rental for a yard tractor alone is $15 per unit per hour, and rental for a chassis costs $5 per unit per hour. Barbours Cut Terminal handles both containerized and roll-on/roll-off cargo, and has eight wharf cranes, 11 yard cranes, a RO/ROramp and 100,000 square feet of covered storage. Each of its four berths is backed with more than 36 acres of paved marshalling area for containers and RO/ROcargo. "Barbours Cut is an efficient intermodal gateway to and from the U.S. West Coast and Midwest. These rate reductions are intended to make it more profitable for shippers to use this facility," noted Leach. The new rates went into effect May1, 1986. Taiwan hopes to spur economic King-yuh Chang growth at home partly by making its JUGOLI markets more attractive to imports, said Dr. King-yuh Chang, director general of Taiwan’s governmental information office. Chang spoke recently during a Gulf Coast World Affairs Council forum. The republic must practice "progressive liberalization of import policies so that the country can enjoy both the economic benefits of inexpensive imports and the political advantages against foreign protectionist measures," Chang said. Other measures Taiwan is using to strengthen its trade standing include developing laws that attract imports, further developing the country’s financial institutions and nourishing the country’s values. Taiwan is a small island off the Asian mainland, but its population is more than 19 million, and its gross national product was an estimated $56.6 billion in 1984. Taiwan was "a backward rural economy" about 40 years ago, trying to recover from World War II and severe inflation, Chang said. "The timely arrival of U.S. economicaid in 1951 greatly facilitated the tasks of postwar rehabilitation and fiscal management." Taiwan "graduated" from U.S. aid in 1965, Chang said, and quickly began to switch from an "inwardoriented, import-substitution" policy to an "outward-oriented, exportexpansion" policy. The country underwent rapid industrial growth. In 1985, about 21 percent of the Taiwanese labor force was employed in agricultural work, compared to about 60 percent in 1952, he said. "A spin-off of the Republic of China’s economic progress has been a sharing of experiences and good fortune with other nations," Chang said. Taiwan has trained more than 7,500 people from more than 38 countries since 1959 and has sent 90 technical and agricultural teams to help needy countries. Taiwan also has 32 missions in 23 nations. (Sohio). "There is no crude inventory to speak of," said William J. Johnson. "As a consequence, refiners have chosen to pay the price rather than carry the inventory in the volatile pricing environment that we have right now." Johnson spoke recently at a luncheon during the Marine/Offshore Industry Outlook Conference, sponsored by the Texas A&MUniversity Sea Grant Program. About 130 industry representatives attended the luncheon. Oil prices probably will rise and drop in seasonal cycles, starting low in the spring, firming up in the summer, rising in the fall and then dropping again, Johnson said. "I don’t think that when we see oil prices moving up later this year that we ought to get excited about it, because there’s another side to that hill," Johnson said. While the price of domestic oil is likely to begin stabilizing in the 1990s, he said, "I don’t believe that we’re going to see oil much over $20 and $25 a barrel." Meanwhile, Johnson said, the industry will probably see more and more petroleum company buyouts, like the "megamergers" that took place during the past two years. Among the large mergers were Chevron Co.’s purchase of Gulf Oil Corp., Texaco, Inc.’s buyout of Getty Oil Co. and Mobil Corp.’s acquisition of Superior Oil. Most oil companies now must use their revenues to meet expenses and pay debts, not for exploration and development, Johnson said. With the current industry environment, he said, "exploration in most places in the country just doesn’t make a lot of sense. Something’s just got to happen." Johnson said a "whole laundry list of things . . . to help prop up the oil industry" has been proposed, but none of them has been very successful in the U.S. Congress. He said the White House lacks a definitive energy policy. "I really think that if we’re going to see any kind of move to stabilize the industry and preserve it until we get things leveled off," he said, "it’s going to be in Congress that it will have to happen."
