 SOUVENIR NATIONAL LEVEL VENDOR DEVELOPMENT PROGRAMME FROM 27.12.2013 TO 29.12.2013 AT MILAN MELA, KOLKATA ORGANISED BY MSME -­‐DEVELOPMENT INSTITUTE, MINISTRY OF MSME, GOVT. OF INDIA, KOLKATA A REPORT ON NATIONAL LEVEL VENDOR DEVELOPMENT PROGRAMME ORGANISED BY MICRO SMALL AND MEDIUM ENTERPRISE-­‐DEVELOPMENT INSTITUTE, KOLKATA AT MILAN MELA, KOLKATA FROM 27.12.2013 TO 29.12.2013 A National Level Vendor Development Programme -cum - Buyers Sellers Meet has been
organized by MSME-DI, Kolkata at Milan Mela, Kolkata in association with Bengal National
Chamber of Commerce & Industries , Kolkata from 27.12.13 to 29.12.13.
The time and duration of the programme was 11.00 a.m. to 8.00 p.m. each day. The
programme was inaugurated by Shri Partha Chatterjee, Hon’ble Minister-in-charge of Commerce
& Industry ,Govt. of West Bengal. Sri Madan Mitra, Hon’ble Minister of Transport, Govt. of West
Bengal was present as Guest of Honour. Mr. S.K.Basu, Director, MSME-DI, Kolkata. Mr.
Dibyendu Basu, President, Bengal National Chamber of Commerce & Industry, Mr. Sandip Sen,
Chairman of 26th IITF, Kolkata G.M. DIC, Kolkata, and other dignitaries from many PSU, Large
Scale Industries & SSI units were present in the inaugural function held on 27.12.2013.
Director, MSME-DI, Kolkata gave his welcome address. He welcomed to the dignitaries ,
participants and press media in this programme. In his address, he expressed his satisfaction
that this is the first time that MSME-DI, Kolkata is organizing this NLVDP programme at Milan
Mela, Kolkata, within the IITF Mela Complex. He opined that it was more convenient to
participate by PSU, Large Scale & small scale Industries from this region. He explained that
keeping in view their convenient MSME-DI, Kolkata has decided to organize this programme at
26th IITF, Milan Mela. He hoped that this programme would fetch the benefit to both PSU, Large
Scale and surely to SSI sectors who have participated in this programme. He requested to PSU
and Large Scale Industries to extend more cooperation to the SSI units as their vendor and
highlighted the public procurement policy, its effect on implementation etc. He narrated the
MSME Policy & to implement these policy, scheme to implement these policy, scheme to
upgrade the quality of production and standardization the working system of the unit.
He
expressed his happiness for the cooperation extended by Bengal National Chamber of
Commerce & Industry, Kolkata.
Mr. Sandip Sen, President of 26th IITF viewed that all the associations should have a
good coordination with MSME-DI to enjoy the benefit of Govt. of India provided for
development of MSME sector. He assured that their cooperation for organizing this type of
development and promotional work.
Sri Madan Mitra, Hon’ble Minister of Transport, Govt. of West Bengal, expressed that he
hoped that with the effort of MSME-DI, Kolkata a good development of MSME Sector will be
achieved. He advised to all authorities to have good coordination and interaction to work jointly
for achieving this dream and assured all his cooperation and support on behalf of Govt. of West
Bengal. He desired that this type of promotional programme should be conducted in more nos.

participate to work for development for SSI sector which give more employment opportunity
and which will also help to PSU to develop their ancillarisation policy of PSU.
Mr. K. D. Bhattacharya briefed the objective of conducting this programme .He opined
that this programme would be extremely beneficial to both Large Scale & Small Scale
Industries. Large Scale Industries can select the most efficient Vendors in this programme &
Small Scale Units can utilize this common platform to register them to the Large Scale
Units/PSUs & can gather technical knowledge on various products to develop products as per
the requirements of the PSU/Large Scale Sectors. He told that MSME-DI Kolkata is working to
develop a relationship between MSE & PSU which will perform as a bridge between this two

The Chief Guest & dignitaries visited the exhibition and took keen interest to interact
with the SSI units. They appreciate the developmental work done by MSME-DI, Kolkata for the
Cluster Development under MSE-CDP Scheme.
The officers of GRSE, CLW, Eastern Railway, Balmer and Lawree Co. Ltd., Kolkata, Rifle
Factory, Ishapore, HAL, Metal & Steel Factory, Cossipore Gun & Shell Factory, Ordnance Factory
Board, Dum Dum, delivered lecture on the various items / services being procured by their
organizations and identified the items which can be supplied by SSI units. The procedure for
procurement of products and services were also briefed by the Guest speakers from PSU/Large
Scale Units.

Bhattacharya, AD discussed on MSE-CDP scheme , registration procedure and reimbursement
for procuring ISO 9000 certification. Sri K.D. Bhattacharya explained the Public Procurement
Policy in brief during this 3 days programme.
A valedictory function was organized on 29.12.13 from 4.30 p.m. to 6 p.m. The
representative from PSU, Large Scale Unit , proprietor of
small scale unit , prospective
entrepreneurs , President & Secretary of Bengal National Chamber of Commerce & Industry,
Kolkata Officers of MSME-DI were present in the valedictory function.
In the feedback evaluation system the participating SSI units have opined that this
programme will help them to register to the PSU/LSU as vendor and to bag order from this
PSUs. The small & medium scale unitS also have inter action between them and some of them
made a contact for supplying product service from one another. On evaluation of the feed back
it is estimated that participating SSI unit will be able to get order for supplying product /service
to the tune of Rs. 40 crores in the year 2014-15 which may increase gradually in the coming
year.

expressed his gratefulness to all who have participated & who have extended their supports to
organize this programme very successfully.

Chittaranjan Locomotive Works (CLW)
Chittaranjan Locomotive Works (CLW), an ISO – 9001/14000 unit, Govt. of
India, located at Chittaranjan, Dist. – Burdwan, West Bengal, manufactures electric
locomotives -- 25 kv ac loco with three phase ac drive, 25 kv ac locomotive with dc
drive. It is one of the largest Electric Locomotive manufacturers in the world. CLW also
manufactures AC & DC Traction motors, Switch gears/Control gears, Bogies cast &
fabricated, Wheel sets & Steel casting. Chittaranjan Locomotive Works (CLW) has been
named after the great freedom fighter, leader and statesmen Deshbandhu Chittaranjan
Das. The production activity started on 26th January, 1950 the day when India became
Republic. The initial product of Chittaranjan Locomotive Works was Steam Locomotive.
In the period 1950-1972 Chittaranjan Locomotive Works turned out a total number of
2351 Steam Locomotives. From 1968 to 1993 CLW produced 842 Diesel Locomotives
and from 1961 to 31-3-13 total 4916 nos. of Electric locomotives of different types.

Grade of Steel:
Steel Foundry manufactures steel castings generally complaint
with grades IS-1030 and AAR-201. To meet the requirements of
different products, Steel Foundry had earlier been processing eight
different grades of metal. Steel Foundry has been successful in
rationalizing the same to five grades only without affecting any
metallurgical, chemical or physical properties. This has resulted in
improvement in productivity.
