Appreciation for Ruth Barch
In appreciation of Ruth Barch, Director of the Pike County C.A.C. WIC Program. Ruth’s loyalty to the
program has been outstanding. Her dedication cannot be defined. The employees at the office would like
to commend her for the goals she has set and the achievements she has accomplished. Her desire to see
that the WIC Program ran efficiently was proven by having perfect State Management
Evaluations and earning numerous achievements awards. We would like to
acknowledge her thoughtfulness, dedication, and pride that she had for the WIC
Program and her fellow employees. Retiring as Director will give her the time she has so
earned to spend with husband Jeff, daughter Jill, son-in-law Cornell and three wonderful
grandchildren Hayden, Blake, and Katherine. We will miss having her as Director, but
we all have wonderful memories of Ruth’s kindness and friendship that she has shown to
all of us. We look forward to working with her in a new capacity.

Gathering will also include Longevity Awards, Food Drive Presentation,
Door Prizes, Games, and Food.
On the Menu for the Gathering:
Pulled BBQ pork and chicken, chili dog, salad, coleslaw, pasta salad, cottage cheese, vegetable platter,
chips and dips, fruit salad, cookies (regular and diabetic), punch, coffee, soft drinks, and bottled water.

Baby Picture Contest
Unique Sweater Contest
We are in great need of baby pictures for
the contest. Please submit photos to Vela
Hannah, Sandra Helton, Jenny Moore, or
Rebecca Adkins. These pictures will be
posted at the Holiday Gathering Party and
participants will have the opportunity to
guess who’s baby pictures
are on the board. Winners
will be awarded a prize.
The goal is simply the cheesier the
funnier, the better. Employees should
wear some sort of outrageous holiday
sweater to the gathering (you know the
type-bells, sequins, light up sweaters,
etc.) But-it doesn’t just have to be a
sweater, it could be a vest, turtle neck,
jackets, earrings, things for your hair, or
crazy socks. Prizes will be awarded.
Don’t forget deadline for the Food Drive is
December 13th. Winning team will be announced
at the Holiday Gathering Party on the 14th.

Congratulations to all the Employment & Training Staff
for exceeding all Department of Labor Performance
Measures for Program Year 2006 (July 1,2006-June
30, 2007). Pike County was the only County within
the Workforce Development Area #1, comprised of
Adams, Brown, Pike, & Scioto Counties, that
exceeded all measures. Congratulations and thanks
to the staff for all your hard work and dedication.
*During the Christmas buying season, Visa

Who can participate in the Workforce Investment Act (WIA)?
Glatfelter Project
Adult Programs
On August 3, 2007,
Governor Strickland
awarded Workforce
Development Area
(WDA) # 1 a Rapid
Response Grant in the
amount of $965,433 to
assist Glatfelter
(formerly Mead Corp) in
Chillicothe to retrain and
upgrade the skill levels
of their present 1,625+
employees and avert
future lay-offs.
This is a new approach
for the State of Ohio as
in the past no funding
was awarded until the
company filed a notice
of closure.
Adults are individuals 18 years of age or older who are at or below 200% of the
Federal Poverty Guidelines.
Dislocated Workers are individuals that have been laid off from a business due to
closure or been notified of permanent layoff.
Youth Programs
There are two Youth Programs. The In-School Youth Program offers a year round
work experience to individuals 14-18 years of age, the Out of School Youth offers
assistance to individuals 18-21 years of age. Youth must meet 100% of the Federal
Poverty Guidelines.
Services for all Programs may include Tuition, Books and Fees Assistance,
On-the-Job Training, or Customized Training in a high demand occupation--which
means once the training is completed the individual will be able to go to work.
Referrals are presently being accepted for all Programs!!! Do you know someone attending
college that needs financial assistance? WIA may be able to help!!!!!
CAC also has contracts with the County Department of Job & Family Services to administer a
Licensed Practical Nursing (LPN) Assistance Program--eight individuals have participated. There
is also a Youth Employment Training Program, seventeen youth between the ages of 14-18 are
working 10 hours per week.
