Arbor Day / Earth Day! Please mark your calendars
to join with neighbors on April 23 - 10:00-2:00.
On April 23rd, we will kick off our annual community calendar
with Arbor Day / Earth Day. Please bring your family and friends
down to our City Hall from 10:00-2:00. Among our many activities,
we will judge the “Butterfly Wishes & Caterpillar Dreams” posters
from Blattman Elementary. Our community is fortunate to enjoy
Blattman as a community organization. Its teachers and staff
are super community members who help shape our future
community leaders. On the 23rd, we can all enjoy the wonderful
efforts of our community’s children.
We can also all look forward to traditional community events.
In addition to a petting zoo, children of all ages will enjoy arts
and crafts, face painting and a good old-fashioned scavenger
hunt. The younger crowd can also look forward to the delicious
indulgence of shaved ice, and for those comfortable walking on
the less improved portions of our municipal tract (please think
appropriate shoes), I hope you join in a nature walk as we learn
about area plants and trees.
For those a little older, this year’s speakers will again address
oak wilt management along with proper tree planting/care. For
those of us who do it ourselves, we will find among the many
booths a tree trimming expo in the main parking lot. Also for
the older crowd, we will enjoy seasonally appropriate booths
selling plants/herbs, birdhouses, natural soaps and more, as well
as address recycling needs for old documents (eight “document
box” limit) and electronics. Finally, please be sure to pick up your

As a part of the “North American Monarch
Butterfly Flyway,” we have seen the monarch
butterfly population drop from nearly one
billion (1996) to only around 60 million (2014).
As a city participating in the international
campaign to save the monarch butterfly,
packets of milkweed seeds will be available to
all attendees. Milkweed is the only plant host
for monarch caterpillars. Please help save this
iconic beautiful orange-and-black pollinator
as part of our biosphere.

Finally, as something different this year, we
can all enjoy the visual majesty of James
Balog’s “Chasing Ice” as a video loop in our
City Hall chambers. Chasing Ice won the 2014
News and Documentary Emmy® award for
Outstanding Nature Programming. Among
the videos many majestic scenes is the largest
ever-filmed calving event. In it a glacial slice
the size of lower Manhattan (about 3 sq. miles)
and three times as high, splinters away from
the Ilulissat glacier in Greenland. Neighbors
are also invited to review the related table
book.

Arbor Day Foundation
Names City of Shavano
Park Tree City USA
City of Shavno Park, TX was named a 2015 Tree
City USA by the Arbor Day Foundation in honor
of its commitment to effective urban forest
management.
Started in 1976, the Tree City USA program,
sponsored by the Arbor Day Foundation, in
partnership with the U.S. Forest Service and
the National Association of State Foresters is
celebrating its 40th Anniversary this year.
Shavano Park achieved Tree City USA recognition
by meeting the program's four requirements: a
tree board or department, a tree-care ordinance,
an annual community forestry budget of at least
$2 per capita and an Arbor Day observance and
proclimation.
"Tree City USA communities see the impact an
urban forest has in a community first hand,"
said Dan Lambe, President of the Arbor Day
Foundation, "Additionally, recognition brings
residents together and creates a sense of
community pride, whether it's through volunteer
engagement or public education."

is a growing trend elsewhere. For example, cities such
as Tucson, Arizona, Henderson, Nevada, and Chula

requirement is vital to helping the region as it faces
potential non-attainment of EPA ozone standards.

Monarch Butterfly Month
Shavano Park Mayor Robert Werner recently
proclaimed the month of April as “Monarch
Butterfly Month”. The City’s efforts are part of a
national movement coordinated by the National
Wildlife Federation, to reestablish the Monarch
Butterfly’s dwindling habitat. From 1996 to 2014,
the estimated number of Monarchs decreased from
1 billion in 1996, to only 60 million during the winter
of 2014, all because of the loss of vital milkweed
throughout North America.
As part of City of Shavano Park Arbor Day/Earth Day
celebration from 10 a.m. to 2 p.m. April 23 at City Hall,
the Shavano Park Citizens’ Tree Committee will show
off young plantings of milkweed, aster and other
butterfly magnets; display Blattman Elementary
School students’ artwork from the City’s “Butterfly
Wishes & Caterpillar Dreams” poster contest, as
well as paper shredding, electronic recycling and
an impressive list of speakers addressing tree
trimming, oak wilt prevention, vendors and much

PROTECT YOURSELF FROM IDENTITY THEFT
• Do not give out personal information over the
phone, through the mail or over the Internet,
unless you have initiated the contact or know
with whom you are dealing.
• Shred discarded documents

can find you.

an alarm, consider getting one.

WOMEN'S CLUB
Women’s Club News
Shown are a few of the members of the Shavano
Park Women’s Club enjoying the Tri-Club Style
Show and Luncheon which was held on February
11th at the Dominion Country Club. Members from each club modeled beautiful
fashions provided by Joli Boutique in Alon
Towne Centre, enhanced with pieces from the
Premier Jewelry line. Models representing
Shavano Park were Christa Trippy, Sheila Allen
and Jolanda Bradley. Thank you, ladies, for
doing such a wonderful job.
On April 14, 2016, the Women’s Club will visit Mission
San Jose for a movie and tour. After the visit of this
wonderful historical sight we will enjoy a self-paid
lunch at a South-town restaurant. If you wish to

Aggressive and threatening phone calls by criminals
impersonating IRS agents remain a major threat to
taxpayers. Shavano Park Police has received several
reports of these types of scams that threaten police
arrest, deportation, license revocation and other things.
Protect yourself and be aware of tactics used by
SCAMMERS:
Unsolicited calls claiming to be IRS officials and
demanding payment of a bogus tax bill. Victims are
conned into sending cash, usually through a pre-paid
debit card or wire transfer.
May even leave “urgent” callback requests through
“robo-calls” or using a phishing email which directs
user to visit a website where they are asked to up-date
personal information, such as a password, credit care,
social security or bank account information.

Often alter caller ID numbers to make it look like the
IRS, use IRS titles and fake badge numbers to appear
legitimate. They may use the victim’s name, address
and other personal information to sound official.

Dining Out Group
I would also like to update you on the TxDOT NW Military Hwy
proposal. As you are aware, TxDOT manages the state highway
bisecting our community, and it is responsible for maintaining it
as a safe and efficient thoroughfare. Last summer, TxDOT officials
coordinated with City staff concerning upgrades to be funded
with Metropolitan Planning Organization (“MPO”) funding dollars
- no city money.

In response, our City Council requested that our Planning
and Zoning Commission (“P&Z”) review the plans previously
prepared by our Town Plan Advisory Committee (“TAC”). Based
on the prior study and hard work of the TAC and P&Z, our staff
and P&Z were able to coordinate with TxDOT a plan intended
to preserve our community’s rural feel, while addressing the
safety concerns for our citizens turning left off NW Military
Hwy into neighborhoods. TxDOT has noted that since TxDOT’s
1999 review NW Military Hwy traffic has almost doubled and
continues to grow. Present road conditions place our neighbors
at risk for injury and property damage, and they have already
claimed one resident’s life.
As previously reported, TxDOT’s plan includes a continual lefthand turn lane with bike lanes and sidewalks – all well within
TxDOT’s right-of-way. As proposed, TxDOT believes the plan
manages pressing safety concerns for our foreseeable future.
The plan’s funding decision has not been finalized, but based
on its technical grade and MPO Transportation Policy Board
recommendation, the project will likely be authorized in the
March/April time frame.
Whether the project is funded our not, our citizens and staff
have worked diligently for our collective benefit and personal
safety by committing hundreds of hours to develop a Shavano
Park right sized plan. For their wonderful hard work, I want to
extend my thanks and the thanks of community members
to the TAC, P&Z and staff. With your efforts, the project as
accepted by City Council received the second highest technical
rating score of all Tier 2 or lower projects, as well as the highest
vote for Tier 2 or lower projects. Please extend your thanks to
all involved..

Here’s a huge thank you to Diane and Dick Gomez
for opening their lovely home and hosting our special
“Dining-In” event in March. With a Texas BBQ theme,
we had a terrific attendance! Dick did an outstanding
job as the grill chef turning out delicious brisket and
sausage and Diane as hostess, made everyone feel
very welcomed. Members supplemented the menu
with an array of appetizers, side dishes and desserts.
Everyone enjoyed a scrumptious dinner and it was so
much fun to have time for great conversations.
Make a note on your calendar for May 21 as the next
Dining Out for Bentley Manor. This event will be hosted
by Beth and Gary Loudermilk in the Villas.
We will resume dining out at a restaurant of the host
selection in May.

WHAT ARE WORKERS DOING WITH THE BARBED
WIRE FENCE ALONG THE CLIFF ON CLIFFSIDE
DRIVE?
Up until last year, the land on the east/cliff side of Cliffside
Drive was privately owned by the developer of Shavano
Park and was located in the City of San Antonio. The
land up to the old fence line has since been given to the
City of Shavano Park. It is still currently located in San
Antonio but now that Shavano Park owns it, the City
can maintain it. In order to protect citizens from harm
on the cliff, as well as, to deter others from accessing
Shavano Park from the creek, the existing fence, which
has fallen into disrepair, is being repaired and replaced
as needed. Residents along the cliff stretch of Cliffside,
will continue to keep their mailboxes on City property.
WHY DOESN’T THE CITY LOWER THE SPEED LIMIT
ON NW MILITARY?
This question has been asked many times over the
years by council and residents. Shavano Park does not
have the authority to lower the speed limit, only TXDot
does. Shavano Park can set the speed limit on portions
of Dezavala and Lockhill Roads because they are our
city roads and we are responsible for maintaining them.
We do not maintain or own NW Military. Shavano Park
has asked to have the speed limit lowered but TXDot
can only lower the speed limit after following strict
guidelines, including a traffic speed study.
City Council has had TXDot officials attend Council
meetings and present the process for changing the
speed limit, it involves TXDot measuring the current
average speed on the stretch of NW Military that runs
through our City. The speed limit is not determined
based on how many cars travel on the road or how
many residential entrances face NW Military, it is
determined based on how fast the current traffic is
safely moving per TXDot standards. Consideration
is also given to increased traffic numbers associated
with commercial businesses along the highway, like in
Castle Hills, which is not an issue in our city.
In order for the speed limit to be lowered, the average
traffic speed measured in a TXDot study, would have
to be lower than the current 45mph set limit. If the
average speed recorded was actually higher, TXDot
could raise the speed limit. Testing by our City has
shown the average speed on NW Military to be at
least 45mph. The question is whether it is prudent to
ask TXDot to perform a study knowing that the two
most likely outcomes are that the speed limit would
remain the same or actually be increased. During one
briefing years ago, TXDot advised that future planning
included a 55mph speed limit on the stretch of NW
Military traveling through our City.
