In accordance with Government Code Sections 53232. 2 and 53232. 3, implementing
Assembly Bill 1234 ( AB1234) effective January 1, 2006, the City adopted Resolution No.

BACKGROUND
Over the last several years, the Chino Police Department has directly participated in investigations or
prosecutions that have resulted in a federal forfeiture and, therefore, an equitable share of the net
proceeds of the forfeiture are returned to the City.
Forfeiture funds can only be designated for law
enforcement use and must be used to increase or supplement the resources of the receiving law
enforcement
agency.
Forfeiture funds cannot be used to replace or supplant the resources of the

BACKGROUND
Historically, several City departments ( such as Community Services, Police, and Public
have provided City support to a number of non City-sponsored community

from minor events that require minimal support, to large- scale community events that are

As part of this effort, staff worked to identify the costs associated with supporting over 40
non City- sponsored community events.
Attachment A provides a comprehensive list of the non City-sponsored events that the
City supported in 2010, either through direct costs or soft costs. The hard cost financial
impact to the City for supporting these events in 2010 is estimated to be approximately
31, 700, which is the result of a total estimated direct cost expenditure of approximately
49,500, minus approximately $ 17, 000 in reimbursement payments that were made by
several
event
organizers.
Attachment A also provides information on the services
associated with each event, a brief description of the services provided, and whether or
not the City was reimbursed for these services.
RECOMMENDATION
That the City Council discuss and review the current level of support being provided to
non City-sponsored community events and provide direction to staff regarding future
support of these community activities.
