It’s 2009 and your Township Committee is excited about “maintaining the momentum” we’ve built in ensuring Harrison Township fulfills its potential.

This year we have created new tools to enhance your ability to have a
hand in shaping our future. First, we encourage your feedback through
the new township web site that will be launched early this year. We also
are very excited to participate in the rotating blog sponsored by the
Gloucester County Times, beginning soon. We’ll call it Hometown
Harrison, and it will provide a direct line of communication between you
and the Township Committee in an open forum. This is your opportunity
to speak to your Committee and provide us with your input without
leaving your home.
We believe Harrison Township is already the best place to live and raise a
family, and we will continue to work hard to make it even better. In 2009
the goal of fulfilling our potential moves ever closer as the dream of our
Richwood Town Center progresses, our Public Works Building is erected,
our new Soccer Complex is completed, and projects to improve our traffic
concerns get underway.

arrison Township—composed of Ewan, Jefferson, Mullica Hill, and Richwood—was incorporated
in 1844 as Spicer Township. The name was changed to Harrison Township in 1845. The township
operates under a township committee form of government. One of the five-person committee is appointed
mayor each year by members of Township Committee.
Township Committee Business Meetings are held the first Monday of each month at 7:30 pm and Work
Sessions are held on the third Monday of each month at 7:30 pm in the Municipal Building. Residents
are encouraged to attend these meetings.

This department manages a comprehensive range of townshiprelated responsibilities, including dog/cat licensing, vital statistics,
elections, and voter registration.
Pet Licensing: The New Jersey State Department of Health
requires licensing of dogs every year. The fee for dogs that are
spayed/neutered is $8.20. Nonspayed/nonneutered dogs are
$11.20. Township ordinances require cats to be licensed every
year. The fee for spayed/neutered cats is $2.00. For nonspayed/
nonneutered cats it is $5.00. Licenses for dogs and cats are due
by January 31, 2009, they must be purchased by March 31 to
avoid a $10.00 late charge.

Reminders for Residents:
Ella Harris, Pleasant Valley and William Wilt Parks: Help us keep our parks
clean and vandal free. Be responsible for all trash and report all vandalism to the
Police Department at 856-589-0911. As per Township Ordinance 03-1985, animals
and golfing are not allowed in the parks.
When It Snows: Township Ordinance 14-1989 prohibits parking on snow-covered
streets. Also remember to turn basketball hoops in front of your property away from
the road so emergency vehicles and snow removal equipment can pass through.

Tree Trimming: Please trim trees overhanging the roadway, allowing 10 feet of
clearance, and those overhanging sidewalks, allowing 8 feet of clearance.

Sewer Customers: If you have municipal sewer service, please remember to
keep your sewer cap visible for emergencies. The sewer cap can be found by
the roadway.
The township administrator is the chief administrative officer
of the township and coordinates the business activities of all municipal departments. The administrator serves as the personnel officer, the purchasing agent,
and the Community Development Block Grant Coordinator for the township and
is responsible for the preparation of the municipal budget and the publication of
the township newsletter. The Harrison Township administrator also serves as the
TRICO Joint Insurance Fund Commissioner and the Joint Insurance Fund
Claims Coordinator.
Sewer Blockages: For emergency and non-emergency sewer
blockages, call the Wastewater Treatment Plant at 856-478-4333 and follow the
instructions on the answering machine. This machine is on 24 hours a day.

Residential Recycling and Trash Guidelines
The trash and recycling collection schedule
is based on geographic areas.
Area 1 is picked up on Monday
Area 2 on Tuesday
Area 3 on Wednesday.
To determine which area your property is in, please call
856-223-1308. Collection schedule does not change on
Martin Luther King Day, Presidents’ Day, Columbus Day
and Veterans Day.
Trash Collection
For trash pickup, the following items are collected:
REGULAR HOUSEHOLD TRASH, FURNITURE,
CARPET, GLASS WINDOWS, GLASS DOORS, AND
TELEVISIONS. Trash containers should not exceed
35-gallon capacity and 50-lb. weight.
Scrap Metal and Appliance

Second Wednesday of Each Month
Residents must call 856-223-1308 to arrange collection.
This monthly pickup applies to washers, dryers, refrigerators, freezers, ovens, dishwashers, hot and cold water
tanks, air conditioners, swing sets, bicycles, auto parts,
lawn care equipment, furnaces, and other items made of
metal. Items with airtight doors, such as refrigerators,
washers, dryers, freezers, old ice boxes, or dishwashers
must have doors removed to prevent a possible suffocation
hazard for children.
No propane tanks or compressed gas cylinders will be
picked up. Rather than placing these items at the curb for
collection, you may bring them to the Recycling Center.

Electronics Recycling
The following recyclables may be commingled:
Glass Bottles and Jugs: Clear, brown, and green bottles,
jars, and jugs. Labels and metal rings may be left on.
Do not include cookware, window, auto, or mirror glass.
The Gloucester County Solid Waste Complex now offers
an electronics recycling program. Gloucester County residents are encouraged to take all electronics, i.e., computers, printers, monitors, etc., to the landfill located at 493
Monroeville Road in South Harrison for disposal. It is
requested that residents call ahead (856-478-6045, ext. 14)
to receive further instruction.
The township now uses Single-Stream Recycling. Paper
items may be mixed with your other recyclables and do not
have to be placed in separate containers.
Plastic Bottles and Jugs: Soda, milk, water, and detergent bottles, jars, and jugs. All containers must be empty.
Remove lids and rinse container. Labels may be left on.
Aluminum and Steel Cans and Beverage Containers:
Including lids, caps, and clean foil, as well as steel and
aluminum food and beverage containers. Pet food cans
with plastic liners are also acceptable. Labels may be left
on containers.
Paper Items: The following paper items must be placed in
a bag or can, tied, or mixed with other recyclables.
Cardboard must be flattened and tied. Recyclable paper
includes all uncontaminated newspaper, magazines, books,
junk mail, corrugated and cardboard boxes, and computer
and copy paper. Do not include pizza boxes, milk
cartons, or waxed boxes.

Disposal of Hazardous Items
In the year 2009, Gloucester County will hold Household Special Waste Collection Days
rain or shine. Please call 856-478-6045 for a schedule of events or to be placed on the
brochure mailing list, or visit www.gcianj.com.
Materials accepted: Oil-based paint; motor oil; antifreeze; fluorescent tubes and ballast;
compact fluorescent bulbs; household, lead acid and ni-cad batteries; solvents; pesticides;
cleaners; kerosene; herbicides; gasoline; varnish; turpentine; rat poison; auto and floor
care products; weed killers; lighter fluid; propane tanks; and photography and pool
chemicals.
To dispose of latex paint, allow it to dry out and place the cans at the curb with the lids off
on your designated trash day.

Misc. Items Not Collected by the Township
Motor Oil and Oil Filters: These must be taken to the
Harrison Township Recycling Center, 151 Colson Lane,
Mullica Hill.
Vegetative Waste and Wood: Grass, brush, leaves, tree
branches, bushes, yard and hedge trimmings, and weeds
should be composted or may be taken to the Township
Recycling Center if properly bagged and bundled. Call
856-223-1308 for information.
Rechargeable and Button Batteries: Please take these
items to the Gloucester County Solid Waste Complex on
designated Household Special Waste Collection Dates.
The Recycling Center, located at 151 Colson Lane, is open
on Saturdays from 9 am to 3 pm year-round. It is also open
on Monday and Wednesday evenings from 5-7 pm from
April through October.

In addition to providing excellent round-the-clock protection for our community, the Harrison Township Police Department is committed to community
involvement. The department participates in various township activities
and helps sponsor local events to foster a positive relationship with the
community. For example, the department sponsors the Annual Senior
Citizen Luncheon at the Ewan Fire Department and co-sponsors the Easter
Egg Hunt and Halloween Parade, along with the Recreation Commission.
