BUGGY ON!
Kite buggies, blokarts and other wind powered vehicles are allowed to run on portions of Washington
State beaches!

We would like to invite anyone who is interested in
kite buggying to come on down and see a demonstration of the fun that you can have when wind and
wheels get together!
We’ll be out all week during the Washington State
International Kite Festival (WSIKF) on the hard-pack
at the end of Sid Snyder Drive (South end of the
Boardwalk) to show you what it is all about and answer any questions that you may have.
Come on down – you won’t regret it.

It is the only kite museum in the Western Hemisphere with changing
exhibits, scheduled programing and kite making and flying activities.
During the festival there are more than 200 kites on exhibit, from 12 different
countries. Pictures, signage, videos, and hands-on activities are included to help
you understand the history, the uses, and the cultural significance of these kites.

ISLAND QUAD
Island Quad is a performance quad line kite
team based in Victoria on southern Vancouver
Island.
Working on a freeform type of format instead
of choreographed routines, the Island Quad
leader uses commands similar to a caller in traditional square dancing to put a show together. With music, good winds, and the crowds’
appreciation, Island Quad puts their very best
effort into surprising and thrilling a crowd.
The flyers who have come together to showcase Island Quad have different skill levels and
experience but all possess a similar passion.
The sharing of knowledge, encouraging others
to join in and to just have fun with kites is the
main motivation.
We are living proof that anyone can do
this!
Six pilots form the active group but with the
ebb and flow of team members participation
Island Quad, has many invited friends who join
in to make up the squad. This concept has led
to some most wonderful and memorable experiences. Island Quad and Friends rock !!!
The chance to make new friends, reconnect
with old ones and to see an audience smile is
why this is so much fun. Island Quad members
look forward to every festival we attend. The
team recognizes and appreciates the efforts of
those individuals who organize and make these
events happen.

The 39th AKA Annual Convention returns to Seaside, Oregon October 3-8, 2016
During this week, AKA will have flying exhibits open to viewing by
the public including mass ascensions each day with 100 or more of
the same style of kite and sport kite competitions with competitors flying their kites in intricate patterns or making them dance to
music. Kite makers will bring their flying artwork to be judged for
beauty in the air and the finer points of construction. Battles will be
held with large Rokkaku kites and smaller fighter kites and there will
be indoor kite flying showing kites that fly without any wind at all.
One-of-a-kind flying art by builders from all over the USA, Europe,
and the Orient will be flying and competing for Grand Champion
honors. Miniature kites will be on display, some less than one inch
in their longest dimension. The largest kites in the sky may be up to
20 feet wide and 100 feet long.

Don’t Miss the Camera Workshop & Photo Walk Tuesday
Lee LaFollette, a local photographer extraordinaire has generously donated his time for
a workshop giving tips on how to take good
pictures of kites. This will take place in the Activities Tent, located on the north side of the
Bolstad approach across from the flagpole at
9:30 am Tuesday.
Immediately following the Camera Workshop,
there will be a Photo Walk conducted by Alexa
King. Sign up will be at the Activities Tent and
space is restricted. You will go with a registered kite flier and practice what Lee La Follette has taught! Pictures are then uploaded
to a photo website to share.

KITE SAFETY & CONDUCT
There are amazing things to see and enjoy at a kite
festival. But to make sure everyone has fun, it is important to follow basic safety guidelines, whether you
are a professional performer, fun flier, or spectator at
the event.
MARKED FLYING AREAS – Many of the demonstration fields are roped off for safety. Larger kites or
maneuverable kite performances are limited to these
marked areas. The flyers are asked to keep their kites
inside the boundaries, and spectators are asked to
stay outside unless escorted by a registered kite flyer.
Performers in the demonstration field are scheduled
by festival management. Ask for a turn if you’d like
to be included!

Kites anchored in the Large Kite Field are approved
by safety officials and the flyers are identified by wrist
bands. Spectator and flier safety is paramount. Please
don’t go into the marked fields unless you are specifically
invited and accompanied by a registered flier. Lots of
other open space is provided for general flying. Festival
field personnel wear ‘safety vests’ for easy identification.
GENERAL DISPLAYS – There are kites, tents, banners,
and all sorts of interesting things to see all around the
festival area. Feel free to look and ask questions! But
please, don’t touch without permission. And, of course,
please be careful where you walk! It is easy to be looking in the sky at the wonderful show and trip over a
display at your feet.

SPECIAL NOTE TO KITERS – Remember the three
“C’s” of responsible kiting: CAUTION, COURTESY and
COMMON SENSE. There are large, appreciative crowds
at the festival.
DO NOT leave large displays unattended. Make sure lines
on tethered kites in open areas are well marked.
DO NOT fly abrasive or ‘cutting’ line in open areas. Be
cautious with sport kites in crowded fields. Communicate with other flyers and share flying space. Good conduct, a positive team spirit, and courteous behavior will
enhance the festival for everyone.
SPECIAL NOTE TO NON-KITERS – Have fun! Ask
questions. Meet the kite flyers. Most are happy to
talk about their creations, experiences, and about
other kites in the area. But please also be careful,
Kites occasionally fall out of the sky without warning.
Look out for lines and for equipment on the ground.
Please keep dogs on a leash. Please ask your kids to
be responsible as well. It is a large festival and easy
for young visitors to get separated or wander into potentially hazardous situations. Good conduct, a positive team spirit, and courteous behavior will enhance
the festival for EVERYONE!

Flyers: Remember, you must be registered and have an wristband in order
to fly in a designated field. This is an insurance requirement. Please check in
at the Operations Tent- located on the beach -to register.

Ribbons will be given for the Most Beautiful and
the Most Unique in four categories: Trains, Ohashi
Arches, European Arches and Stunt Kite Stacks. The
longest arrangement plus other awards will be given
at the judges’ whim. For Stunt Stacks, ribbons will
be given for the Most Colorful and the Best Routine.
Music is not necessary. Remember you can register at 8:00 am, so you can get your trains up early.
Judging begins at 10:00 am.
KITE TRAIN WORKSHOP

You and your family can make a kite train of three
brightly colored kites, and learn about how to create
trains of your own at home! Fee for the workshop

All Day Event
Teams are limited to 10 members. Points are earned
for each of the activities on Tuesday’s schedule.
Each entrant earns points for participating in addition to the points earned for winning or placing in
individual and team events. Clubs, family groups –
any group of people who choose to “bond” for the
day – may register as a team and accumulate points
throughout the day. The winner will earn the right
to fly the “Top Team” banner until next year. The
winner will be announced at noon on Wednesday
.
CLUB CAMPS

Judging from 11:00 am – Noon
A “club camp” is a ground display, set up by a particular team. This can include ground art, banners,
flags, tents, kites “at rest,” people, pets – use your
imagination. Judging is based on color coordination,
artistic merit, innovation and overall presentation.
Judges probably can be influenced by the presence
of things like chocolate and other edibles.

PUN FUN
10:00 am – noon, Field A
During this event, different types
of kites will be flown together
in one area. The idea is to present pleasant visual display in the
sky by putting up many kites of a
designated type at the same time.
Some of the categories lend themselves to allowing a visual pun to
occur in the air.
A point will be given for each kite
flown that fits the category. Points
will be credited toward winning
the Top Team Banner. There will
be 20 to 30 minutes dedicated to
flying each type of kite, depending on the number of participants.
Field crews will begin counting
five minutes after the scheduled
start time. Flyers are requested to
fly their kites until the announcement is made that all kites have
been counted. Ten minutes between categories will be allowed
to provide time for assembling
and disassembling kites.
Pun Fun Categories:
Diamonds are a Girl’s Best Friend: Fly your
Crazy: We’re crazy to think these would ever
diamond kites, big and small. Earn an extra
point if the flyer at the end of the line is a
“girl.” Five bonus points to be awarded to the
largest diamond kite on the field.
fly! Bring out your circoflexes, freeform kites,
asymmetrical kites, character kites, etc. An
extra point will be awarded to anyone wearing
a crazy hat. The craziest hat will be awarded 5
bonus points.
Delta Dawn & Hapi Together: All deltas
and delta derivatives to the field, please. Is
there a flower on your delta? That’ll earn you
an extra point. Everyone wearing a hapi coat
will earn an additional point.
Tail Enhances the Kite: Bring on the TAILS.
The longest, brightest, most creative tails will
get the most points. Tails that add to the style
and design of the kite will earn extra points.
Pillow Talk: All soft “pillowy” kites are in-

vited to the flying field -no sticks allowed! An
extra point will be awarded to flyers brave
enough to wear their slippers or a night cap
on the field.
These won’t be!! They will have lots of pieces,
colors, designs,and applique. Maximum points
will be awarded to the most creative and challenging use of fabric.
ASSOCIATED OREGON KITERS DINNER
Associated Oregon Kiters will be having their annnual dinner on Thursday
night at the Columbia Pacific Heritage Museum in Ilwaco. Members and
non-members are welcome. Come and enjoy a BBQ of hamburgers, hot
dogs, salads, desserts and beverages. A raffle will follow dinner. Doors open
at 6:00 pm and dinner is at 7:00 pm. If you are going to attend, please let us
know at the Beach Directors Tent on the beach TODAY (Tuesday).

The individual Rokkaku Battle will feature traditional
shaped Japanese Rokkaku battle kites. All participating kites may be no larger than four (4) feet. No
Kevlar or cutting line may be used. The judges may
disqualify a kite if the construction materials appear to be unsafe. Other safety regulations may be
announced if deemed necessary. Gloves must be
worn; hard hats are optional. All kites and line are
to be provided by the contestant. The battle will be
run in as many heats as time allows. Line length will
be limited to 150 feet. During competition, contestants may move about the entire field. A grounded
kite must be removed from the field immediately.
Kites may not be grounded by intentional physical
contact between contestants or between contestants and an opposing kite or line. Only contestants
and staff may be on the field during the battle.
This is a team competition, giving teams a chance to
demonstrate their skills as a group. The objective is
to knock or cut other kites out of the sky using your
team’s kites. Gloves are required. AKA competition
rules will be used. In order to ensure the safety and
maximize the enjoyment of the teams, the following
rules will be strictly enforced.
Scoring:
Last kite in the air ... 5 points
Next to last kite ...... 4 points
Second to last ........ 3 points
Every contestant will get 1 point for each kite that
they down.
Extra points for lights on your hard hat and also
for boxing gloves.
5. The judges may stop the competition
at any time by sounding a whistle or
horn. All competitors must stop in place at
the sound. It is expected that this will only
occur when an injury has occurred or an unsafe condition is felt to exist on the field. This
event is usually run in several heats, with scoring determined by the finishing places of the
teams in each heat. The event director will
determine the number of heats based on the
available time and the condition of the flyers.
The judge’s word is final!
1. A team has at least three members. They
must fly a traditional Rokkaku (hexagonal) shaped
kite. All team members must be on the flying field
at the beginning of the competition. The addition
of team members from outside the field will result
in immediate disqualification and removal of the
team from the field. All team members must be
holding on to their kite line during the entire competition. Failure to hold on to the line will result in
disqualification of the team. Team members must
avoid body contact with opposing team members
and their lines. Any obvious attempt to make such
contact will result in disqualification.
2. Sharp objects connected to the line will
result in disqualification. Any attempt to cut
an opposing team’s line with a knife or other sharp
object carried onto the field by a competitor will result in disqualification.
3. Members of teams that have been
forced down or disqualified must leave
the field immediately. They may not make any
attempt to interfere with the remaining teams.
4. Any team observed not engaging for a
30 second period will be given a 30-second warning. They will be timed by a judge and
disqualified if contact is not made. Teams will also
be timed for contact on a random basis.

and other WSIKF participants in an effort to make
the sport of kiting more accessible to the youngest spectators. Ribbons and specially designed Kids’
Day pins will be awarded to the top kid in each category. These pins come in various colors so please
enter several events if you want to collect the whole
set. Judging will be based on the appeal to the under 14 crowd. Judges will have wide discretion in
awarding points.

For many people, the first memory of flying a kite is
associated with an outing with an older family member. In this event, a “foster-grandparent” is paired
with one or more temporary “grandchildren” who
earn(s) a new kite by learning how to properly fly it.
Several years ago Ann Huston, a talented and widely recognized kitemaker, decied to make 60 special
kites for this event. The response was incredible.
James Babst and Brian David have joined with her to
provide between 100 and 200 of these kites this year.
Materials and supplies for these kites have been donated or purchased by the team members. Their
efforts have made it possible to give each “foster
grandchild” a beautiful, high quality, handcrafted
kite.
If you want to be part of this project by making kites,
donating fabric or money, see Ann, James, Brian, or
anyone at the Operations Tent for more information.
ADULTS: The first 200 adults to register will be
guaranteed a Kids’ Day pin. You are welcome to
bring one or more pre-assembled kites to give away,
but the majority of the kites will already be assembled and waiting for you in the Registration Tent.
We are ALWAYS in need of more adults for this
event, so don’t let the lack of a kite keep you away!
KIDS: The first 200 kids (ages 3-12) to register for
this event are guaranteed a free kite , a special “Kids’
Day” pin, and someone to give them personal kite
lessons with their new kite.

Kids up to age 10 are welcome. The “drops” will be
divided by age on site. The kite used in the Lollipop
Drop is a striking red and black custom made Sutton 450 with 150’ Streamer Flag as a tail. This kite
is commonly known as a “lifter” because of the incredible lifting capacity it generates. The kite’s flying
line is 3/8” nylon rope connected to the earth with
sand anchors. Underneath the kite, there is a drop
box that can be raised.

Join with your friends or work alone to set up a
camp display that appeals specifically to kids. Current or classical books, movies, songs, and/or nursery rhymes may provide inscription for your display.
You will earn extra points if you have educational
displays and/or actual kite making activities taking place at your camp. All participants will receive a “Kids’ Day” pin. There are separate awards
for camps that have been set up by kids under the
age of 18, so be sure to let the folks at registration know if you are a “kid” with your own camp.
KIDS' KITE MAKING
11:00 am, Field A
Children should go directly to the flying field. They do
NOT need to register for this event. A large turnout may
result in more age groups being added to this event.
4-9 years - Participants may be coached,
but may not receive physical assistance
Sprint: At the signal, you will run between two
points without your kite touching the ground.
Reel Out: At the signal, kites are launched and
reeled out until the next signal. Winners are the
children with the most line out.
10-14 years - May not receive any assistance
Sprint: At the signal, you will run between two
points without your kite touching the ground.
Reel Out: At the signal, kites are launched and
reeled out until the next signal.

All Ages:
Running of the Bols: Bols are round, spinning creations that are normally used as line art.
In this event small bols will be strapped to each
child and they will race across the kite field.
It is kind of like the end of a drag race without
all of the noise!

Sponsored by the World Kite Museum The World Kite Museum created this event to get
experienced and beginner kite flyers to appreciate
one another and learn from each other, while having fun. Kites can be bought from kite stores, made
from printed directions or classes or borrowed from
a friend. To get a pin for the fun you’ll have, you
need to register at the table on the south end of the
Registration Tent. Kites with faces can be faces of

people, animals, birds, or any face you choose! Your
start time will be recorded. You need to fly for at
least one hour to qualify for a pin. When you are
done flying, check out at the registration table to
collect your pin. This arrangement is good for those
competing in the handcrafted events by arranging

This fly will be dedicated to celebrating the talents of
one outstanding kite maker/teacher. Each year we
will choose a different kite maker to honor. To honor
our tribute kite maker please join in & fly a kite made
by, designed by, or taught in class by the honored
kite maker. If you have suggestion for a kite flyer to
honor, let us know.
This year’s Handcrafted Tribute Fly will be
honoring Mark Engbaum.
Mark’s love of the beach began as a young child clamming and camping at Kalaloch and Ocean Shores on
family outings. He had great memories of the kite
festivals at Ocean Shores and Grayland, so it was natural to come back to the beach and kite festivals as
an adult with his own family.
In the late 90’s Mark and family were camping at the
beach every other weekend buying kites, banners,
and windsocks. After getting the kids set up with
single line kites and banners, Mark would practice for
hours flying dual line stunt kites on the beach. Pacific
Beach was a favorite hangout along with Grayland,
and Ocean Shores. He is actually quite good at stunt
kite flying and even considered competing years ago.
Spending time on the beach enjoying kite displays,
and checking out kite shops, sparked Mark’s creative
side. After months of asking (with no results) his wife
to sew some ripstop fabric for him that he purchased at
Joann Fabrics, he found the sewing machine and taught
himself to sew. His first project was a round smiley face
Sun Kite complete with fringe! He still has it.
Not long after his foray into sewing, Mark met Cliff
and Gerry Pennell at Pacific Beach – need we say
more? He was given some sewing tips and invited
to the Fort Worden Kite Makers Convention. He was
hooked!
Mark began competing at kite festivals in the handcrafted category in 2000 and has won many awards
in various categories throughout the years. Mark
competed at the Nationals in 2004, 2007, and 2010,
winning awards for his 50 kite Red, White, and Blue
Star Train, Large Star Kite, and Necktie Kite. Mark has
been an instructor at the Fort Worden Kite Makers
Convention for over 10 years, and has taught at OKR
- Oregon Kite Makers Retreat, and MAKR – Midwest
Area Kitemaking Retreat.
Let’s fill the sky with kites designed, made, or taught
by Mark. If you have more than one Mark Engbaum
kite, grab a co-flyer, friend or spectator & get those
kites in the air.

This is an event you won’t want to miss. Single line,
dual line and quad line flyers put their flying to a
real test. In other sport kite competitions flyers have
practiced their routines to music of their own choosing. In this event flyers will not know what song
they will be flying to until the music starts. This usually leads to creative adaptations that are a favorite
among the flyers and the audience alike.

Technical: The variety and difficulty of the maneuvers performed and how well they are executed.

What is a sport kite?
Are there skill levels?
A sport kite/stunt kite is any kite with two or more
lines that can be maneuvered in the sky in any direction. Maneuvers can be lines, circles, or tricks (which
can look like the kite is out of control but is actually
intentional). There are two kinds of sport kites.
There are multiple skill levels. The levels are as follows: Beginners, Novice, Experienced and Masters.
There are also different classes of flyers within
those levels such as Individual, Multi-line, Pairs and
Teams. You also have disciplines: Ballet, Freestyle,
Precision and Train.
DUAL LINE consists of 2 lines attached to the
kite allowing it to be maneuvered in multiple directions. Simple maneuvers are circles and arches;
flyers put many hours of practice into learning to
fly straight lines, snappy corners and tricks. Tricks
can be fades, stalls, flic-flacs, cascades, axles and
many others.
MULTI-LINE consists of more than two lines attached to the kite. Most have 4 lines and are called
Quad kites. Multi-line kites are different from the
dual line in that they can go forward and backward and can stop and hover.
What is the rope for?
The rope designates the boundary of the flying
field. It is set up to protect the spectators from being hit by a kite which can cause an injury as the
kites are made with carbon rods on the edges. It
also gives the boundary lines that the competitor
must stay in while he/she is flying. You must never
go inside the boundary of the field.

The first letter is the level, the second letter is the
class and the third is the discipline.
How are the flyers judged?
The judges have predetermined criteria that they
watch for while the flier is flying. There are 3 to 5
judges. The scores are kept from each competition
throughout the season, which determines what
place they will be in at the end of season. The
people with the highest score in each discipline
and class qualifies them for Nationals (which is by
invitation only).
What is Freestyle?
There is only Open Individual Freestyle. Freestyle
allows the flier to use multiple kites, and props
during there performance. Audience appeal is one
of the criteria by which the flier is judged.
Where should I go to watch?
Is there really such a thing as indoor flying?
The best place to watch the competition is behind
the flyers and judges on the outside of the ropes.
Yes, there is. Indoor kite flying and competitions
are becoming more and more popular. There are
no fans to make the wind. Indoor flyers want absolutely no wind. The kites for indoor flying are so
lightweight the flier makes enough wind just by
moving backward.
Why is there music sometimes?
There are two types of competition: ballet and
precision. This is similar to what you see in skating
competitions for freestyle and compulsory divisions.
BALLET. Competitors choreograph routines to
the music of their choice. These routines last from
2 to 5 minutes.
PRECISION: There is no music. Competitors fly 3
predetermined compulsory figures with a short freestyle at the end. They are judged on each figure and
on their freestyle routine.

Explanation:
Smooth transitions from horizontal to vertical and again to horizontal. All kites when
flying down should be on the same diagonal line just before the first kite flies out and
after the the last kite has already flown into the down flight.

Let’s break the record this year!
The first 120 people who register will get a free
Cody pin! Registration begins Saturday morning at
9:00 am at the tent in front of field A. The reason
we register is for documentation when we break the
record.
• A kite flier with more than one Cody kite may
fly as many Cody’s as they want, either one at a
time or in a stack.
• A person not owning a Cody may fly someone
else’s kite.
• Cody kites DO NOT need to be handmade.
• If there is insufficient wind, the event will still be
held.
• Each kite must be flying in the air for a minimum of 2 minutes to count towards the record
and final count.
Please stay after the fly and get in on the group
picture so that everyone has a record of those who
were present this year.

Children nine (9) and under can register beginning at
11:30 am until 12:30 pm. Fifteen names will be drawn
and those children will go out on the field and catch
their bear.
Is that a “Bear in the Air”? Yes, the Long Beach Bears
will be performing at the WSIKF on Saturday. This
year’s graduating class includes expert sky divers jumping for the opportunity to go home with a lucky boy or
girl. The whole squadron of Bears has been practicing
all year to get ready for this event. The robust elimination process, which determined today’s performers,
was highly competitive. Fifteen members of the Long
Beach Bears Squadron are looking forward to retirement and enjoying the “easy life” at their new home.
This event is FREE to all children age nine (9) and under.
Registration will begin at 11:30 am in the Registration
Tent. All those children present who have registered
prior to the jump will be in the drawing to provide a
good home for one of the skydivers. Children must be
present when their name is drawn to be able to take
home a Long Beach Bear.
Come to Field A ready to cheer for the Bears performing their final jump before retirement.

Join the Parade of Colors with your flag or banner!
Everyone is welcome! Line up beginning at the north
end of the Boardwalk. The parade will march on the
boardwalk and then around Field A. If you cannot
walk through the sand, then join us at the Field.
The Recognition Ceremony for the Featured Flyers will
be held once the parade participants are around the
field. The first 100 participants who line up with a flag
or banner will receive a Parade Pin. Pins will be given as
you come off the field.

wings and will be near the Registration Tent. Wear
a costume if you have it!

Godmother and her helpers in their red tent near
the kitemaking tent. The first 200 children to find
them will be rewarded with a surprise.
ROKKAKU CHALLENGE

1:30 pm – 2:30 pm, Fields A & B
This is a team competition in which the emphasis
is on fun more than winning. The objective is to
knock or cut other kites out of the sky using your
team’s kite. AKA competition rules will be used. In
order to ensure the safety and maximize the enjoyment of the teams, the following rules will be strictly
enforced.
• A team consists of at least three members. They
must fly a traditional Rokkaku (hexagon) shaped
kite. All team members must be on the flying
field at the beginning of the competition. The addition of team members from outside the field will
result in immediate disqualification and removal of
the team from the field.
• All team members must be holding onto their kite
line during the entire competition. Failure to hold
on to the line will result in disqualification of the
team. Team members must avoid body contact
with opposing team members and their lines.
Any obvious attempt to make such contact will
result in disqualification.
•Sharp objects connected to the line will result in
disqualification. Any attempt to cut an opposing team’s line with a knife or other sharp object
carried onto the field by a competitor will result in
disqualification.
•Members of teams that have been forced down
or disqualified must leave the field immediately.
They may not make any attempt to interfere with
the remaining teams.
•Any team observed not engaging for a 30 second
period will be given a 30 second warning. They
will be timed by a judge and disqualified if contact
is not made. Teams will also be timed for contact
on a random basis.
•The judges may stop the competition at any time
by sounding a whistle or horn. All competitors
must stop in place at the sound. It is expected
that this will only occur in the event of an injury or
if an unsafe condition is felt to exist on the field.

Don’t miss the unique and exciting indoor kite flying
at Long Beach Elementary School on Washington
Avenue & South 4th Street.
Flyers perform individually and sometimes in twos or
threes. The flying is choreographed to the beat and
mood of a predetermined piece of music.

The kites used are very lightweight so the flier can
keep the kite airborne by moving the feet and maneuvering the kite to keep a little tension on the
lines.
Some performers will create a graceful ballet. Others will perform a variety of acrobatics.
Once a competition performance has started the
doors are closed and no one is allowed in or out until the performer is done. This is because the opening of the door can cause a draft that affects the
flight of the kite.
