Hot In July,
Well, another hot month and one more to go. The best part
about the heat is the growth of our garden. The Japanese
eggplant, okra, grapes and berries really flourish in this moist
heat. The other plants that are multiplying at an accelerated
rate are the mint, rosemary, and lavender.
Our meal for the month was eggplant parmesan: Japanese
eggplant breaded and layered with fresh Mozzarella cheese,
marinara sauce, basil, and parmesan cheese, focaccia bread,
salad, and to top it off ??? FRESH berry trifle, strawberries,
raspberries, blueberries, layered with lemon curd and whipped
cream. Can you feel the pounds?
We had some very special visitors this month: We had
Fiona for movie night and she brought her new pup in-training,
he is doing so well, just the cutest little
guy. We all look forward to seeing him
transition from a little rascal to a well
behaved teenager, everyone looks
forward to watching his progress. We
also had two ladies come and they
brought a harp; it was a very unique
instrument, hand made by one of the
ladies husbands. It was smaller than
the traditional harp so it can be transported easily. She played the most
beautiful songs, an actual tribute to
creation. The sounds reminded me of rivers, wind and life.
There’s a little update on the fish, there are four survivors
out of the thirty and it has been a joint effort to see them
flourish. They are growing so fast and are not so timid now.
They have graduated from hiding under and in the plants to
coming over to observe you when you are near the tank. We
have three gold and black and one albino.
Thanks again, Tibor, for clearing more brush on the property
and also clearing the neighbor’s property. That’s really important because several years back there was a fire in the lot next
door and the flaming tumble weeds were blowing our way; it
was very unsafe, we were all packed up for evacuation. We
can feel confidant that the same thing will not happen again.
We are loving the activity in the
street, we saw a whole group of riders
the other day, older ones and young
ones out for a trail ride, on all different
breeds and sizes of horses. We have
one family we see of the mom, dad and
trailing behind in line, a pony and child.
Just remember drive slow, we don’t
want any accidents. Until next month,

“What do I get for my annual
assessment?” This is a question that
I have been asked from time to time,
whether it is here in Bear Valley
Springs or other homeowner associations that I have managed. Obviously it’s a valid question
that deserves an answer, especially after you received the
assessment bill and sent off your payment. The answer I
will provide is an overview of the various services and
amenities that the annual assessment covers, keeping in
mind that I am limited in space on what I could write in
great detail.
As the General Manager, the first service for Bear Valley
Springs Association (BVSA) members that comes to mind
is the association management services. The management
services are performed by several on-site managers and
staff members. Association services related to management and enforcing the Association Governing Documents,
the Association Rules, the Covenants and Restrictions
(C&Rs), Bylaws, Articles of Incorporation, BVSA Environment Control Committee Rules (ECC), and Bear Valley
Community Services District (BVCSD) BVSA Lease Agreement. These Governing Documents dictate how management and staff handle duties, such as processing design
review plans for home construction and remodeling; ECC
submittals and violations; enforcing rules; processing
escrow transactions; processing address and other Member (Home Owner/Property Owner) information changes;
producing and distributing Use Privilege Cards (Amenity
Cards), renter cards, and guest passes; answering numerous questions regarding member issues; and processing
address and other member information changes. The ECC
staff is comprised of the field representatives and administrative staff who support the volunteer ECC Committee,
process daily member submittals and questions, and
facilitate the entire process. There are administrative staff
who interface with the BVSA Board of Directors and BVSA
staff in preparing for the monthly Board meetings, Committee meetings, Executive Session meetings, capital, BVCSD
required meetings, and Reserve Fund projects. The
administrative staff also handles all BVSA communication,
the Association website, Bear Tracks, E-Buzz weekly
newsletter, as well as human resources programs and
issues for our 160+ employees. The accounting department
plays a large role in the management of the association
from processing annual assessment collection, accounts
receivable processing, accounts payable processing,
payroll processing, the production of monthly financial
statements, and numerous other functions.
Of course, coupled with these management services are
the many associated expenses for utilities, insurance, and
office supplies. In order to operate, a significant quantity of
gas, electricity, water, sewer, and phone service costs are
incurred. The Association must also secure and pay for

Greetings from the Board, we hope
you are enjoying your summer.
A few reminders:
First – the swimming pool will close
early at 3 pm on Monday, August 5,
for our annual poolside Employee Appreciation Party.
Next – everyone should know that members can address
the BVCSD and/or the BVSA at the Town Hall Forums, but
please don’t forget that member comments are on both of
the BVSA Board’s monthly meeting agendas. This opportunity to address the Board is near the beginning of the
meeting. Any member can address the Board on any topic
without staying for the entire meeting. We hope you’ll take
one of these opportunities to present concerns you may
have. At the last meeting, one member brought forward
concerns about the earthquake safety of the Whitting
Center. Another praised our new Pool Supervisor, Krista
Wookey, for the manner in which the pool was being
maintained and supervised.
Finally – July is the beginning of our fiscal new year, and
time to renew your dog’s annual dog park tag. The tags are
only three dollars and available at the BVSA office.
During our July 15th regular meeting, the board
approved our equine insurance policy as presented by
Assistant General Manager Cheramy Krueger. There was a
savings over last year and it is nice to have a savings when
everything else is increasing. Good job, Cheramy!!
Liz Beckham, our Equestrian Center Manager, made a
presentation on trail maintenance and also recommended
that the Board allow her and her staff to reclassify our trails
using the U.S. Forest Service’s Trail Class Matrix system.
This system, when coupled with new signage and new
maps, will enable our members to better determine the
amount of skill required by horse and rider to use a given
trail. The Board approved, and Liz and her staff will begin
the process.
The Board also approved the Men’s Golf Club requests
for their member guest tournament, repairs to the Equestrian Center camp ground restrooms, and the 2013-2014
Board of Directors’ Goals.
Our General Manager, Kirk Wooldridge, reported that
the BVCSD had approved the changes to the fencing
between hole #7 and Four Island Lake as well as the
replacement of the tennis practice wall with Bakko board.
Both of these items were removed from the agenda.

ANNUAL FREEDOM BOAT PARADE

There were 11 boat entries including 2 paddleboards
plus about 6 non-entry boats and 150 or more spectators!
The youngest participant was 3 years old and the oldest
was 81 years young! It was a wonderful time and celebration of the Fourth of July! Many thanks to the BVS Police
and VIPS for helping with parking, our lifeguards Justin
Ostrem and Lexi Zimmerman, Jim Carmichael, the BVS
Ranger and judges Kate Quinn, Valerie Beck and Klaudia
Kovacs who also presented the trophies. The Marks family
won “Best Dressed Boat”, Kevin and Kate Mickey won
“Best Youth Entry”, “Most Patriotic Trophy” went to the
Gentry entry with Miss Sharon Gentry as the Statue of
Liberty, “Best Dressed Crew” was Lisa and Bodie Glasgow,
and the “Most Humorous Award” was given to the Jump
Ship Pirate Canoe with Captain Wellsteed, first mate Ginny
Bushman and captive Gretchen Turner.

I hope you have been enjoying
your summer. It has been a very hot
and dry one. Please remember to
water early in the morning or late in
the evening to minimize the amount
lost to evaporation.
On the topic of water usage in
Bear Valley, last year the Valley used 1,066 acre feet of
water or about 347,357,166 gallons. Over 50 percent of
that water was imported from Cummings Valley, which
involves pumping it from the valley floor over the hill into
your Bear Valley distribution system. A good portion of the
water in Cummings Valley has actually been transported
from Northern California and pumped up from the Central
Valley by the Tehachapi Cummings Water District and then
percolated into the ground to recharge the basin. So please
keep this in mind when using this precious resource.
The District will be exploring a possible option of water
banking in the Cummings Valley. This would entail purchasing excess water each year and percolating it into the
basin. If for any political or natural reason the water from up
North is not available, the District would have access to this
water to maintain the quantity to which you are accustomed, until such time as the usual historical flow can be
restored or until other conservation measures can be put
into place.
The District is also working to maximize the amount of
water that we can extract from the Bear Valley Basin in any
given year. This will mainly involve the District rehabilitating
existing wells or drilling new ones in their place in order to
allow them to deliver the most water possible. But please
remember, it takes longer to get the water back into the
ground than it did to take it out.
On a different topic, the District is also aware of the
increased presence of wild pigs in the valley. We are
currently in the process of using traps to remove them. If
this does not work, we will explore other options to deal
with the nuisance and damage they create.

CITIZENS RIMS:
Today, citizens are accustomed to being able to look up
just about anything on the Internet and that includes
government information. Publishing such information is
good public relations for a government agency such as the
CSD’s Bear Valley Police Department and it also has the
benefit of saving personnel time by reducing the number of
requests for information they must handle.
Through recent enhancements to the Bear Valley Police
dispatching software, we now have the capability to access
and review recent police activities that have occurred in our
community.
With our new software, citizens of Bear Valley Springs
not only can now have a snapshot of the recent activities
that occurred throughout the department’s sphere of
influence, if desired an update can also be automatically

CODE RED COMING IN SEPTEMBER:
Code Red is a program that the Bear Valley Community
Services District has acquired through the Emergency
Network Communications (ECN). This program gives the
Police Department and CSD the capability to contact
citizens through “ETN” Emergency Telephone Network. A
free service to Bear Valley residents. All you need to do is
sign up when it becomes available in September. Take
advantage of being notified by house phone or cell phone
or both, in case of emergency. Some of the notifications
that will be sent out are:
fires, environmental disasters, water safety alerts
search and rescue, missing children, missing elderly
missing disabled, evacuation notices, evacuation routes
hazmat situations, hostage situations & Amber Alert.

(CERT) Benefit and
Welfare location to
collect and then loan out items to those in need. Donated
medical equipment such as walkers, crutches, shower and
potty seats, and other medical items that are no longer
needed in the household, are valuable donations. All
donated items would be a tax deduction from FOR-CERT, a
501c3 Corporation.
We are also on the lookout for small animal containment
crates and Xpens to put in the animal rescue locker for use
in the event of an evacuation or disaster. If you have such
items and would be willing to donate them to CERT they
also would be tax deductible.

Have I mentioned lately that your

Dinner was “marvelous, absolutely marvelous.” The Fourth of July Hot Dog Booth
was a big success in spite of the
extremely high heat. Those who turned up for a
warm summer evening for Circle The Wagons had a

AUGUST 3 – Quail Ridge Hike – 8:00 am. Meet at the
Equestrian Center and bring the usual: hiking shoes,
visor/cap, sunglasses, water bottle, possible a walking stick
and a big smile. Although these monthly hikes are sponsored by the Sportsman’s Club, they are open to anyone
living in Bear Valley. It’s a great way to get exercise and

AUGUST 3 – Dinner Golf Tournament – This is a twoperson scramble and competition will be “handicapped
and flighted” to balance out the differences in our golfing
prowess. Beverages and snacks will be provided on the
course and afterwards. Dinner will be catered by Oak Tree
Country Club, served at 6:00 pm at Four Island Lake.
Tournament is open to first 72 players. Form your own
foursomes. Cost is $41 per person and includes
dinner, cart (soda, beer, wine and snacks). For cart
owners the cost is $32 and for dinner only, the cost is $15.

I am sure everyone is enjoying the
beautiful summer. There is no limit of fun
things to do. Try to make every day
something special outside. The memories
of fun in the sun will stay with you through
the winter months. July began with the
Bear Valley hometown parade. The Carriage Club was well
represented. Many thanks to everyone who came out to
celebrate our Nation’s Independence Day.
The July meeting was a fantastic evening in the park at
Cub Lake. After a delicious potluck picnic, we were treated
to a concert of bagpipers. Travis Combs and James
Carmichael gave us thrills and chills with their traditional
and Gaelic dance tunes. This mysterious, ancient musical
instrument stirs your very soul. The pipes were originally
played as the Scots marched into battle. The very sound
terrified the enemy. Today mournful melodies are played at
memorial services. Fiona Nelson mentioned that the pipers
played at her wedding. We are so fortunate to have
outstanding piper talent here in Bear Valley Springs.

The June Poker Workshop was another huge success.
The players encountered unusual obstacles, each receiving
a play card. The winners with the best hands for the day
were first place, Debbie Pavone, with Dillon, winner of a
Hemme Hay gift card. Second place went to Cindy Clark
and third place to Mary Ann Cooper. Everyone who
participated was a winner.
Once again, Dennis Keck grilled a ton of hot dogs, then
hitched his horse and tried his hand with the cards. The
July workshop was Saturday, July 27, 10 am at the driving
arena. The August workshop will be on August 24. Phone

The August club meeting will be held at Cub Lake. We
had such a great time; we just want to do it again. Ron
Hayton will be our speaker and, of course, he will have the
snakes of Bear Valley. This is always interesting and
informative. We look forward to seeing everyone. Come

CULTURAL ARTS EVENT AT THE BEEKAY

The BVSHA is looking forward
to a very busy summer. We have
rides scheduled every month. We
also meet at the Equestrian Center
every Tuesday at 10 am and have
a trail ride. We will be having our
Mule/Horse Show on August 3-4.
We are looking for sponsors and would love to advertise
your business for a $60 sponsorship. We also accept
individual sponsors for $30. This is going to be a very large
show; please come and watch the long ears. Our meetings
are the fourth Friday of the month, and meet at the
Equestrian Center Lounge at 7 pm.
At the end of June, we had our Wine Ride – it was a
great success. 20 riders left from the Equestrian Center.
Riders also came from their homes and met at the Campground. The ride was on Hart Loop trail. Some chose to
leave the ride when we reached Oak Canyon Trail off San
Juan while the rest rode up the meadow towards Oak
Slope Trail. Riders dropped off when they got near their
home (only Kathy Underwood and I made it all the way
back to the Campground.)
Laurie Rude-Betts picked up food from Red House BBQ
and most of the group was ready to eat by 1:00 pm. We
had brisket, pulled pork, mac & cheese, red slaw, watermelon and dessert – was really good. We all enjoyed the
food and visiting with friends. It was decided we need to do
this more often.
For our meeting on July 26, we BBQed hamburgers and
hot dogs at the Equestrian Center Campground. At 5:30 pm
volunteers met for a short training in preparation for the
Mule Show. Each person learned about their job. We ate
at the campground and our meeting followed dinner.
My last article discussed the Rent String which made a
difference to the BVS Equestrian Center. When I became
involved with the Rent String in 1978, Dart Industries still
managed BVS. The Equestrian Center as a big selling point
as rent horses were available at only cost $8 per hour and
enabled people without horses to enjoy this amenity for
many years.
The Rent String consisted of 12 horses and the few
owners who kept their horses at the Equestrian Center
allowed us to use their horses as guides. This kept their
horses exercised and in good condition. During the
summer the horses worked from 9 am-4 pm; often
every ride was full. Summer Horse Camp was
held June through August, 8:30 am-12:30 pm,
The Bear Valley Springs Cultural Arts Association is
pleased to present a world-class musical performance for
your pleasure. James Lee Stanley will be performing on
August 25 from 3-5 pm at the BeeKay Theatre. Check

James Lee Stanley has written and produced music
throughout the 60s and 70s and even teamed up with Peter
Tork of the Monkees. They toured together as the Two Man
Band in the 90s.
His genre has been pop/rock. If you aren’t familiar with
Peter, his style is similar to Steely Dan, James Taylor, or
Phil Collins. Please join us for a rocking afternoon.

Let me introduce myself: My name is Dylan Johnson
and I’ve been a resident of Bear Valley Springs for the last
eighteen years. I am a Political Science major and currently
working towards law school. I’ve been employed with the
BVSA the past four years as a Recreational Aide. And
also I have worked the last three years for the Kern County
Hockey Club as an assistant coach for the Bakersfield
Dragons at the Bantam age level. I’ve held a Board of
Directors position as the club’s Director of Off Ice Player
Development and currently head coach of the Bakersfield
Dragons Midget 18A team. I have my USA Hockey Level
4 CEP and coaching certification through the American
Athletic Union.

organizing, our athletics program will
grow, expand and flourish with the
aide of Whiting Center staff and the
support from our community. We will
continue to offer exciting sports
programs.
We kicked off our sophomore
campaign of the Bear Valley Springs
Premier Soccer League. This season, we have four teams in the U8 division and two teams
in the U14 division all competing for a chance to be named
League Champions. League games are held every Friday
evening from 5-8 pm and every Saturday morning from
8-11 am. Playoffs will be held the weekend of August 30.
Basketball League sign-ups begin August 1st.

erty and amenities. These Association Management
services would exist in some form, even without the
existence of the Association Community Facilities and
Common Areas (Amenities), just to manage and operate
the Association.
This brings us to the Association Community Facilities and Common Areas (Amenities) that as a member of
Bear Valley Springs Association you can access and utilize.
Most of us give little or no thought to the vast investment
necessary in labor and materials and, as noted above,
utility expenses necessary to keep your facilities in good
operating condition so you can enjoy them. The Association
employs a maintenance staff to maintain, repair, replace,
and improve the facilities; and a janitorial staff to stock,
clean, and deep-clean these facilities and restrooms. In
addition to the on-site staff necessary to keep these
facilities in working conditions, contract work is performed
on a regular basis for specialty work that is required and
not available within our on-site maintenance staff, and this
contract work needs to be managed by on-site Management staff. Currently, we are contracting with International
Golf Management (IGM) for our golf course and grounds
maintenance. You have the Facility (Amenity) Management
and Staff members who work in each of the facility areas
providing service to members or to your guests, while
operating each facility based on yearly budgets.
These Association Community Facilities (Amenities),
Common Areas, and operating equipment that as a member of Bear Valley Spring Association you own jointly and
can use at your pleasure include: the Whiting Center (a
recreation facility that includes a multi-purpose court,
exercise facility, lockers, showers, arts and craft room,
whirlpool spa, sauna and children’s recreation room); the
Equestrian Center (includes boarding facilities, events,
training arenas, Milano Arena — covered riding arena —
and 50 miles of private equestrian and hiking trails); two
beautiful stocked lakes with picnic and playground areas;
three scenic campgrounds with facilities; a dog park; miles
of walking paths; the Beaubien Athletic Field; the Oak Tree
Country Club nine-hole golf course; a golf pro shop; the
Mulligan Room restaurant; a remote control airplane/car
field; a shooting/archery range; a tennis facility with four
lighted tennis courts and pickle ball court; a swimming pool
and children’s pool; and a large clubhouse with the Oaks
Restaurant, the Garden Room reception area, and Oak
Branch Saloon.
Coupled with the facilities are numerous event/functions
and BVSA club activities that take place year-round for the
enjoyment of children and adults alike. There are functions
that range from sports teams of all kinds to the annual
Fourth of July events and numerous other holiday activities
that take place at the Oak Tree County Club (OTCC),
swimming pool area, golf course, equestrian facilities, and
any facility area you can imagine. Plus there is ongoing
entertainment scheduled in the Oak Branch Saloon. On top
of these wonderful facilities and activities, you have the
scenic beauty of Bear Valley Springs just outside your door.
Based on the BVSA governing documents, the
Community Facilities Lease between BVSA and the Bear
Valley Community Services District (BVCSD) recognizes
that the Association is “…legally empowered to lease and
operate the real property and Community Facilities…,” and
the lease also provides for the BVSA to “…manage,
operate, maintain and improve (and to develop new Community Facilities as required).” As described above, our
fiscal year budget that your annual assessment payment
funds are the monies utilized to operate these facilities, and
this also covers the reserve fund for the ongoing maintenance and replacement the community facilities and related
assets.
To utilize these facilities, all you have to do is show your
Use Privilege Cards (Amenity cards), to ensure that our
members have first opportunity for use. This process
ensures that members “in good standing” who have paid
their assessments can exercise their membership rights to
utilize the facilities and participate in special events and
club activities. [Bear Valley Springs Association Rules
Section 305—Use Privilege Cards, (h) Use of BVS Community Facilities and Common Area is limited to persons
qualifying for Use Privilege Cards or Guest Passes. The
Association may require production of the card or pass
prior to use of any facility.]
I hope this article has helped in some little way to
increase your understanding of what you receive for your
annual assessment. I hope it will also serve as a reminder
of the facilities, services, special events, and club activities
that are here for your enjoyment. Lastly, I encourage you
to use the BVSA facilities as often as possible for your, your
families, and your guests’ enjoyment.

After Day Camp, the rent string horses went out at 1:00,
2:30 and 4:00 pm. Weekend rides started at 9:00 and went
every hour and a half. If it was really busy a 4:30 ride was
booked. During this time we had very few accidents. Every
ride went out with a guide and usually a drag. Manager
Sylvia Wright Chavez hired local teenagers to work at the
barn. They worked a 40 hour week during the summer.
During the school year, they worked week ends and
holidays. The Rent String program made enough money
to pay for feed, shoeing, medical expenses and labor costs.
Most teens hired at the Equestrian Center followed with
successful careers as they learned to work and be responsible. Their chores included cleaning the barns, feed
horses, schedule rides, acted as guides, handled money
and deal with the public. Many agreed their job experience
was the best job a kid could have.
