The Brown County Safe Communities Coalition is very pleased to inform you that the Lake Waynoka
Board has been selected as one of our “Friend of Brown County Safe Communities” Award
recipients for 2011. We began this program three years ago to annually recognize those organizations
or individuals who have made significant contributions to promoting traffic safety in Brown County.
We are recognizing the Board for its commitment to traffic safety as evidenced this summer by
approving and installing either Stop signs or Yield signs at the end of each and every road in the
Lake Waynoka community.

ATTENTION
The nominating committee is accepting applications for 3 positions on the WPOA and the
WRWSD Boards for a 3 year term beginning April, 2012 and expiring April, 2015.
Please pick up the application at the WPOA office. Applications including a brief resume and
photo MUST be received in the WPOA office no later than 4:00 pm Friday, October 7th.
You may either drop them off to the office or mail, but the postmark cannot be any
later than the above date and time.

Notice - Property Owners & Contractors
Building permits are required for new construction of any building. This includes residence,
deck, boat docks, garages (detached or attached), storage buildings, swimming pools, doghouses, tree houses, fencing, etc. External changes to an existing structure do not require a
new building permit unless the modifications change the structural dimensions, color, or require
inspections. Examples – new footers, new roof or new siding
Security will not allow any contractor or building supply deliveries to enter Lake Waynoka with
out an approved permit. This can prove to be costly to the homeowner. So when in doubt, ask!

Board of Trustees Meeting
Saturday, September 10, 2011
Vice Pres. Meyer called the meeting to order at 10:00 a.m.
The invocation given by Pastor Stoney Hamilton was followed by the Pledge of Allegiance. A moment of silence was then held out
of respect for the victims of 9/11.
Roll Call: Present: Blackburn, Johnson, Kirk, Meyer, Purdin, Robinson and Mgr. Cahall.
Absent: Kinney (ex.) and McDulin (ex.)
Minutes: The motion to approve the minutes of the August meeting as published in the September Waynoka Newsletter was made
by Purdin, seconded by Kirk and passed by those present.
Treasurer’s Report (Betty Purdin): The Treasurer encouraged everyone to pick up a copy of the financial report. Purdin noted
that page one “shows all of the WPOA’s financial status”. She suggested that if anyone has a problem with the report to contact her
or Mgr. Cahall.
Manager’s Report (Paul Cahall):
•
Work on the 2012 budget has begun. Cahall will meet with each department manager to discuss budget needs and
concerns. The finance committee will then prepare the 2012 budget to present for approval in December 2011.
•
The Fall Meeting and Conference of the OLCA (Ohio Lake Communities Association) will be held September 28 & 29 at Candlewood Lake near Mt. Gilead. Registration applications which are due Sept. 21st are available at the Office for
anyone interested in attending.
•
Progress continues on the campground upgrades. The work to increase the number of full hook-ups in the campground will be completed over the winter.
•
The road paving is finished for this year at a cost of about $66K. The decision to pave with ‘tar & chip’ rather than asphalt was made because of the cost. Eight miles of ‘tar & chip’ can be done for about the same money as one mile of asphalt/
blacktop. The plan is to set aside monies each year toward paving Waynoka Dr. with asphalt when this is needed in the future. There will be no need to borrow money at that time.
•
Adams Brown Recycling will be providing Lake Waynoka with two recycling bins (one each for mixed containers and mixed paper) at their cost of about $18K. The bins will be located behind the Lodge/Lounge near the trailer holding the aluminum cans collected for the Fireworks.
•
The new edition of the State of Ohio road map now includes Lake Waynoka in the index thanks to the efforts of Aristotle Roussos. Lake Waynoka is located at E-13!
•
Cahall shared that he has done an audit of all lots that are being mowed by the Lake staff. Invoices have been sent to
property owners who were not being billed previously. Any questions related to this mowing audit should be directed to Cahall.
Other Reports:
Security (Paul Cahall for Ranger McJennett):
•
Chief Ellis is now on military leave and will be gone for approximately thirteen months.
•
There were two burglaries of ‘weekend’ homes in August. Items such as flat-screens, booze, food, etc. were stolen. These cases are still under investigation and leads are being followed. All property owners are asked to report any behavior or activity they consider unusual or of concern to Security.
•
All drivers are reminded to pay attention to the new street signs. They need to especially observe those signs at the three
way stop around the fish fountain and flower bed on Waynoka Dr. near the Lake entrance. Citations will be issued begin
ning in the near future.
•
Speed remains of significant concern to Lake residents especially walkers and bikers. Officer G. will be ‘running radar’ more often as time allows. Citations will be issued to violators under Ohio State Law. All criminal and/or traffic citations issued at the Lake go through the Brown County Courts and apply toward points on one’s driver’s license.
Long Range Planning (John Buskey): The survey committee shared their report. The job description committee is nearing the end of their work on the employee job descriptions. The website was reviewed. Discussion related to a possible storage area
continued.
Lake Advisory (Jim Meyer): The MAD Scientists & Associates will be conducting an engineering survey on Wednesday,
September 14th to assess the entry of Straight Creek into the Lake and the erosion of the southern bank and the culvert under
Waynoka Drive. Meyer noted that it will be necessary to lower the Lake beginning November 15th to empty the sewage lagoon.
The total suspended solids analysis is still forthcoming.
Nominating (Dick Bankes): Bankes introduced himself and Prescilla Redick as the new Election Inspectors. He thanked
Valerie Bullock for her service in the past. Bankes reminded property owners interested in filling the vacated position of Rudy
Lindy whose term expires in April 2012 to return their applications to the Office by Friday, September 23rd at 4 p.m. The deadline for property owners in good standing to return their applications for positions on both the WPOA and the WRWSD Boards of
Trustees to the Office is Friday, October 7th at 4 p.m. Volunteers are needed to help prepare ballots for mailing (Oct. 17/18) and to
count returned ballots (Dec. 1/2). Contact Bankes (937-446-2116) or Redick (937-446-9385) to volunteer.

Campground (Walt Robinson): The Campground’s Halloween event will be Saturday, October 15th. Robinson asked that
everyone consider helping with this event and providing supplies. Set up for the Halloween event will begin October 8th. Contact
Robinson at 513-290-6892 or [email protected] to help either monetarily or voluntarily! Robinson thanked the
Watersports Club for donating $200 toward the event.
The Watersports Club (Steve Johnson): Johnson thanked Mgr. Cahall, Boat Patrol Officer, Kenny Wilson, and the Security
and Maintenance Staffs for their assistance with the Labor Day Party and Ski Show at the Beach. The Club is now planning their
Christmas program for the veterans at the VA Home in Georgetown and the New Year’s Eve Party at the Lodge.
The Chapel (Pastor Stoney Hamilton): Pastor Hamilton shared the Chapel’s gifts of $1000 each to Sardinia and Russellville
Elementary Schools for ‘back to school’ supplies for those children in need. He noted that the parking lot was completed at the
Chapel. He encouraged everyone to attend services at the Chapel as well as the Revival on October 7, 8 and 9 at 7 p.m.
Civic Club (Betty Purdin): The next Civic Club meeting is Sept. 27th at 7 p.m. in the Lodge.
Shawnee Squaws (Betty Purdin): The next Squaws meeting is September 14th at 10 a.m. The meeting will be followed by a
work session to make crafts for the Annual Shawnee Squaws Craft Fair on Sat., Oct. 15th from 9 a.m. until 4 p.m.
Lake Committee (Prescilla Redick): Redick announced the dates of the last three bass tournaments for the season including the
Classic (by invitation only) on October 8th. The Committee donated $600 to replace the cabling of the buoys at the Beach. A large
order for fish (bass, perch, bait fish, etc.) to stock the Lake will be placed soon.
Lion’s Club (Paul Geiger): Geiger announced that the Club is sponsoring Bingo Saturday, September 17th at 7 p.m. in the Lodge.
On September 20th there will be a cookout at Little Turtle. Geiger is not happy that one of the new tables there has already been
damaged! The Car Show last weekend was not as successful as in the past due to the weather forecast of rain.
Old Business:
•
Meyer reminded property owners interested in serving the remainder of Rudy Lindy’s term which expires April of 2012 to
pick up an application at the Office. Completed applications will be accepted at the Office until 4 p.m. on Fri., Sept. 23rd.
•
Meyer shared that there was another lengthy discussion about the creation of a building committee during the workshop meeting. The Board decided to wait until Pres. McDulin is present to make any decisions.
•
Purdin thanked everyone who donated to the fireworks fund for their contributions. She was able to pay all costs for this year’s fireworks and has a surplus of about $400 which will be used toward the costs of next year’s event.
New Business:
•
Kirk introduced and made Motion #196 which was seconded by Purdin to accept the bid from Kamphaus, Henning and
Hood to provide Audits for the WPOA for the years of 2011, 2012 and 2013. They will also prepare the WPOA’s federal
income tax returns for these years. A vote was taken & the motion passed with seven yea votes (Kinney’s vote by proxy).
•
Meyer shared a letter from the Brown County Safe Communities Coalition which announced that the Lake Waynoka
Board had been selected as one of their “Friend of Brown County Safe Communities” Award recipients for 2011. The
letter stated, “The Board is being recognized for its commitment to traffic safety as evidenced this summer by approving and installing either Stop signs or Yield signs at the end of each and every road in the Lake Waynoka community.”
Mgr. Cahall and Vice Pres. Meyer will accept this award at a ceremony on Tuesday, September 13th.
Membership Concerns:
Paul Geiger (Lot #538): Geiger suggested that those property owners who spend money on illegal fireworks should instead donate
that money to the Fireworks Fund each year. He believes that there would no longer be concerns about raising enough money to
pay for the Lake’s fireworks display!
Gilbert Esterkamp (Lot #2004): Esterkamp shared his concerns about trees and brush obstructing the view of drivers near his
residence. Cahall noted that the Lake is considering the purchase of a long arm trimmer to clear such obstructions from curves and
ditches. He assured Esterkamp that he would meet with him and look at this specific area. Esterkamp also questioned how applications for employment at the Lake were reviewed as he had not heard anything about his application to mow grass. Cahall stated
that he was certain that Esterkamp’s application had been considered along with other applicants.
Jack Rutan (Lot #401): Rutan commended the Board for placing the newsletter on the Internet via our website, www.lakewaynoka.
com.
Diana DeVol (Lot #2857): DeVol shared that it was ‘a wonderful summer at the pool’ and that the water aerobics class had ‘a great
instructor’. She suggested that the Lake consider purchasing solar blankets again to keep the water in the adult pool warmer.
Cahall responded that this is a possibility and that the staff has discussed how to more efficiently use the propane allotted to heat
the water.
Aristotle Roussos (Lot #458): Roussos urged the Board to stop ‘confusing our product’! He noted that Lake Waynoka is now
recognized as Lake Waynoka (and not Sardinia) by the U.S. Post Office, the IRS, the State of Ohio on its map, and so on! He
stated that the address on the agendas for the WPOA Board meetings should be Lake Waynoka as should the address on the Lake’s
website!
Valerie Bullock (Lot #2304): Bullock asked the Board to strongly consider including the renovation of the restrooms at the Lodge
in the budget for 2012. She shared that she is embarrassed to ask her guests to use these facilities in their present condition. The
audience agreed with their applause.
Adjournment: The motion to adjourn was made by Purdin, seconded by Johnson and passed by a unanimous vote at 10:49 a.m.

WRWSD MEETNG - Mon., August 29, 2011
President Ron Gloss called the meeting to order at 7:00 p.m.
Roll Call: Present: Buskey, Doughman, Gloss, Kirk, Purdin, Redick, Rider & Plant Supt. Culver
Absent: Mgr. Cahall
Minutes: The minutes of the August 13th meeting were approved.
Treasurer’s Report (John Buskey): A check for $11,693.00 was received from the Brown County
Treasurer. This income is from the water availability and sewer assessment fees which were certified to the
County in 2010.
Manager’s Report (Paul Cahall): none
Plant Supt.’s Report (George Culver): Culver reported that about 300 water meters have been reprogrammed and that the installation of the plugs in the lid holes has begun. The next time there is significant
rainfall and water is in the meter pits staff will determine which lids need to be changed to plastic and that
work will be done. It took less than half a day to read all of the meters in August when the meter pits were
dry. Culver shared the various factors that will need to be considered before an emergency discharge of the
lagoon should be done. At the present time Culver believes that such a discharge is not necessary.
Other Business Items:
Buskey and Culver reviewed the progress being made related to several of the capital improvements
planned for 2011 (the replacement of one compact truck, the replacement of conduit with aluminum conduit
at the sewer clarifier, and so on).
Gloss reviewed the upcoming election of trustees. Three positions expire in April 2012.
There is no change in the status of the lawsuit, Klein vs. the WRWSD.
Gloss reported that the sale of the old compact truck to the WPOA for $500 will be discussed at the next
WPOA workshop meeting.
Buskey updated the trustees on the progress being made on the water rate study. He reviewed what has
been done so far and asked for input on several items. The study will be presented in late September to the
WRWSD Board.
The planning committee noted that the spray irrigation project is still on hold awaiting the EPA license
renewal inspection which should take place within the next month.

and the meeting was adjourned at 7:43 p.m.

President Ron Gloss called the meeting to order at 9:30 a.m.
Roll Call: Present: Buskey, Doughman, Gloss, Kirk, Purdin, Redick, Rider and Mgr. Cahall
Absent: none
Minutes: The minutes of the August 29th WRWSD meeting were approved as read.
Treasurer’s Report (Buskey): The cash balance (including CDs) in the WRWSD budget totaled
$969,139.46 as of August 30th. This balance reflects the receipt of $11,693.00 from Brown Co. for the
collection of delinquent water availability and sewer assessment fees. The WRWSD income, year to date
(08/30/11), is running about 8.8% more than anticipated and expense is running about 8.7% less. Monies
for one water tap and one sewer tap were collected in August. Property owners were encouraged to review
the monthly financial report and to ask any questions they might have.
Manager’s Report (Paul Cahall): The work continues reprogramming water meters and installing meter
lid plugs. Cahall asked property owners to contact him if their meter lids still have an open hole by the end
of the month. The recent rains allowed WRWSD staff to accurately identify some of the sixty or so meters
that need plastic rather than metal lids to correct the reading problems. So far 25 plastic lids have been
installed. The lawsuit, Klein vs. the WRWSD, was settled in mediation on Wednesday, September 7, 2011,
at no cost to either the WRWSD or the WPOA.
Other Business: Pres. Gloss asked that any and all interested property owners submit applications for the
three trustee positions on the WRWSD Board which expire April of 2012 by Friday, October 7th at 4 p.m.
Applications are available at the Office and on-line at www.lakewaynoka.com.

are actually read plus the number of gallons used to be calculated based on the number of days in the month
should be included on the WRWSD customer bills. Pres. Gloss responded that no decision has been made to
do so, but that this suggestion would remain a consideration.
Adjournment: The motion to adjourn was made by Doughman and seconded by Purdin. All were in favor
and the meeting was adjourned at 9:41 a.m.

The League played its last two games and our Golf

par leaders were Jim Hackworth (7), Jerl Wagner (6),
and Ron Gloss (5). A very notable par was shot by Tillie Doughman who reached the green on the Par 3 #17 and
two-putted for her first par of the year! Yea, Tillie.
The only birdie was accomplished by Ron Gloss on the Par 4 hole #16. The low gross score for men was 44 by Jim
Hackworth; and the low gross scores for women were 46 by Sandy Mastin (a Sub) and 57 by both Linda Creighton
and Mary Kay Wolfe. Great shooting!
Our banquet was held in the outside pavilion at White Oak Golf Course on a beautiful day. Manager Butch Novak
provided the ham, and Mary Jane and James helped with setup and serving. The League members brought many other
good things to eat. Thanks to everybody involved in putting together our banquet.
Oh, yeah, we played a golf scramble too, and awarded this year’s prizes. The winning scramble team consisted of
Jim Bridges, Paul Cahall, Larry Doughman, and Jim Hackworth who all contributed to a 4-under-Par win!

The most improved lady golfer was Mary Kay

earned this season. Congrats!
Following a brief meeting, the golfers and
spouses left with smiles on their faces and
comments about looking forward to next year.

Once again it is my privilege to come to

that everyone enjoyed the fireworks as much
as I did. The fireworks seem to close down
summer here at Lake Waynoka. To all the
many people who donated money and saved
cans in order to make the fireworks possible
my sincere appreciation. Many thanks to the
Maintenance Dept. for taking the cans to the
Recycling Center. A very special thanks to
Marty Yockey and the Sardinia Fire Dept.,
without these people it would not be possible.
Also, to Joan and Jeff Brown for the use of
their property to display the fireworks.
Please continue to save cans for the
future. The can wagon is located behind the
swimming pool and restaurant. Cans are now

WAYNOKA WATERSPORTS CLUB
HOLDS WATER SKI SHOW
The Waynoka Watersports Club held their 5th
annual Water Ski Show with overwhelming support on
Saturday September 3rd at the Beach. Weather conditions
were excellent all day long for the Beach Party, Ski Show
and Fireworks.
Some of the acts on display were barefoot skiing,
kneeboarding, wakeboard flips and rope jumps, pyramids,
human skis, ski ballet, and air chair to name a few.
Marianne Sacksteder did a super job announcing the
event. Great job Marianne!! Kenny Wilson did an excellent job giving us the smoothest water ever and maintaining a clear and safe ski zone. That’s a tough job. We
can’t pull these tricks off without you Kenny!!! Many
thanks to everyone who volunteered their time, boats,
and hard work to make this event another great success.

OHIO BOATERS SAFTEY COURSE OCTOBER 15TH
The Waynoka WaterSports Club will be sponsoring an
Ohio Boating Education Course at 8:00 am on
Saturday, October 15th at the Lake Waynoka Lodge. Cost
of this course is $5 payable to ODNR Watercraft. This
course will consist of 8 hours of instruction in a certified
class followed by an exam. This year (2011) everybody
younger than 29 years of age needs to pass a test certified by the State before they can drive any type of boat
powered by more than 10hp. This class and exam will
fulfill the Ohio’s Boater Education Requirement that went
into effect in January of 2000 and is administered by the
ODNR Division of Watercraft.
The law prohibits any person born on or after
January 1, 1982, from operating a vessel powered by
more than 10HP unless the person has successfully
completed either a boating education course approved
by the National Association of State Boating Law
Administrator (NASBLA) or a proficiency examination approved by ODNR Division of Watercraft.
You can pre-register for the class by calling ODNR Watercraft at 513-734-2730. Be sure to reference the date and
location for above class. This class is open for any age
and not just Lake Waynoka.

Monthly publish highlights from the Waynoka Awareness Safety
Program to keep you and your neighbors safe. Each month you will
find a helpful suggestion from the program guide for your use and to
share with those around you. If you would like to have a WASP
booklet or if you have something you would like to have included

TORNADO SAFETY TIPS
There is no such thing as guaranteed safety inside a tornado. Freak
accidents happen; and the most violent tornadoes can level and blow
away almost any house and its occupants. Extremely violent F5
tornadoes are very rare, though. Most tornadoes are actually much
weaker and can be survived using these safety ideas.
PRACTICE AND PREVENTION BEFORE THE STORM
At home, have a family tornado plan in place, based on the kind of
dwelling you live in and the safety tips below. Know where you can
take shelter in a matter of seconds, and practice a family tornado drill
at least once a year. Have a pre-determined place to meet after the
disaster. Flying debris is the greatest danger in tornadoes; so store
protective coverings (mattress, sleeping bags, thick blankets, etc.) in or
next to your shelter space, ready to use in a few seconds notice. When
a tornado watch is issued, think about the drill and check to make sure
all your safety supplies are handy. Turn on local TV, radio, or NOAA
Weather Radio and stay alert for warnings. Forget about the old notion
of opening windows to equalize pressure; the tornado will blast open
the windows for you! If you shop frequently at certain stores, learn
where there are bathrooms, storage rooms, or other interior shelter
areas away from windows, and the shortest way to get there. All
administrators of schools, shopping centers, nursing homes, hospitals,
sports arenas, stadiums, mobile home communities, and office should
have a tornado safety plan in place, with easy to read signs posted to
direct everyone to a safe, close by shelter area. Schools and office
building managers should regularly run well coordinated drills. If you
are planning to build a house, especially east of the Rockies, consider
an underground tornado shelter or an interior “safe room”.
Know the signs of a tornado: Weather forecasting science is not perfect
and some tornadoes do occur without a tornado warning. There is no
substitute for staying alert to the sky. Besides an obviously visible
tornado, here are some things to look and listen for:
1. Strong, persistent rotation in the cloud base.
2. Whirling dust or debris on the ground under a cloud base, tornadoes sometimes have no funnel. Hail or heavy rain followed by either dead calm or a fast, intense wind shift. Many
tornadoes are wrapped in heavy participation and cannot be seen.
3. Day or Night – Loud, continuous roar or rumble, which does not fade in a few seconds like thunder.
4. Night – small, bright blue-green to white flashes at ground level
neat a thunderstorm (as opposed to silvery lightening up in the
clouds). These mean power lines are being snapped by very strong
winds, and maybe a tornado.
5. Night – Persistent lowering from the cloud base, illuminated or
silhouetted by lightening-especially if it is on the ground or there
are blue-green-white power flashes underneath.

Manager’s Message, Paul S. Cahall, General Manager
As I was watching the pools being drained and saying my “goodbye’s” and “hope to see you next year” to
our summer staff, I started thinking of the fun and good times we had this summer. Memorial Day weekend, Community wide yard sale, 4th of July, Waynoka days, fishing tournaments, activities in the campground, hot days around the pool and on the lake, and then ending with a great Labor Day ski show and
fireworks display. As an outsider before this year I was amazed by the sense of community and camaraderie you find here at Lake Waynoka. So I want to thank everyone for their help in making a very successful
summer season.
Now on to business and some of the questions I have gotten this month.
Are we going to lower the lake this year? At the time that I am writing this I can only tell you for sure that
on November 15th and not before, we will open the valve to start draining the retention ponds. The valve
will remain open until that work is complete. To avoid any problems with your boat you should have it out
of the water before that date. As soon as we have a final determination on any other lowering I will have it
posted on our web site.
Empty lot mowing. I recently performed an audit on what lots we are mowing. If we mowed your lot and
you had opted out of having us mow you received a bill for mowing services. Please contact me if you
have any questions about this. If you choose to mow your own lot you will need to mow at least once a
month during the season so we can tell someone else is taking care of it. When my staff is out mowing, if it
needs cut they cut it. They don’t know who is paying and who is not.
Tree cutting. There has been some concern about tree’s being removed from lots for firewood or lumber.
The trees on your lot belong to you and I cannot stop you from harvesting your own trees but you cannot
leave a mess behind. According to WPOA rules all lots must be maintained in a neat and tidy manner. If
after tree cutting the property is not cleaned up we can and will clean it up and the cost will be added to the
property owner’s bill.
Building permits. In the last month we have had to stop several contractors at the gate coming in to perform work that requires a permit and we don’t have one on file. To save yourself the expense of us turning
away your contractor at the gate make sure whatever work you are having done has a permit if required. If
you have any question about if a permit is required all rules are on our web site or simply call the front office and we would be glad to help you.

Pumpkin Carving – A Halloween Tradition
Join the Lake Waynoka Garden Club for an evening of fun, food and
hallowed traditions as we tackle the fine art of pumpkin carving. Witches,
ghosts and goblins will shiver with fear (or laughter) at Lake Waynoka and
the surrounding community when these pumpkin creations are lit at night.
Our workshop will be held at the home of Charlie and Linda Garfield
(2 Creek Cove) on Sunday, October 16th at 6:00 p.m. Goblins at the lake
have told us that along with a bonfire, there will be hot chili, white chili,
sauerkraut and kielbasa sausage provided by the hosts and fellow garden
club members. Other refreshments and food will be provided. Bring your
own cooler, lawn chair and knife for carving. Guests are welcome.
