4th ANNUAL M/M RALLY A BIG SUCCESS!
You couldn’t have asked for a better day, the
sun was out, humidity was in. Indeed, it was a
perfect day for a motorcycle rally (it must have
been the connections that Pastor Ron has with
the One in charge of the weather). Paying out
$3,000.00 in cash prizes for a “Cash Run & Bike
Rodeo”, drawing bikers in from all over the
country, some as far away as Kansas City, Indiana, and as close as Kentucky and all over Tennessee. With TV cameras filming the “Cash
Run”, it was miles and miles of bikers going
down the road, and without helmets!
Back on Church property there was a huge carnival going on for all the biker’s children, with food, games, several live bands, swap meet, vendors, auction and a 50-50 drawing kept everybody busy on the home front. This is the only event of the year that
is for the biker and their entire family, with the biggest cash payout of the year!
We are also announcing that we will be opening
a “FREE BIKER MEDICAL CLINIC” for all
bikers and their families. We already have doctors, nurses and staff lined up along with the
equipment needed. The profits of this “4th Annual M/M Rally” went to help fund this free
clinic just for bikers and their families.

Resume for Legislative Director CMT/ABATE
Fellow members of CMT/ABATE, I hereby submit the following resume for the position of Legislative Director for
CMT/ABATE. Like many of you, I have been involved in the fight for freedom a long time and I have a strong desire to see the Tennessee helmet law modified to allow freedom of choice. I firmly believe that we must also
strengthen penalties for those who kill and maim us and we must be the leaders in safety and awareness.
I returned to my native Tennessee 3 years ago and I have witnessed the organization’s legislative efforts first
hand. From my first year back when I surprised the legislative director at the time by showing up on the hill and
then delivering a co-sponsor to the helmet bill, to last year’s outstanding efforts when a great team of folks were
very successful, to the current stealth approach which left us once again without freedom. I was proud to be part of
the team in 2005 when we won the award from the MRF.
I believe success will happen when a true grass roots approach is organized and implemented, starting with this
fall’s important elections for Governor, state representatives and some state senate seats. There are enough motorcyclists in this state to have a real impact in races that can turn control of the TN House over to the Republicans
and break Speaker Naifeh’s grip over the budget subcommittee. A Republican controlled house means a different
speaker.
My recent qualifications: Active lobbying in VA 1998-2003 Active lobbying in TN 2004-2006 I also lobbied in our
Nation’s capital from 1999-2001 on behalf of internet radio station owners nationwide as we struggled to launch a
new industry. I made over 20 trips to DC from my VA home, often staying 2-3 days, testifying, meeting with Judiciary Committee members and staffers and working alongside a large group of highly dedicated grass roots lobbyists.
During the legislative sessions I have seen the “keep it quiet” approach to modifying the helmet law fail both in
2004 and 2006. It takes a team of dedicated freedom fighters to make freedom a reality, not a couple of people
working quietly behind the scenes. The legislative director must work with both the CMT/ABATE leadership and
the organization’s members to unify and build the organization into a powerful presence statewide.
In 2006, we saw the opposition lobby (medical) launch a full-scale media blitz against modifying the helmet law.
I believe we need to be proactive on the hill, getting as many co-sponsors on the bill, working the press and lining
up support from motorcyclists state wide. I am self-employed and have the time and energy to devote to making
sure every legislator knows who we are and what our issues are. CMT/ABATE must have a strong presence in
Nashville in order to secure our freedom. We must strive to elect biker friendly legislators beginning now!
Consistency, continuity and credibility will ultimately bring freedom to Tennessee.

Parkers Crossroads History Run
June 10, 2006- Members from Sumner County,
Nashville, and Wheels of Thunder Charters of
CMT/ABATE traveled to Parker’s Crossroads, TN,
at the invitation of Tennessee Representative Steve
McDaniel, to attend the Dedication ceremonies for
the Parker’s Crossroads Battlefield, a most historic
site of the Civil War. The battle is famous in Civil
War history for Confederate Cavalry General Nathan Bedford Forrest daring decision, when
trapped between two opposing forces, to “Charge
them both ways!” The weather was perfect for riding, and the shade of the one of the tree lines on the
battlefield gave respite to the late spring sunshine
during the speeches by many notable folks involved in tourism and Civil War History.
Of course, Rep McDaniel shared a few words. He has been a State Representative since
1989 and a champion for motorcyclists’ rights since
the first day. One of CMT/ABATE’s former state directors, Steve Lockhart, set up a lunch date for about

McDaniel’s victory election. The meeting was at Rep
McDaniel’s restaurant, The Cotton Patch, close to I40 at Exit 108. Those of us in attendance at that
lunch shared many basic principles with Steve
McDaniel, and a long, supportive relationship has
remained ever since. Even before Steve McDaniel
was a State Representative, he was involved in support for preserving our Civil War heritage, particularly in the Western battles
(remember, in 1860s, Memphis and the Mississippi River were very much in the Western part of the United States! At the June 10 event, Carol Simpson presented Representative McDaniel with a 1989 CMT/ABATE Freedom Rally pin to symbolize our 17-year
relationship.
Another great opportunity presented itself, in that the Tennessee Commissioner of Tourism, Susan Whitaker, was present and available for conversation after the ceremonies,
along with the woman who represents the Western part of the state regarding tourism.
We learned that Susan Whitaker’s brother rides, and she will see him this summer. Our
message to her was “don’t forget the motorcycling facet of tourism and how much money
we bring to the State coffers! Cindy Davidson, our state Safety and Education Director
spent some quality time with the ladies, learning about Tennessee Resources that might
help us with our Safety and Education
programs. John Pierce had a few minutes
with many of the notables present.
We met General Forrest, ate chili, saw
the battle reenactment, and shared camaraderie with our fellow members, legislators, re-enactors, vendors, and “just
folks”. A marvelous day was had by all,
and some political networking added
more resources to our efforts.

Director’s Cut
One thing I have learned in my 13 years with ABATE is that things are always changing.
Our Legislature Chair John Pierce has stepped down, and there will be an election for the position in
Sept. Mike Hays Director of Nashville charter so far has put in his resume.
In addition, in Sept an election for PR/Communication, no resume so far but I know one is coming.
Let us all in CMT/ABATE thank John Pierce for his work on our behalf. We might not always agree but
we certainly appreciate the dedication and intelligence that John brought to the position. Legislative is a
draining and time-consuming job. Therefore, he certainly deserves a break. He is still Charter Director
for Wheels of Thunder, and will certainly continue to share his wit (or is that half-wit) and insight with
us.
John Carter Director of soaring eagle charter was confirmed into the Activities position, I'm sure he will
do a fine job for us. I presented three certificates of appreciation to our past three Directors. We should
never forget to thank those who step up and do the Job required.
I attended the STR meeting for the Sept event and things are moving along well.
Pastor Ron is going full steam on the free Biker Clinic. I want us to support this and we can work on a
Run to benefit this excellent idea. I am working on getting AMA insurance for our events and hope to
have it secured by the beginning of August. I attended the TNCOC meeting and gave the NCOM report
for Steve Lundwell since he could not be there. The TNCOC has a strong interest in anti-discrimination
issues and I believe we can help at the state level with this. Therefore, I want to work with the AIM attorney Tom Monceret on a possible bill.
We are having a special meeting on July 30 in Madison at the Elks at 1pm to discuss basically two issues. 1. Do we want to continue with Wakin the Dragon? 2. Proposed by- law changes.
So far I have only one entry for a new slogan for CMT/ABATE and one person for the Biker Quiz so I am
extending them to the Sept Meeting. Ride Safe and Free, Brooklyn Tom
Slogan Contest!
This contest to run till the September meeting. I would like members to come up
with a slogan that describes CMT/ABATE. For example; 1. We’re not the old
ABATE. 2. If you love to ride, and love your rights you'll love ABATE. 3. we fight
for your right to ride. etc
The ideas can be sent to me at [email protected] The winner
will get their slogan published in our newsletter and used in our publicity, and
will receive an Abate Recruiter pin at the Sept meeting. As always I am the sole
arbiter of who wins my decision if final!!!

The Beginning of the Modern Era of CMT/ABATE
When Steve Lundwall became Director, he decided to attend both the NCOM Convention and the MRF’s Meeting of the Minds. He attended them at his own expense. His stated reason for doing that was to identify the successful State’s Motorcycle Rights Organizations (SMROs) and to figure out what they were doing in order to be successful. His intention was to have CMT/ABATE emulate their successful strategies here in Tennessee. The great
message Steve brought back for us was that the good ones had gotten away from being single brand, single-issue
organizations. The single brand was Harley and the single issue was the helmet law.
During the five years Wayne Shaub was Legislative Chairman, that idea was put into practice and the result
was Tennessee’s passage in 2003 of the red light law that was modeled after one in Steve’s home state of Minnesota. Steve and Wayne improved on it, by making it more comprehensive, and ours now stands as the model other
states have used to pass their own red light laws. That law was the opening shot telling the legislature and the
motorcyclists of Tennessee that we were no longer “just the helmet guys.” That was the legacy I inherited when I
was elected Legislative Chairman in 2004.
In December of 2004, the Board, by vote because I asked, told me that the Right of Way bill was more important to them than the helmet bill. Since it was the Board that had elected me, I listened and in the first half of the
104th Session, we did pass a good Right of Way bill. However, that wasn’t all we did. For the first time,
CMT/ABATE made a cooperative arrangement with the Tennessee Department of Safety. Thank you Rhonda Williams! That cooperative agreement resulted in a $15,000 grant and a billboard/city bus campaign promoting safety
and motorcycle awareness. At the bottom of each sign, it said that the campaign was jointly sponsored by
CMT/ABATE and the TN Dept. of Safety. That put us squarely on the map as a safety organization. I cannot overemphasize the importance of that. It has opened the doors to many legislators’ offices that will support our safety
and education measures even though they oppose us on the helmet modification bill. With those open doors, we
have been able to convince a few of them to support our helmet law.
Cindy Davidson has done a magnificent job as our Safety and Education Chairman. Her work this year has
strengthened our image as not just being “the helmet guys.” Cindy is working towards a cooperative program with
the Dept. of Safety that will dwarf our effort last year with the billboards and buses. For the first time, Gold Wing
and BMW meetings etc. are open to us to go and speak about safety and ed. We have opened up a whole new group
of potential members and supporters. On the down side, some members would like to put a statement in our bylaws saying that our corporation is dedicated to promoting modification of the helmet law. Period. Since the bylaws are a public document, open to anyone, that would be a big mistake. It would contribute to wiping out seven
years of steady progress and the widespread respect we now enjoy in the legislature. It would also prove the Gold
Wingers right that we are nothing but “the helmet guys.”
Just as Steve Lundwall identified the single issue, single brand idea as not getting us anywhere, we had a low
point last year that also shows us where we don’t want to be. Through a procedural fluke, the president of ABATE
of Florida was allowed to testify before a Tennessee House committee in May of ’05. During his testimony, he said
that lobbyists opposing our helmet opposition were “lying and are liars.” That may well have been the case but
that’s not the way it should be served up to a House committee in a public meeting. It nearly cost us the helmet
law right there. The House committee chairman publicly issued a lengthy and embarrassing rebuke at the close of
the meeting. The gentleman from Florida later told me that’s the way things are done in his state. I doubt that
but “Florida Style” still serves as a good warning that we need to continue to approach our legislative efforts with
courtesy and with all due regard for the social rules that have been set out. It’s their game and their rules and we
are asking them to help us, not the other way around.
As I’m sure most of you know, I won’t be your Legislative Chairman for the next session of the legislature. It has been my great pleasure to serve you in that capacity and on behalf of CMT/ABATE I
would like to thank you, the membership, and the legislative team for your huge role in Tennessee winning the MRF’s prestigious Legislative Achievement of the Year Award. It probably doesn’t take a village to raise a child but it does take a team to win such an award. It also takes a team to win 9 of the 11
bills we worked on. There are still a couple of things I need to get done as your Legislative Chairman.
When those are accomplished, I will be turning in my resignation.

Nashville Report
The Nashville charter met June 20th with long time
member Wally Baez leading us in the pledge. Attendance was 15 including 2 new members, Iron Man
and Meatball. Nashville will hold charter officer elections at the July meeting and Shell Summerlin accepted the nomination to become charter director.
Other nominations were to keep Tim “Blue” Hickey
as treasurer, Julie Hickey to become secretary, Captain Kirk to remain as assistant director, newcomers
Tom Zombie as membership director and Billy Davis
as Activities coordinator. Wally Baez has been nominated for charter public relations director.
Nashville members stepped up and volunteered to
work various positions at the upcoming Tri-County
STR in Adams, TN, Sep 8-10. Carol Simpson discussed the upcoming elections and stressed the importance of supporting those who support us. In the
Nashville area, we will be working to help Senator
Doug Henry, Representative Glen Casada and others.
In closing, it has been a pleasure to serve the last
couple of years as the Nashville charter director
and I look forward to serving all CMT/ABATE
members as state legislative director. There is
much more work to be done on Capitol Hill and

Director John Pierce called the meeting to order at 7:04 pm. The Pledge of Allegiance was recited followed by a moment of silence for our fallen brothers and sisters.
Treasurer’s Report – Jim reported we have $492.07 in our account. He had recently written checks for
our BASH ad in Motorcycle Events.
Minutes – A motion was made to dismiss the reading of last month’s minutes and to accept them as published in the newspaper and posted on the web site. The motion was seconded and approved. Minutes
can be found on our web site, www.cmtabate-wheelsofthunder.com, under the meeting date. (Also known
as “Motion 1”)
Director’s Statement – John Pierce. JP discussed our lid law and the issues he has faced with Vandy and
the budget committee. He feels there are more political issues that need to be addressed before the mandatory helmet law will be repealed. Our ROW issues did not make it as well as he had wanted, but we
will continue trying next year. It is important to remember this organization is not just about the lid
law. Safety issues are easier to get passed and funding is a totally different issue.
Activities- We have a fun ride to Parkers Crossroads leaving at 9:00 at mile marker 25. Our Bash is being advertised in Mid-South Events, Motorcycle Events Calendar. For our 8th Bash we have added a
swap meet. Bash is Sept 16,17.
Membership – We had 26 members and 1 guest present at tonight’s meeting. Three (3) members renewed.
Announcements- Poker Run is scheduled for June 11 at noon at Donna’s Grill in Olive Branch. Booze
Fighters has event on Aug 4-6 for VA at VFW. On June 17 MS Abate is having an event at the Arena
Football to show supports for the troops. The annual Float Trip is August 18-20. Ride to Missouri on Friday, float on Saturday and ride home on Sunday. Rooms are going quickly. We are back to the original
location

We met on June 18th @ Thunder Alley. Seven members attended & we had one renewal (Patches). Welcome back.
Mark said Rick was a no show. Where were you Rick? (sleeping, maybe?)
I'd like to begin by thanking everyone who attended, contributed,& helped out with Terri’s benefit.
Thanks to the VFW for all their help & to the DJ dude who is always great, and to the band, Velvet Elvis ,who provided good music. All of these guys donated their time to help with a good cause. Thanks
again to all of you. Thanks to Music City charter, Dean from U/C and Sumner county for attending. that
means a lot & shows much care and concern for active CMT members and their families. Also thanks to
you Terri for being there.
Natchez trace that was scheduled for July 15 &16th has been cancelled.
Next event will be on July 1 @ Jimmie Tiewire’s house. We will be having a 4th of July party with fireworks and food. Arrive anytime after noon. Everyone is welcome. If you need directions call Jimmie

June 6th meeting was called to order and Roland Verchota led us in the pledge. Pastor Ron opened up in
prayer. There were 29 in attendance.
Marlin called for officers reports.
Chaplain's Report: Pastor Ron announced that the Biker Rally at the church was a huge success. He reminded everyone that all proceeds will go to fund the FREE Bike Medical Clinic now in developmental
stages. He is in the process of getting doctors, nurses and office personnel lined up, and has even been in
contact with pharmaceutical companies. Things are looking very promising for the clinic.
Treasurer's Report: Kevin reported that our charter has a balance of 663.95 in general account. We have
$206.00 in our Down Biker's Fund. We had $165.00 in t-shirt sales over the past month. We paid out
$500.00 for a sponsorship in Waking the Dragon.
Products: Kathy has ordered more t-shirts and will have them at the July meeting. We will order koozies
to sell at STR along with t-shirts.
Activities Report: Elaine announced that almost $8,000.00 was raised at the Benefit for Danny Ray and
Penny! Best benefit yet! Way to go Elaine! Marlin asked for report from Waking the Dragon. Everyone
that went said it was a good rally and they enjoyed themselves. Friday night music was cut short due to
a blown transformer. Saturday was packed out.
Marlin asked for more volunteers to help with the STR. This could be really big if we work together to
raise money. Reminded everyone of the date, Sept 8, 9, 10 and passed around list to recruit help. Need
people willing to work the gate to recruit new members and hand out info. $300.00 sponsorship bought
by Covenant Confirmers Ministries. We are now offering advance ticket sales for $20.00. They will be
$25.00 at the gate. Encourage everyone to buy early to give us some money to work with prior to the
rally. Vendor spaces are still available for $75.00 per space and $50.00 for each additional space. Suzanne with Music City is doing a great job recruiting vendors. Sumner County is in charge of the Rodeo.

Proposed Bylaw Changes
Proposal 1:
Article I Section
This is to clarify what ABATE stands for, it has already been voted on and accepted we just need to okay for State
Secretary to change it. The name of this Corporation shall be called C.M.T./ABATE, INC. (American Bikers Active
towards Education)
Proposal 2:
Article I Section 3 Part B
In keeping up with our goals this proposal will maintain the Safety and Education section of our organization. The
Corporation’s Members shall promote and maintain motorcycling safety and awareness programs in the community.
Proposal 3:
Article I Section 4 This change is simply just adding the Legislative position to the Corporate Board.
Director, Assistant Corporate Director, Corporate Legislative Officer, Corporate Secretary, Corporate Treasurer,
one Committee Chairperson for each committee, and one Charter Representative for each Charter.
Proposal 4:
Article I Section 5 adding 3 & 4
This change will clarify the different types of membership and help to straighten up any membership problems
with more efficiency.
(3) All charter membership, new or renewed must be sent into the State within 14 days of the Charter Membership
Officer receiving it.
(4) Membership shall be defined as a) Full membership (voting privileges, receives newspaper and pays
yearly dues) b) Associate (includes all rights and privileges as full member but does not receive monthly newspaper—must be sponsored by a full member in good standings. 1 associate membership to every full membership allowed) example would be a married couple; c) Joint membership includes all rights and privileges as a full membership including newspapers. d) Group Membership (will be called an active supportive member of C.M.T./ABATE,
INC., will be given a framed certificate, receive monthly newsletter, this is a non-voting position. e) Junior membership (for kids up to age 16, non voting member, does not receive a newspaper – must be sponsored by a full
member in good standings); and f) Lifetime member (voting privileges, receives newspaper and pays a one time
due).

Article 1 Section 5 Part D
This change will help the charters to solve problems they can not resolve within the charter. be grounds for dismissal by a majority vote of the Board of Directors. If the situation is not resolved with Charter Officers concerned,
then the matter may be brought to the Board of Directors. If the verdict is not accepted by the member then a hearing.
Proposal 6:
Article II Section 1 Part A
This change is to establish existing or add Officers to the BOD and clarify when they are voted on.
Corporate Legislative Officer, Corporate Secretary and Corporate Treasurer shall be elected every two (2)
years. The Corporate Director, Corporate Legislative Officer, Corporate Secretary, Communications Officer shall
be elected every even year. The Assistant Corporate Director and Corporate Treasurer, Safety and Education Officer, Membership Officer shall be elected every odd year in order to provide continuity to the Corporation.
(2) Members wishing to be candidates for the office of Corporate Director, Assistant Corporate Director,
Corporate Legislative Officer, Corporate Secretary, or Corporate Treasurer shall submit resumes to the Board of
Directors at least sixty (60) days prior to the date of elections on the appropriate years.
(3) The Corporate Director, Assistant Corporate Director, Corporate Legislative Officer, Corporate Secretary, and Corporate Treasurer shall be elected by a vote of the Membership at the Board of Directors Meeting in
the month of March of the appropriate year.
(4) Committee Chairmen and Appointed Representatives for the Organization (MRF, NCOM, etc.) shall be
elected annually by a vote of the membership at the Board of Directors meeting in the month of September.

new Legislation to the Board of Directors, coordinate lobbying efforts of CMT/ABATE and keep the organization’s
membership informed on the matters.
Proposal 11: Article III Section 7&8. These changes address who handles activities insurance and the Regional
Legislative Position.
He/She shall also be responsible for Activities Insurance.
Section 8: Regional Legislative Coordinator
The Regional Legislative Coordinates shall act as mentors/liaisons for the Charters in educating the membership in Legislative matters, current Legislative efforts and encourage the participation of all motorcyclists in the
Corporation’s goals. He/She shall act at the direction of the Corporate Legislative Officer to ensure continuity of
Legislative efforts and provide current updates to the Legislative Committee. This is a non voting position.)
Proposal 12: Article III Section 9 Parts A, B, C, and D. These changes add in existing offices to the BOD into the
bylaws. It also addresses description of offices and voting rights.
Communications: 2 year term: The public relations chairperson shall be responsible for the promotion of any and
all State Events and Accomplishments, All press releases issued by the Board of Directors and Charter membership pertaining to Legislative and Corporate Issues. They shall maintain communications between the State and
Charter Public Relations Person(s). Coordinating all sub committees and shall have (1) State Board vote by the
direction of their sub-committees.
1) Newspaper Committee: This is a sub committee under Public Relations. The Newspaper Chairperson shall be
responsible for all State and Charter level information being considered for print in the newspaper, Assist with layout and printing of the paper.
2) Webmaster Committee: This is a sub committee under Public Relations. The Webmaster shall be responsible
for all Electronic State and Charter level information being considered for the Website, assist with Layout of the
website, keeping the websites updated in a timely manner.
B) Membership: 2 year term: The Membership Chairperson shall be responsible for new membership information,
renewal information, Dues, Sending out cards, patches and/or rockers. Keeping updated membership list to Charters on a quarterly basis, developing membership recruitment taskforce with the Charter Membership Officers.
This person does not have a State Board Vote.
C) Safety and Education: 2 year term: Shall be responsible for keeping our members, the motorcycling community
and motorists informed by promoting motorcycle safety and educational issues. To promote existing and also create

new programs and events that educate the driving public about the vulnerability of motorcycle riders as well as
promoting proper riding techniques in order to save lives and reduce accidents. To Lead and build a cohesive Safety
and Educational Committee that works together in order to achieve these goals. Coordinating all sub-committees
and shall have one (1) State Board vote by the direction of their sub-committees.
1) Grant Committee: This is a sub committee under Safety and Education. It shall be responsible for
studying the Grants that ABATE is eligible for and applying for such grants.
2) Education Committee: This is a sub committee under Safety and Education that will be responsible for
maintaining and/or developing a new educational program to educate the community in Motorcycle Safety.
D) Activities Director: 1 year term: Shall be responsible for organizing all State Level Functions, providing insurance for all Activities, coordinating all Sub-committees for the State function, Maintaining proper documentation
and receipts of the State Function, Releasing monthly progress reports to the Public Relations Committee and
quarterly reports to the State Board of Directors. All Activities must be voted on by the Board of Directors. Activities Chairperson has one (1) State Board vote by the direction of their committee.
1). Sub committees shall be filled as needed by a vote of the Board of Directors.
A. Location Committee: Shall be responsible for securing a location site for any State event.
B. Entertainment Committee: Shall be responsible for acquiring entertainment such as Bands and
special performers, Sound Systems and lighting for such performances.
C. Vendor Committee: Shall be responsible for acquiring all vendors for such State Events, maintaining a proper mixture of vendors, spacing and number of vendors present at State Events.
D. Security Committee: Shall be responsible for all security presence at State Events, acquiring all
persons and supplies needed for State Events.
E. Gate Committee: Shall be responsible for maintaining a proper amount of persons at the gate of
all State Events, shall be responsible for a forms for insurance releases and attendance records.
F. Sponsorship Committee: Shall be responsible for acquiring and placement of all sponsorship for
State Events.
Proposal 13:
Article III Section 9 Part B
This change addresses resignation of BOD Officers.
B) Officers whom resign may not fulfill another Board of Directors position for a period of one (1) year.
Proposal 14: Article V Section 1 Part C Number 3, Part D and Part E. These changes address compliance of
Charters with the bylaws and the action that can be taken, Charter Meetings and Charter Events.
3) In the event that Officers and/or membership of any local Charter does not comply with the bylaws of the
corporation, it may be brought to the attention by any member of CMT/ABATE to the Board of Directors whom
may call a special meeting to determine the standing of the Member or Charter.
D. Charter Meetings: All Charter meetings and/or special meetings shall be open to full membership Advance notice shall be given to charter membership about all meeting time and places.
E. Charter Events: The local charters shall have one (1) Legislative event a year or all events shall have a Legislative presentation at them.

The Charter Secretary will also be responsible for informing the Corporate Office of any change in Officers pertaining to their local Charters. If it is deemed desirable by the local charter, the offices of Secretary and Treasurer may
be combined.
D. Charter Treasurer: The Charter Treasurer must send a copy to the Charter Director of all monthly reports sent
into the Corporate Treasurer. The Charter Treasurer shall maintain a record of income and distribution of all
funds and report monthly to the Corporate Treasurer on the financial condition of the local Charter. And also forward Membership funds to the Corporate Treasurer in the form of a Charter Check. If it is deemed desirable by
the local charter, the offices of Secretary and
reasurer may be combined.
E. Legislative Chairperson: The Charter Legislative Chairperson shall work closely with the Corporate Legislative
Officer on all Legislative efforts of the Organization. He/She shall inform the charter on pending legislation, proposed new Legislation and coordinate lobbying efforts of the Charter. This will ensure all motorcyclists’ interests
are represented.
F. Alternate Offices:
1) Membership Chairperson: Shall be responsible for a membership forms disturbed to the charter, new membership information, renewal information. Keeping updated membership list to the Charter on a monthly basis,
providing Charter with new ideas for membership recruitment.
2) Activities Chairperson: Shall be responsible for organizing a Charter committee, coordinating committee
meetings, planning and execution of all charter events, and providing monthly reports to charter on committee activities progress.
3) Sergeant of Arms: Shall be responsible for maintaining an orderly meeting, providing all security at Charter
events, shall be responsible for informing Charter on Safe riding techniques.
4) Public Relations Chairperson: Shall be responsible for providing all Media and State Level announcements
for the charter. All Public Relations must have prior approval of the Charter Director.
5) Webmaster: Shall be responsible for maintaining and updating the Charter website within one (1) week of
changes in the Charter, providing Charter Director with information on how to update the website, executing
charter requests for websites as voted on by the charter. Prior approval must be given by the Charter Director for
any emergency changes.
Proposal 16:
Article V Section 4 Part A This addresses the changes to the charter bank accounts..
administered by the Charter Treasurer and Charter Officer. Each account shall require two (2) signatures for the
withdrawal of funds in the account. The Corporate Director, Corporate Treasurer, Charter Treasurer, and another
Charter Officer of the Corporation shall also be required to be on all checking accounts, for the purpose of random
audits or if the Board of Directors rules disciplinary action for a Charter. Charter Treasurer and Charter Officer
that are put on account can not be involved in a personal relationship. Funds in the Charter Treasury shall be
used only for payment of such reasonable and necessary expenses as may be incur by the local Charters in the normal operation of business.
B) Local Charter Expenses: All charter expenses must be approved by a vote of the Charter membership before
such expenses can be paid and receipts must be provided for reimbursements of approved expenses..
C) Charter Bank Records: All charter bank statements shall be available at every charter meeting for the viewing
of the Charter membership.

Corporate Directors proposed ByBy-law changes.
Article 1: Section 3: Objects and Purposes
After the first sentence that ends "at the state level" and before the next sentence add "The members of
the Corporation shall be dedicated to promoting modification of the helmet law, to allow for freedom of
choice whether to wear or not wear a helmet."
Article 5: Section 1: Organization Add F If a charter fails to send in their treasury report or reports after
the last BOD meeting they must turn them in no later then the next BOD meeting. The report or reports
may be brought the day of the BOD meeting. This is a requirement for being a CMT/ABATE charter. If
the report or reports are not in by the BOD meeting, The Corporate Secretary will send a registered return receipt letter to the Charter Director. The Charter Director will have two weeks to comply. If the
Charter Director does not comply within that time, The Corporate Secretary will inform the Corporate
Director.
The Corporate Director will contact the board to decide what action will be taken.

The Charter Director is responsible to see that the treasurer turns in the monthly Charter financial reports no later then the next BOD meeting. The report or reports may be brought to the BOD meeting.
