Principal’s Memo
July 1, 2014
Dear Knight Parents and Students:
As we start the month of July, I am reminded that summer is in full swing and that the beginning of the 2014-2015 school year is just
around the corner. I hope this letter finds you enjoying time off with your family and friends and eagerly anticipating the start of a new
school year.
I cannot fully articulate to you how proud I am of our school community and how excited I am about the opportunities for continued
growth in the 2014-2015 school year. As principal, I want to stress the importance of continuing academic growth and on participating in
extracurricular activities.
Colleges and employers want well-rounded students who are collaborative, creative, communicative and analytical. North is an excellent
school with caring and professional teachers. On a daily basis, we focus on fostering student learning within a safe environment that
ensures academic achievement.
The following information is included to help you prepare for the upcoming school year:
Schedule Pickup for Seniors: Thursday, July 24, 11:00 a.m. - 2:00 p.m. in the gyms
Schedule Pickup for Juniors: Friday, July 25, 8:00 a.m. - 11:00 a.m. in the gyms
Schedule Pickup for Sophomores: Friday, July 25 12:00 p.m. – 3:00 p.m. in the gyms
Schedule Pickup for Freshman: Thursday, July 24 3:00 p.m.. – 6:00 p.m. in the gyms
Freshmen Parent Meeting: Thursday, July 24, 6:30 p.m. in the auditorium.
You will want to attend this meeting, as we will provide an overview of school procedures and activities and discuss the A+ program for
students.
Students will obtain their schedules, have their ID /yearbook pictures taken, turn in health forms, obtain parking permits, have immunization records checked, order a yearbook, etc. The building will be open for students to locate lockers and classrooms. The forms for
schedule pick up are available on our FHN website http://fhn.fhsdschools.org These forms are also included in this newsletter, which
contains information about pictures, yearbook ads, the All-Knighter, the PTO, the school calendar, etc. The newsletter is also linked to

District Handbooks
The Francis Howell School District Code of Conduct and the Attendance and Earned Credit Policy handbooks are available on-line.
These handbooks can be found at http://fhn.fhsdschools.org under the heading, Quick Links. Paper copies are available in the main
office for those who do not have internet access.
Freshmen Transition Day, August 4 from 7:20 a.m.-1:10 p.m.
This is the first day of school for freshmen. Freshmen will attend an abbreviated school day without having to worry about finding classes for the first time surrounded by 1,500 other students. Bus service will be provided to and from school and lunch can be purchased in
the cafeteria. Bus schedules will be listed on the district website and in the newspaper. During the day, students will meet their classroom
teachers, homeroom teacher, their student mentors, and attend an activity fair where they will want to sign up for an activity.

The First Day of School
School begins on August 6 at 7:20 a.m. This is a full day. Students will report to their homerooms at 7:20 a.m.
Students will view the Francis Howell School District Student Handbook on-line and homeroom teachers will review them with their
students. All students are held accountable for these policies. All handbooks a will be posted on our school website.
Physical Education Uniform
The Francis Howell North Physical Education Department requires students taking a Physical Education class to wear specific attire.
Seniors are required to wear the following clothes options: gray t-shirt, gray hoodie/sweatshirt, black shorts and black sweat pants.
Juniors, sophomores and freshmen are required to wear a uniform that consists of a pair of black dry fit shorts and an ash gray cotton tshirt with the department logo. The uniforms also have an area for personalization (student’s name). This can be done with a permanent
marker. NOTE: Juniors and sophomores would have already purchased these uniforms in their freshmen year.
Uniforms help in the identification of students in class and reduce theft in the locker room as the clothing is personalized. Having proper
attire reduces injuries from clothing that may get caught on equipment due to zippers, strings etc and also allows student to perform the
activities without restriction of movement.
The uniform cost is $20.00 per set. The uniforms should be ordered during freshmen, sophomore, and junior schedule pick up, and a
receipt will be given for each order. Checks should be made payable to FHN, memo notes should indicate PE Uniforms. Exact change
should be present if paying in cash. The uniforms will be distributed in P.E classes, and the receipt is required for pick up.
Lockers
Students will keep the same locker all four years. Freshmen will receive their locker information at schedule pickup as the locker number
will be printed on the student’s class schedule. To ensure safety of your belongings, please do not share locker combination.
Student Planners
Freshmen students only will be provided with a planner. These planners will keep your student organized. Students have found that they
miss fewer assignments and improve grades when they use a planner. Teachers and parents can use them as a tool for communication.
Planners are free to freshmen, but upper classmen may purchase them when classes resume.
Homework! Homework! and Tests! Tests!
At North, we believe that homework is important and extends the learning beyond the school day to home. You will find a difference
between middle school and high school in this regard. Students should expect to have daily homework in all core classes and could have
a test in several classes on the same day.

Course Syllabus
Each teacher will provide students with a course syllabus during the first few days of school. This syllabus describes the course, outlines
work expected and explains grading. Ask your student for their course syllabus! Keep it!
Teacher Websites
All North teachers have a website that is accessed from our school website. Teachers post course syllabi, calendars with assignments,
notes, etc. Parents have found this to be an invaluable tool for staying involved and monitoring their student’s academic work.

Schedule pick up will be in the lower level of the school. Please enter through the gym lobby next to the
track.
Students must have yearbook/I.D. pictures taken, have immunization records checked by the nurse,
turn in health form information (signed by a parent/guardian), verify student verification information
and pay any outstanding fines from the previous year before a student may pick up their schedule.
Yearbook orders/pick ups and parking permit applications may also be taken care of at this time. Students wishing to purchase a parking permit must have fines from the previous year paid, not have any
parking violations from the year before and have the necessary paperwork submitted for the district’s
drug testing program.
Students will also be able to purchase a Sports Pass which allows students to attend all district sporting
events, except for MSHSAA sanctioned events and tournaments throughout the school year. The cost
of the sports pass is $25.00.

APPLICATION FOR PARKING PERMIT
Note to Parents: Driving to school and parking on the campus is a privilege which carries with it specific
responsibilities. The parking privilege is extended to Juniors and Seniors who have at least a 1.5 GPA and
who abide by the school rules. Students with a Cumulative GPA under 2.0 must agree to earn first semester
GPA of 2.0 or higher in order to maintain the parking privilege second semester. Students who drive must
adhere to the Parking Agreement as outlined in the Student Handbook (including having a drug testing
consent form on file) and on the reverse side of this application. Due to the limited parking facilities on
campus, we strongly urge parents to have their students utilize the bus transportation which is provided.

Students will be issued a permanent parking sticker to be affixed to the lower left portion of their front
windshield (just above the vehicle inspection sticker). Previous parking stickers should be removed prior to
affixing new permit. Students will also be issued a hangtag which must be displayed in their
vehicle on the rear view mirror at all times. Hang tags indicate which area of the parking lot
students are allowed to park in. Students driving a secondary car must move the hang tag to the car they
drive each day. Students not having their hang tag visible on the rear view mirror will be ticketed. The
replacement cost for lost hang tags and/or new stickers (if car is sold) is $5 each.
All vehicles driven by student to FHN must be owned, insured and registered to that student’s family.

All students who have a need to drive to school are required (by state law) to have liability insurance and will need to
show proof of such insurance before a permit is issued. Please have insurance card available when purchasing permit.
I/We have read and understand the FHN Parking Privilege Agreement on the reverse side of this
application (FHN Parking Privilege Agreement also outlined in the Student Handbook). Our signatures
on this application indicate our willingness to honor and abide by all aspects of said Agreement. I also

Francis Howell North Parking Privilege Agreement
Student Parking is a Senior/Junior Privilege. All Seniors and Juniors who have at least a
2.0 Cumulative GPA are eligible for an unrestricted parking permit. Seniors and Juniors
with a Cumulative GPA ranging between 1.5 and 2.0 will receive a provisional parking
permit, however, grades will be reviewed at the end of First Semester and only those
students who achieve a 2.0 GPA or higher will be eligible to park Second Semester as
outlined in the GPA Provisional Parking Agreement.
Due to a lack of space, we do not allow Sophomores or Freshmen to drive. Sophomores and
Freshmen who ignore this policy will jeopardize their future driving privilege.
Thank you in advance for your support and understanding.
Students granted the privilege to park at FHN during school hours agree to:
● Have an approved parking permit. Display Permit Sticker in front windshield and Hang Tag on rear view
mirror AT ALL TIMES.
● Park only in designated student’s area. Students parking in teacher/staff/visitor areas or at Henderson
will receive a $30.00 fine and jeopardize their current and/or future parking privileges.
● Be On Time – Driving is not an excuse for being tardy. Privileges may be lost and/or suspended as a
result of excessive unexcused absences or late arrivals to school.
● Observe Missouri driving laws and campus speed of 10 MPH.
● Have liability insurance as required by the State of Missouri.
● Have a drug testing consent form on file at FHN.
Parking Privilege will be revoked immediately without a refund if permit and/or hangtag is given
and/or loaned to another student for any reason.
Failure to abide by the FHN Parking Guidelines will result in the following consequences:
1st, 2nd, & 3rd offense - $10.00 fine *
4th offense - $20.00 fine and a loss of permit/tow warning letter
5th offense - Permit will be revoked and car will be towed at owner’s expense.
6th or more offenses - Suspension and car will be towed at owner’s expense.
*Any student parking in staff parking (including Henderson) will immediately be issued a $30.00 fine
and a tow warning letter. Students who are towed will be responsible for all resulting expenses.
PLEASE NOTE: If you receive a Parking Violation on your car, you have received a fine. Duplicate
copies of all violations are brought to the office by Security. The fine must be paid in the main office within
10 school days. Fines not paid on time will result in loss of parking privileges until fine is paid. Students
who wish to dispute a ticket must do so within 24 hours.
Students face loss of parking privilege without refund due to:
1. Students leaving campus without permission
2. Students transporting another student off campus without permission
3. Careless and reckless driving on school grounds
4. Repeated parking in teacher/visitor/Henderson parking
5. Failure to pay parking fines.
6. Giving Hang Tag to other students.
Flagrant parking/driving infractions may result in additional discipline from student’s principal,
including being issued a tow warning letter.
Students assigned to In-School Suspension will have their parking privileges revoked for 20 days.
Students assigned Out-of-School Suspension will have their parking privileges revoked for 30 days.

For the purposes of this policy, student refers to any student in grades 9 - 12 who participates in any extracurricular activity including, but not limited to, any athletic program, club, or any other extracurricular activity in the District that is not offered for credit and/or a grade or is a requirement for graduation, and for those
students who possess an on-campus parking permit. Additionally, the parent(s)/guardian(s) of any student in
grades 9 - 12 may elect to have their student participate in the program on a voluntary basis.
Students and parent(s)/guardian(s) will be made aware of the drug testing process and the steps and consequences if and when a student tests positive. It is important to maintain accuracy and confidentiality of the
test results, including the maintenance of a documented chain of specimen custody to ensure the identity and
integrity of the sample throughout the collection and testing process.
Purpose
The purpose of the Random Drug Screening Program is to aid and assist students. It is not intended to unduly interfere with the student's private life or to bring hardship, but rather to protect the student's well being
and threat of others in the District. Specific goals of the program are as follows:
1. To reassure students, parent(s)/guardian(s) and community that the health and academic progress of each
of its students is the primary goal of the District.
2. To maintain a drug-free extracurricular activities program and produce students who can serve as role
models to influence peers to lead healthy and responsible lives.
3. To prevent drug use and abuse by students of the District.
4. To educate any student who may be using or abusing drugs as to the possible physical and

mental effects drug use may have, and its possible adverse effects on the team and its members.
5. To provide opportunities for treatment and counseling rehabilitation for any student who is determined to be using or abusing drugs.
6. To provide reasonable safeguards to help ensure that every student in the District is physically competent to participate in extracurricular activities.
7. To remove the stigma of drug use and abuse from those students who do not use or abuse drugs.
No student testing positive, refusing to test, refusing to cooperate with testing or being in violation of
this policy will be penalized academically. (Refer to Regulation 2642 for Testing and Re-Entry requirements.) Information, including results of a positive test, will not be released to criminal or juvenile authorities absent compulsion by valid state or federal laws. The District will work with students and/or
their parent(s)/guardian(s) when there is any violation of this policy or its procedures.
Miscellaneous Provisions
If any portion of the policy shall be found to be unconstitutional or illegal, the remainder of the policy
shall not be affected thereby, and shall remain in full force and effect.

CONSENT TO TESTING OF URINE SAMPLES AND
AUTHORIZATION FOR RELEASE OF INFORMATION
To: Francis Howell School District Board of Education, Athletic Director, Sponsors, Coaches, and Administrative Personnel
I hereby acknowledge that I have received a copy of the Francis Howell School District Random Drug Screening Policy. I further acknowledge that I have read said policy, that it has been explained to me, and that I fully understand the provisions of the
program and agree to comply with the rules and regulations of the Francis Howell School District in this policy. I understand
that this Consent will remain in effect until: (1) graduation; or (2) submission of an Activity Drop Form, effectively withdrawing
from the drug testing program and revoking this Consent.
I hereby consent to have a sample of my urine collected and tested for the presence of certain drugs and substances in accordance with the provisions of the Francis Howell School District Random Drug Screening Policy and at other such times as urinalysis is required under the program. I authorize the testing lab to release a positive drug test result to the designated school district personnel, as per policy.
I further authorize you to make confidential release to the school principal, superintendent/designee, activities director, my parent(s)/guardian(s), and/or the drug counseling program, all the information and record, including test results, you may have relating to the screening or testing of my urine samples in accordance with the provision of the Francis Howell School District
Random Drug Screening Policy which is applicable to extracurricular activities and on-campus parking permits of the Francis
Howell School District. To the extent set forth in this document, I waive any privilege I have in connection with such information.
I understand that any urine samples will be sent to a laboratory designated by the Francis Howell School District for actual testing.
The Francis Howell School District Board of Education and its officers, administrators, employees, and agents are hereby released from responsibility for the release of such information and records as authorized by this form.

PUBLIC NOTICE
All responsible public agencies are required to locate, evaluate, and identify children with disabilities who are under the jurisdiction of the agency, regardless of the severity of the disability, including children attending private schools, children who live outside the district but are attending
a private school within the district, highly mobile children, such as migrant and homeless children, children who are wards of the state, and
children who are suspected of having a disability and in need of special education even though they are advancing from grade to grade. The
Francis Howell School District assures that it will provide a free, appropriate public education (FAPE) to all eligible children with disabilities
between the ages of 3 and 21 under its jurisdiction. Disabilities include autism, deaf/blindness, emotional disorders, hearing impairment and
deafness, mental retardation/intellectual disability, multiple disabilities, orthopedic impairment, other health impairments, specific learning
disabilities, speech or language impairment, traumatic brain injury, visual impairment/blindness and young child with a developmental delay.
The District assures that it will provide information and referral services necessary to assist the State in the implementation of early intervention services for infants and toddlers eligible for the Missouri First Steps program.
The Francis Howell School District assures that personally identifiable information collected, used, or maintained by
the agency for the purposes of identification, evaluation, placement or provision of FAPE of children with disabilities may be inspected and/or reviewed by their parents/guardians. Parents/guardians may request amendment to the
educational record if the parent/guardian believes the record is inaccurate, misleading, or violates the privacy or other rights of their child. Parents have the right to file complaints with the U.S. Department of Education or the Missouri Department of Elementary and Secondary Education concerning alleged failures by the district to meet the requirements of the Family Educational Rights and Privacy Act (FERPA).
The Francis Howell School District has developed a Local Compliance Plan for the implementation of State Regulations for the Individuals with Disabilities Education Act (IDEA). This plan contains the agency’s policies and procedures regarding storage, disclosure to third parties, retention and destruction of personally identifiable information
and the agency’s assurances that services are provided in compliance with the General Education Provision Act
(GEPA). This plan may be reviewed at the Francis Howell School District Alternative Education Department from
8:00 – 4:30 p.m. each school day.
This notice will be provided in native languages as appropriate.

The Asbestos Hazard Emergency Response Act of 1986 (AHERA) was enacted by Congress to determine
the extent of and develop solutions for any problems schools may have related to asbestos. A certified
asbestos inspector, as required by AHERA, has inspected facilities of the Francis Howell School District.
The results of the inspection were used to develop a professionally certified asbestos management plan.
The management plan of the district facilities includes the education and training of employees, a set of
plans and procedures designed to minimize the disturbance of asbestos-containing materials and plans for
regular surveillance of those materials.
A copy of the asbestos management plan is available for your inspection in the district administrative offices, during regular office hours. Should you wish to inspect the plan or if you have any questions, please
contact Mr. Rick Pavia, Director of Operations and Facilities, at (636) 851-6300.
