The Norris Lake Marina Association would like to
welcome you to Norris Lake, where unlimited water-related
recreational opportunities await in one of Tennessee Valley
Authority’s (TVA’s) cleanest lakes. Whether you come for
boating, fishing, skiing, camping, golfing or just relaxing, we
feel the Norris Lake area has it all, making Norris Lake a
perfect vacation destination.
There are 25 Marinas on this crystal clear lake offering a wide
variety of accommodations, boat rentals, events, campgrounds
and restaurants, along with some of the most friendly people
around. Our association takes great pride in Norris Lake being
one of the cleanest lakes in North America and continues to
work together with the TVA to keep it that way. More than half
the marinas on the lake have been certified by the TVA as
clean marinas.
We have designed this guide with information on Norris Lake
marinas, attractions, resorts and other area related services
to assist you in planning your next trip here. We look forward

foothills of the
Cumberland

miles north of
Knoxville right off

Lake. Well known
for its striper
fishing, skiing and
boating on its
deep clean waters,
the lake consists of two major rivers and
numerous creeks. It extends 56 miles up the
Powell River and 73 miles into the Clinch
River.
Norris Lake is fed by more than 3,000 miles
of clean creeks, streams and rivers, mostly
from the mountains. Since the lake is not
fed by any major
dam, the water is
much cleaner than
most other lakes.
Once the sun
begins to warm
the water in
spring, it tends to
maintain a nice
and steady warm
temperature until
fall.

Recreational use
of Norris Lake
exceeds that of
any other TVA
tributary lake. At
the lake’s normal
summer pool,
with the lake level
at 1020 feet (sea
level), there are
over 34,000 acres
of surface water.
Endless fun-filled
activities await
you and your family including boating,
watersports, fishing, swimming, scuba
diving and relaxing. Norris Lake has over 56
species of fish and is well known for its
striper fishing, making it popular for many
fishing tournaments year-round.

wildlife can also be
seen around the lake
including deer, turkey,
great blue herons and
eagles, along with
cows and horses
grazing around the
shoreline in some
places.
Along the 809 miles
of shoreline, many
fun activities can be
enjoyed like golfing, hiking, horseback
riding, rock climbing, cliff jumping, caving
and camping. The shoreline includes over
50 more shoreline miles of islands along
with numerous picnic areas, caves, cliffs,
beaches and gradual sloping shoreline.
Norris Lake has hundreds of secluded
coves, 3 state parks, 2 wildlife management
areas and 59 public access sites. Anderson,

Claiborne,

Norris Lake.

Norris Dam
Norris Dam was the first project built by the
Tennessee
Valley
Authority
(TVA).
Construction was started in October 1933,
completed in March 1936 and filled by 1937.
Total cost of construction including land
acquisition
was close to
$36 million.
The dam project relocated
almost 2900
families and
caused the
removal and
relocation of
over 5,000
gravesites.
Norris Lake was named after George W.
Norris, a U.S. Senator from Nebraska who was
the author of the legislation that created the
TVA.

Dam is a
concrete
gravity-type
dam, 1860
feet long,
265 feet
high, and
208 feet
thick at the base. The dam is equipped with
two 50,000-kilowatt generators. Norris Dam
provides flood control and recreation;
generates hydroelectricity and helps
improve navigation of the Tennessee River.
The town of Norris was built to house the
dam workers. It was a planned community
that became a model for others throughout
the nation. The houses were some of the first
all-electric homes in Tennessee.

Powell River Area

Come to Norris Lake
It’s like walking on water
The Powell River is one of the two rivers
that makes up Norris Lake. It meets the
Clinch River about 10 miles northeast of the
dam around Anderson County Park at day
marker #9. It extends 56 miles northeastward
eventually flowing under 25E just south of
Cumberland Gap. The Powell River offers
beautiful scenic views of the Cumberland
Mountains to the northwest and the Chuck
Swan Wildlife
Management
Area to the
south.
Along the Powell

to great food and
entertainment at
their restaurants.
Shanghai Resort is located at day marker
#10, not far from where Cedar Creek meets
the Powell River. Between day markers #10
and 11 is Deerfield Resort, Deerfield Cove
Marina and the Tiki Club where you can
enjoy a drink and a bite to eat. Just around
the next point is Springs Dock Resort. Flat
Hollow Marina Resort and Blue Springs Dock
are both a little further down on the Powell
River around day marker #14. Union County
Marina and a car ferry is located around Day
marker 15. The Powell River continues over
2 5 m o re m i l e s p a s t a n d t h ro u g h a l o t
of undisturbed areas, great for skiing and
boating.
There are two major creeks that feed into
the Powell River, Cedar Creek and Davis
Creek. Sugar Hollow Marina is the only dock
on Cedar Creek and is close to the Cedar
Creek Bridge, also known as jumping bridge.
Davis Creek enters the Powell River around
day marker #12 behind an Island where it is
easy to miss. Powell Valley Resort is located
on Davis Creek at day marker #13 where
Doakes Creek splits off. Don’t miss the view
of the Cumberland Mountains from Davis
Creek, it is awesome.
There are many secluded coves in the
Chuck Swan Wildlife Management Area that
borders a lot of The Powell River. For an
exciting day, hike into the Chuck Swan
Wildlife Management Area and discover the
lookout tower (GPS 36.37210,-83.89310) or
Panther Cave. It’s a good idea to take a gps
so you don’t get lost.
The Powell River has a lot of wildlife if you
keep your eyes open. Along the shores watch
out for deer, great blue heron, bald eagles
a n d t u r k e y s . Yo u m a y c a t c h a n e a g l e
swooping down to catch a fish, a few deer
swimming across the lake or the fish jumping
which is a lot more common to see than you
think.

Fishing on Norris Lake
The deep clear waters of Norris Lake create
a perfect habitat for rockfish, walleye, catfish
largemouth, smallmouth, bluegill and crappie.
Also famous for its trophy-size stripers,
walleye and catches of black crappie, Norris
Lake has become a favorite destination and
tournament venue for anglers across the
country.
License Information
A Tennessee fishing license is required
if you take fish or attempt to take fish
(including crayfish) by any method or if you
assist someone else to do so. Non-residents
have a choice of annual, 10-day or 3-day fishing license, for either all fish or no trout. If
you are under 13, you do not need a license.
Annual fishing licenses go on sale February
18, the start of prime fishing and are valid
until the last day of February the following
year. Licenses are available by phone, on the
web, by mail or from the county court clerks,
some sporting goods stores, hardware stores
and marinas. To purchase a license or for
more information, call 888-814-8972 or visit
www.tnwildlife.org. If a fishing license is
purchased by phone, an authorization
number will allow you to fish immediately.

local papers for information on local fishing
tournaments, area guides and other tips.

Fishing Tips
Spotted bass
Small white spinners, plastic grubs on leadhead jigs, doll flies, and crawfish crankbaits
are all excellent.
Largemouth bass
Use Crankbaits, top water lures, Flukes, Bass
Assassins, spinners, and Carolina-rigged
lizards during April, May, and early June.
Smallmouth bass
Good lures for Norris smallmouth are Silver
Buddies, 1/4 oz (or smaller) doll flies, doll
flies tipped with minnows, float-and-fly rigs,
and large shiners. On windy days in late
winter, cast small crankbaits to wind-swept,
rocky banks. In early spring smallmouth
spawn on gravel points which reach out into
the main channels. Spinners or pig’n jigs
fished at night on steep, boulder-strewn
banks catch good smallmouth year-‘round.
Crappie
Quality angling is best in the back of major
embayments such as Big Sycamore Creek,
Davis Creek and Big Creek. Upper river sections above Point 15 (Powell) and Point 31
(Clinch) are also good. Fish close to the brush
piles or downed trees in the winter, early
spring or late fall months. Small minnows,
plastic grubs, flies tipped with minnows, and
small crankbaits work best.
Walleye
During river runs, troll or jig with minnowtipped doll flies, Sparkle Tails, AC Shiners,
Rapalas, or Shad Raps. In late spring, night
anglers cast crankbaits into flooded weeds.
Trolling with Jet Lures tipped with night
crawlers, spinner-and-night crawler rigs, or
with deep running Long-Billed Rebels and
Model 911 RedFins is popular by the end of
May on the lower end. Night fishing with
jigging spoons, alewife or shad accounts for
good catches in the summer.
Norris Lake Fish Habitat Enhancement
The TWRA and volunteers from the public sector, have worked to
improve fish habitat in Norris Lake for many years. More than 21,000
structures have been placed in the lake since 1992. A wide variety of
fish attractors have been used in an attempt to concentrate fish for
anglers. These include brush piles which are used by many game
fish, and stake beds which are primarily for concentrating crappie.
These attractors work well, but must continually be refurbished.
Bald cypress and black willow trees have been planted in drawdown
areas to create additional, long lasting habitat. Shoreline seeding of
grasses during the winter drawdown has the potential of creating
spawning habitat and cover for young fish. Inconsistent water levels, however, have rendered
any shoreline seeding projects impractical. Spawning benches have been constructed to provide habitat for smallmouth bass reproduction.

Norris Lake has become a favorite among
waterskiers, wakeboarders, wakesurfers,
kneeboarders and jet skiers. Thanks to an
abundance of coves and corners to break the
wind, the lake provides mile after mile of
smooth water. Some of the best ski water
anywhere, referred to as glass, can be found
on the lake
along with
a ski course

a challenge.

open part of the lake to

On Norris Lake you will see people on water
skis, wakeboards, kneeboards, surfboards,
trick skis, wakeskates, SUPs, air chairs, inflatable toys/tubes and even on their barefeet
skiing. On YouTube you can see a video of 12
skiers being pulled behind one boat on Norris
Lake. Lately you see a lot of people on Stand
Up Paddleboards (SUPs), the newest trend in
watersports. It’s great exercise, easy and fun
for everyone, so try it out.

driving and safety instructions before you

foundation. Some of these homes have every

The interiors are just like home with tile and

Clinch River Area
The Clinch River is the larger of the 2 rivers
that make up Norris Lake. Norris Dam is on
the Clinch River where the Norris Dam
Marina sits. Cove Creek meets the Clinch
River at the dam. The Norris Dam State Park
and the Cove Creek Wildlife area border Cove
Creek where the creek meets the Clinch River.
Cove Creek flows from Cove Lake State Park
to the dam. Along Cove Creek there are two
marinas, Twin Cove Marina and Mountain
Lake Marina.
The Norris Dam State Park also runs along
the shores of the Clinch River before you get
to Sequoyah Marina, just across from where
Big Creek joins the Clinch River. Big Creek
flows from outside of downtown LaFollette
before the Campbell County Park to the
Clinch River. Indian River Marina and
Whitman Hollow Marina are both located on
Big Creek.
Farther up the Clinch River is the Anderson
County Park located where the Clinch and
Powell Rivers merge at day marker #9.
Stardust Marina is just around the corner up
a little from day marker #9 on the Clinch
River.
The Clinch River twists and winds past
Loyston Point (day marker #19) where the
lake opens up to the widest part. On the big
open lake up Mill Creek to the southwest you
will find the Waterside Marina. Along the
northwestern shore the Chuck Swan Wildlife
Management Area borders the lake. In this
wide part of the lake, there are over a dozen
islands to be found. Be careful, there is also a
lot of shallow areas especially up Lost Creek
past the Sunset Bay community.

Big Ridge State Park is almost completely
surrounded by Norris Lake between day
markers #21 and 22 along with many secluded coves. The Big Ridge Dam overflows the
park’s lake into Norris Lake.
Going up the Clinch River just past the big
open lake through a smaller passage and
close to even more islands, Hickory Star
Marina sits on the southern shore. Lakeview
Marina and Beach Island Marina are further
up about 10 miles around day marker #27 and
the 33 bridge. Again watch your water depth
through these areas to avoid hitting ground.
Past the 33 bridge is Cedar Grove Marina by
day marker #28. Straight Creek Dock is just
around the corner before you get to Lone
Mountain Shores development. Norris
Landing Marina and Lone Mountain Boat
Dock are between day marker #30 and 31
close to Big Sycamore Creek. Woodlake golf
course is next to Lone Mountain Dock.
Norris Lake continues to wind back and
forth up the Clinch River for over 15 more
undisturbed miles till it flows under 25E
where it becomes too shallow to navigate. On
some shores you may see deer, cows and
horses grazing the fields and wading in the
lake.

• Anyone born after 1-1-89 who operates a boat or PWC, without an adult aboard
that was born on or before 1-1-89, must have taken and passed a Coast Guard
approved boating education course and have their certificate with them.
• Distribute your load evenly and never overload your boat.
• Provide everyone with an appropriate size PFD before leaving the dock and
have them readily available to them.
• Children 12 and under must wear a Personal Flotation Device while underway.
Be sure children’s PFDs fit properly.
• Never follow directly behind other boats or PWCs. (Boats do not have brake lights)
• Always be aware of other boats around you. Always look in all directions before
starting out, turning or changing course.
• Slow down before approaching docks, boats, swimmers, shore, bridges, busy areas
or any object. Always maintain a safe speed depending on your surroundings.
• PWCs cannot be operated between sunset and sunrise.
• No Wake means Idle Speed - you are responsible for all damages from your wake.
The U. S. Coast Guard asks all boat owners and operators to help reduce fatalities, injuries, property
damage, and associated healthcare costs related to recreational boating accidents by taking personal
responsibility for their own safety and the safety of their passengers. Essential steps include always wearing
a life jacket; never boat under the influence; successfully complete a boating safety course; and get a
vessel safety check annually from your local U.S. Coast Guard Auxiliary or United States Power Squadrons.
