Industry in Southwest Illinois.
The Home Builders Association (HBA) of Greater
Southwest Illinois is an organization made up of firms in
the building industry that includes builders, remodelers,
developers, and associated businesses. The association
serves the Bond, Calhoun, Clinton, Greene, Jersey,
Madison, Monroe, Randolph, and St. Clair counties that
comprise the Illinois communities of the St. Louis
metropolitan area. This Association is dedicated to
improving the local housing industry through legislation,
education and services for the benefit of our members
and local communities.

Small Remodels Bring Big Rewards

Are you feeling a chill from those drafty windows or placing a bucket on the floor to cope with a leaky roof ? Have you noticed that your
home is looking a little worn and in need of repairs? With material prices holding steady, expanded energy-efficiency tax credits and a skilled supply of
professional remodelers, now is the perfect time to remodel! By incorporating some changes, you can improve the beauty and
comfort of your home and increase its value at the same time. Consider these remodeling suggestions:
Replace home siding. New siding revitalizes a home’s exterior and
can also solve pesky draft problems. Quality siding can improve
insulation; reduce noise; resist damage from moisture, fire, insects,
and other natural elements; and is easier to maintain. A 2008 Cost vs.
Value Report from Remodeling magazine found that siding is a top
choice in home investment as it yields an 81 percent expense recovery.
Install new windows. Improve your view and lower your energy
bill. New windows are easier to maintain because they require less
cleaning and reduce costly air infiltration - saving on your heating and
cooling bills. New windows may be impact resistant, repel dirt and
water spotting, and come with coatings that prevent heat loss or gain.
Windows and other projects also qualify for the expanded federal
energy efficiency tax credit.
Repair or replace the roof. Choose from a multitude of options to save energy, and stay warm and dry during the wintry months.
Also consider new green roofing options, such as incorporating
vegetation on the roof to collect rain and conserve energy, or adding
reflective surfaces to keep the roof from retaining the sun’s heat.
Update the kitchen cabinets and sink. You can modernize
your kitchen without the effort of a complete kitchen renovation.
New cabinetry and sinks improve kitchen appearance, enhance the use
of your kitchen and also allows the homeowner to recoup 80 percent
of the investment when they look to resell.
Refresh the bathroom or add a new one. Just adding new
cabinets, a sink, flooring or a tub can revitalize the bathroom and
make it a quiet refuge for pampering. Or, adding a half bath can
increase home value 10.5 percent and a full bath 20 percent, according
to a National Association of Home Builders (NAHB) analysis of data
from the American Housing Survey.
Add a deck or porch. Expanding your outdoor living space with
an area to entertain friends and family or for weekend relaxation is a
popular remodeling project. A survey of remodelers has shown an
increased number of calls for outdoor remodeling work, with 52
percent adding decks, 35 percent building porches, and 25 percent
installing patios. Adding a wood deck to a home returns 82 percent of
the investment and expands your outdoor entertaining space.

What Green Features Would You Choose?

C
onsumer interest has grown significantly over the years for
homes that offer energy-efficiency and cost-savings - that also
have minimal environmental impact on the earth. But will they
pay for it?
According to a recent survey of more than 500 builders by the
National Association of Home Builders (NAHB), the answer is,
not necessarily.
“Although we are seeing significant interest in green building, cost
effectiveness is clearly a key concern among home buyers,” said
NAHB Chairman Joe Robson, a home builder and developer in
Tulsa, Okla. “Builders said that among buyers who are willing to
pay more for green features, more than half - 57 percent - are
unlikely to pay more than an additional two percent.”
Home owners are feeling the pinch of the recession and are much
more careful about their spending choices. They can’t afford everything they want to do to green their homes, so they are picking
and choosing ways that will provide benefits that also fit into their
budgets.

Although it is best to talk to a trained builder or remodeler, here are
two quick ways to help you get the best green bang for your buck.
Insulation - Improving the insulation in your attic is one of the easiest ways to realize immediate benefits. Adding insulation will help save
energy costs, increase comfort by better controlling temperature, and
improve indoor air quality by eliminating many gaps through which
dirt, dust, and other impurities can enter. When choosing insulation,
the higher the R-grade, the better.

Time Running Out for Housing Tax Credit

O
ver the past year and half, the federal government has enacted
a number of special short-term incentives to buy a home. The
$8,000 first-time home buyer and $6,500 repeat buyer tax credits have
inspired millions of Americans to buy homes. But the window of
opportunity to take advantage of those tax credits is quickly running
out—they expire on April 30, 2010.
There’s no time to waste. But families who are thinking about buying
a home may still be able to qualify. The IRS allows buyers who sign a
sales contract by the April 30 deadline to still be eligible if they close
the sale of the home by June 30, 2010.
“Potential buyers shouldn’t give up,” said Mark Vogt, president of
the Home Builders Association of Greater Southwest IL. “There are
still plenty of homes on the market in Greater Southwest Illinois,
including existing homes and - even though the inventory of move-in
ready newly constructed homes has dwindled - builders may still be
able complete a home in time.”
The National Association of Home Builders estimates that with
the expansion and extension of the housing tax credits, close to 70
percent of all potential home buyers could qualify for some form of
the current credits.
Many people may think they don’t qualify for a housing tax credit
when in fact they might, so it is important to understand how the IRS
defines the eligibility criteria for the credits as well.
For example, if you owned and sold a home many years ago, you
may still qualify for the $8,000 first-time home buyer credit. The IRS
defines “first-time buyer” as someone who has not owned a home in
just the past three years. Or, if you sold your home a year ago, but you
owned and lived in it for at least five consecutive years out of the past
eight, you may still be eligible for the $6,500 repeat buyer credit if you
buy a new principal residence before the deadline.
Finally, the income limits of previous housing tax credits excluded
many buyers in higher cost of living areas. But the current credits
increased those limits, enabling single taxpayers with incomes up to
$125,000 and married couples earning up to $225,000 to potentially
qualify for the full credit. Partial credits may be available to home buyers earning up to $20,000 more than those limits.
