ATA and New Zealand Connection
By Dr. Joseph Too Shao, ATA General Secretary
work through ATA publication ministry
for the past 10 years. All of the editorial
work and layout design had been done in
New Zealand. Mrs. Kathleen Nicholls and
Mrs. Julie Belding serve as members of
the editorial team.
Dr. Brian Mitchell, a seasoned OMF
missionary in Asia, serves as the Board
Chairman. With the exception of
Dr. Lester Simpson, the other Board
members, including Drs. Philip Church,
Tim Meadowcroft, and Bruce Nicholls,
were all present at the meeting. The
Board conducted its business efficiently.
Dr. Mitchell made sure that we started
on time, and ended on time. Faced with
Dr. Nicholls’ impending departure from
ATA-NZ next year, the Board addressed
the transitional issue of ongoing support
on ATA.
Visit of Dr. Joseph Shao (2nd from left) at Laidlaw College
O
n November 12, 2012, Rosa and
I, with a sense of mission, visited
Auckland, New Zealand with two
purposes in mind. The primary reason
was to visit Dr. Bruce Nicholls and his
wife Kathleen, to personally express our
gratitude for their contribution to the
theological world through Asia Theological
Association (ATA). Second, I wanted to
meet with the Board of ATA-New Zealand
that has supported the work of ATA
through its editorial work in publishing 15
volumes of Asia Bible Commentary (ABC).
Ministry Challenges
Dr. Bruce Nicholls picked us up at the
Auckland airport. Our host had designed
a full program. After resting for a day, we
visited Laidlaw College on November 13,
and met with the Principal as well as the
Dean of the College. Over a cup of coffee,
I described ATA, a growing community of
264 members in 32 nations, which offers
services to the academic communities
such as accreditation, a value-added
service for helping institutions, and the
publication of literature, such as the ABC
Series with its contextual message for
Asia and beyond Asia. I also mentioned
the recently concluded gathering of
theological educators at the Lausanne
Consultation on Global Theological
Education at the Gordon-Conwell
Seminary, who indicated that the Global
North would like to link with the Global
South. I presented the possibility for
Laidlaw College to exchange faculty
with our existing seminaries in our ATA
member schools. In helpful dialog, I
became more familiar with the system
of Laidlaw College, while in turn the
leaders of Laidlaw College were able to
understand the expanding work of ATA.
Ministry Opportunities
That same day, I joined the ATA-New
Zealand Board meeting. The Board was
formed 10 years ago to support the work
of the Asia Bible Commentary Series, a
project headed by Dr. Bruce Nicholls. ATA
receives the annual report of the work
of ATA-New Zealand. Since Dr. Nicholls
would like to step down at the upcoming
ATA Triennial General Assembly on August
12-16, 2013 in Jakarta, this was the main
agenda of the Board meeting. On behalf
of ATA community, I thanked the Board
members for faithfully supporting God’s
Dr. Bruce Nicholls arranged for us to meet
with the Distant Learning Department of
Laidlaw College. Since Laidlaw College
has agreed to send Dr. Charles Erlam
to ATA upcoming “On Line Seminar” in
April 2013, Rosa and I sat down with two
administrators of the department to learn
from them. They explained that the keys
to success consisted of four components:
1) creative online written programs; 2)
innovative curriculum; 3) competent
tutor; and 4) enthusiastic administrative
support. The written program should
be evaluated and written carefully. The
curriculum should cater to the needs
of the students. The tutor is needed to
coach the students, and to encourage
students to focus on their work and
related matters. Lastly, the administrative
support is to record and oversee the
progress of the entire program.
Though it was examination week
of theological students, Dr. Nicholls
arranged for us to visit Mr. Carey Baptist
College. We had an hour-long meeting
with the Chinese Department that has
60 Chinese students. In 1994, I made
my first visit to New Zealand, teaching a
TEE course for one of the seven Chinese
Continued on page 2
churches in Auckland. Today, there are 64
Chinese churches in Auckland alone, and five
in Christchurch.
On Friday evening, we had an ATA-NZ dinner
that included a video presentation of ATA
work in Asia. Rosa and I both presented
different lectures for friends of ATA. We were
able to present our newly published books
and commentaries that night.
Ministry Needs
Rosa taught a lesson for children, and I
preached at Kohimarama Presbyterian
Church, the home church of Dr. Nicholls.
We thanked the church for her mission and
prayer support for ATA. The success of ATA
is due to the collaboration among different
communities, including churches and friends
in Auckland.
We flew to Christchurch and met Rev. Jack
Stuart and her wife Becky. They have served
at Christchurch for 23 years, ministering to
the Chinese living in Christchurch. I preached
at the Vesper Service of Mosaic Christian
Community Chinese Church. There are Kiwis,
as well as Chinese families in the service.
We also saw the pain and suffering of the
people who experienced an earthquake on
February 2011 in the city. Half of the city
proper has to be rebuilt. Many historic church
buildings were razed. One Presbyterian
church had its outer structure intact, but the
rest of the inner structures had to be rebuilt.
Ministry certainly has its needs and urgency.
No one can predict what may happen to our
city. Only God knows. What we need to do
is to be faithful to our work, and to remain
proactive by looking through the eyes of the
Lord at the needs in our global communities.
God is at work! Men and women need to join
the work.
ATA is blessed to have a community in New
Zealand that cares for the Lord’s work. May
God continue his work through ATA in Asia
and beyond!
ATA as a Founding
Member of CIQG
I
n October 2012, ATA was formally
accepted as a founding member of CHEA
International Quality Group, based in
Washington, D.C. (CIQG). CIQG is a sister
organization of the Council of Higher
Education Accreditation that brings together
organizations and associations that care
about quality assurance work. As a founding
member of CIQG, it means that ATA is part
of this international organization that will
be monitoring the quality of the work of
accrediting agencies.
As many accreditation organizations and
associations exist, “quality assurance” is a
way to ensure the work done and can be
accepted internationally. Since the ATA
Board is very concerned with this matter,
Drs. Akio Hashimoto and Joseph Shao,
together with Dr. Richard Hart and Dr.
Takanori Kobayashi went to attend the CHEA
Annual Meeting in January, 2009.
The CIQG is in part a response by the CHEA
to our ATA request and to the request of
other bodies like ours who wish to be in a
partnering relationship with accreditation
and quality assurance developments in the
United States and around the world. Dr.
Richard Hart is designated to represent ATA
at the founding meeting of CIQG in January
28-31, 2013.
For the Asian region, we are also applying to
Asia Pacific Quality Network (APQN) to coexist with other Asian regional educational
institutions in quality assurance work.
APQN is the regional body of the global
body INQUAHE. Two years ago, Drs. Joseph
Shao and Theresa Lua visited the Executive
Director of APQN. The Director, upon hearing
of the ATA’s history and work encouraged us
to apply. Dr. Hart and the ATA Manila staff
have been working on the application for
some time. During a 4-day period in Manila,
they finished preparing the application with
its supporting documents and submitted it
electronically. We anticipate hearing from
the APQN membership committee about our
request early in 2013.

ATA/ICETE’s Three-day Training Helps
Equip Dissertation Mentors
ATA Korea and Japan Meet for
its 7th Joint Conference
T
hirty participants
from the Philippines,
Singapore, Malaysia,
Hong Kong, Taiwan, and
Myanmar participated
in the Training Course for
Supervisors/Mentors on
Doctoral Programmes
held in the Philippines on
Nov 29 - Dec 1, 2012. The
seminar workshop was
Dr. Ian Shaw conducting the training
facilitated by Dr. Ian Shaw,
Director of Langham Scholarship Programme. The training is an initiative
of the International Council for Evangelical Theological Education
(ICETE), of which ATA is a member.
Several ATA accredited schools have been part of the ICETE Doctoral
Consultation aimed at strengthening doctoral programmes in the
majority world. The first one was held in Beirut in 2010 which produced
the Beirut Benchmarks for Research Doctorates. In 2011 a consultation was
held in Bangalore which resulted to the Beirut Benchmarks Adaptations
for the Professional Doctorates. Two more consultations were held
this year, one in Boston just before the Lausanne Consultation on
Global Theological Education in May, and in Nairobi just before the
ICETE Consultation in October. Dr. Ian Shaw was a key player in these
consultations, helping the group to draft the Benchmarks and to identify
best practice guidelines in the implementation of doctoral programmes.
Dr. Theresa Lua was part of these consultations representing AGSTPhilippines. Seeing the need to equip dissertation mentors, she invited
Dr. Ian Shaw to conduct this training.
The training focused on the following topics: doctoral awards in
evangelical theological education, the context for postgraduate
programmes—creating a research culture, building research skills
at masters level, the nature of research and the research proposal,
getting projects started, helping students to manage research projects,
supervision/mentoring and spiritual formation, managing supervisory
sessions, keeping students writing, common problem areas, preparing
students for doctoral examination and conducting examinations.
The case studies prepared by Dr. Shaw based on actual experiences
or cases he has heard generated very lively discussions among the
participants. The different scenarios helped them reflect on institutional
issues and how they might seek to resolve the problems presented.
The participants found the three-day seminar to be very helpful in
understanding their roles as mentors to doctoral students.
ATA Korea & Japan joint conference
he 7th ATA Korea and Japan Joint Theological Conference met at
Kobe Lutheran Theological Seminary, Kobe, Japan on November
9-10, 2012. There were 17 representatives from Korea and 27 from
Japan. Everyone worshiped together in an opening message by Dr.
David Hymes on the topic “Two is Stronger than One.”
T
The conference was presided by Dr. Makito Masaki. Dr. Sung-Kyu Choi (in
absentia), presented a paper in the first session, read by Dr. Park Chul-Ho
on “The Necessity of Modern Hyo (Filial Piety) Theology” to create the
favorable cultural environment for the gospel. It was followed by the
response of Dr. Naoto Kamano and the heated discussions pointing out
the need of serious biblical and theological context for the Hyo theology.
The first evening was closed with a prayer led by Dr. Gyoji Nabetani,
reminding the history of ATA and the tremendous growth of ATA
members to 264 schools in Asia. The participants prayed for ATA, ATA
K/J, and particularly remembering the schools in India and the Islamic
nations including Pakistan, Bangladesh and Middle East.
Dr. Sang-Bok David Kim opened the second day with devotion on
the biblical Fatherhood of God (Exodus 34:6). The second paper was
presented by Dr. Takanori Kobayashi on “Theological Education in Asia
and ATA’s Role,” describing the condition of Japanese churches and the
ways to cooperate with ATA K/J regarding the creation of a joint research
program in missions in the North-East Asia, faculty exchange for special
lectureship and seminary exchange programs and mission trips. Dr.
Jung-Sook Lee responded to the paper and expressed her appreciation.
The last session was conducted by Dr. Young Ook Kim and Dr. Akio
Hashimoto for the joint deliberation on ATA K/J issues and contribution
to the whole ATA.
The next joint conference will be hosted by ACTS in Korea in November
2014. ATA-K will organize a preparation committee which will work with
ATA-J representatives. Some Japanese theological schools are introduced
and Dr. Takashi Manabe closed in prayer. A special gratitude was
expressed for the generous hospitality of ATA-J and the Kobe Lutheran
Theological Seminary.

ICETE’s 2012 Consultation
D
r. Joseph Shao, Dr. Akio Hashimoto, Dr.
Theresa Lua, Dr. Carver Yu, Dr. JungSook Lee, Dr. Jangmook Manoch,
Dr. Richard Hart, and heads of ATA member
institutions participated in the ICETE
Consultation in Nairobi on Oct. 15-19.
(The following article was taken from the ICETE
November 2012 newsletter)
ICETE’s 2012 International Consultation for
Theological Educators, meeting in October
in Nairobi, Kenya, was the best attended
and most diversely representative of such
ICETE gatherings since the first one was
held thirty-two years ago. Participants
came from 65 countries, representing eight
regional associations of theological schools
that together cover all parts of the world,
plus numerous organisations involved in
resourcing and support for theological
education. As such the 2012 Consultation
has been referenced as “among the most
significant gatherings of theological
educators in the last decade.”
Using the theme ‘Rooted in the Word,
Engaged in the World’, the ICETE 2012
Consultation focused participants on the
historic document emerging from Lausanne’s
2010 Congress, the Cape Town Commitment.
The Consultation programme was framed
to ask: as a contemporary expression of the
Christian community worldwide, what does
the Cape Town Commitment have to say to
today’s theological educators? In this way
the ICETE gathering in Nairobi became a
‘consultation’ not only among theological
educators but deliberately a conversation
with the global church. As is customary at
ICETE’s triennial events, the programme
was also enriched by plenary interaction
sessions, morning Bible readings, afternoon
electives, evening community forums, and
extensive free time for informal networking.
The relational and professional climate of
the event was such that one participant
reported afterward: “When I come to ICETE
Consultations I am so encouraged by what I
learn and by conversations with those that
I meet. If I were a poet, I would compose a
psalm of praise to God.”
Rooted! Engaged!
Chris Wright, principal framer of the Cape
Town Commitment, and an honoured
member of ICETE’s Council of Reference,
opened ICETE’s 2012 Consultation on
Monday evening, 15 October, with a powerful
exposition of that document, and of the
Consultation theme, for those engaged in
evangelical theological education globally.
On Tuesday morning Douglas Carew
(Kenya) linked the Consultation theme
commemoratively to John Stott, vivifying
that theme as lived out in the person and
6 ATA news Oct-Dec 2012
ministry of Uncle John. Langham assisted
with a tribute video, and Lausanne with a
booklet about Stott. Also individual ICETE
participants reflected briefly on their own
experience of John Stott, including his
exceptional commitments both to the
majority world and to the role of theological
education, and his friendly support of ICETE
itself.
Also on Tuesday morning Lausanne’s Doug
Birdsall gave a plenary address on ‘The Vision
of Lausanne for Theological Education’,
while on Friday morning Geoff Tunnicliffe
of the World Evangelical Alliance spoke
on ‘Theological Education’s Role in Global
Evangelicalism’. By featuring such individuals
who are both close to ICETE and principal
leaders in global evangelicalism, the ICETE
community was seeking to position itself
at the heart of global evangelical identity,
reflection, commitment and advance at this
time, and address its particular role in that
setting.
In support of this framing of the programme
the mid-week sessions were full of specific
content. On Wednesday morning Carver Yu
(Hong Kong) and Myrto Theocharous (Cyprus)
explored the theme of Attentively Rooted!,
while on Thursday Havilah Dharamraj
(India) and Enrique Fernández (Costa Rica)
developed the theme of Energetically
Engaged! The week’s concluding sessions
on Friday, 19 October, wrapped up the
Consultation with a summary and a look
to the future, led by Paul Sanders (France)
and Riad Kassis (Lebanon), respectively
ICETE’s current Director and ICETE’s DirectorDesignate.
Beforehand
The ICETE 2012 Consultation was preceded
by three other key events held at the same
venue in Nairobi. The first was the meeting
of the ICETE Board, in which the strategic
future of ICETE and its member agencies was
discussed, and the appointment of Dr Riad
Kassis as ICETE’s new International Director
was formalised. This event was followed
by the Third ICETE Doctoral Consultation,
bringing together representatives of
leading evangelical doctoral programmes
of the majority world, and building on
the work done by this group in Beirut in
2010 (producing the Beirut Benchmarks)
and in Bangalore in 2011 (producing
the Bangalore Affirmations). The keynote
address was by David Baer of Overseas
Council, titled ‘Studying Love: The Doctoral
Experience as Obedience to the Two Greatest
Commandments’. The third event in the
sequence was the ICETE Leaders Colloquium,
which included special briefings by leaders
from the Lausanne Movement, the World
Evangelical Alliance, Langham Partnership,
and Overseas Council, together with input
from ICETE’s leadership and member
associations, and from representatives of
the 16 ICETE Associate and 6 ICETE Affiliate
entities which link to ICETE with resourcing
and support ministries for theological
education.
