Consideration of a Letter of Design Approval for an Exterior Modification to Salvation Army, Located at 207 Elm Street, as Requested by Ramon Loeza, the Contractor. 4. Consideration of a Letter of Design Approval for a Wall Sign for Bridal Boutique of Lewisville located at 139 W. Main Street as Requested by Starr Studios, the Sign Contractor. 5. Adjournment. NOTICE OF ASSISTANCE AT THE PUBLIC MEETINGS The City will provide appropriate auxiliary aids and services, including sign language interpreters and assisted listening devices, whenever necessary to ensure effective communication with members of the public who have hearing, sight or speech impairments, unless doing so would result in a fundamental alteration of its programs or an undue financial burden. Minutes Old Town Design Review Committee January 13, 2014 Item 1: The Old Town Design Review Committee was called to order at 4:01 p.m. with the following members present: Chairperson Amanda Ferguson, Casey Dunn, Dan Longacre, Sharon Ellis, and Advising Architect Bill Peck. Doug Killough was absent. Staff members Mary Paron-Boswell and Jay Shivers were present. Item 2: The second item on the agenda was the approval of the December 9, 2013 minutes. A motion was made by Casey Dunn to approve the minutes, seconded by Dan Longacre. The motion passed unanimously (4-0). Item 3: The third item on the agenda was the Request for Feedback for an Exterior Modification to Salvation Army, Located at 207 Elm Street. Ramon Loeza and Jose Garere with A.B.E. Construction explained to the Committee that the Salvation Army is interested in reducing the porch area to accommodate a new walk-in refrigerator. Mr. Loeza explained that they will construct two new walls on the porch with either brick, wood siding, or glass. Mr. Loeza further explained that matching the exact brick color will be a challenge and that the existing glass may be reused. The Committee discussed reusing the glass and decided that was the best option. The Committee discussed the transparency of the glass and recommended frosting the glass to mask the refrigerator wall that will be located directly behind the glass. Staff informed Mr. Loeza that the next step is to submit an exhibit of the renovation for the next Committee meeting. Item 4: The next item on the agenda was the Request for Feedback for a New Building for Commercial Bank of Texas, Located at the Southwest Corner of Mill Street and Elm Street. Tom Fancher and Pat Ford with Rogers-Ford Architecture and Interior Design presented the design for the new Commercial Bank of Texas. The bank façade will consist of brick, stone, and cement plaster with a standing seam galvalume roof. Committee member Sharon Ellis inquired about the landscaping to which Mr. Fancher replied that it will meet all City requirements and he will show it on the next submission. The Committee agreed that the building design was suitable for Old Town and inquired about the sign dimensions. Mr. Fancher replied that they have been focusing on the building design and did not bring the sign dimensions. Mr. Fancher said they will also look into possible external lighting for the signs. Page 2 Minutes - Old Town Design Review Committee January 13, 2014 Item 5: The next item on the agenda was the Consideration of a Letter of Design Approval for New Window Signs (2) for DFW Vintage Toys, as Requested by Robin Berry, the Sign Contractor. Staff informed the Committee that the applicant has withdrawn the application and will be relocating the business. There being no other items to discuss, the meeting was adjourned at 4:45 p.m. Respectfully submitted, Approved, _________________________________ Patia Boomsma, Planning Manager ______________________________ Amanda Ferguson, Chairperson STAFF REPORT TO: Old Town Design Review Committee FROM: Jay Shivers, Planner DATE: January 8, 2013 SUBJECT: Consideration of a Letter of Design Approval for an Exterior Modification to Salvation Army, Located at 207 Elm Street, as Requested by Ramon Loeza, the Contractor. BACKGROUND The Salvation Army is proposing a small modification to the southwest corner of the building. The Salvation Army plans to install a new walk-in freezer which will fill in a portion of the porch area. The addition of the refrigerator will reduce the total porch area and require two new walls. The contractor attended the January 13, 2014, Old Town Design Review Committee meeting for design guidance. The Committee suggested building new walls to match the existing glass walls on the porch. The Committee also suggested frosting the glass on the new walls to mask the refrigerator. ANALYSIS The proposed plan consists of removing the glass panels from the existing walls and reusing them in the new walls. The contractor also plans to reuse brick displaced by the renovation to cover the corner column and match the existing brick on the building; if there is an inadequate amount of brick leftover, the contractor will install an aluminum corner column that matches the existing window frames. The design is consistent with the remainder of the porch area and meets the design requirements found in the Old Town Development Ordinance. RECOMMENDATION Staff recommends that the Old Town Design Review Committee grant a Letter of Design Approval for proposed exterior modification. STAFF REPORT TO: Old Town Design Review Committee FROM: Mary Paron-Boswell DATE: January 24, 2014 SUBJECT: Consideration of a Letter of Design Approval for a Wall Sign for Bridal Boutique of Lewisville located at 139 W. Main Street as Requested by Starr Studios, the Sign Contractor. BACKGROUND Bridal Boutique is proposing a new painted wall sign for their location at 139 W. Main Street. The previous sign has been removed from this building and staff is working with the applicant to resubmit its relocation to the committee. ANALYSIS Wall Signs: There is one wall sign proposed for this building to be located on the side of the building facing the Old Town Plaza entrance off of Main Street (formerly Poydras St.) The sign will be visible from Main Street. The proposed sign measures 84 inches by 84 inches or 49 square feet, which is within the 50 square feet allowed for a primary façade. The sign will be painted onto the building and will have a white background with a black outline. The contents of the sign will contain the store name “BRIDAL BOUTIQUE, SINCE 1990”, in a serif font, along with a decorative embellishment centered on both the top and bottom of the sign, also in black. The sign has bookend scallops and scalloped corners. This sign meets all quantitative requirements of the Old Town Sign Ordinance. RECOMMENDATION Staff recommends that the Old Town Design Review Committee grant a Letter of Design Approval for the proposed wall sign.
