On behalf the Moroccan Association of Potable Water and Sanitation (AMEPA) and the organizing committee of the 16th AFWA International Congress, I wish all participants a warm welcome to Marrakech, which is particularly proud to be once again the host city of a large gathering of water and sanitation professionals, having hosted already the 1st world Water Forum in 1997 and the 4th international Water Association Congress (IWA) in 2004. AMEPA, which counts among its members, the producers, the suppliers, public as well as private, industries and engineering companies, has as such, a very rich experience on a national level that it will use in the organization of this event. Among the key successful events organized by AMEPA is the 8th Congress of AfWA in Casablanca in 1998. We deeply wish that the debates during the congress will end up proposing suitable solutions to meet the immense challenges of our continent in the water and sanitation sector and invite you to participate in it massively. The African Water Association (AfWA) is pleased to announce its 16th International Water and Sanitation Congress that will take place in Marrakech, Morocco, from 20 to 23 February 2011. The theme of this congress is: “Collaborative mechanisms and innovations for sustainable development of water and sanitation sector in Africa”. MAMADOU DIA AFWA President The theme was developed, as a logical follow up of the 15th Congress that took place in Kampala, Uganda in March 2010. The congress will involve a number of technical sessions, workshops, side events, exhibitions and a host of other networking possibilities. We expect participants from all parts of the world, who are involved in development issues relating to the water and sanitation sector, mostly in developing countries. The planning of the congress is good and will result into great value to all congress delegates. In addition, the congress venue is a renowned tourist destination, offering a variety of recreation and sight-seeing possibilities. You are all welcome to contribute to the preparation of a successful 16th AfWA Congress. (ZZVJPH[PVU(MYPJHPULKLS»,H\((, (MYPJHU>H[LY(ZZVJPH[PVU(->( 1 Challenges of the water sector in Africa According to a recent evaluation of the United Nations Environment Program (UNEP) and UN Habitat, the urban areas in Africa are growing much faster than the rest of the world and are facing huge challenges in terms of water supply and access to sanitation services. Today, 40 % of Africans, that is 400 million persons, live in urban zones, and 60 % of them in shanty towns, where sanitation and drinking water supply are inadequate. 16 th AfWA’s International Congress and Exhibition 20 - 23 February 2012 Palais des Congrès Marrakech - KINGDOM OF MOROCCO The UNEP report, published on the occasion of the World Water Day, stipulated that in 2008, 55 million African citizen have no access to the drinking water, against 30 millions in 1990. And 175 millions do not benefit from sanitation services, against half in 1990. The 16th African Water Association Congress and Exhibition will gather in Marrakech from 20 to 23 February 2012 professionals in the drinking water and sanitation sectors from all African countries , as well as major donors , scientific community, elected officials and members of civil society, to discuss issues raised by these vital services for populations and essential to the economic development of the continent. How to ensure the operational effectiveness of partnerships for a rational and sustainable exploitation of water systems and sanitation? What are the available means of financing? 16 th AfWA’s International Congress and Exhibition 20 - 23 February 2012 Palais des Congrès Marrakech - KINGDOM OF MOROCCO To discuss these issues, Marrakech will host from 20 to 23 February 2012 the 16th edition of the African Water Association International Congress & Exhibition under the theme : “Collaborative mechanisms and innovations for sustainable development of water and sanitation sectors in Africa” Known as one of the most important platforms of dialogue and strategic reflection on the governance and the development of the water sector in Africa, AfWA’s 16th Congress will gather 1500 participants from about sixty different countries and other regions of the world: Ministers and political decision-makers, public and private operators, representatives of the international organizations and the financiers, academics and researchers, consultants and journalists. On a surface of more than 1500 m², about 200 operators and Technology/ products manufacturers will present their experience, know-how, products and services. (ZZVJPH[PVU(MYPJHPULKLS»,H\((, (MYPJHU>H[LY(ZZVJPH[PVU(->( 3 Organizers AfWA: African Water Association: The main organizer 16 th AfWA’s International Congress and Exhibition 20 - 23 February 2012 Palais des Congrès Marrakech - KINGDOM OF MOROCCO Is a professional (not-for-profit) association of establishments, enterprise or utilities operating in the areas of drinking water sanitation and environment, in the whole of Africa. It was formed in 1980 (when it was originally known as Union of Africa Water Suppliers-UAWS). It was later transformed to AfWA in April 2003 to better position it to accommodate regulatory, operating and asset holding companies created in the 1990s as part of sector institutional reforms, private service providers, NGOs, researchers and individual sector professionals spanning across academia, research and policy. AFWA currently has over 100 institutional members from some 40 countries across Africa. A core mandate of AfWA is to develop professional capacity of its members in water and sanitation utilities management to significantly contribute to improved access to service across the continent. This is achieved through technical workshops, peer-to-peer learning partnership, scientific and technical council meetings and congresses. The Marrakech congress is the 16th in the series of biennial congresses conducted since the inception of the association. AMEPA: Association Marocaine de l’Eau Potable et de l’Assainissement Founded in 1997 by public and private operators in the Water supply and Sanitation sector in Morocco (Producers, Suppliers, Industries and Consultancy Offices) in order to meet the future challenges and defend the interests of the sector. The AMEPA is intended to be: - A platform for exchange and experience capitalization; - A support for its members; - A reference for the sector; o An information center; o A think-tank on the sector’s organization. ONEP: Office National de l’Eau Potable The National Office for Potable Water (ONEP), founded in 1972, is a Moroccan public company with an industrial and commercial vocation, endowed with civil status and financial autonomy, and works under the umbrella of the ministry of Energy, Mines, Water and Environment. ONEP is in charge of drinking water supply planning at the national scale. As the first national producer of drinking water, ONEP produces 900 million m3 that is more than 83% of the overall national production. It also covers all the needs in terms of drinking water throughout Morocco, both in the major cities and small towns as well as in rural areas whose coverage rate has attained 91% in 2010. By providing water services to over 1,425, 000 customers in more than 560 medium and small towns, ONEP is the first distributor of drinking water. Furthermore, since the year 2000, it has been in charge of waste water collection and treatment and the management of sanitation facilities. ONEP is also in charge of water quality control via 57 regional laboratories. ONEP has fixed its strategy around three main axes which are: (ZZVJPH[PVU(MYPJHPULKLS»,H\((, (MYPJHU>H[LY(ZZVJPH[PVU(->( 1. Perpetuating and securing existing urban facilities, 2. Spreading to a full scale water supply in rural areas, and 3. Getting actively involved in the area of liquid waste sanitation.
